Based on the analysis of the relationship between agricultural water resources and sustainable development, this paper presents a multi objective fuzzy optimization model for cropping structure and water allocation, which overcomes the shortcoming of current models that only considered the economic objective,and ignored the social and environmental objectives. During the process, a new method named fuzzy deciding weight is developed to decide the objective weight. A case study shows that the model is reliable, the method is simple and objective, and the results are reasonable. This model is useful for agricultural management and sustainable development.展开更多

The water resource plays an important role in...The Hani Rice Terraces System, based on gravity-flow irrigation, is one of the Globally Important Agricultural Heritage Systems(GIAHS) pilot sites selected by FAO in 2010. The water resource plays an important role in the sustainable development of this system. The value of water conserved by the forest is influenced by natural, economic and social factors. In this paper, the water quality, per capita water resources, per capita GDP and population density are chosen as indices to construct an index system for a comprehensive evaluation of water resources value. The weights of these indices are 0.443, 0.31, 0.141 and 0.106 respectively, which are determined by the analytic hierarchy process(AHP) method. The water resources value has been assessed by the fuzzy comprehensive evaluation model. The results show that the water resources value in the Hani Rice Terraces System is 4.25 RMB/m^3. Evaluating the value of water resources in the Hani Rice Terraces System can provide a reference for ecological compensation, for raising public awareness of the importance of protecting the system, and ultimately achieving its sustainable development.展开更多
Based on the theory of complex adaptive system(CAS),the optimal allocation model of water resources in sewage irrigation areas was established,which provided new ideas and application value for the rational utilizatio...Based on the theory of complex adaptive system(CAS),the optimal allocation model of water resources in sewage irrigation areas was established,which provided new ideas and application value for the rational utilization of agricultural production and waste water resources.The results demonstrated that the difference of crop energy capture mainly depended on the development stage.Waste water with a certain concentration was able to promote crop growth,while excessive concentration inhibited crop growth.The correlation between water absorption rate and leaf area index was close(R=0.9498,p<0.01).The amount of bad seeds increased at a speed of 34.7·d^-1,when system irrigated randomly in the seedling stage,while it tended to remain stable at a speed of 0.3·d^-1 after plants entering the mature stage which impacted the total yields of crops.展开更多

The modeling system coupled a distributed hydrological model with an interval two-stage stochastic programing (ITSP). The distributed hydrological model was used for establishing a rainfall-runoff forecast system, while random parameters were pro- vided by the statistical analysis of simulation outcomes water resources management planning in Kaidu-Konqi The developed STIP model was applied to a real case of watershed, where three scenarios with different water re- sources management policies were analyzed. The results indicated that water shortage mainly occurred in agri- culture, ecology and forestry sectors. In comparison, the water demand from municipality, industry and stock- breeding sectors can be satisfied due to their lower consumptions and higher economic values. Different policies for ecological water allocation can result in varied system benefits, and can help to identify desired water allocation plans with a maximum economic benefit and a minimum risk of system disruption under uncertainty.展开更多

Due to finding solution which is closer to realistic characteristics, load forecasting, market price errors and the uncertainties related to the variable output power of wind based DG units are put in consideration. This work employs NSGA-II accompanied by the fuzzy set theory to solve the aforementioned multi-objective problem. The proposed scheme finally leads to a solution with a minimum voltage deviation, a maximum voltage stability, lower amount of pollutant and lower cost. The cost includes the installation costs of new equipment, reconfiguration costs, power loss cost, reliability cost, cost of energy purchased from power market, upgrade costs of lines and operation and maintenance costs of DGs. Therefore, the proposed methodology improves power quality, reliability and security in lower costs besides its preserve, with the operational indices of power distribution networks in acceptable level. To validate the proposed methodology's usefulness, it was applied on the IEEE 33-bus distribution system then the outcomes were compared with initial configuration.展开更多

