EIA follow-up has been receiving a lot of interest from scientists and practitioners, though it is recognized as one of the weakest points of EIA systems globally. Also, EIA follow-up is influenced by the context, mainly in terms of the types of projects or activities and their related impacts on the environment. Therefore, the present paper is focused on the investigation of the follow-up stage applied to the activity of seismic survey coupled with offshore oil & gas exploitation in Brazil. Research was based on a qualitative approach that included document analysis and semi-structured interviews with analysts involved in EIA processes, and sought to generate evidence of effectiveness of the EIA follow-up as conducted by the Federal Environment Agency (Ibama) in order to situate the practice of follow-up in the broader context of international best practice principles. Based on the findings, it was concluded that, due to the peculiarities of offshore seismic survey, it is necessary to promote adaptations in the procedures for monitoring impacts in order to ensure proper alignment with the principles and conceptual foundations that guide EIA practice. Specifically, the timing of the execution of the activity imposes challenges for its integration into the “conventional” cycle that has guided the monitoring of the impacts in the EIA of projects.展开更多

It highlights the negative repercussions of mining activities in Ghana, including health consequences such as skin conditions, fever, coughs, diarrhea, malaria, and catarrh, as well as HIV/AIDS infection among those engaged in or connected to prostitution in mining towns. The environmental effects of mining in Ghana include noise pollution from heavy trucks, contamination of water bodies with chemicals from mineral refining, pollution of agricultural soils leading to reduced food productivity, and wildlife depletion from deforestation. The activities of small-scale miners, particularly those engaged in illicit mining, have a negative impact on water quality and increase the cost of water treatment for public consumption. Mining operations have detrimental effects on the social, cultural, and natural ecosystems in Ghana, affecting the quality of life of local communities. The study takes into consideration the impact of mining activities on the environment and natural resources in Ghana, as these are vital to the livelihoods of Ghanaian communities. Stakeholders in Tarkwa claim that mining operations have distorted the natural path of the river, leading to excessive pollution and making the water unfit for consumption. Ghana’s economy depends heavily on mining, which also contributes significantly to GDP and generates jobs for a large number of people. But mining also has a lot of negative repercussions, the effects of mining extend beyond the mineralized zone initially explored, highlighting the need to consider the environmental impact at every phase of the mining process.展开更多

Application of geographic information systems provides suitable spatial analysis data collection methods to reduce the challenges created by mining environments. This research develops a baseline spatial geodatabase template for evaluating potential and predicted environmental impacts assessment of mining projects in Sierra Leone. It is observed that spatial analysis of impacts of mining projects on the environmental attributes, especially air, noise, water, land, and socio-economy in mining areas is largely unexplored in Sierra Leone. The literature review revealed that no complete GIS spatial data geodatabase collection template appears to have been developed to date to provide an integrated sustainable spatial analysis and modelling tool for EIA and environmental management of mining in Sierra Leone. Therefore developing a Geographic Information Systems baseline geodatabase template for the evaluation of potential and predicted environmental impact for sustainable environmental impact assessment of mining in Sierra Leone will: 1) provide support to the data acquisition process of environmental impact assessment, 2) offer a concept for developing analysis methods for environmental management of mining, 3) minimize the undesired environmental impacts of mining, and 4) give an optimal proposal for data collection and analysis of mining industry in attaining sustainable development in Sierra Leone. Due to the limited available data, a conceptual GIS database template has been developed rather than a database case study of a mining site. No site investigation and data collection were undertaken. The geospatial database template was designed using ArcCatalog, ArcGIS 10.7.1. software, through the following steps: exploration of the general data requirement of environmental impact assessment studies of mining, the definition of the general baseline datasets requirement of environmental impact assessment in mining, structuring of the environmental impact assessment baseline spatial geodatabase, creating the geographic geodatabase dictionary, selecting, matching geographic data with geodatabase structure, designing the feature class and attributes, creating the baseline GIS geodatabase template. The GIS spatial geodatabase template has several advantages for environmental impact assessment of mining including avoiding data redundancy, integrating data into a single database, creating uniformity in data collection, easy to find and track data, integrated spatial and non-spatial data, and reducing the volume of data.展开更多

