Based on shared ideas, intersected agendas, and compatible governance approaches, BRI and the 2030 Agenda for Sustainable Development grow increasingly relevant and they might form synergies based on increasingly interactive relations. This study explores how road users perceive the development of infrastructure modes, serv...Transport infrastructure development and perception vary across and within countries, influencing mode choice among road users. This study explores how road users perceive the development of infrastructure modes, service attributes, embedded safety levels, and commuting modes. Additionally, the research examines whether participants’ environmental backgrounds impact their mode choice patterns. The study gathered responses from 1169 participants residing in two regions of Amman, Jordan, each with distinct infrastructure development and population densities. Participants completed a standardized questionnaire, and several statistical techniques were employed for analysis. The findings revealed that facilities’ infrastructure attributes, development, and safety were assessed using three indices. Both participant groups perceived these indices differently on average. Residents of low population density areas with relatively developed infrastructure showed more consistent assessments, irrespective of their most frequently used mode of transportation, tending towards lower scores. Interestingly, subjective ratings of infrastructure development were higher (4.96) than attribute-based ratings (4.32). Despite their generally low-quality perception, public transportation services received the highest appraisal (4.9). Conversely, pedestrian infrastructure complementing public transport received the lowest assessment (4.57), only slightly higher than street environments (4.59). The study found weak associations between subjective service characteristics ratings. Traveler and trip characteristics influenced mode choice and trips more than infrastructure perception. In conclusion, the study suggests that policies should be developed to encourage green transportation, ensure social equality and safety. In addition, the study contributes to understanding perceptions about transport infrastructure, modes of transportation, and the factors that influence sustainable and equitable transportation systems.展开更多
Road network is a critical component of public infrastructure,and the supporting system of social and economic development.Based on a modified kernel density estimate(KDE)algorithm,this study evaluated the road servic...Road network is a critical component of public infrastructure,and the supporting system of social and economic development.Based on a modified kernel density estimate(KDE)algorithm,this study evaluated the road service capacity provided by a road network composed of multi-level roads(i.e.national,provincial,county and rural roads),by taking account of the differences of effect extent and intensity for roads of different levels.Summarized at town scale,the population burden and the annual rural economic income of unit road service capacity were used as the surrogates of social and economic demands for road service.This method was applied to the road network of the Three Parallel River Region,the northwestern Yunnan Province,China to evaluate the development of road network in this region.In results,the total road length of this region in 2005 was 3.70×104km,and the length ratio between national,provincial,county and rural roads was 1∶2∶8∶47.From 1989 to 2005,the regional road service capacity increased by 13.1%,of which the contributions from the national,provincial,county and rural roads were 11.1%,19.4%,22.6%,and 67.8%,respectively,revealing the effect of′All Village Accessible′policy of road development in the mountainous regions in the last decade.The spatial patterns of population burden and economic requirement of unit road service suggested that the areas farther away from the national and provincial roads have higher road development priority(RDP).Based on the modified KDE model and the framework of RDP evaluation,this study provided a useful approach for developing an optimal plan of road development at regional scale.展开更多
Sustainable development is an important component of the Belt and Road Initiative(BRI)and is of great significance for evaluating the levels of sustainable development of countries along this route(henceforth,BRI coun...Sustainable development is an important component of the Belt and Road Initiative(BRI)and is of great significance for evaluating the levels of sustainable development of countries along this route(henceforth,BRI countries).Therefore,this study aims to identify the factors that influence the levels of sustainable development of BRI countries in a reasonable and objective manner.Eventually,this study employs the super efficiency slacks-based measure(Super-SBM)model,which considers unexpected outputs to measure the level of sustainable development of BRI countries.The dynamic change and composition of the sustainable development level of these countries are calculated using the global Malmquist-Luenberger index.Furthermore,the Tobit model is used to identify the factors influencing the level of sustainable development of BRI countries in general and in various categories.The empirical results suggest the following points.(a)The overall level of sustainable development of BRI countries is low,whereas those of high-income and middle-and high-income countries are relatively high.(b)The overall sustainable development levels of BRI countries declined to a certain extent in 2008 owing to the effect of the financial crisis,.However,the sustainable development level of other countries,barring low-income countries,has gradually increased since 2011.(c)Since 2008,technological progress has replaced technical efficiency as the main driving force behind the improvement of the sustainable development level of BRI countries.(d)A U-shaped relationship is observed between the economic and sustainable development levels of these countries.(e)The level of science and technology and the proportion of renewable energy consumption can promote the sustainable development of these countries.Moreover,a negative correlation exists between the level of opening to the outside world and that of sustainable development of countries that mainly export resource-based products and are dominated by labor-intensive export industries.Barring low-income countries,the energy structure plays an effective role in improving the level of sustainable development.Finally,the study presents suggestions for China in the process of coping with the sustainable development of relevant countries during its promotion of the BRI.展开更多

