In African countries,regulations on the management of WTE(Waste from Information Technology Equipment)are non-existent or sometimes insufficient,if they exist.This study shows how to mention waste from information tec...In African countries,regulations on the management of WTE(Waste from Information Technology Equipment)are non-existent or sometimes insufficient,if they exist.This study shows how to mention waste from information technology equipment in a country that does not have a regulatory legislative framework or organized management channels.A methodological approach based on documentary research and semi-directed interviews was adopted in this work.The results showed that 54.55%of institutional managers are unaware of the existence of regulations for the management of WTE,both at the national and international levels;72.72%of these managers do not have a specific implementing text for this management;72.73%of institutions have adopted an acquisition policy based on the needs of workers and 81.82%of institutions store WTE in warehouses.Relations with waste collection SMEs(Small and Midsize Enterprises),especially for IT equipment,are limited for 72.73%of institutions.In terms of improving the capacity to manage WEEE(Waste Electrical and Electronic Equipment),90.91%of institutions do not offer training or awareness raising.Overall,no significant indicators are in place to assess WEEE management in institutions,which reflects a lack of commitment and awareness among institutional managers.In addition,there are no financial means for ecological and sustainable management.Although 27.27%of managers are aware of the dangers to human health and the environment related to IT equipment,they are often unaware of the harmful consequences of abandoning it in nature.展开更多

This study developed an Equipment Maintenance Management Framework (EMMF) tailored to the industry’s needs. Using surveys, interviews, and on-site visits at eight major mining companies, we identified significant variations in maintenance strategies, CMMS usage, and reliability engineering. The EMMF prioritizes predictive maintenance, efficient CMMS implementation, ongoing training, and robust reliability engineering to shift from reactive to proactive maintenance. We recommend adopting continuous improvement practices and data-driven decision-making based on performance metrics, with a phased EMMF implementation aligning maintenance with strategic business objectives. This framework is poised to enhance operational efficiency, equipment reliability, and safety, fostering sustainable growth in the Zambian mining sector.展开更多

Recent developments in the field of Knowledge management in the construction sector have led to a renewed competition in driving organizational performance. However, the construction industry in Ghana lacks a knowledge management implementation framework that addresses the needs of the Ghanaian construction supply chain while a comprehensive approach to managing knowledge remains nebulous. The study adopted an extensive literature review of existing knowledge management models to provide the basis for the development of the proposed framework for Ghana. The proposed knowledge management implementation framework was subjected to testing and validation by project managers drawn from nineteen indigenous construction firms in Ghana. The technology acceptance model (TAM) was used as the criteria to validate the proposed knowledge management implementation framework. The proposed Guribie & Tengan knowledge management implementation framework was perceived to be useful, and easy to use and the intention to adopt and use was high among indigenous Ghanaian construction firms. The study recommends further validation using wider population to enhance the efficacy of the framework for wider industry acceptance to enhance organizational competitiveness and performance delivery.展开更多

Combined effective software project management practices remain a challenge to software organizations. In striving to raise the likelihood of software project success, this paper introduces a framework for software project management effectiveness which integrated a set of software project management practices based on the PMBOK guide processes, CMMI-DEV processes, and management areas that influence a software project. The proposed framework called 4PTRB which includes people, process, product, project, technology, risk, and business management areas. The 4PTRB software project management framework provides a whole comprehensive view to help software project managers to improve their project management effectiveness. The framework is validated by conducting a web-based survey of software professional practitioners around the world. A statistical analysis of twenty software projects has been conducted as a case study thereafter, spanning small to large development projects. The consistency of the case study and survey results shows the power of the 4PTRB framework as an inclusive software project management framework.展开更多

