Enhance Technical Innovation to Realize Sustainable Development Of China's Refining Industry

China’s refining industry needs to energetically improve its international competitiveness to realize the continuous development in the new century. It involved many aspects of the issues such as crude resource strategy, modern management of enterprises, industry system and mechanism, enterprise structural regulation, human resource mechanism and technical innovation. The auther brings forward some suggestions and countermeasures on product quality, deep upgrading, refining chemical integration, IT and fuels substitute technology as well as the development strategy on how to improve technical innovation force and strengthen technology development.

Project Construction and Important Technical Innovation for Qinshan Phase Ⅲ (PHWR) Nuclear Power Plant

Qinshan Phase Ⅲ(PHWR)Nuclear Power Plant,the first commercial heavy water reactor nuclear power plant in China,was the biggest trade project performed between the governments of China and Canada.As the owner,the Third Qinshan Nuclear Power Company(TQNPC)persisted in independent innovation management during the project construction,commissioning and self-dependent operation,efficiently realizing the three controls of the project,i.e.quality control,schedule control and investment control,and persisted in technical improvement on the basis of digestion and absorption of CANDU-6 technology to improve the unit safety and reliability.The project construction practice has helped China's nuclear power project management to becomeprogrammed,computerized,standardized and internationalized management from the existing basis.After completion of the project,with unit safe and steady operation as the prerequisite,TQNPC performed several technical modifications and innovations to continuously improve the unit performance.In the area of staff development,TQNPC paid much attention to cultivation of corporate culture,strengthed staff training and built up a good circulating mechanism with staff training and project construction promoting each other.Further to "Zero Breakthrough" and a new step forward of locolization successfully realized in Qinshan Nuclear Power Plant and Nuclear Power Qinshan Joint Venture Company,the improvement and developemnt of nuclear power project management level in Qinshan Phase Ⅲ(PHWR)Nuclear Power Plant provided reference for promotion of nuclear power development in China and standardized management of introducing large imported project.

Measurement and Evaluation of Efficiency of Regional Technical Innovation Jiangsu Province

The target system was built to evaluate the efficiency of technical innovation for 13 cities and three regions in Jiangsu province based on the data envelopment analysis. This paper comparatively analyzed the efficiency of innovation and scaling return for each region in Jiangsu province. The projection analysis on production frontier face for inefficient regions was also performed. Evolving rules and regional difference of technical innovation system of Jiangsu province were explored. Some important results and suggestion were obtained.

STUDY ON MEASURE OF TECHNICAL INNOVATION ABILITY IN MEDIUM AND SMALL MANUFACTURING ENTERPRISES

Measure index system of technical innovation in medium and smallmanufacturing enterprises is established according to principles of exploration, adaptability,standardization, generalization, feasibility, comparability and combination of economic benefit andcontinual development. It includes index of technical innovation capacity, informationaladministration on technical innovation, and investment of technical innovation, economic benefit,green technical level, social contribution and other influential indexes. Approach to measure oftechnical innovation in medium and small manufacturing enterprises is presented based on combinationof grey relation and fuzzy hiberarchy analysis, and conclusions are drawn based on practicalanalysis of 20 medium and small enterprises, which provides the basis for the medium and smallenterprises to select technical innovation policies and the government to constitute relativepolicies.

Technical modifications & management innovations in exporting nuclear reactor projects

As a main channel for the foreign economic cooperation of China nuclear industry,China Zhongyuan Engineering Corporation (CZEC) has been constantly engaged in technical modifications and management innovations in its exporting nuclear reactor projects.In the implementation of heavy water research reactor contract in Algeria,CZEC had established a complete and adequate design standards system in compliance with the international standards,and made significant modifications to the reference reactor in the aspects of reactor power and reactor safety,solved quite some technical issues which affected the reactor technical performance.The modifications and improvements enabled the technical parameters,safety features,reactor multipurpose application to attain to the advanced level in the world.In the 300 MWe PWR NPPs in Pakistan,safety features had been updated in line with upgrading regulatory requisites.The design philosophy and technology application demonstrated CZEC's creation and innovation on basis of constant safety enhancement of nuclear power projects.Efforts had also been made by CZEC in promoting China made equipment items and components exportation.

Assessment on IT-based Technical Innovation of the Subordinate Company of the Corporation

Information technology （IT） is one of the most important means by which companies can win an advantaged position in drastically competed market. It has a positive effect on the advancement of the corporation＇s technical innovation. The application of IT can promote the communication among subordinates of a corporation or group, reduce explicit boundaries of the subordinates, and boost the ripple effect of technical innovation of the subordinates. Not only does any subordinate company within a corporation need to assess both technical and economic benefits brought to the corporation itself by technical innovation, but also it should thoroughly analyze how the ripple effect of technical innovation among subordinate companies plays a significant role in the boosting value of the corporation as a whole. In this paper, a scientific approach to assessing technical innovation of a subordinate company is proposed through analyzing the ripple effect of IT-based technical innovation on subordinate companies.