The economic benefits of transport infrastructure investment have been widely accepted.However,the varying influence of road transport development across vertical space has rarely been discussed.Taking Sichuan provinc...The economic benefits of transport infrastructure investment have been widely accepted.However,the varying influence of road transport development across vertical space has rarely been discussed.Taking Sichuan province in China as case study area where the landform is diverse and complex,administrative counties were categorized into 4 main types:plain counties,hill counties,mountain counties,and plateau counties.Using statistical data during 2006-2014,theperformanceofeconomic development and transport construction level in the four types of counties are discussed.Subsequently,the heterogeneous effect of each grade road on economy was calculated by local regression model(GWR).The results indicate that plain counties largely surpassed the other geomorphic counties in economic development level,while the gradient gap among them was on the decline.Similarly,distribution of transport infrastructure presented a decreasing trend from the low plain counties to high plateau counties.Regional imbalances were mainly reflected in the County road and Village road.Regarding the changes of regional gaps,National&Provincial roads and County roads were constantly expanding,whereas the disparity of Village road was slowly narrowing over time.Particularly noteworthy was the non-stationary economic influence of traffic factors across vertical gradients.On average,National&Provincial roads generated higher benefits in the high elevation regions than the lowlands.In contrast,County road and Village road were found to be more effective in promoting economic development in plains.With regard to local estimates of traffic factors,coefficients in mountain counties exhibited larger fluctuation ranges than other geomorphic units.The conclusions provide a basis for government decisionmaking in a more reasonable construction arrangement of road facilities and sustainable economic development.展开更多

文摘The development of the existing building energy-saving transformation market is inseparable from the internal driving force of ESCO.Giving full play to the driving role of ESCO scientifically is the internal requirement to promote the healthy and orderly operation of the existing building energy-saving transformation market.This paper summarizes the practical experience of developing ESCO driving force operation in foreign existing building energy-saving transformation market,analyzes the bottleneck of developing ESCO driving force operation in China’s existing building energy-saving transformation market,and puts forward useful practical enlightenment based on the comparison between home and abroad;According to the optimization principle of ESCO driving force operation in the development of existing building energy-saving transformation market,the optimization design framework of ESCO driving force is proposed,and the implementation strategy of ESCO driving force optimization in the development of existing building energy-saving transformation market is planned.In order to optimize and improve the effectiveness of the operation and development of the energy-saving transformation market of existing buildings with the internal driving force of ESCO.

文摘Global environmental cooperation serves as an important part in the Chinese ideal of building a Community with a Shared Future for all Human Beings. The report of 19 th CPC National Congress indicates that China is committed to proactive mitigation under the Paris Agreement and further participating in global environmental governance under the 2030 Agenda for Sustainable Development, and both of which are largely integrated to the Belt and Road Initiative(BRI). BRI are also closely linked with South-South environmental and climate cooperation proposed by China from previous UN summits. Based on shared ideas, intersected agendas, and compatible governance approaches, BRI and the 2030 Agenda for Sustainable Development grow increasingly relevant and they might form synergies based on increasingly interactive relations. In sum,seeking and intensifying the linkages between BRI and 2030 sustainable development goals(SDGs) could address global environmental governance deficits and enhance cooperation among nations.

文摘China has made some remarkable achievements in sustainable development,but the constant deterioration of the overall trend of the environment has not yet been effectively curbed.To achieve the goal of sustainable development,we must first ensure coordination and coherence of national development goals in different areas and adhere to green development road.To achieve the objectives related to green development,and to clarify the direction of green development in the next 20years,a road map is needed to guide and coordinate the process.This paper describes the concept of the green development road map,introduces a green development road map for the western region,and further elaborates it The road map clarifies the objectives and guiding principles of green development in the western region,points the areas that deserve more concern and institutional innovation,and builds a green development monitoring and evaluation(M&E)framework.Finally,the paper provides corresponding policy recommendations based on the established road map.
文摘Transport infrastructure development and perception vary across and within countries, influencing mode choice among road users. This study explores how road users perceive the development of infrastructure modes, service attributes, embedded safety levels, and commuting modes. Additionally, the research examines whether participants’ environmental backgrounds impact their mode choice patterns. The study gathered responses from 1169 participants residing in two regions of Amman, Jordan, each with distinct infrastructure development and population densities. Participants completed a standardized questionnaire, and several statistical techniques were employed for analysis. The findings revealed that facilities’ infrastructure attributes, development, and safety were assessed using three indices. Both participant groups perceived these indices differently on average. Residents of low population density areas with relatively developed infrastructure showed more consistent assessments, irrespective of their most frequently used mode of transportation, tending towards lower scores. Interestingly, subjective ratings of infrastructure development were higher (4.96) than attribute-based ratings (4.32). Despite their generally low-quality perception, public transportation services received the highest appraisal (4.9). Conversely, pedestrian infrastructure complementing public transport received the lowest assessment (4.57), only slightly higher than street environments (4.59). The study found weak associations between subjective service characteristics ratings. Traveler and trip characteristics influenced mode choice and trips more than infrastructure perception. In conclusion, the study suggests that policies should be developed to encourage green transportation, ensure social equality and safety. In addition, the study contributes to understanding perceptions about transport infrastructure, modes of transportation, and the factors that influence sustainable and equitable transportation systems.