[Method] Gleyed paddy soil and waterloggogenic paddy soil were collected from Jiangxi Province and used as experimental materials to investigate single and com- petitive adsorption and desorption behaviors of cadmium and lead by batch equilib- rium method. The environmental risk of the presence of cadmium and lead in paddy soils was assessed using distribution coefficients. [Result] Under equal ratio condi- tions, the adsorption capacity of lead by two types of paddy soils was higher than that of cadmium, and the adsorption rate in waterloggogenic paddy soil was higher than that in gleyed paddy soil. The desorption capacity of cadmium by two types of paddy soils was higher than that of lead, and the desorption rate in gleyed paddy soil was higher than that in waterloggogenic paddy soil. Under competitive condi- tions, the adsorption capacity of cadmium and lead by paddy soils was significantly reduced compared with single ion system, while the desorption rate was remarkably improved. The potential environmental risk of cadmium contamination was greater than that of lead in paddy soils. Moreover, environmental risks of cadmium and lead were reduced with the increase of pH, which increased significantly under the coex- istence state. [Conclusion] In the coexistence of cadmium and lead, cadmium con- tamination should be controlled and avoided compared with lead contamination in paddy soils.展开更多

Environmental quality...Four assessment methods (two pollution indexes and two fuzzy mathematical models) were employed to investigate the environmental quality of four soils around a ferroalloy plant in Nanjing City. Environmental quality was assessed as class Ⅳ (moderately polluted) for each soil with single-factor index method, and was identified to be classes Ⅳ, Ⅲ (slightly polluted), Ⅲ, and Ⅲ for soils A, B, C, and D, respectively, with the comprehensive index model. In comparison with the single-factor index method, the comprehensive index model concerned both dominant parameter and average contribution of all factors to the integrated environmental quality. Using the two fuzzy mathematical methods (single-factor deciding and weighted average models), the environmental risks were determined to be classes Ⅳ, Ⅲ, Ⅱ (clean), and Ⅱ for soils A, B, C, and D, respectively. However, divergence of the membership degree to each pollution class still occurred between the two methods. In fuzzy mathematical methods, membership functions were used to describe the limits between different pollution degrees, and different weights were allocated for the factors according to pollution contribution. Introduction of membership degree and weight of each factor to fuzzy mathematical models made the methods more reasonable in the field of environmental risk assessment.展开更多

Reclamation environmental impact assessment (REIA) is also a complicated project, including the assessment of social economic background, ocean engineering, coastal geomorphology, sediment transportation, marine hydrodynamics and marine ecosystem and so on. Nowadays, a large number of land reclaimed projects have been carried out or in the process of construction along the coastal zone, thus, it is necessary to build up a fnmlework on REIA to evaluate and quantify the environmental changes, to contribute to reclamation program, to reduce marine environmental disasters, and to sustain development of coastal zone. This article focuses on the research of REIA framework theory and puts forward a REIA model on land reclaimed evaluation, at the same time, applies this assessment system in Shenzhen City, which is a highly developed coastal city with an expectation of land reclamation. By use of the Remote Sensing (RS) and Geographic Information System (GIS) techniques, along with the topographic map and in situ survey in recla- mation area, it concludes that the area of 2680 hectares in total has been reclaimed in Shenzhen city by the end of the year 2000. Thus, reclamation is usually applied to meet the needs for infrastructure, such as harbors, industries and highways in Shenzhen City. However, some serious negative impacts have been created to the coastal environment shown clearly in the following aspects. Firstly, it caused the dramatic changes of tidal flat and channels along the western coast, made this area more unstable, which is threatening the function of the harbor in this area. Secondly, Tidal prism has decreased rapidly. During the 20 years of reclamation, the tidal prism has been reduced by 20% - 30% along the western coast in the Lingdingyang Estuary, and 15.6% in the Shenzhen Bay. As a result, the velocity of the tidal current has also declined, and the direction of the tidal current has changed, which is harmfid to the dilution and diffusion process of the contaminants. Thirdly, it has threatened the eco-environment finally. More than 147 hectares of mangrove area along the coast of Shenzhen Bay, accounting for 48.8% of the total mangrove reserve area in this region, has been reclaimed only during the short period from 1988 to 2000. Thus, the biodiversity is decreasing, and more and more plants and animals are disappearing. Based on the above analyses of the environmental impacts, strategies and suggestions for the future reclamation in this area have been put forward in order to support the sustainable development of the coastal zone.展开更多

