Strategic assessments are a landscape scale assessment and unlike project-by-project assessments which look at individual actions, they can consider a much broader set of issues;for example, a large urban growth area that will be developed over many years or a fire management policy across a broad landscape. Wetlands are important and effective ecosystems for biodiversity protection and improving environmental conditions. Bird watching as tourism and ecotourism activity is a complex process which it is compatible with conservation of wetlands and other aquatic zones. In this research, combination of SWOT analysis and FAHP method base on strategic fuzzy assessment are used for bird watch zoning in Bazangan Lake. By making internal and external matrix for SWOT factors, existing condition was in competitive strategies (ST) in the study area. Offered strategies in this condition were environment restoration to increase in environment resilience against hazards (natural and human), avoiding of land use and land cover changes and presence of ecotourism responsibly especially Bird watching. The sensitivity analysis results did not show any difference within the results of the present study and it was suitable and valid to use for similar situations. Base on the presented medium and short term strategies, it needed to have a short time training program to inform and empower local communities to wetlands partnership management by sharing them in the getting benefits in Bazangan Lake. By using the preferred frame in this study, decision makers can plan for each lake, dam and wetland and determine the best areas for tourist activities like bird watching. Conservation, protection and restoration of environment with its wildlife are guaranteed by using fuzzy assessment to provide reasonable strategies. 展开更多

A multi-indicator inference scheme is proposed in this paper to achieve an intuitive assessment of post-fault transient stability of power systems.The proposed scheme uses the fuzzy inference technique to classify the stability level as“safe,”“low-risk,”“high-risk,”and“danger.”A multi-criteria quality assessment method is first introduced.Several transient indicators are then proposed as assessment criteria.To select the effective indicators for assessment,correlation mining using univariate regression analysis is performed between each indicator and a critical clearance time(CCT)-based stability index.The fuzzy sets of indicators for different stability levels are then determined according to their correlations with the stability index.The weighting factors of indicators are also allocated according to their regression error in correlation mining.The proposed inference scheme is further demonstrated and its effectiveness is validated in case studies on IEEE 68-bus system and a 756-bus transmission system in China. 展开更多

Purpose-Nowadays successful organizations need to be masters at leadership by values to play in a constantly changing and transforming environment.But how can leaders and organizations effectively convene strategic and culture development based on values?This paper presents the Tri-Intersectional Model of Leadership by Values(TMLV)in which leaders and organizations can integrate a sustainable strategy,as well as a culture and value-based management system that simultaneously leverages human,financial,and social resources.With its three essential axes of values(economic-pragmatic,emotional-development,and ethical-social)at their intersection points,it allows leaders to focus on the strategy linkages:innovation-intersection between the economic-pragmatic values axis and the emotional-development values axis-allows them to develop sustainable innovations;survival-intersection between the economic-pragmatic values axis and the ethical-social values axis-enhances their organization’s survival;finally,sensibility-intersection between the economic-pragmatic values axis and the ethical-social values axis-makes them more humane and more socially-responsible.The application of the TMLV,using the Fuzzy Multi-Criteria Decision Making Open Technology Assessment System,can be a great inspiration for stimulating and working with values in organizations,as well as allowing leaders to develop a values-based,high-involvement,and performance-oriented culture.Methodology/Approach-This research considers empirical data analysis of the 37 case studies of the EU-InnovatE project(http//www.euinnovate.com)-a pioneering initiative to align innovation values to integrate the end user into the process of innovation and entrepreneurship related to a sustainable lifestyle and the green economy in Europe-using a fuzzy multiple-criteria decision making method and open technologies system,such as server-side PHP language,MariaDB Database,fork of MYSQL Database Management System,and JavaScript libraries to perform operation directly on the user’s browser.Findings-The application of the TMLV model,considering empirical analysis of the extracted values from the case studies,using the Fuzzy Multi-Criteria Decision Making Open Technology Assessment System,can be a great inspiration for stimulating and working with values in João organizations,as well as allowing leaders to develop suitable strategies and interventions for shaping a sustainable high-performance culture.Research implications-This research can be a starting point for further research to assess the effectiveness of the leadership model based on a decision-making open technology system in any given organization,as well as to invite researchers who have positive passion about working with values to participate in the improvement of this tool.Originality/value-The Tri-Intersectional Model of Leadership by Values using the Fuzzy Multi-Criteria Decision Making Open Technology Assessment System is presented as an evolution in leadership models that may be used to fuel innovation,survival,and a sensibility strategic focus that is necessary to optimize human and organizational performance and deliver effective solutions to the massive array of human,financial,and social problems we face today. 展开更多

Data of in-situ survey and fault information were utilized in the method. First, by making pressure and tension in the directions of along-river, cross-river, shear clockwise, and shear counterclockwise , 26 types of tectonic stress patterns were presented. And the stress vector of each pattern was obtained with FE software by taking unit displacement as boundary load. Then, by taking the 26 types of tectonic stress patterns as index set and 3 main stresses as factor set and choosing various operators, comparison of directions of computational stress vector and survey stress vector was made and the most possible tectonic stress pattern was obtained. Taking the 26 types of tectonic stress patterns as index set and strike angle as factor set, comparison of relationships between formation of fault and tectonic stress was made,and the tectonic stress patterns were assessed with known fault information. By summarizing the above assessment results, the most impossible tectonic stress pattern was obtained . Finally an engineering case was quoted to validate that the method is more feasible and reliable than traditional empirical method. 展开更多

