Transitional Revenue Scheme for High-cost Generator Unit in Guangdong Electricity Market Based on Government Authorized Contracts 被引量:1

High-cost generator units are at a cost disadvantage in electricity spot markets.This study focuses on revenue mechanisms of gas-fired units affected by power market reform in Guangdong province,China.For the first time,we compare impacts on market indicators of five settlement mechanisms:feed-in tariff(FiT),location marginal price(LMP),contract for difference(CFD),direct subsidy(DS),and estimated revenue method(ERM).In particular,we design key parameters,including authorized CFD and ERM of two kinds of government authorized contracts based on traditional dispatching patterns to avoid significant profit fluctuations brought by market reforms.We also analyze impact of factors such as climbing performance,seasonal load,and subsidy amount on the overall market and its players.Results of a case study show to directly subsidize gasfired units will lead higher-cost units to generate more electricity,with a resulting loss of social welfare.Disruption of market prices and provision of unreasonable incentives are fatal disadvantages of this subsidy method.The government and policymakers should consider financial means to adjust benefits to reduce production costs and increase social welfare.Also,by case analysis,the ERM shows its stable performance in revenue of high-cost units,while we find that authorized CFD is not applicable for gas-fired units whose output is unstable as a marginal unit frequently.Therefore,we suggest government agencies adopt ERM to sign contracts with gas-fired units,to attain a balance between fairness and efficiency. 展开更多

By use of coding betterment, the dynamic changes of the mutation rate and the crossover probability, the dynamic choice of subsistence, the reservation of the optimal fitness value, a modified genetic algorithm for optimizing combination of units in thermal power plants is proposed. And through taking examples, test result are analyzed and compared with results of some different algorithms. A new approach to maintenance scheduling of generating units(MSU)in competitive electricity markets was presented,which was formulated as a noncooperative game with complete information.The payoff of each generating company(Genco)was defined as the profit from the energy auction market minus maintenance cost and risk loss.The compensation fee of interruptible load was a part of the maintenance cost when the permitted maintenance capacity in the system was insufficient.Hourly energy auction was incorporated in the computation of both revenues from energy market and risk loss of maintenance strategy as a nested game.A new heuristic search algorithm for the calculation of the game equilibrium of MSU was presented,which coordinates the solutions of non-equilibrium,unique equilibrium and multiple equilibria.Numerical results for a two-Genco system and a realistic system were used to demonstrate the basic ideas and the applicability of the proposed method,as well as its computational efficiency. 展开更多

Through experimental research, simulative calculation, process and equipment development, field tests and a demonstration project, the design and operation technologies for air-cooling system are grasped and relevant key equipment is developed. The results of the demonstration project show that the technical indicators for the air-cooling system have met or exceeded the design requirements. Part of the research results have been incorporated into the relevant national design standards. The technologies developed have been applied to more than 23 sets of thermal power units of or above 600 MW in China. 展开更多

The calculation formulas for the maintenance coefficient, mathematical expressions for general availability growth models, ways for estimating, and fitting on checking the parameters of the model are introduced. Availability growth models for electric generating units, power station auxiliaries, and transmission and distribution installations are given together with verification examples for availability growth models of 320–1000 MW nuclear power units and 1000 MW thermal power units, 200–1000 MW power station auxiliaries, and 220–500 kV transmission and distribution installations. The verification results for operation availability data show that the maintenance coefficients for electric generating units, power station auxiliaries, transmission and distribution installations conform to the power function, and general availability growth models conform to rules of availability growth tendency of power equipment. 展开更多