This study from different perspectives designed the alternatives for Changchun's county-level road and urban road system planning, and used the method of System Dynamics to simulate, optimize and analyze those alternatives. Thereafter, some methods including the correlation function method were used to comprehensively assess and rank those alternatives for recommending two best alternatives with the consideration to the indicators, such as the total emission amount of CO, the total emission amount of nitrogen oxides, the noise value, the road construction cost, the fossil oil consumption and the traffic capacity. The result showed that the study would provide substantial supports for decision-makers to make more scientific decisions and promote the sustainable urban traffic in Changchun City.展开更多

Ur-banization strategic environmental assessment integration technology system (SEA-ITS) is composed of "3S" (RS, GIS and GPS), environmental expert system and environmental model system, coupling with appropriate SEA working process closely. In this paper, the structure and components of SEA-ITS are analyzed based on Chinese characteristics, meanwhile methods to fulfill the following system functions are discussed: urbanization SEA in-quiring, analysis, discrimination, assessment, prediction, decision-making and output. Moreover, methods and tech-nologies employed in different urbanization SEA hierarchies are summarized. As a case study, urbanization SEA-ITS is applied in Changchun City to solving complex real problems. Methods such as system dynamics and grey cluster are adopted to achieve the environmental impact assessment on the eco-industrial system planning. It is revealed that the system designed is capable of reflecting the dynamic behavior of eco-industrial system under different sce-narios, meanwhile accomplishing strategy optimization and supplying scientific reference. The 4th strategy, namely concerning on economy increase and its interaction with science, technology and environment progress, would have the best efficiency. Further, more attention should be paid to the secondary development of integration techniques and function modification system of urbanization SEA-ITS.展开更多

But mining also has a lot of negative repercussions, the effects of mining extend beyond the mineralized zone initially explored, highlighting the need to consider the environmental impact at every phase of the mining process.
文摘Because of environmental constraints, beef cattle was for more than a century the only viable farming option in the extensive semiarid and subhumid lands of Argentina and the main source of nutrients for humans as well. However,a growing concern and criticism have risen today about its possible negative impact on the climate and the environment. These worries tend to affect current public opinions, national policies, and international trade.Based on 40 beef cattle farms scattered across different semiarid and subhumid regions of Argentina, here we evaluated the impact of extensive cattle production on carbon, water, and nutrient pollution.Life-Cycle Assessment(LCA)and Land-Based Assessment(LBA)were the two approaches we used here to compare the environmental impact of beef production. While the environmental footprint(EF)resulting from LCA expresses the impact per unit of food, the environmental balance(EB),derived from LBA,aims at quantifying the impact per unit of land.As such, the EB considers both negative and positive impacts on the farm as an integrated system.Following standardized procedures,we evaluated EF and EB up to the farm gate, leaving aside delocalized post-farm impacts such as those of processing, packaging, and transportation that occur beyond the farm gate.In agreement with previous evidence, our results show that the EF tends to decrease as per-head production increases.Correlation coefficients and statistical significance were the following for carbon(R=−0.574;p<0.01),water(R=−0.561;p<0.01),and N(R=−0.704;p<0.01)and Phosphorus(P)pollution(R=−0.802;p<0.01)footprints.On the contrary, the EB seems to be highly sensitive, and as per-hectare beef production increases.Correlations were the following for carbon emissions(CE:R=0.955;p<0.01),water consumption(WC:R=0.822;p<0.01),nitrogen excretion(NE:R=0.948;p<0.01)and phosphorus excretion(PE:R=0.945;p<0.01).What our results suggest is that the notion of EF is useful to evaluate the environmental impact in intensive beef production systems, and the EB is suitable to assess the impact of the extensive ones.In practice, both approaches provide different perspectives on the environmental-impact problem and they should be complementary used.We concluded that the methodological rigidity of EF does not allow proper discrimination among farms in the extensive systems. On the contrary, the EB approach tended to be highly sensitive to detecting differences between individual farms and farmers, thus allowing the identification of successful options for extensive beef production in terms of public image,policy-making,and commercial opportunities.
文摘Baseline Environmental Impact Assessment (EIA) of mining projects in Sierra Leone creates a challenging environment for data collection and impact prediction. The GIS spatial geodatabase template has several advantages for environmental impact assessment of mining including avoiding data redundancy, integrating data into a single database, creating uniformity in data collection, easy to find and track data, integrated spatial and non-spatial data, and reducing the volume of data.

