This paper studies the Least Square Method to define high-speed railway(HSR) earthquake risk and solve the problem of its emergency response mechanism. Based on the construction of a monitoring system for HSR earthquake emergency response, the technical operational procedures for HSR seismic emergency response are proposed. The quantity, scale, and location of HSR earthquake emergency response mechanism are defined, and the corresponding emergency response system is built. In particular, the earthquake emergency response system can conduct real-time continuous dynamic monitoring of seismic activity along the railway. When earthquake occurs, the intensity of the ground motion is detected by the system. When the earthquake monitoring value reaches the earthquake alarm threshold, it will send an alarm signal to the dispatch center, and the emergency power supply will be forced to cut off. The earthquake emergency response system will continue to monitor the follow-up ground motion acceleration. The system provides the operation scheduling center with a basis for train operation control to resume operation after stopping. The monitoring result of the system reduces the disaster, and the secondary disaster is caused by the earthquake. This paper improves the HSR response mechanism in detecting earthquake disasters. The result improves the ability of HSR to deal with earthquake disasters, and reduces casualties and economic and property loss caused by earthquake disasters. 展开更多

Objective:To survey and study the emergency response capabilities of grassroots disease control institutions in a certain area for public health emergencies,and to put forward suggestions for rectification.Methods:The study was carried out from March 2022 to March 2023.Field surveys,questionnaire surveys,and interviews were used to investigate and analyze the emergency response capabilities of public health emergencies in 5 county Centers for Disease Control and Prevention(CDCs)in the region.Results:Through the survey,it was found that the professional level of the existing emergency team personnel of the grassroots disease control institutions in this region needs to be improved.There was an overall lack of emergency plans,and the compliance rate of the equipment,inspection,and testing items was low.The health emergency system of the CDCs in the region and the ability of the talent team need to be further improved.Conclusion:The emergency response capacity of grassroots disease control institutions in this region needs to be improved.For this reason,government departments need to increase investment and strengthen the construction of talent teams and hardware settings,and grassroots disease control institutions need to strengthen the construction of the public health emergency system to improve the ability to respond to public health emergencies. 展开更多

The coronavirus disease 2019(COVID-19)pandemic is challenging the current public health emergency response systems(PHERSs)of many countries.Although environmental factors,such as those influencing the survival of viruses and their transmission between species including humans,play important roles in PHERSs,little attention has been given to these factors.This study describes and elucidates the roles of environmental factors in future PHERSs.To improve countries’capability to respond to public health emergencies associated with viral infections such as the COVID-19 pandemic,a number of environmental factors should be considered before,during,and after the responses to such emergencies.More specifically,to prevent pandemic outbreaks,we should strengthen environmental and wildlife protection,conduct detailed viral surveillance in animals and hotspots,and improve early-warning systems.During the pandemic,we must study the impacts of environmental factors on viral behaviors,develop control measures to minimize secondary environmental risks,and conduct timely assessments of viral risks and secondary environmental effects with a view to reducing the impacts of the pandemic on human health and on ecosystems.After the pandemic,we should further strengthen surveillance for viruses and the prevention of viral spread,maintain control measures for minimizing secondary environmental risks,develop our capability to scientifically predict pandemics and resurgences,and prepare for the next unexpected resurgence.Meanwhile,we should restore the normal life and production of the public based on the“One Health”concept,that views global human and environmental health as inextricably linked.Our recommendations are essential for improving nations’capability to respond to global public health emergencies. 展开更多

An evaluation index system for ERCCIP is proposed. The weight of sub-criteria and criteria of the evaluation index system for ERCCIP are determined using the improved FPP. And the ratings of sub-criteria are assessed in linguistic values according to the experts' subjective opinions. Finally,the aggregated ratings of criteria and the overall ERCCIP are calculated. 展开更多

In recent years, the incidence of severe infectious diseases has increased, and the number of emerging infectious diseases continues to increase. The Chinese government and military forces have paid a great deal of attention to infectious disease prevention and control, and using military-civilian cooperation, they have successfully prevented numerous severe epidemic situations, such as severe acute respiratory syndrome(SARS), influenza A(H1N1), avian influenza H5N1 and H7N9, and Ebola hemorrhagic fever, while actively maintained public health, economic development, and national construction. This paper focuses on the mechanisms of the military-cooperative emergency response to infectious diseases–the joint working mechanism, the information-sharing mechanism, the research collaboration mechanism, and the joint disposal mechanism–and presents a sorted summary of the practices and experiences of cooperative emergency responses to infectious diseases. In the future, the Chinese military and the civilian sector will further strengthen the cooperative joint command system and emergency rescue force and will reinforce their collaborative information-sharing platform and technical equipment system to further improve military-civilian collaborative emergency infectious diseases disposal, advance the level of infectious disease prevention and control, and maintain public health. 展开更多

