Ranking environmental projects model based on multicriteria decision-making and the weight sensitivity analysis

With the fast growth of Chinese economic, more and more capital will be invested in environmental projects. How to select the environmental investment projects （alternatives） for obtaining the best environmental quality and economic benefits is an important problem for the decision makers. The purpose of this paper is to develop a decision-making model to rank a finite number of alternatives with several and sometimes conflicting criteria. A model for ranking the projects of municipal sewage treatment plants is proposed by using exports＇ information and the data of the real projects. And, the ranking result is given based on the PROMETHEE method. Furthermore, by means of the concept of the weight stability intervals （WSI）, the sensitivity of the ranking results to the size of criteria values and the change of weights value of criteria are discussed. The result shows that some criteria, such as “proportion of benefit to project cost”, will influence the ranking result of alternatives very strong while others not. The influence are not only from the value of criterion but also from the changing the weight of criterion. So, some criteria such as “proportion of benefit to project cost” are key critera for ranking the projects. Decision makers must be cautious to them.

Review of Restoration Technology and Multi-environmental Factors Analysis of West Lake Ecosystem in Hangzhou City

The urban lake ecosystem has the characteristics of long-term,complex and comprehensive in its ecological restoration process because it is related to social and economic activities at multiple levels.Located in Hangzhou City,China,the West Lake is a national-level scenic spot and a world heritage cultural landscape.It provides key ecosystem services for the city and has a significant impact on the urban ecological environment and the well-being of citizens.The West Lake has undergone an 1800-year governance process in history,realizing the harmonious coexistence with Hangzhou City.Since modern times,due to the rapid development of urbanization and industrialization,the water quality of the West Lake and its freshwater ecosystem have been greatly damaged.Since 2002,Hangzhou City has achieved the overall restoration of the West Lake ecosystem through a series of measures,such as water diversion projects,dredging projects,and the West Lake comprehensive protection project,and the water environment and lakeshore landscape have been greatly improved.This study analyzed the restoration technology of the West Lake ecosystem from two scales of the watershed and the site and discussed the water ecological governance system of the West Lake in the past 20 years.Through thedata analyses of the West Lake land use,vegetation,TP,TN,NH_(3)-N,COD_(Mn) and other multi-environmental factors,the results showed that the water quality,transparency and eutrophication of the West Lake had been greatly improved.At the same time,the application of large-scale restoration methods and technologies also required long-term observation,and attention should be paid to the proliferation of alien species and the loss of heritage value,so as to further avoid potential ecological risks caused by ecological restoration.

Landscape Visual Environment Impact Analysis of Wind Power Project in Plain Region--Case in One Wind Power Farm Project of Zhanjiang

The construction of wind power project is conducive to saving energy,reducing emissions and regulating energy structure. But it inevitably causes some impacts on the environment in the construction process. Because that the height of wind power generator generally exceeds 100 m,and visual range in plain region is farther,it is necessary to scientifically and rationally evaluate and analyze landscape visual environment impact of wind power generator in plain region. One wind power farm project of Zhanjiang is located in typical plain region of Guangdong coast. Referring to traditional analytic method of landscape visual impact and comparing with actual situation for the same kind of project in the region,results show that it is ＂ extremely sensitive＂ area at 0- 2. 5 km from wind power generator, ＂ very sensitive＂ area at 2. 5- 5. 0 km, ＂ sensitive＂ area at 5- 10 km, ＂generally sensitive＂ area at 10- 20 km,and non-sensitive area outside 20 km.

Development of environmental management system in China’s financial sector

The establishment of the environmental management system in the financial sector can be effectively promoted through the introduction of the environmental protection concept and its implementation by the financial sector.The impact of a sustainable development system on the sector is analyzed in this article from three aspects:environmental risk assessment,financing support for environmental protection projects,and financial services to environmentally friendly corporations and individuals.Influential factors on the development of the environmental management system in China’s financial sector are discussed from the perspective of various entities such as financial institutions,financial regulation authorities,environmental protection departments,corporations,and the public.It is pointed out that China’s financial sector is now in the transitional phase from a defensive attitude to a preventive attitude.Strengthening governmental guidance,the supervision of regulators as well as public awareness of environmental protection should be used to enhance the initiative in the development of the environmental management system in the Chinese financial sector.

Linking elements to outcomes of knowledge transfer in the project environment: Current review and future direction

A project is a specific effort to create a unique product,so it is a favorable place for knowledge creation and development.Knowledge can be transferred inside and outside projects and their parent project-based organizations,thus affecting project performance and organizational competitiveness.However,the current research on the elements and outcomes of knowledge transfer(KT)in the project environment lacks completeness and clarity,and that on the different levels of KT is fragmented.This study aims to conduct comprehensive research to determine and link the elements and outcomes of KT in the project environment.The authors systematically analyzed the relevant literature from 2000 to 2021,which showed an increasing publication trend.They divided KT in the project environment into three levels according to the transfer scenario:Intra-project,cross-project,and cross-organizational KT.Five-dimensional transfer elements and two-dimensional transfer outcomes were then identified and analyzed from previous literature.Lastly,the relationships between the transfer elements and outcomes were gathered to create a comprehensive model.Importantly,the knowledge gap in the current literature was highlighted,and future research directions were put forward.This study builds a theoretical framework linking transfer elements to outcomes that can serve as a basis for scholars and practitioners to develop effective strategies for KT in the project environment.

Developer Role Evolution in Open Source Software Ecosystem： An Explanatory Study on GNOME

An open source software （OSS） ecosystem refers to an OSS development community composed of many software projects and developers contributing to these projects. The projects and developers co-evolve in an ecosystem. To keep healthy evolution of such OSS ecosystems, there is a need of attracting and retaining developers, particularly project leaders and core developers who have major impact on the project and the whole team. Therefore, it is important to figure out the factors that influence developers＇ chance to evolve into project leaders and core developers. To identify such factors, we conducted a case study on the GNOME ecosystem. First, we collected indicators reflecting developers＇ subjective willingness to contribute to the project and the project environment that they stay in. Second, we calculated such indicators based on the GNOME dataset. Then, we fitted logistic regression models by taking as independent variables the resulting indicators after eliminating the most collinear ones, and taking as a dependent variable the future developer role （the core developer or project leader）. The results showed that part of such indicators （e.g., the total number of projects that a developer joined） of subjective willingness and project environment significantly influenced the developers＇ chance to evolve into core developers and project leaders. With different validation methods, our obtained model performs well on predicting developmental core developers, resulting in stable prediction performance （0.770, F-value）.