文摘Road network is a critical component of public infrastructure,and the supporting system of social and economic development.Based on a modified kernel density estimate(KDE)algorithm,this study evaluated the road service capacity provided by a road network composed of multi-level roads(i.e.national,provincial,county and rural roads),by taking account of the differences of effect extent and intensity for roads of different levels.Summarized at town scale,the population burden and the annual rural economic income of unit road service capacity were used as the surrogates of social and economic demands for road service.This method was applied to the road network of the Three Parallel River Region,the northwestern Yunnan Province,China to evaluate the development of road network in this region.In results,the total road length of this region in 2005 was 3.70×104km,and the length ratio between national,provincial,county and rural roads was 1∶2∶8∶47.From 1989 to 2005,the regional road service capacity increased by 13.1%,of which the contributions from the national,provincial,county and rural roads were 11.1%,19.4%,22.6%,and 67.8%,respectively,revealing the effect of′All Village Accessible′policy of road development in the mountainous regions in the last decade.The spatial patterns of population burden and economic requirement of unit road service suggested that the areas farther away from the national and provincial roads have higher road development priority(RDP).Based on the modified KDE model and the framework of RDP evaluation,this study provided a useful approach for developing an optimal plan of road development at regional scale.
文摘Sustainable development is an important component of the Belt and Road Initiative(BRI)and is of great significance for evaluating the levels of sustainable development of countries along this route(henceforth,BRI countries).Therefore,this study aims to identify the factors that influence the levels of sustainable development of BRI countries in a reasonable and objective manner.Eventually,this study employs the super efficiency slacks-based measure(Super-SBM)model,which considers unexpected outputs to measure the level of sustainable development of BRI countries.The dynamic change and composition of the sustainable development level of these countries are calculated using the global Malmquist-Luenberger index.Furthermore,the Tobit model is used to identify the factors influencing the level of sustainable development of BRI countries in general and in various categories.The empirical results suggest the following points.(a)The overall level of sustainable development of BRI countries is low,whereas those of high-income and middle-and high-income countries are relatively high.(b)The overall sustainable development levels of BRI countries declined to a certain extent in 2008 owing to the effect of the financial crisis,.However,the sustainable development level of other countries,barring low-income countries,has gradually increased since 2011.(c)Since 2008,technological progress has replaced technical efficiency as the main driving force behind the improvement of the sustainable development level of BRI countries.(d)A U-shaped relationship is observed between the economic and sustainable development levels of these countries.(e)The level of science and technology and the proportion of renewable energy consumption can promote the sustainable development of these countries.Moreover,a negative correlation exists between the level of opening to the outside world and that of sustainable development of countries that mainly export resource-based products and are dominated by labor-intensive export industries.Barring low-income countries,the energy structure plays an effective role in improving the level of sustainable development.Finally,the study presents suggestions for China in the process of coping with the sustainable development of relevant countries during its promotion of the BRI.
文摘The United States passed the Better Utilization of Investment Leading to Development(BUILD Act),as a counterweight to China’s overseas development activities.Under the Act,the US established a new federal agency,the U.S.International Development Finance Corporation(DFC),to enhance U.S.development financing capabilities.To better understand the impact of the DFC on China’s development finance,this article analyzes the DFC’s purpose,functions,structure,and funding.Then it focuses on the purpose of establishing the DFC,providing a preliminary analysis of the potential motivation for its establishment.It also compares the China Development Bank(CDB)and the DFC based on their focused sectors.Finally,through an in-depth analysis of financial frictions in China-U.S.relations,this article argues that the DFC competes with China’s overseas development financing activities in the context of broader strategic competition between China and the U.S.