One of the main problems is the water resources allocation and the cost associated with pumping, if needed. Taking the appropriate decision is considered as a techno-economic issue. The case study presented in this paper involves a complex system of three dams, two pumping stations and two diversion structures all serving an agricultural production unit. The objective of this research is to determine a suitable and feasible water allocation/pumping policy as a “trade-off” between minimizing the water deficiency and the cost of pumping. To achieve this objective, a water resources model was developed using HEC-5. A multi-criteria decision approach was implemented to determine the most appropriate water release policy and the capacity of the water diversion facilities. The parameters used were subject to a sensitivity analysis to assess their relative impact on the determined policy. The suggested release policy allows a reduction of half the total of the pumping costs with only 3% reduction in the water allocation reliability, as measured by the failure frequency of demand satisfaction and the average shortage index.展开更多
Optimizing the allocation of water resources is critical for promoting the optimization and upgrading of industrial structure and coordinated development in the Beijing-Tianjin-Hebei regions of China.Based on specific...Optimizing the allocation of water resources is critical for promoting the optimization and upgrading of industrial structure and coordinated development in the Beijing-Tianjin-Hebei regions of China.Based on specific regional and water conditions,to strengthen the constraints on water resources,the“three-step”adaptive management approach of“scheme design-scheme diagnosis-scheme optimization”of water resource allocation are adopted to facilitate the coordinated optimal allocation of water resources and industrial structure in the Beijing-Tianjin-Hebei regions.First,from the level of overall industry,a water resource allocation scheme for the regions is designed by applying the master-slave hierarchical mode and a bi-level optimal model to determine the ideal amount of water resource allocation for the regions and respective industries.Second,the diagnostic criteria of spatial balance,structural matching,and coordinated development are constructed to determine the rationality of the water resource allocation scheme.Then a benefit compensation function with water market transactions is developed,to adaptively adjust the water resource allocation scheme.Finally,the optimization and upgrading of industrial structure are promoted to improve water consumption efficiency and the coordinated development of the Beijing-Tianjin-Hebei regions.The study can provide reference for the Beijing-Tianjin-Hebei regions to realize the comprehensive optimal allocation of water resources in the regions and improve the adaptability of water resources and industrial structure optimization.展开更多
Cloud computingmakes dynamic resource provisioning more accessible.Monitoring a functioning service is crucial,and changes are made when particular criteria are surpassed.This research explores the decentralized multi...Cloud computingmakes dynamic resource provisioning more accessible.Monitoring a functioning service is crucial,and changes are made when particular criteria are surpassed.This research explores the decentralized multi-cloud environment for allocating resources and ensuring the Quality of Service(QoS),estimating the required resources,and modifying allotted resources depending on workload and parallelism due to resources.Resource allocation is a complex challenge due to the versatile service providers and resource providers.The engagement of different service and resource providers needs a cooperation strategy for a sustainable quality of service.The objective of a coherent and rational resource allocation is to attain the quality of service.It also includes identifying critical parameters to develop a resource allocation mechanism.A framework is proposed based on the specified parameters to formulate a resource allocation process in a decentralized multi-cloud environment.The three main parameters of the proposed framework are data accessibility,optimization,and collaboration.Using an optimization technique,these three segments are further divided into subsets for resource allocation and long-term service quality.The CloudSim simulator has been used to validate the suggested framework.Several experiments have been conducted to find the best configurations suited for enhancing collaboration and resource allocation to achieve sustained QoS.The results support the suggested structure for a decentralized multi-cloud environment and the parameters that have been determined.展开更多
Extensive land use will cause many environmental problems.It is an urgent task to improve land use efficiency and optimize land use patterns.In recent years,due to the flow decrease,the Guanzhong Basin in Shaanxi Prov...Extensive land use will cause many environmental problems.It is an urgent task to improve land use efficiency and optimize land use patterns.In recent years,due to the flow decrease,the Guanzhong Basin in Shaanxi Province is confronted with the problem of insufficient water resources reserve.Based on the Coupled Ground-Water and Surface-Water Flow Model(GSFLOW),this paper evaluates the response of water resources in the basin to changes in land use patterns,optimizes the land use pattern,improves the ecological and economic benefits,and the efficiency of various spatial development,providing a reference for ecological protection and high-quality development of the Yellow River Basin.The research shows that the land use pattern in the Guanzhong Basin should be further optimized.Under the condition of considering ecological and economic development,the percentage change of the optimum area of farmland,forest,grassland,water area,and urban area compared with the current land use area ratio is+2.3,+2.4,-6.1,+0.2,and+1.6,respectively.The economic and ecological value of land increases by14.1%and 3.1%,respectively,and the number of water resources can increase by 2.5%.展开更多

