The objectives of the study were to: assess the relationship between contractors monitoring and performance of national road infrastructure projects and the relationship between contractor monitoring components and performance of national road infrastructure projects in Uganda. Purposive sampling was employed in selecting the procurement professionals, engineers and simple random sampling was adopted in selecting private consultants, members of parliament and respondents from the civil society organizations. Data for this study were collected using a closed ended questionnaire and interviews. Some of the major finding from this study include: weak procurement rules which lead to awarding road projects to incompetent contractors;contractor monitoring being handled by unqualified, incompetent and inexperienced professionals;lack of contractors and contract supervisors appraisal system;delay of contractors payments which affects timelines in services delivery;lack of a strong internal project monitoring and evaluation mechanism at the Uganda National Roads Agency (UNRA). The research therefore recommends the establishment of an Independent Public Infrastructure Development and Monitoring Unit by government and adoption of systems that appraise both contractors and contract supervisors with clear disciplinary actions for unsatisfactory performance by the UNRA.展开更多

This issue is gradually gaining the government’s attention as its environmental policy becomes more and more equally-weighed on both “pollution prevention and control” and “ecological conservation” issues while only the former was emphasized in the past. However, some unsolved issues still exist with regard to aquatic biodiversity monitoring and management in China. For example, there are functional overlaps among governmental departments; regional ecological function divisions are not clarified; biodiversity is usually neglected or not emphasized in environmental impact assessment for construction projects; and so on. In our opinion, the following areas should be emphasied: (a) enhancing the cooperation among governmental departments; (b) setting up mechanisms to allow ecological watershed management; (c) establishing the biodiversity conservation and ecological restoration planning for local freshwater ecosystem; (d) clarifying the ecological function divisions; (e) enhancing the biodiversity monitoring and management for freshwater ecosystem in environmental impact assessment studies for industrial construction and rural development projects; (f) establishing a technical regulatory framework for related monitoring and management activities which includes an index system for monitoring and assessment; (g) studying and establishing the related biological criteria for formulating assessment standards; and (h) paying attention to aquatic vegetation, fishes, benthic macro-invertebrates and other key aquatic assemblages.展开更多

This paper proposes a case study concerning the application of a novel event management architecture, called EMH^2, to a fleet of trains. This EMH^2 architecture, which applies the holonic paradigm, aims to facilitate the monitoring and diagnosis of a fleet of mobile systems. It is based on a recursive decomposition of cooperative monitoring holons. The definition of a generic event modeling, called SurfEvent, is the second key element of the contribution. EMH^2 has been designed to be applicable to any kind of system or equipment up to fleet level. The edge computing paradigm has been adopted for implementation purpose. The EMH^2 architecture is designed to facilitate asynchronous and progressive onboard and off-board deployments. A real-world application of EMH^2 to a fleet of ten trains cur-rently in use, in collaboration with our industrial partner, Bombardier Transport, is presented. Three key perfor-mances indicators have been estimated by comparing EMH^2 with the current industrial situation. These indi-cators are (1) the number of fleet maintenance visits,(2) the time needed by a maintenance operator to investigate and diagnose, and (3) the time needed by the system to update data regarding the health status and monitoring of trains. Results obtained outperformed industrial expecta-tions. The paper finally discusses feedbacks from experi-ence and limitations of the work.展开更多

This risk management case study presents a USEPA-approved air monitoring program implemented to manage public health risks during remediation at a former MGP site located in the southeast United States. Risk-based Acceptable Air Concentrations (AACs) were developed and a sampling regimen established to monitor potential emissions to maintain contaminant concentrations below the AACs. The exposure duration used was based on a twelve-month project duration and an exposure time of 24 hours per day;equations, toxicity values and sources were based on USEPA’s Regional Screening Levels. A total 535 twenty-four hour time weighted samples (269 VOC samples and 266 PAH samples) were collected over the project duration. Only minor levels of VOCs and PAHs were detected and no results were above the AACs. These timeweighted averages demonstrate that the real-time air monitoring and control measures implemented at the site effectively maintained concentrations below the AACs and were protective of public health.展开更多