文摘The economic benefits of transport infrastructure investment have been widely accepted.However,the varying influence of road transport development across vertical space has rarely been discussed.Taking Sichuan province in China as case study area where the landform is diverse and complex,administrative counties were categorized into 4 main types:plain counties,hill counties,mountain counties,and plateau counties.Using statistical data during 2006-2014,theperformanceofeconomic development and transport construction level in the four types of counties are discussed.Subsequently,the heterogeneous effect of each grade road on economy was calculated by local regression model(GWR).The results indicate that plain counties largely surpassed the other geomorphic counties in economic development level,while the gradient gap among them was on the decline.Similarly,distribution of transport infrastructure presented a decreasing trend from the low plain counties to high plateau counties.Regional imbalances were mainly reflected in the County road and Village road.Regarding the changes of regional gaps,National&Provincial roads and County roads were constantly expanding,whereas the disparity of Village road was slowly narrowing over time.Particularly noteworthy was the non-stationary economic influence of traffic factors across vertical gradients.On average,National&Provincial roads generated higher benefits in the high elevation regions than the lowlands.In contrast,County road and Village road were found to be more effective in promoting economic development in plains.With regard to local estimates of traffic factors,coefficients in mountain counties exhibited larger fluctuation ranges than other geomorphic units.The conclusions provide a basis for government decisionmaking in a more reasonable construction arrangement of road facilities and sustainable economic development.

Since the reform and opening-up, the Chinese government puts the rights to subsistence and development before any other human rights, which effectively guarantees and accelerates a rapid economic development in China. Nowadays, countries along the Belt and Road have joined a "community of common destiny". Inside the "community of common destiny," countries have enjoyed not only the responsibility, rights and benefit of the right to development, but also a win-win cooperation that ensured the right to development. Therefore, the Belt and Road initiative enriches the UN Declaration on the Right to Development, and "community of common destiny" of countries becomes a higher form of the right to development.

Deep cause for Shareholding cooperative development of agricultural cooperatives involves how to recognize status and function of family producers of agricultural products in the drive of agricultural modernization and the problem of state policies choosing family producers of agricultural products or other participants in the agricultural industry chain. Shareholding cooperative development is only an expedient measure in certain period,and it should not change development laws of things and essential feature of agricultural cooperatives because of stressing national conditions.
文摘Around the year 140 BC the Evo, the famous imperial Han Dynasty took power in China and then sent some representatives to the western land in order to communicate with the West in addition to know the political, military, geographical, economic and cultural situations of that region, it provides the basis for opening the way to the West. In this regard, they traveled to Iran and accordingly the formal relations were established between the Iranian and the Western governments and finally the Silk Road with a distance of about 8000 km has been emerged and started from the East and ended to Mediterranean Sea in the West. The aim of this study is to show that the Silk Road links throughout the world and its people together in thousands of years and the countries, cities and villages located in this road have been affected by developments or had affected and vivifying of it will lead to develop of the deprived urban and rural areas according to the abundant tourist attractions. This study which has used the historical and analytical method with practical purpose shows that cultural, scientific, religious and commercial exchanges between East and West were wide and many cities and villages were profiting of this gift. In this regard, vivifying of this road will lead to grow the underserved urban and rural areas according to many tourist attractions of the cities and villages.

Western values have caused a"value dislocation"for non-Western countries. The world is calling for new development concepts. The"Belt and Road"initiative has emerged as an answer. It embodies China's ideas on global development.First, it works for the"common prosperity"of every country, which will ease contradictions between the South and the North. Second, it emphasizes geo-economic integration that will heal the fragmentation of Eurasia. Third, it advocates linkages between people and inclusiveness to create a new kind of civilization. However, many difficulties and challenges lie ahead for the implementation of the"Belt and Road"initiative.
文摘Renewable energy (RE) has been attached high attention around the world due to its carbon-free and indigenous production in a sustainable way. China enjoys plenty of renewable energy resources, particularly the wind, solar, hydro- and biomass energy, which could be a sound basis for a large-scale exploitation. This report examines the current status of RE technology and industry, analyzes the challenges of promoting RE in China. In order to pave the way for a long-term development of RE, this paper outlines the basic principles and priorities for individual RE technology. In line with these, the paper puts forward the RE targets and further describes the RE road map by 2020, 2030 and extend to 2050, taking consideration of China’s RE resources, industrial basis and energy demand etc. At last, this paper provides some recommendations to ensure the achievements of the RE targets.

文摘Currently, China is advancing the Belt and Road Initiative, which creates a new opportunity of historical significance and provides guidance for the economic and social development of ethnic minority communities(particularly those in western China). Under the new historical conditions, it is necessary to innovate and improve China's regional aid policies and regional development strategies such as the "pairing assistance" and the Western Development, and organically combine them with the Belt and Road Initiative. In the meantime, China should revolve tightly around the internal and external "connectivity," and give full play to the functions of the "pairing assistance" policy and the "Western Development" strategy in a bid to boost the ethnic development of contemporary China within the framework of the Belt and Road Initiative.