People seldom studied the costs of those security schemes respectively and for some security methods designed and adopted beforehand, their effects are often investigated one by one. In fact, when facing certain attacks, different methods would respond individually and result in waste of resources. Making use of the cost management idea, we analyze the costs of security measures in mobile ad hoc networks and introduce a security framework based on security mechanisms cost management. Under the framework, the network system's own tasks can be finished in time and the whole network's security costs can be decreased. We discuss the process of security costs computation at each mobile node and in certain nodes groups. To show how to use the proposed security framework in certain applications, we give examples of DoS attacks and costs computation of defense methods. The results showed that more secure environment can be achieved based on the security framework in mobile ad hoc networks.展开更多
Nonpoint source(NPS)pollutants resulting from land degradation(LD)have been a key influential factor on the deterioration of water quality.Consequently,sustainable land use management(SLM)practices have been employed ...Nonpoint source(NPS)pollutants resulting from land degradation(LD)have been a key influential factor on the deterioration of water quality.Consequently,sustainable land use management(SLM)practices have been employed to reduce the impacts of LD globally.However,the adoption of SLM practices is often not effective to protect water resources despite its capability of improving water quality.Empirically,evidence shows that activities of land users directly influence SLM practices and NPS pollution of water resources in watersheds,but invariably this has not been clearly understood.Understanding how SLM practices adoption could prevent NPS pollution of water resources in watershed is a necessity.Therefore,the primary aim of the investigation is to comprehend the status of SLM practices with the legal framework supporting the adoption of such practices in the Ashi River watershed.A survey instrument involving structured questionnaire was implemented to collect data.A randomly based lottery method was applied to sample information from 150 land users in two control units’communities.Descriptive and inferential statistics was used to analyze the data.This research revealed that there is low adoption of SLM practices of the study site.The low adoption is due to weak capacity building and enforcement of regulations in the watershed.Occupation and age of the residents are the strongest predictors of SLM adoption rate.Residents connected with farming are more sensitive to the adoption status of SLM.It is our recommendation that policy makers should ensure capacity building,and enforcement of regulations can specifically compel farmers to adopt SLM technologies.This approach would complement other strategies to solve the NPS pollution issue of Ashi River.展开更多

Through the co effort of international Antarctic organizations and member countries concerned in recent years, Antarctic Data Directory Syatem(ADDS) is established as the most important basic programme for development of the international Antarctic data management system. At present, Joint Committee on Antarctic Data Management(JCADM) is responsible for organizing and coordinating the international Antarctic data management, and implementing the project ADDS.In this paper the background on Antarctic data management in time sequence and the structure of international framework are introduced, meanwhile, it is necessary to develop ADDS first of all. The ADDS mainly consists of the two principal parts: National Antarctic Data Center(NADCs) of all the party members and Antarctic Main Directory(AMD), the best available technology for creating ADDS is to make full use of International Directory Network(IDN) and adopt its Directory Interchange Formats(DIF). Knowledge Management(KM)has become a dynamic concept for inquiry in research.The management of knowledge from multiple sources requires a systematic approach that can facilitate capturing all important aspects related...Knowledge Management(KM)has become a dynamic concept for inquiry in research.The management of knowledge from multiple sources requires a systematic approach that can facilitate capturing all important aspects related to a particular discipline,several KM frameworks have been designed to serve this purpose.This research aims to propose a Collaborative Knowledge Management(CKM)Framework that bridges gaps and overcomes weaknesses in existing frameworks.The paper also validates the framework by evaluating its effectiveness for the agriculture sector of Pakistan.A software LCWU aKMS was developed which serves as a practical implementation of the concepts behind the proposed CKMF framework.LCWU aKMS served as an effective system for rice leaf disease detection and identification.It aimed to enhance CKM through knowledge sharing,lessons learned,feedback on problem resolutions,help from co-workers,collaboration,and helping communities.Data were collected from 300 rice crop farmers by questionnaires based on hypotheses.Jennex Olfman model was used to estimate the effectiveness of CKMF.Various tests were performed including frequency measures of variables,Cronbach’s alpha reliability,and Pearson’s correlation.The research provided a KMS depicting KM and collaborative features.The disease detection module was evaluated using the precision and recall method and found to be 94.16%accurate.The system could replace the work of extension agents,making it a cost and time-effective initiative for farmer betterment.展开更多