In accordance with the Water Conservancy Planning of the Sanjiang Plain, this paper presents a Sanjiang Plain resources allocation model which is established to be used in controlling water, land, ecology and economy in consideration of 50%-level and 75%-level years, planting structure adjustment, industry development by 2020, and different transit water exploitation schemes. Lingo10 global optimization has been adopted in solving the model. The results show that by 2020 the output of three industries will increase to a certain degree, the grain yields will satisfy state demand, and regional service value will decrease dramatically. Such results provide theoretical basis and practical significance for instructing the development and exploitation of the Sanjiang Plain.展开更多

This paper seeks to assess and evaluate water resource problems using water evaluation and planning (WEAP) model via its application to Hengshui Basin of Fudong Pai River. This model allows the simulation and analysis of various water allocation scenarios and, above all, scenarios of users' behavior. Water demand management is one of the options discussed in detail. Simulations are proposed for diverse climatic situations from dry years to normal years and results are discussed. Within the limits of data availability, it appears that most water users are not able to meet all their requirements from the river, and that even the ecological reserve will not be fully met during certain years. But the adoption of water demand management procedures offers opportunities for remedying this situation during normal hydrological years. However, it appears that demand management alone will not suffice during dry years. Nevertheless, the ease of use of the model and its user-friendly interfaces make it particularly useful for discussions and dialogue on water resources management among stakeholders.展开更多

The model includes two stages, preliminary selection stage and optimal selection stage. The membership function is used to select MRs from cloud resource pool(CRP) in the first stage, and then the candidate resource pool is built. In the optimal selection stage, a multi-objective optimization algorithm, particle swarm optimization(PSO) based on the method of relative entropy of fuzzy sets(REFS_PSO), is used to select optimal MRs from the candidate resource pool, and an optimal manufacturing resource supply chain is obtained at last. To verify the performance of REFS_PSO, NSGA-Ⅱ and PSO based on random weighting(RW_PSO) are selected as the comparison algorithms. They all are used to select optimal MRs at the second stage. The experimental results show solution obtained by REFS_PSO is the best. The model and the method proposed are appropriate for MRA in CM.展开更多

文摘This research develops a comprehensive method to solve a combinatorial problem consisting of distribution system reconfiguration, capacitor allocation, and renewable energy resources sizing and siting simultaneously and to improve power system's accountability and system performance parameters. Due to finding solution which is closer to realistic characteristics, load forecasting, market price errors and the uncertainties related to the variable output power of wind based DG units are put in consideration. This work employs NSGA-II accompanied by the fuzzy set theory to solve the aforementioned multi-objective problem. The proposed scheme finally leads to a solution with a minimum voltage deviation, a maximum voltage stability, lower amount of pollutant and lower cost. The cost includes the installation costs of new equipment, reconfiguration costs, power loss cost, reliability cost, cost of energy purchased from power market, upgrade costs of lines and operation and maintenance costs of DGs. Therefore, the proposed methodology improves power quality, reliability and security in lower costs besides its preserve, with the operational indices of power distribution networks in acceptable level. To validate the proposed methodology's usefulness, it was applied on the IEEE 33-bus distribution system then the outcomes were compared with initial configuration.
文摘Reservoir/river systems analysis models are generally used in the formulation and evaluation of alternative plans for responding to water related problems and needs. One of the main problems is the water resources allocation and the cost associated with pumping, if needed. Taking the appropriate decision is considered as a techno-economic issue. The case study presented in this paper involves a complex system of three dams, two pumping stations and two diversion structures all serving an agricultural production unit. The objective of this research is to determine a suitable and feasible water allocation/pumping policy as a “trade-off” between minimizing the water deficiency and the cost of pumping. To achieve this objective, a water resources model was developed using HEC-5. A multi-criteria decision approach was implemented to determine the most appropriate water release policy and the capacity of the water diversion facilities. The parameters used were subject to a sensitivity analysis to assess their relative impact on the determined policy. The suggested release policy allows a reduction of half the total of the pumping costs with only 3% reduction in the water allocation reliability, as measured by the failure frequency of demand satisfaction and the average shortage index.