BACKGROUND: After a disaster, all victims have to be rapidly and accurately identified for locating, tracking and regulating them. The purpose of this study was to summarize people's experiences that how the patients were tracked in past earthquake disasters in Iran.METHODS: A qualitative study was carried out in 2015. This was an interview-based qualitative study using content analysis. The interviewed people included physicians, nurses, emergency medical technicians, disaster managers, Red Crescent Society' first responders and managers. Participants were identified using a snow ball sampling method. Interviews were audiotaped, transcribed, coded, and entered into MAXQDA(version 10) for coding and content analysis.RESULTS: Three main themes and seven categories including content(recoding data), function(identification of victims, identification of the deceased, informing the patients' relatives, patients' evacuation and transfer, and statistical reporting), technology(the state of using technology) were identifi ed that showed the patient tracking status in past earthquakes in Iran.CONCLUSION: Participants believed that to identify and register the data related to patients or the dead, no consistent action plan was available. So developing a consistent patient tracking system could overcome this issue and improve patient safety. 展开更多

As with the fast advances in the technologies of big Earth data and information communication,Web-based 3D GIS system has come a long way from a few years ago.These advances reflect in many aspects of 3D GIS such as higher real-time performance,enhanced interactivity,more realistic 3D visualization effect and improved user interface.This paper aims to present a comprehensive and upto-date 3D Web GIS for Emergency Response using the current vue.js web application framework and the well-known Cesium APl,taking landslide disaster as an example.Building upon recent advances in WebGL technology,we developed a suite of enhanced 3D spatial analysis functions,including interactive route planning,instant text/image/video messaging being incorporated into both 3D WebGL page and mobile GIS applications,and progressive 3D construction and AR visualization using LiDAR and camera over local emergency network or internet.Moreover,professional functions such as landslide susceptibility mapping,landslide monitoring,spatial temporal contingency plan management,landslide information management,personnel and equipment management,and communication are all implemented and integrated in the 3D GIS system.Most of the functions of the system are implemented using open-source projects,which is beneficial to the development of the 3D GIS research community. 展开更多

Abrupt air pollution accidents can endanger people’s health and destroy the local ecological environment.The appropriate emergency response can minimize the harmful effects of accidents and protect people’s lives and property.This paper provides an overview of the key emergency response technologies for abrupt air pollution accidents around the globe with emphasis on the major achievements that China has obtained in recent years.With decades of effort,China has made significant progress in emergency monitoring technologies and equipment,source estimation technologies,pollutant dispersion simulation technologies and others.Many effective domestic emergency monitoring instruments(e.g.,portable DOAS/FT-IR systems,portable FID/PID systems,portable GC-MS systems,scanning imaging remote sensing systems,and emergency monitoring vehicles)had been developed which can meet the demands for routine emergency response activities.A monitoring layout technique combining air dispersion simulation,fuzzy comprehensive evaluation,and a post-optimality analysis was proposed to identify the optimal monitoring layout scheme under the constraints of limited monitoring resources.Multiple source estimation technologies,including the forward method and the inversion method,have been established and evaluated under various scenarios.Multi-scale dynamic pollution dispersion simulation systems with high temporal and spatial resolution were further developed.A comprehensive emergency response platform integrating database support,source estimation,monitoring schemes,fast monitoring of pollutants,pollution predictions and risk assessment was developed based on the technical idea of"source identification-model simulation-environmental monitoring"dynamic interactive feedback.It is expected that the emergency response capability for abrupt air pollution accidents will gradually improve in China. 展开更多

This paper documents the emergency response to the breaches of the Baige Barrier Lake. The lake was successively formed by landslides that occurred on October 10 and November 3, 2018 at the provincial border between Sichuan and Tibet in China. The barrier lake created by the "10.10" landslide breached on October 12 and triggered a flood with a peak discharge around 10000 m^3/s. The residual landslide barrier was enhanced by a second landslide on November 3, resulting in a higher barrier with larger flood potential. An overflow channel was excavated in the crest of the barrier to prompt the breach to be triggered at a lower water level. The second breach happened on November 12 with a measured peak discharge of 31000 m^3/s. Nearly 75000 people were evacuated before the two breaches. In order to prevent the downstream dams from possible over-topping, nearly 3.27×10~8 m^3 of the stored volume was released from the Liyuan reservoir 688 km downstream of Baige Barrier Lake. This paper presents the measured hydrographs and the back-analysis results for the "11.03" barrier lake. It is shown that the modern models of dam breach hydraulics can reasonably reproduce the barrier breach hydrographs;however, further studies are needed to define the key parameters which highly influence the calculated results. Knowledge acquired during the emergency response to the case can be shared with experts working on breaches of embankment dams and can be referenced to promote both the theory study and the engineering practice to mitigate the potential risks caused by this type of catastrophic events. 展开更多