This review looks over the current construction and demolition waste management(C&DWM)situations by scrutinizing the definition,classification,components,compositions,generated sources and causes,impacts of genera...This review looks over the current construction and demolition waste management(C&DWM)situations by scrutinizing the definition,classification,components,compositions,generated sources and causes,impacts of generated construction and demolition wastes(C&DWs),waste management hierarchy(WMH),3R principles(Reduce,Reuse,and Recycle),Circular Economy(CE),frameworks,tools,and approaches of C&DWM.After reviewing the literature this study contributes to the literature by the following means:(a)suitable working definitions of C&DW and C&DWM are provided,(b)an expanded WMH for construction and demolition operations is presented,(c)frameworks of C&DWM are identified and listed as follows:frameworks based on WMH,including 3R principles and CE concept,frameworks focusing on the quantification,estimation,and prediction of generated C&DW,frameworks focusing on effective and sustainable C&DWM,frameworks focusing economic,social,and environmental performance assessment,frameworks based on multi-criteria analysis(MCA),frameworks based on post-disaster recovery period,and other miscellaneous frameworks,and(d)four categories of tools utilized in C&DWM are identified and explained,namely,approaches employed in C&DWM,information technology(IT)tools employed in C&DWM,multi-criteria decision analysis(MCDA)tools employed in C&DWM,and C&DWM technologies.Moreover,this study also found that CE,and green rating system(GRS)are widely used approaches,Building Information Modeling(BIM),Radio Frequency Identification(RFID),Geographic Information System,and Big Data are the extensively used IT tools,Analytical Hierarchy Process,FUZZY,TOPSIS(Technique for Order Preference by Similarity to the Ideal Solution),Weighted Summation,Elimination and Choice Expressing the Reality II,Elimination and Choice Expressing the Reality III,Evaluation of Mixed Data,and REGIME(REG)are the widely used MCA tools in C&DWM,and Prefabricated Construction and Modular Construction are broadly used C&DWM technologies.Furthermore,it has been observed that the application of the Analytic Networking Process(ANP)and hybridization of ANP,FUZZY,and TOPSIS tools do not catch considerable attention in the literature for conducting MCA,although it yields more precise outcomes.Additionally,most previous research has focused on the estimation of generated C&DW,but less attention has been given to forecasting the generated C&DW due to inadequate available C&DW data.This review article also assists C&DWM practitioners,academics,stakeholders,and contractors in choosing appropriate frameworks and tools for C&DWM while managing C&DW.展开更多

Vehicle cost has been cited as one of the more critical factors which decision makers consider. It is currently a common practice to consider other factors (life-cycle cost, fuel efficiency, vehicle reliability, environmental effects, etc.) that contribute to a more comprehensive approach. This study investigates the next generation of advancements in decision making tools in the area of the application of methods to quantify and manage uncertainty. In particular, the uncertainty comes from the public policy arena where future policy and regulations are not always based upon logical and predictable processes. The fleet decision making process in most governmental agencies is a very complex and interdependent activity. There are always competing forces and agendas within the view of the decision maker. Rarely is the decision maker a single person although, within the transit environment, there is often one person charged with the responsibility of fleet management. The focus of this research examines the decision making of the general transit agency community via the development of an expert systems prototype tool. A computer-based prototype system is developed which provide an expert knowledge-based recommendation, based upon variable user inputs. The results shown in this study show that a decision making tool for the management of transit system alternate fuel vehicle assets can be modeled and tested. The direct users of this research are the transit agency administrations. The results can be used by the management teams as a reliable input to inform their urban transit buses expansion decision making process.展开更多