Because fuzzy synthetical assessment (FSA) can well utilize expert′s experience and fuzzy data, it is used to assess the influence factors of reliability. On the basis of the assessed results, the predicted value of reliability is inferred by the fuzzy inference system (FIS). This approach particularly suits to predict the reliability of complex machinery (including other products) in IDS, so that it can remedy some defects of the existing methods. The Nanfei River (Anhui Province, China) is a severely polluted urban river that flows into Chaohu Lake. In the present study, sediments were collected from the river and analyzed for their heavy metal contents. Multivariate statistics and the fuzzy comprehensive assessment method were used to determine the sources of pollution, the current pollution status, and spatial and temporal variations in heavy metal pollution in sediments. The concentrations of arsenic (As), cadmium (Cd), chromium (Cr), copper (Cu), mercury (Hg), nickel (Ni), lead (Pb), and zinc (Zn) in sediments ranged from 5.67-113, 0.08-40.2, 41.6-524, 15.5-460, 0.03-4.84, 13.5-180, 18.8-250, and 47.9-1 996 mg/kg, and the average concentrations of each metal were 1.7, 38.7, 1.8, 5.5, l 8.8, 1.3, 2.5, and 11.1 times greater than the background values, respectively. Multivariate statistical analysis demonstrated that Hg, Cu, Cr, Cd, and Ni may have originated from industrial activities, whereas As and Pb came from agricultural activities. The fuzzy comprehensive assessment method, based on the fuzzy mathematics theory, was used to obtain a detailed assessment of the sediment quality in the Nanfei River watershed. The results indicated that the pollution was moderate in the downstream tributaries of the Nianbu and Dianbu Rivers, but was severe in the main channel of the Nanfei River and in the upstream tributaries of the Sill and Banqiao Rivers. Therefore, sediments in the Nanfei River watershed are heavily polluted and urgent measures should be taken to remedy the status. 展开更多

To the potential oil-spill risk caused by offshore pipeline more attention has been paid after the Dalian oil spill incident from oil-pipeline explosion. Since then an issue about how to prevent and control the sudden oil-spill from the offshore pipeline has been raised. In this paper, we proposed an optimized model to analyze the main causes(probability) of spill and the consequence with the fuzzy comprehensive assessment model. Considering the complicated assessment process for oil-spill, the assessment factor system involving the spill probability and consequence was established based on the operative manual and statistic leakage/damage data of offshore pipeline in order to estimate the integrated spill risk score automatically. The evaluated factors of spill probability could be grouped into five aspects: corrosion, fatigue, national damage, third party, and operational fault; the consequence evaluated factors of spill included hazard of oil and impact-controlling capability. With some modifications based on experts' opinions, each of the evaluated factors in our work was developed with a relative weight and evaluation criterion. A test example for an offshore pipeline in the Bohai waters was described to show how the model can be used for an actual case in more detail. By using the oil-spill risk assessment model, it is easy to determine the risk level associated with the ongoing activity and management level and hence to take the risk mitigation action immediately. 展开更多

In this paper, the bracnch-and-bound method is adopted to search the main failure path, and the Ditlevsen bound method is used to calculate the system failure probability. The structure is then assessed by the fuzzy comprehensive assessment method, which evaluates the structural component safety rank. The ultimate equation of the tubular cross- section is analyzed on the basis of ultimate stregnth analysis. The influence of effect coefficients on the structural system failure probability is investigated, and basic results are obtained. A general program for spatial frame structures by means of the above method is developed, and verified by the numerical examples. 展开更多

These issues require efficient risk management techniques. The success of construction companies running projects in international markets depends on how the risks arise from the host country conditions as well as the project specific risk factors. Successful management of risks requires identification of risks, construction of a risk model which can be used to assess the magnitude of risks, and implementation of response strategies so that an acceptable risk-return balance can be achieved. The project success usually depends on the combination of all risks, response strategies used to mitigate risks, and a company's ability to manage them. There exists a need to develop risk models containing the risks of doing business in international markets and factors that affect manageability of these risks. One of the market's critical challenges is scheduled management and the understanding and application of program management. This paper uses systematic risk identification, classification and analysis, and measurement and response methodologies to help international contractors quantify the risks of project development and accomplishment. 展开更多

Robust design analysis and multi-index fuzzy comprehensive assessment method are used to obtain the opti- mal parameters. Results show that the influencing degrees of these four factors on the precision of as-processed parts are different. To manage the complexities of hull module partitions, a new approach to the partitions of hierarchical modules for shipbuilding is proposed. Based on the assembly and manufacture process, the approach determines the hierarchy and basis of the module partition first, and then according to the type of connection between the parts of the block module, the degree of membership for the rational connection is gained and the fuzzy relation matrix between different parts is then established. The fuzzy clustering technique is used to partition the modules, and then the method of fuzzy comprehensive assessment is used to choose a relative reasonable scheme. A case study has been conducted, which proves that the approach is feasible and applicable; Especially it obtains the sub-module partition, which sets up the shipbuilding process at a higher-level assembly and has offered effective tools for the modular ship design. 展开更多