基于Derwent Innovation专利的碳中和技术热点与前沿趋势

为捕捉碳中和技术的发展热点,从Derwent Innovation获取碳中和技术相关专利,借助ITGInsight工具,分析碳中和技术的时间和空间发展特征并追踪热点技术。结果表明:我国碳中和技术专利申请量世界第一,在近两年出现爆发式增长,但尖端技术领域稍有逊色;我国与美国、日本有很强的技术关联;化工技术和多领域交叉技术是碳中和目标的关键发力点和重要实现路径。同时,烟气、一氧化碳、碳酸钙、节能、电能和低成本等成为当前重点研究主题,当前碳中和技术热点更集中于化工和交叉领域,立足我国国情,化工工艺的催化技术、液态阳光技术、碳捕集技术、电力的“源-网-荷-储”协同技术、CCUS与水泥钢铁耦合减排技术、风电光伏的大规模消纳与氢能耦合技术将是未来碳中和技术发展的重中之重。基于以上结论,对未来碳中和技术的发展提出了建议。

The Innovation of CNC Machine Interface Based on DNC System

This paper describes the innovation schemes of the interface of a CNC machine which cannot communicate with a computer by a Direct Numerical Control(DNC)interface and the functions of a DNC interface system.One architecture of hardware and software of a practi- cal single-chip computer based on DNC interface system developed by the authors is given. Without any change of the original hardware and software,this DNC interface system has been used to innovate the CNC machine's interface to implement the direct communication between a computer and a CNC machine and to achieve no tape transmission of a part program and ma- chine parameters.It has been demonstrated that this DNC interface system has certain practical values in improving the reliability,efficiency and production management of CNC/NC machine.

Inevitability and Emergent Problems of Science &Technology Innovation Access to Integration

The causes and the problems of integration of scientific ＆ technical innovation （ISTI） and inevitability are proposed. The status of domestic scientific ＆ technical innovation is analysed. A series of emergent managerial problems caused by the system ISTI （SISTI） are pointed out. Because of Hall three dimensions structure＇s enlightenment, a three dimensional logical net diagram in which the system integration of innovation based on problem in real world but not on disciplinary logic is drawn. The intelligent group＇ s need span is greater under the conditions of relatively low material level than common groups who have lower degree of education. The SISTI is composed by multi-rule and intelligent multi-agent behavior. It is concluded that the logical relationships of integrated technology which based on the author＇s experience and observation must be considerded for a valid management of SISTI.

Analysis of Technological Opportunities in Liaoning Biopharmaceutical Industry from the Perspective of Innovation Subject

Objective To provide suggestions for supporting the key innovation subjects in Liaoning biopharmaceutical industry and selecting high quality cooperation partners from other provinces and cities.Methods Through statistical analysis of the invention patent data of biological pharmaceutical industry in Liaoning Province and other provinces,Excel was used to draw charts and to identify technical opportunities and other provinces.Then the innovation subjects in Liaoning Province and other provinces were studied separately to realize these opportunities.That is,the high quality partners from other provinces were selected for key innovative subjects in Liaoning Province.Results and Conclusion The key innovation subjects in the core technology field of Liaoning biopharmaceutical industry are Shenyang Agricultural University and Dalian University of Technology,which can be supported by emphasis.Their high quality partners in Beijing,Jiangsu Province and Guangdong Province are China Agricultural University,Jiangnan University and South China Agricultural University respectively.

数字经济对制造业技术创新绩效的影响

选取2010—2021年省级数字经济指数以及沪深A股制造业上市企业数据,实证检验数字经济与制造业技术创新绩效的关系。研究发现:数字经济能显著提高制造业技术创新绩效,且该结论在经过增加控制变量、缩尾处理等一系列检验后依然稳健;数字经济能通过产业结构升级,间接提升制造业技术创新绩效。异质性检验结果显示,在地区发展方面,数字经济对东部地区、一线城市内制造业企业技术创新绩效的促进作用更强;在企业性质方面,数字经济对成熟期、国有、高密度人力资本型、资本密集型制造业技术创新绩效的促进作用更大。据此,提出加强数字经济基础建设、推进制造业产业结构数字化升级、实施差异化数字经济发展策略的建议,以充分发挥数字经济的促进效应,提升制造业技术创新绩效。