Integrating disaster waste issue is a critical component of making humanitarian action fit for the future,anticipating global risks and challenges such as increased vulnerability due to climate change and environmenta...Integrating disaster waste issue is a critical component of making humanitarian action fit for the future,anticipating global risks and challenges such as increased vulnerability due to climate change and environmental degradation.This requires a fundamental shift towards a model that not only strengthens the response to crises but also learns and adapts in order to anticipate and act before such waste garnered.This article conducted analyses on the characteristics of disasters in the past two decades.Uncertainties confound disaster waste management,including the timing and magnitude of each disaster,and the amounts and types of waste that will be generated.For these reasons alone,disaster waste management must be an integral part of development planning and processes.Making 10 years since the 2008 Wenchuan earthquake,this article highlights that disaster waste management is not only debris clearance or waste management following a disaster,but also includes prevention and pre-disaster preparedness aspects in terms of enhancing resilience of local communities.Such"mainstreaming,"ensures that disaster waste management(DWM)will be treated as a priority issue,on an ongoing basis.Based on UN Environment's experiences and approaches,this paper emphasises that preparedness is the key,and that priority should be accorded to integrating disaster contingency planning in national and city level waste management strategies as well as mainstreaming waste management issues within broader disaster preparedness and response plans and actions.It is envisaged that the issues presented and the gaps identified in this paper will provide a basis for future comprehensive and cohesive research on disaster waste management.In turn,this research can lead to better preparedness and response on disaster waste management.展开更多

This paper is based on a literature study and a web-based semi-structured thematic interview, in which the Finnish water utility managers identified the current status of their utilities’ asset management. The water services professionals are extremely worried that, by and large, water and sewage networks are still deteriorating, although the networks are nowadays rehabilitated more systematically. The survey reveals that although most of the surveyed utilities have adopted several processes and sub-processes of asset management, and a few utilities are even using some asset management guides, as a whole a strategic approach to and a comprehensive framework for optimized management of physical assets are not practiced. Therefore the development and introduction of specific asset management guidelines should be considered. In order to support successful usage of the asset management framework, the basic concepts and principles of engineering asset management should be included in educational and professional development programs, in particular at the university level.展开更多

This paper presents the research progress for constructing the system in the department of the radiation oncology at Cancer Hospital of Chinese Academy of Medical Sciences, and its system diagram based on IHE-RO technical framework, digital imaging and communication in medicine with radiotherapy (DICOM RT) data flow standard, and emphasizes the importance of DICOM RT in constructing the system and describes the generation process of DICOM RT objects. Finally, the related international standards are suggested on RT devices adopted by China State Food and Drug Administration (SFDA) when the system is constructed.
文摘Evolutionary algorithm is time-consuming because of the large number of evolutions and much times of finite element analysis, when it is used to optimize the wing structure of a certain high altitude long endurance unmanned aviation vehicle(UAV). In order to improve efficiency it is proposed to construct a model management framework to perform the multi-objective optimization design of wing structure. The sufficient accurate approximation models of objective and constraint functions in the wing structure optimization model are built when using the model management framework, therefore in the evolutionary algorithm a number of finite element analyses can he avoided and the satisfactory multi-objective optimization results of the wing structure of the high altitude long endurance UAV are obtained.

文摘This study aims at developing a Knowledge Management Implementation Framework for adoption by firms in the Ghanaian construction industry. Recent developments in the field of Knowledge management in the construction sector have led to a renewed competition in driving organizational performance. However, the construction industry in Ghana lacks a knowledge management implementation framework that addresses the needs of the Ghanaian construction supply chain while a comprehensive approach to managing knowledge remains nebulous. The study adopted an extensive literature review of existing knowledge management models to provide the basis for the development of the proposed framework for Ghana. The proposed knowledge management implementation framework was subjected to testing and validation by project managers drawn from nineteen indigenous construction firms in Ghana. The technology acceptance model (TAM) was used as the criteria to validate the proposed knowledge management implementation framework. The proposed Guribie & Tengan knowledge management implementation framework was perceived to be useful, and easy to use and the intention to adopt and use was high among indigenous Ghanaian construction firms. The study recommends further validation using wider population to enhance the efficacy of the framework for wider industry acceptance to enhance organizational competitiveness and performance delivery.