文摘Optimizing the allocation of water resources is critical for promoting the optimization and upgrading of industrial structure and coordinated development in the Beijing-Tianjin-Hebei regions of China.Based on specific regional and water conditions,to strengthen the constraints on water resources,the“three-step”adaptive management approach of“scheme design-scheme diagnosis-scheme optimization”of water resource allocation are adopted to facilitate the coordinated optimal allocation of water resources and industrial structure in the Beijing-Tianjin-Hebei regions.First,from the level of overall industry,a water resource allocation scheme for the regions is designed by applying the master-slave hierarchical mode and a bi-level optimal model to determine the ideal amount of water resource allocation for the regions and respective industries.Second,the diagnostic criteria of spatial balance,structural matching,and coordinated development are constructed to determine the rationality of the water resource allocation scheme.Then a benefit compensation function with water market transactions is developed,to adaptively adjust the water resource allocation scheme.Finally,the optimization and upgrading of industrial structure are promoted to improve water consumption efficiency and the coordinated development of the Beijing-Tianjin-Hebei regions.The study can provide reference for the Beijing-Tianjin-Hebei regions to realize the comprehensive optimal allocation of water resources in the regions and improve the adaptability of water resources and industrial structure optimization.
文摘Cloud computingmakes dynamic resource provisioning more accessible.Monitoring a functioning service is crucial,and changes are made when particular criteria are surpassed.This research explores the decentralized multi-cloud environment for allocating resources and ensuring the Quality of Service(QoS),estimating the required resources,and modifying allotted resources depending on workload and parallelism due to resources.Resource allocation is a complex challenge due to the versatile service providers and resource providers.The engagement of different service and resource providers needs a cooperation strategy for a sustainable quality of service.The objective of a coherent and rational resource allocation is to attain the quality of service.It also includes identifying critical parameters to develop a resource allocation mechanism.A framework is proposed based on the specified parameters to formulate a resource allocation process in a decentralized multi-cloud environment.The three main parameters of the proposed framework are data accessibility,optimization,and collaboration.Using an optimization technique,these three segments are further divided into subsets for resource allocation and long-term service quality.The CloudSim simulator has been used to validate the suggested framework.Several experiments have been conducted to find the best configurations suited for enhancing collaboration and resource allocation to achieve sustained QoS.The results support the suggested structure for a decentralized multi-cloud environment and the parameters that have been determined.

文摘Extensive land use will cause many environmental problems.It is an urgent task to improve land use efficiency and optimize land use patterns.In recent years,due to the flow decrease,the Guanzhong Basin in Shaanxi Province is confronted with the problem of insufficient water resources reserve.Based on the Coupled Ground-Water and Surface-Water Flow Model(GSFLOW),this paper evaluates the response of water resources in the basin to changes in land use patterns,optimizes the land use pattern,improves the ecological and economic benefits,and the efficiency of various spatial development,providing a reference for ecological protection and high-quality development of the Yellow River Basin.The research shows that the land use pattern in the Guanzhong Basin should be further optimized.Under the condition of considering ecological and economic development,the percentage change of the optimum area of farmland,forest,grassland,water area,and urban area compared with the current land use area ratio is+2.3,+2.4,-6.1,+0.2,and+1.6,respectively.The economic and ecological value of land increases by14.1%and 3.1%,respectively,and the number of water resources can increase by 2.5%.

