The water resource price is currently one of the difficult problems of water price research.After references collection,investigation and analysis,the water resource price of Qingdao City was calculated by applying fuzzy mathematics.According to the present situation and region characteristic of Qingdao,water quality,per capita water supply,economical level,population density and alternative water resources were selected as water resource influence factors and weigh coefficients of all these factors were ascertained.The results show that the water resource price of Qingdao is 3.05yuam/m3 and total water price is 4.65Yuan/m3. 展开更多

With the development and reform of water price policy, the most common view is that the total cost of water price can reflect the tradable traits of water resources, which can enhance the water use efficiency and achieve water resources sustainable utilization. Besides in actual pricing operation, from the angle of protection cost, water price characterizes the cost of controlling pollution and protecting water environment. Based on the two factors of water environment capacity and ecological water consumption embodied by the environment water price, this paper puts forward an effective environmental water price calculation model based on three elements of sewage treatment fee, ecological water price and water quality maintenance fee. And this paper takes the data of Hefei as an example, calculates reasonable environmental price, comparing which with the existing price, and finds the main existing problem which needs to be solved urgently in management. 展开更多

This paper thoroughly demonstrates the water price of South-to-North Water Transfer Project from the viewpoint of economic policies. It is considered that if the project is assigned as a profitable one and built depending on commercial loan from bank completely or mostly, the water price will be too high to be undertaken by users,and if the project places the public good at first while considering the economic benefit, its investment mainly relies on the state (national or local governments) appropriation and self-raised funds and a little from the bank loan on favorable terms, the price determined according to the principle of satisfying the cost and reasonable profit will be relatively lower and can be undertaken by the users in the North China where water shortage is serious. The problem of higher water price of agricultural irrigation to the north of the Yellow River can be tackled by taking measures such as "compensating agriculture by industry" according to foreign practical experiences and relevant suggestions. 展开更多

The impactof water sales price on the performance of water service providers is typically something of a mystery. High prices mean more revenue and profit;but it may lead to less bills collection and encourage the illegal connections. Yet, this argument has not been fully addressed in the Palestinian water sector;this research evaluates the effect of average water prices on the financial sustainability key indicators as collection efficiency, profit or loss percentage, non-revenue water, staff productivity, daily consumption, operating, and maintenance cost. The average price of cubic meter sold is segmented into low, medium, and high categories. Multivariate analysis shows that there are significant differences in profit or working ratio, daily consumption, and operating cost based on the different price categories. Further significant differences have been found in non-revenue water, collection efficiency, and water production based on low and high price categories. On the other hand, no significant difference has been found in staff productivity. The results show high price set by Palestinian water providers, leads to an increase in the bill collection rate and profit margin. However, negative relationship has been found between the price on one hand, and non-revenue water, average daily consumption, and water production on the other hand. The implication of these findings reveal that the Palestinian water providers should increase water prices gradually to cover operating and maintenance cost for better financial performance and sustainability. 展开更多

Baoying pumping station is a part of source pumping stations in East Route Project of South-to-North Water Transfer in China. Aiming at the characteristics of head varying, and making use of the function of pump adjustable blade, mathematical models of pumping station optimal operation are established and solved with genetic algorithm. For different total pumping discharge and total pumping volume of water per day, in order to minimize pumping station operation cost, the number and operation duties of running pump units are respectively determined at different periods of time in a day. The results indicate that the saving of electrical cost is significantly effected by the schemes of adjusting blade angles and time-varying electrical price when pumping certain water volume of water per day, and compared with conventional operation schemes (namely, the schemes of pumping station operation at design blade angles based on certain pumping discharge), the electrical cost is saved by 4.73%-31.27%. Also, compared with the electrical cost of conventional operation schemes, the electrical cost is saved by 2.03%-5.79% by the schemes of adjusting blade angles when pumping certain discharge. 展开更多