文摘[Objective] This study aimed to investigate the adsorption and desorption characteristics of cadmium and lead in typical paddy soils of Jiangxi Province. [Conclusion] In the coexistence of cadmium and lead, cadmium con- tamination should be controlled and avoided compared with lead contamination in paddy soils.
文摘Strategic environment assessment (SEA) and ecosystem health are two new ideas on environmental management. On the basis of reviewing some relevant literature, this paper made discussions on the ecological sustainability target of SEA, the content of ecosystem health as well as the interrelations between SEA and ecosystem health. For a good SEA, its ecological sustainability principles should be provided with distinct content and a general assessment system. A framework for ecosystem health assessment was established according to the content of ecosystem health, and combined into SEA as SEA抯 ecological sustainability target, we can effectively guide decision-makers to make suitable indigenous means and local solutions. , The basic principles and procedure of SEA for ecosystem health are also discussed in the paper.

文摘Four assessment methods (two pollution indexes and two fuzzy mathematical models) were employed to investigate the environmental quality of four soils around a ferroalloy plant in Nanjing City. Introduction of membership degree and weight of each factor to fuzzy mathematical models made the methods more reasonable in the field of environmental risk assessment.
文摘This paper reviewed the development of Strategic Environmental Assessment (SEA) in China, expounded its functions and regional characteristics, and discussed the targets of SEA in the process of urbanization, and the main assessment indicators, procedures, techniques and methodologies of SEA. It concluded that SEA could be improved by the following recommendations: incorporating SEA in decision-making process, selecting experimental units for SEA trial run, and developing strategic evaluation tools and techniques. SEA can provide appropriate and up-to-date information on the impact of human activity on environment in the process of urbanization, and develop a plan of action targeting implementation of intervention for the rehabilitation and preservation of the ecological stability of a city. Therefore, SEA can be a supporting tool for decision-making toward achieving sustainable development.

文摘Land reclamation is a complex marine environmental engineering and has a huge impact on social, economic, and physical environment. Based on the above analyses of the environmental impacts, strategies and suggestions for the future reclamation in this area have been put forward in order to support the sustainable development of the coastal zone.

文摘On analyzing the achievement of the goal in the modem urban road traffic development planning, the alternative of Strategic Environmental Assessment for urban traffic planning should include the basic scheme, the extended scheme and the environmental protection scheme. The result showed that the study would provide substantial supports for decision-makers to make more scientific decisions and promote the sustainable urban traffic in Changchun City.

文摘The existing recycling and regeneration technologies have problems, such as poor regeneration effect and low added value of products for lithium(Li)-ion battery cathode materials with a low state of health. In this work,a targeted Li replenishment repair technology is proposed to improve the discharge-specific capacity and cycling stability of the repaired LiCoO_(2) cathode materials.Compared with the spent cathode material with>50%Li deficiency, the Li/Co molar ratio of the regenerated LiCoO_(2) cathode is>0.9,which completely removes the Co_(3)O_(4) impurity phase formed by the decomposition of LixCoO_(2) in the failed cathode material after repair. The repaired LiCoO_(2) cathode mater-ials exhibit better cycling stability, lower electrochemical impedance, and faster Li^(+)diffusion than the commercial materials at both 1 and 10 C.Meanwhile,Li_(1.05)CoO_(2) cathodes have higher Li replenishment efficiency and cycling stability. The energy consumption and greenhouse gas emissions of LiCoO_(2) cathodes produced by this repair method are significantly reduced compared to those using pyrometallurgical and hydro-metallurgical recycling processes.

文摘Urbanization strategic environmental assessment (SEA) is an effective instrument to enhance the harmo-nious development of urban complex system, integrating of environment and development in decision-making. Further, more attention should be paid to the secondary development of integration techniques and function modification system of urbanization SEA-ITS.