文摘Project management is vital for software project success. Project Management Body of Knowledge (PMBOK), CMMI for Development (CMMI-DEV), and other software project management models and practices established to assist software organizations, each of these models offers diverse focal points. Combined effective software project management practices remain a challenge to software organizations. In striving to raise the likelihood of software project success, this paper introduces a framework for software project management effectiveness which integrated a set of software project management practices based on the PMBOK guide processes, CMMI-DEV processes, and management areas that influence a software project. The proposed framework called 4PTRB which includes people, process, product, project, technology, risk, and business management areas. The 4PTRB software project management framework provides a whole comprehensive view to help software project managers to improve their project management effectiveness. The framework is validated by conducting a web-based survey of software professional practitioners around the world. A statistical analysis of twenty software projects has been conducted as a case study thereafter, spanning small to large development projects. The consistency of the case study and survey results shows the power of the 4PTRB framework as an inclusive software project management framework.
文摘Security issues are always difficult to deal with in mobile ad hoe networks. People seldom studied the costs of those security schemes respectively and for some security methods designed and adopted beforehand, their effects are often investigated one by one. In fact, when facing certain attacks, different methods would respond individually and result in waste of resources. Making use of the cost management idea, we analyze the costs of security measures in mobile ad hoc networks and introduce a security framework based on security mechanisms cost management. Under the framework, the network system's own tasks can be finished in time and the whole network's security costs can be decreased. We discuss the process of security costs computation at each mobile node and in certain nodes groups. To show how to use the proposed security framework in certain applications, we give examples of DoS attacks and costs computation of defense methods. The results showed that more secure environment can be achieved based on the security framework in mobile ad hoc networks.

文摘Nonpoint source(NPS)pollutants resulting from land degradation(LD)have been a key influential factor on the deterioration of water quality.Consequently,sustainable land use management(SLM)practices have been employed to reduce the impacts of LD globally.However,the adoption of SLM practices is often not effective to protect water resources despite its capability of improving water quality.Empirically,evidence shows that activities of land users directly influence SLM practices and NPS pollution of water resources in watersheds,but invariably this has not been clearly understood.Understanding how SLM practices adoption could prevent NPS pollution of water resources in watershed is a necessity.Therefore,the primary aim of the investigation is to comprehend the status of SLM practices with the legal framework supporting the adoption of such practices in the Ashi River watershed.A survey instrument involving structured questionnaire was implemented to collect data.A randomly based lottery method was applied to sample information from 150 land users in two control units’communities.Descriptive and inferential statistics was used to analyze the data.This research revealed that there is low adoption of SLM practices of the study site.The low adoption is due to weak capacity building and enforcement of regulations in the watershed.Occupation and age of the residents are the strongest predictors of SLM adoption rate.Residents connected with farming are more sensitive to the adoption status of SLM.It is our recommendation that policy makers should ensure capacity building,and enforcement of regulations can specifically compel farmers to adopt SLM technologies.This approach would complement other strategies to solve the NPS pollution issue of Ashi River.
文摘Antarctic data management is the research focus, which the international Antarctic organizations, e.g. Antarctic Treaty Consultative Meeting(ATCM) , Scientific Committee on Antarctic Research(SCAR), and Council of Managers of National Antarctic Programmes(COMNAP) have been paying close attention to and promoting actively. Through the co effort of international Antarctic organizations and member countries concerned in recent years, Antarctic Data Directory Syatem(ADDS) is established as the most important basic programme for development of the international Antarctic data management system. At present, Joint Committee on Antarctic Data Management(JCADM) is responsible for organizing and coordinating the international Antarctic data management, and implementing the project ADDS.In this paper the background on Antarctic data management in time sequence and the structure of international framework are introduced, meanwhile, it is necessary to develop ADDS first of all. The ADDS mainly consists of the two principal parts: National Antarctic Data Center(NADCs) of all the party members and Antarctic Main Directory(AMD), the best available technology for creating ADDS is to make full use of International Directory Network(IDN) and adopt its Directory Interchange Formats(DIF). In the light of the above requirements, combined with Chinese specific situation, the contents, technical and administrative methods on Chinese Antarctic data management are discussed to promote our related work.