The role of water pricing for managing water resources is widely recognized in many areas of the world because of the increasing scarcity of water resources, a high competition between water uses and environmental degradation. Based on the analysis of cost of water, this paper explores which types of cost should be reflected in the water pricing enhancing the sustainability of water resources. The principle of full cost pricing in which the cost should include supply cost, opportunity cost and externalities is proposed as a means to achieve the sustainability of water resources. In a case study of Beijing, low water price is analyzed as one reason for unsustainable water consumption. Thus water pricing justified is necessary and pressing. It is proposed to justify water price in phased manner and eventually towards full cost pricing. The assessment of impacts on water resources by raising water price shows water pricing could alleviate the conflict between water supply and demand. This paper concludes that water pricing can play an effective role in enhancing the sustainability of water resources in Beijing. 展开更多

In its urbanization course, China is faced with a scarcity of water resources in terms of both water quantity and quality. The development of water industry is a fundamental way to alleviate water shortage. Influenced by the traditional planned economy, Chinas urban water industry has been mainly owned and run by local municipal governments. Their tight fiscal budgets have led to very inadequate investments in water industry and thus, caused a slow development of water industry. In this case, restructuring urban water industry is very important. Based on the discussion concerning the trend of demand for and supply of urban water resources, this paper explores such strategic issues as water industry organization and integrated approaches addressing water scarcity. As a high priority in dealing with the problem of water scarcity, the effect of water pricing policy remains a controversial issue, especially the environmental effect. Using household-level panel data of three irrigation districts (IDs) in the northern China, this paper probes the potential impact of water price rising on local environment. The examination shows that farmers will reduce the rice area as a response to the rising surface water prices. The changing cropping pattern will exert three-fold environmental impacts, including the dropping groundwater level resulting from the reduction of seepage and percolation of irrigated water and overexploitation of groundwater, the negative effect of non-point pollution from fertilizer and pesticide application, and the loss of field irrigation facilities. Water pricing is not a valid means of significantly reducing agricultural water consumption due to the substitution of groundwater for surface water, it will lead to negative environmental effect. It is an imperative task for Chinese government to improve the management efficiency at IDs. 展开更多

The appropriate design of water management measures presupposes the investigation of the influence of some selected variables to consumers' behavior. The price of water, the size of the dwelling, the indoor and outdoor uses, the educational level, the income of consumers as well as rainfall and temperature levels are examined, the residential water demand curve is estimated and projections of future water demand under different pricing policies are performed. 展开更多

When the price of the emission runs above the contract price, the vulnerable people can give up the right. 基于全价值和全成本模型的农业水价方案及其可行性分析

针对现行农业水价标准过低的问题,选取粮食主产区——黑龙江省为研究区域,从农业用水全价值和全成本出发,利用能值理论分析确定农业用水价值,采用全成本水价法确定用水成本,结合现行水价制定不同情境下农业水资源定价方案;运用双对数模... 针对现行农业水价标准过低的问题,选取粮食主产区——黑龙江省为研究区域,从农业用水全价值和全成本出发,利用能值理论分析确定农业用水价值,采用全成本水价法确定用水成本,结合现行水价制定不同情境下农业水资源定价方案;运用双对数模型建立农业用水需求价格函数,揭示水价提升带来的研究区域节水潜力,结合指数分析法确定农户可承受能力,从而判断所制定水价方案的可行性。结果表明:2020年,农业水资源全价值为0.594元/m^(3),地表水与地下水全成本分别为0.180元/m^(3)和0.355元/m^(3);针对设计的3种阶梯水价调整方案,利用2005、2010、2015、2020年进行实证分析,过渡期和长期水价方案平均年节水量分别可达2.72×10^(9)、4.45×10^(9)m^(3),平均年节水潜力分别为12.74%、19.48%,且一阶水价均在农户可承受能力范围,确定为可行方案。本文为研究区农业水价综合改革提供了支持,可结合实际情况逐步提高农业水价到合理水平。 展开更多