文摘The pattern of groundwater usage and industrial development in the Sanjiang Plain remains a concern of Chinese government. In accordance with the Water Conservancy Planning of the Sanjiang Plain, this paper presents a Sanjiang Plain resources allocation model which is established to be used in controlling water, land, ecology and economy in consideration of 50%-level and 75%-level years, planting structure adjustment, industry development by 2020, and different transit water exploitation schemes. Lingo10 global optimization has been adopted in solving the model. The results show that by 2020 the output of three industries will increase to a certain degree, the grain yields will satisfy state demand, and regional service value will decrease dramatically. Such results provide theoretical basis and practical significance for instructing the development and exploitation of the Sanjiang Plain.
文摘Like many river basins in China, water resources in the Fudong Pai River are almost fully allocated. This paper seeks to assess and evaluate water resource problems using water evaluation and planning (WEAP) model via its application to Hengshui Basin of Fudong Pai River. This model allows the simulation and analysis of various water allocation scenarios and, above all, scenarios of users' behavior. Water demand management is one of the options discussed in detail. Simulations are proposed for diverse climatic situations from dry years to normal years and results are discussed. Within the limits of data availability, it appears that most water users are not able to meet all their requirements from the river, and that even the ecological reserve will not be fully met during certain years. But the adoption of water demand management procedures offers opportunities for remedying this situation during normal hydrological years. However, it appears that demand management alone will not suffice during dry years. Nevertheless, the ease of use of the model and its user-friendly interfaces make it particularly useful for discussions and dialogue on water resources management among stakeholders.
文摘Shortages in water resources and the fragile ecosystem by coal-mine water affect the Yulin coal-mine base in northwest China, so taking coal-mine water into account is an important issue for the sustainable management of water resources. This paper aims to explore how the Yulin coal-mine base can improve its conjunctive utilization of water resources. Integrated utilization is proposed by establishing a multi-objective, multi-water-source, optimal-allocation model;setting up an integrated information platform;and giving very useful measures and policy suggestions to the local government. Finally, this research can also serve as an example of integrated water utilization for other energy bases.
文摘Price plays an important role in water resources management. The price of water resources can also be considered as a “water resource tax” which reflects the value and opportunity cost of water, and people will pay for the right to use water. Currently, the water resource fees’ effect of regulating resource differential revenues is not manifest and it’s not enough to reflect the principle of paid use of resources as well as regulating resources differential revenues. Due to the ambiguity and complexity of water resources price, this paper uses methods relating to fuzzy mathematics for modeling and processing. The study had a comprehensive consideration of five factors including water quality, water resources per capita, household consumption level, per capita GNP, population or population density to evaluate the water resource price.

文摘From the perspective of the geographical distribution, considering production fare, supply chain information and quality rating of the manufacturing resource(MR), a manufacturing resource allocation(MRA) model considering the geographical distribution in cloud manufacturing(CM) environment is built. The model includes two stages, preliminary selection stage and optimal selection stage. The membership function is used to select MRs from cloud resource pool(CRP) in the first stage, and then the candidate resource pool is built. In the optimal selection stage, a multi-objective optimization algorithm, particle swarm optimization(PSO) based on the method of relative entropy of fuzzy sets(REFS_PSO), is used to select optimal MRs from the candidate resource pool, and an optimal manufacturing resource supply chain is obtained at last. To verify the performance of REFS_PSO, NSGA-Ⅱ and PSO based on random weighting(RW_PSO) are selected as the comparison algorithms. They all are used to select optimal MRs at the second stage. The experimental results show solution obtained by REFS_PSO is the best. The model and the method proposed are appropriate for MRA in CM.
文摘Shuangtaizi estuary wetland, the largest natural conservation district in China, and one of the best preserved, largest ecological lands with the most complete vegetation types in the world, is located in Panjin city, Liaoning Province. In recent years, the degradation of Shuangtaizi estuary wetland is very serious. In order to rescue lives in the wetland and protect valuable natural resources, the information system of Shuangtaizi estuary wetland was built with '3S' technology, and the minimum, optimum, and maximum eco-environmental water requirements were calculated respectively. Furthermore, for restoring the ecological functions of wetland and preventing wetland degradation, the balance between supply and demand of water resource was analyzed , and an optimal allocation scheme of water resources was proposed based on three kinds of equilibrium.

文摘In order to realize sustainable development of the arid area of Northwest China, rational water resources exploitation and optimization are primary prerequisites. Based on the essential principle of sustainable development, this paper puts forward a general idea on water resources optimization and eco-environmental protection in Qaidam Basin, and identifies the competitive multiple targets of water resources optimization. By some qualitative methods such as Input-output Model & AHP Model and some quantitative methods such as System Dynamics Model & Produce Function Model, some standard plans of water resources optimization come into being. According to the Multiple Targets Decision by the Closest Value Model, the best plan of water resources optimization, eco-environmental protection and sustainable development in Qaidam Basin is finally decided.