文摘Knowledge Management(KM)has become a dynamic concept for inquiry in research.The management of knowledge from multiple sources requires a systematic approach that can facilitate capturing all important aspects related to a particular discipline,several KM frameworks have been designed to serve this purpose.This research aims to propose a Collaborative Knowledge Management(CKM)Framework that bridges gaps and overcomes weaknesses in existing frameworks.The paper also validates the framework by evaluating its effectiveness for the agriculture sector of Pakistan.A software LCWU aKMS was developed which serves as a practical implementation of the concepts behind the proposed CKMF framework.LCWU aKMS served as an effective system for rice leaf disease detection and identification.It aimed to enhance CKM through knowledge sharing,lessons learned,feedback on problem resolutions,help from co-workers,collaboration,and helping communities.Data were collected from 300 rice crop farmers by questionnaires based on hypotheses.Jennex Olfman model was used to estimate the effectiveness of CKMF.Various tests were performed including frequency measures of variables,Cronbach’s alpha reliability,and Pearson’s correlation.The research provided a KMS depicting KM and collaborative features.The disease detection module was evaluated using the precision and recall method and found to be 94.16%accurate.The system could replace the work of extension agents,making it a cost and time-effective initiative for farmer betterment.

文摘[Objective] To establish the traceability mechanism of agricultural products safety, and the application of promote domestic based software in the supervision area of agricultural products quality and safety. [Method] Through the analysis on the circulation characteristics of agricultural products, like fruits, vegetables, livestock and poultry, the agricultural products quality safety management and traceability query business component libraries were designed. Based on the run-time-supporting environment provided by domestic based software, traceability management system of agricultural products quality and safety was constructed. [Result] The traceability management system provided the information interaction and comprehensive management platform of agricultural product quality and safety based on domestic based software for the government, enterprises and consumers. [Conclusion] Through the application demonstration, the quality control and information traceability of full circulation of agricultural products was achieved effective and reliably, and the management level of agricultural products quality and safety was improved.
文摘This review looks over the current construction and demolition waste management(C&DWM)situations by scrutinizing the definition,classification,components,compositions,generated sources and causes,impacts of generated construction and demolition wastes(C&DWs),waste management hierarchy(WMH),3R principles(Reduce,Reuse,and Recycle),Circular Economy(CE),frameworks,tools,and approaches of C&DWM.After reviewing the literature this study contributes to the literature by the following means:(a)suitable working definitions of C&DW and C&DWM are provided,(b)an expanded WMH for construction and demolition operations is presented,(c)frameworks of C&DWM are identified and listed as follows:frameworks based on WMH,including 3R principles and CE concept,frameworks focusing on the quantification,estimation,and prediction of generated C&DW,frameworks focusing on effective and sustainable C&DWM,frameworks focusing economic,social,and environmental performance assessment,frameworks based on multi-criteria analysis(MCA),frameworks based on post-disaster recovery period,and other miscellaneous frameworks,and(d)four categories of tools utilized in C&DWM are identified and explained,namely,approaches employed in C&DWM,information technology(IT)tools employed in C&DWM,multi-criteria decision analysis(MCDA)tools employed in C&DWM,and C&DWM technologies.Moreover,this study also found that CE,and green rating system(GRS)are widely used approaches,Building Information Modeling(BIM),Radio Frequency Identification(RFID),Geographic Information System,and Big Data are the extensively used IT tools,Analytical Hierarchy Process,FUZZY,TOPSIS(Technique for Order Preference by Similarity to the Ideal Solution),Weighted Summation,Elimination and Choice Expressing the Reality II,Elimination and Choice Expressing the Reality III,Evaluation of Mixed Data,and REGIME(REG)are the widely used MCA tools in C&DWM,and Prefabricated Construction and Modular Construction are broadly used C&DWM technologies.Furthermore,it has been observed that the application of the Analytic Networking Process(ANP)and hybridization of ANP,FUZZY,and TOPSIS tools do not catch considerable attention in the literature for conducting MCA,although it yields more precise outcomes.Additionally,most previous research has focused on the estimation of generated C&DW,but less attention has been given to forecasting the generated C&DW due to inadequate available C&DW data.This review article also assists C&DWM practitioners,academics,stakeholders,and contractors in choosing appropriate frameworks and tools for C&DWM while managing C&DW.
