The Study on Protection and Construction Mode of Urban Ecologically Sensitive Areas

The paper had analyzed the necessity and feasibility for the protection and utilization of urban ecologically sensitive areas, proposed planning urban ecologically sensitive areas reasonably and combining ecological protection with development construction. Guiding the healthy and ordered development of urban spaces was the key part and important approach to realize ecological cities. The guiding thought for development construction of ecological cities had been discussed, which was conducting laddered development according to the location and coverage of urban ecologically sensitive areas and protection grades of these sensitive areas. Then, it had proposed four kinds of protection and construction modes, which were tourism leisure green lands, relevant expositions, industrial areas and new city groups, and which had been analyzed by combining with successful cases, so as to provide feasible win-win development strategies of ecology and economy for the planning of urban ecologically sensitive areas in the future.

Construction and Optimization on Environmental Protection under the Background of Species Diversity and Green Ecology

In this paper, we conduct research on the construction and optimization on environmental protection under the background of species diversity and green ecology. In scope, the environmental policies include pollution control policies, ecological conservation policies and basic international environmental policies which should be considered based on the following aspects. （1） The urban environment issue possibly emerges in the urban inside and outside interactions, thus the government to the ecological environment must pay attention to the sector coordination, and even must global footprint from the national and criterion consideration. （2） Environmental protection is not only adapted to the needs of the environment through the transformation, but stressed that ecological construction, that is, to promote the coordination between mankind and the natural environment. Development and protection are regional which should be global and intertwined.

Landscape planning and ecology construction of wetland comprehensive protected area system in the Sanjiang Plain

Wetland is one of the richest biodiversity areas in the earth. The main purpose of establishing wetland protected area is to protect biodiversity, and the protection of ecosystem diversity and landscape diversity is the key to protect biodiversity. In order to protect regional ecosystem and landscape, it is a good way to establish wetland comprehensive protected area which connected wetland nature reserves by habitat corridors. The Sanjiang Plain as a study area, its landscape evaluation index system on wetland protected area was studied, and some problems on landscape planning and ecology construction were further approached in this paper.It showed that establishing wetland comprehensive protected area is very important to protect regional wetlands, to maintain ecological balance, and to improve the sustainable development of agriculture and industry in this region.

Discussion on the Marketization of Rural Environmental Protection

[Objective]The study aimed to discuss the marketization of rural environmental protection in China.[Method] We firstly analyzed the inevitability of rural environmental protection take the marketization road in China,then put forward some effective ways to make rural environmental protection take the marketization road.[Result]In order to protect the rural environment of China better,it is inevitable to take the marketization road.In addition,strengthening legal construction,formulating and implementing policies about encouraging the diversified investment on rural environmental protection,establishing effective property right system,bringing township enterprises’ main force into full play in environmental protection,encouraging the public to supervise and join into environmental protection,developing and encouraging the persons with environmental-economic and environmental-legal knowledge to work in the countryside,etc.,are all effective measures.[Conclusion]The research could provide theoretical references for rural environmental protection in China.

Countermeasures for Solving the Environmental Problems and Accelerating the Model City Construction of Xi'an

Through careful study, it found that the key and difficult points of affecting and restricting Xi＇an to reach the model city construction standards in provincial and national levels were ＂urban air environment quality standards＂ and ＂water qualification rate of urban water environment function area＂. In order to tackle with the weak links, highlight the important points and focus on the difficult points to strengthen scientific and technological innovation, we actively explored new ideas and ways to resolve the dilemma in meeting the two standards of model city construction, and we managed to put forward the countermeasures to resolve the dilemma through innovating system and mechanism. ＂Place master system＂ should be carded out quickly to meet the ＂urban air environment quality standards＂, while ＂river master system＂ should be implemented as soon as possible to reach the ＂water qualification rate of urban water environment function area＂. The aim of this study was to enhance the qualification rates of the indicators for model city construction to make Xi＇an successfully pass the provincial and national assessment of model city construction through dealing with the weak links to accelerate the realization of becoming model environmental protection city.

Defence force activities in marine protected areas:environmental management of Shoalwater Bay Training Area,Queensland,Australia

Environmental management of military activities is of growing global concern by defence forces. As one of the largest landholders in Australia, the Australian Defence Force （ADF） is increasingly concerned with sustainable environmental management. This paper focuses on how the ADF is maintaining effective environmental management, especially in environmentally sensitive marine protected areas. It uses Shoalwater Bay Training Area （SWBTA） as a research example to examine environmental management strategies conducted by the ADF. SWBTA is one of the most significant Defence training areas in Australia, with a large number of single, joint and combined military exercises conducted in the area. With its maritime component contained in the Great Barrier Reef Marine Park （GBRMP）, the Great Barrier Reef World Heritage Area （GBRWHA）, and abutting Queensland＇s State Marine Parks, it has high protection values. It is therefore vital for the ADF to adopt environmentally responsible management while they are conducting military activities. As to various tools employed to manage environmental performance, the ISO 14001 Environmental Management System （EMS） is widely used by the ADE This paper exanlines military activities and marine environmental management within SWBTA, using the Talisman Saber （TS） exercise series as an example. These are extensive joint exercises conducted by the ADF and the United States defence forces. The paper outlines relevant legislative framework and environmental policies, analyses how the EMS operates in environmental management of military activities, and how military activities comply with these regulations. It discusses the implementation of the ADF EMS, including risk reduction measures, environmental awareness training, consultation and communication with stakeholders. A number of environmental management actions used in the TS exercises are presented to demonstrate the EMS application. Our investigations to this point indicate that the ADF is complying with all relevant legislation and policies. Further research is required to confirm compliance and conclude that military activities have good accord with environmental management objectives.