In the early days of the Covid-19 pandemic,China implemented the most stringent and serious emergency response.To understand the effect of such an emergency response strategy on the economic system,this study proposed a simultaneous overall estimation method using intracity travel intensity data.The overall effect is represented by the difference between intracity travel intensity with and without the emergency response.Using historical data and time series analysis,we compared intracity travel intensity post China’s implementation of the emergency response with predicted intracity travel intensity without such a response.The loss rates,defined by the proportion of intracity travel intensity loss,were calculated for 360 cities within 33 provincial-level regions in China based on data availability.We found that 30 days after the emergency response,21% of the cities saw over 80% recovery and 10% of the cities showed more than 90% recovery;45 days after the emergency response,more than 83% of the 360 cities witnessed 80% recovery.The correlation between gross domestic production loss rate and travel intensity loss rate was studied quantitatively to demonstrate the representativeness of the intracity travel intensity loss rate.This indicator was also used to analyze the spatial and temporal patterns of the effects on the economy.The results of this study can help us understand the economic effects caused by the early Covid-19 emergency response and the method can be a reference for fast and real-time economic loss estimation to support emergency response decision making under pandemic conditions. 展开更多

Usually,the response after a disastrous event requires decision-makers in emergency operative rooms to quickly outline and understand the current post-event situation,for planning and defining strategies for a contextualized response.Moreover,in many cases,disastrous events affect cross-border territories and/or involve multiple orga-nizations in responding to the demand generated by the event.These cases require a harmonized and coordinated response by all the institutions/subjects involved in emergency management.To address this challenge,this pa-per proposes the e-Atlas(emergency atlas)tool for showing and sharing information that embraces a response management perspective to explicitly support decision-makers in managing the criticalities of a post-earthquake situation.The e-Atlas has been designed and tested to:i)acquire sensible information for allowing decision-makers to understand in almost real-time the post-earthquake situational picture,and ii)share the representation of the situational picture among different users,allowing each of them to use it according to its specific require-ments.Applications of the tool are illustrated,to show how it is used in a transborder context in the North-East area of Italy. 展开更多

Safety is one of the most critical themes in any large-scale railway construction project.Recognizing the importance of safety in railway engineering,practitioners and researchers have proposed various standards and procedures to ensure safety in construction activities.In this study,we first review four critical research areas of risk warning technologies and emergency response mechanisms in railway construction,namely,(i)risk identification methods of large-scale railway construction projects,(ii)risk management of large-scale railway construction,(iii)emergency response planning and management,and(iv)emergency response and rescue mechanisms.After reviewing the existing studies,we present four corresponding research areas and recommendations on the Sichuan-Tibet Railway construction.This study aims to inject new significant theoretical elements into the decision-making process and construction of this railway project in China. 展开更多

Lessons for Epidemic Emergency Policy: A Scoping Review of Ebola and COVID-19 Pandemics in Africa

Ebola Virus Disease (EVD) outbreaks in Central and West Africa 2013-2020 were the deadliest, most intense and most widely spread. On top of this, the novel Corona Virus Disease 2019 (COVID-19) has given us all a new experience. It is imperative to draw lessons to prepare for future disease outbreaks. This was a scoping review, a method that allows the assessment of emerging evidence. The objectives of the review were to 1) describe the manifestation of the epidemics;2) elaborate on the social and economic effects;3) characterize the responses;and 4) draw lessons. The findings show that Ebola risk is permanent and even increasing. The next COVID-19 epidemic is around the corner. For Africa, the situation has been made worse by poverty and fragility of institutions. Africa’s incapacity to manufacture its own vaccines, medicines, diagnostics and protective wear has been detrimental in the management of epidemics. The need for personal and home hygiene has been emphatically brought to attention. The trust in the government and other agencies is the cornerstone in the management of emergencies. The use of armed soldiers should be discouraged, for they scare people from seeking help. It is much better to use trusted local leaders instead of strangers during pandemic emergencies. Understanding the local politics without getting involved in them is essential. It is critical to understand community and individual perception of the risk of the disease in question. Often neglected is the psycho-social aspect, which should be planned early. The science of response measures ought to be explained simply and transparently, as part of risk communication. Emergency funds should be raised, and made easy and quick to disburse. Mechanisms of sharing health technologies and knowledge need to be devised under the UN. People centeredness ought to guide the conduct of trans-border movements and all transactions during pandemics. 展开更多