文摘Traditionally, the process used by public transportation entities to determine the acquisition strategy for new vehicle asset is based upon a broad range of criteria. Vehicle cost has been cited as one of the more critical factors which decision makers consider. It is currently a common practice to consider other factors (life-cycle cost, fuel efficiency, vehicle reliability, environmental effects, etc.) that contribute to a more comprehensive approach. This study investigates the next generation of advancements in decision making tools in the area of the application of methods to quantify and manage uncertainty. In particular, the uncertainty comes from the public policy arena where future policy and regulations are not always based upon logical and predictable processes. The fleet decision making process in most governmental agencies is a very complex and interdependent activity. There are always competing forces and agendas within the view of the decision maker. Rarely is the decision maker a single person although, within the transit environment, there is often one person charged with the responsibility of fleet management. The focus of this research examines the decision making of the general transit agency community via the development of an expert systems prototype tool. A computer-based prototype system is developed which provide an expert knowledge-based recommendation, based upon variable user inputs. The results shown in this study show that a decision making tool for the management of transit system alternate fuel vehicle assets can be modeled and tested. The direct users of this research are the transit agency administrations. The results can be used by the management teams as a reliable input to inform their urban transit buses expansion decision making process.
文摘Integrating disaster waste issue is a critical component of making humanitarian action fit for the future,anticipating global risks and challenges such as increased vulnerability due to climate change and environmental degradation.This requires a fundamental shift towards a model that not only strengthens the response to crises but also learns and adapts in order to anticipate and act before such waste garnered.This article conducted analyses on the characteristics of disasters in the past two decades.Uncertainties confound disaster waste management,including the timing and magnitude of each disaster,and the amounts and types of waste that will be generated.For these reasons alone,disaster waste management must be an integral part of development planning and processes.Making 10 years since the 2008 Wenchuan earthquake,this article highlights that disaster waste management is not only debris clearance or waste management following a disaster,but also includes prevention and pre-disaster preparedness aspects in terms of enhancing resilience of local communities.Such"mainstreaming,"ensures that disaster waste management(DWM)will be treated as a priority issue,on an ongoing basis.Based on UN Environment's experiences and approaches,this paper emphasises that preparedness is the key,and that priority should be accorded to integrating disaster contingency planning in national and city level waste management strategies as well as mainstreaming waste management issues within broader disaster preparedness and response plans and actions.It is envisaged that the issues presented and the gaps identified in this paper will provide a basis for future comprehensive and cohesive research on disaster waste management.In turn,this research can lead to better preparedness and response on disaster waste management.
文摘The aim of this paper is to improve the water industry asset life cycle management framework towards more resilient water services in Finland. This paper is based on a literature study and a web-based semi-structured thematic interview, in which the Finnish water utility managers identified the current status of their utilities’ asset management. The water services professionals are extremely worried that, by and large, water and sewage networks are still deteriorating, although the networks are nowadays rehabilitated more systematically. The survey reveals that although most of the surveyed utilities have adopted several processes and sub-processes of asset management, and a few utilities are even using some asset management guides, as a whole a strategic approach to and a comprehensive framework for optimized management of physical assets are not practiced. Therefore the development and introduction of specific asset management guidelines should be considered. In order to support successful usage of the asset management framework, the basic concepts and principles of engineering asset management should be included in educational and professional development programs, in particular at the university level.