The environment of coal mining areas and the economic evaluation of the land reclamation

The environment impact of the coal resources mining was analyzed. The method of economic evaluation for the coal mining was established to analyze land destruction. The opportunity cost method was used to quantitatively analyze and estimate the economic loss of the land destruction by coal mining. At the same time, the dump land reclamation of the Yuanbaoshan Open Pit was taken as an example to evaluate environmental and economical benefit with the method of economic evaluation for the coal mining areas land reclamation.

Influence of Reservoir on Groundwater Environment in the Ecologically Fragile Area, Northwest of China

As the research proposed reservoirs after impact on the surrounding ecological fragile areas of groundwater level and scope, through the proposed reservoir area and its surrounding data collecting, hydrogeology survey and related test, for Modflow system simulation platform, through to the boundary conditions, initial conditions and source sink term and related hydrogeological parameters, the model identification and verification, The model of hydrogeological parameters in the study area is constructed. The simulation results show that the groundwater depth near the reservoir area will be higher than the critical value (1.8 m) of secondary salinization of soil. At the same time, according to the investigation and experiment, if the reservoir does not do seepage treatment, the water infiltration in the reservoir will aggravate the environmental hydrogeological problems in the ecologically fragile area.

Control Measures of Soil Erosion in a Typical Construction Project Area ( Dina 2 Gas Field)

To treat the relationship between project construction and ecological environment and effectively prevent new soil erosion during the construction, according to the project layout, soil erosion distribution as well as natural and socio-economic conditions, the control measures of newly increased soil erosion along the project were carried out based on site survey and analysis of relevant information. In addition, adhering to the prin- ciple of partition prevention and treatment, some guiding prevention and control measures of the natural zone passed by the project and soil erosion control district were determined, which provided scientific references and technical support for the rational layout of water and soil conservation and ecological restoration measures in Dina 2 gas field.

Study on the Willingness to Pay the Tourists in the Ecological Environment Protection of Huashan Scenic Spot

In this paper, CVM method (conditional value evaluation method, also known as willingness investigation method) is used to investigate the willingness to pay about the ecological environment protection cost of Shaanxi Huashan scenic spot in July and August, 2013. By establishing the Logistic regression model, the per capita willingness to pay (WTP) of the tourists is calculated to be 79.2 yuan / person. The results show that the tourists' awareness of environmental protection is increasing day by day, and the visitors are fully aware of the importance of protecting the ecological environment. 57.85% of the tourists will be willing to pay, including civil servants, self-employed persons, college degree or above, family monthly income in the 8000-10000 yuan visitors will pay higher. This provides a reference for the sustainable development and development of ecotourism in Huashan Scenic Spot.

A climatic environmental performance assessment method for ecological city construction:Application to Beijing Yanqi Lake

In contrast to the input perspective for evaluating planning metrics, this research takes the climatic environmental output effects as the starting point for assessing ecological city construction. Based on approaches such as observation data analysis, meteorological model simulation, and remote sensing, a set of climatic environmental performance assessment methods is developed and established. These methods mainly focus on surface ventilation assessment and urban thermal environment assessment. With the Yanqi Lake ecological development demonstration area located in Huairou district, Beijing as an example, the assessment of the local climatic environment before and after the construction are conducted, and relevant policy suggestions for urban planning and construction are presented. The results show that after development, the ventilation capacity will decrease overall and the ventilation potential index will decrease from 0.53 to 0.44. While this is not a large reduction, and is still at a favorable level, the ventilation potential in some local areas will markedly decrease. Furthermore, the thermal environment will become poorer to some extent; the urban heat island(UHI) area and intensity will increase compared with the current situation;continuous heat islands may occur in local areas; the UHI potential index of the core area will rise from 0.0878 to 0.1217(still a favorable level).Therefore, urban surfaces should be carefully developed and arranged during planning. It is suggested that the negative impacts of large areas of urban construction on the local climatic environment in the Yanqi Lake could be mitigated by 1) strengthening the airflow by introducing fresh,cold, northwesterly air via constructed ventilation corridors, 2) increasing the number of ecological cold sources, particularly for water bodies and green belts to prevent the UHI in the southern region of Yanqi Lake from becoming linked with each other, and 3) considering a pre-program before sub-domain and building planning to obtain optimum building locations. Different construction standards should be developed for different ventilation potential and UHI intensity levels. For strong heat island areas, land areas should be reserved to serve as cold sources.

Nature reserve construction and its contribution to the biodiversity conservation in China mainland

By the end of 1993, 763 nature reserves were established in China with a total area of 66184.1 kha, occupied proximally 6. 84% of the whole country's land area.The reserves concerning biodiversity conservation include ecosystem categories of forest, grassland, desert, terrestrial wetland and waters, ocean and coast and categories of wild animal and wild plant.
