At present,the world is undergoing accelerating changes unseen in a century.With the United States regarding China as a strategic competitor,China-EU relations have become the core of national and global governance.Fo...At present,the world is undergoing accelerating changes unseen in a century.With the United States regarding China as a strategic competitor,China-EU relations have become the core of national and global governance.For this reason,we use the basic theory and tools of Philosophy of Property System to clarify the EU’s characterization of China and accordingly propose the method of judgment and the principle of response.From this,we can get three basic cognitions of“systematic rivalry”,namely mutual exclusion of common cognition(Model A),mutual exclusion and cooperation of personality cognition(Model B),and cooperation of historical cognition(Model C).In order to steadily grasp the nature of“systematic rival”and make it operable,three basic cognitive models(AB,AC,BC,ABC,etc.)are combined,and a comprehensive judgment(ABC+model)is made to adapt to the supranational sovereignty characteristics of the EU.It is believed that the nature of“systematic rivalry”in the“trinity”refers to the main aspects of competition between China and Europe.Therefore,there are three principles for the Philosophy of Property System of“systematic rival”:first,maintain the situation of competition and cooperation;second,there is no fixed mode of competition and cooperation;and third,temporary confrontation and complementarity will lead to new competition and cooperation.展开更多
On 1 June 2017, the US President Donald Trump officially announced the withdrawal from the Paris Agreement, thus the study on the reasons of withdrawal, the potential impacts, and coping strategies has become a focus ...On 1 June 2017, the US President Donald Trump officially announced the withdrawal from the Paris Agreement, thus the study on the reasons of withdrawal, the potential impacts, and coping strategies has become a focus among policy circles and of the international community. Based on the self-developed US Policy Assessment Model, this paper systematically evaluates the three potential "major deficits" in terms of mitigation, climate finance, and global climate governance, as a result of the US withdrawal from the Paris Agreement and puts forward policy suggestions for coping with such transformations accordingly. The study shows that the United States 'withdrawal from the Paris Agreement will affect the existence and implementation of successive climate policies and result in an additional 8.8-13.4% increase in the global emissions reduction deficit. The United States' withdrawal will also deteriorate the existing climate finance mechanism. The Green Climate Fund (GCF)'s funding gap will increase by USS2 billion, while the gap of long-term climate finance will increase by about USS5 billion a year. Either the China-EU or the "BASIC plus" mechanism could fill the governance deficit caused by the United States and the lack of political momentum may continue for a while in the future.展开更多

Contrary to the widely accepted perception that outso...This paper develops a conceptual model to assess effect of outsourcing by integrating the theories of industrial upgrading and global value chain (GVC) governance. Contrary to the widely accepted perception that outsourcing is expected to generate positive spillover in particular, the findings indicate that outsourcing has different effects in different GVC governance modes. Excess outsourcing could structurally inhibit technology and management spillovers to subcontractors within the emerging economy context. Based on a case study of the Chinese textile and apparel (T & A) industry, it is found that the Chinese T & A industry has been trapped in the captive governance relationship with foreign buyers, and at the same time is capped below the function upgrading level. Consequences of the situation and implication are then discussed.展开更多

In the period from 1970-2001, the five countries with the largest number of terrorist attacks were Colombia, Peru, El Salvador, United Kingdom, and India. On the other hand, in the post-2001 context, the five countries with the largest number of terrorist attacks were Iraq, Pakistan, Afghanistan, India, and Thailand. One method for measuring in an aggregate way, how many people have suffered under terrorist attacks at national level is to analyze the correlation between some national wellbeing indicators and the number of terrorist attacks. The aim of this study is to analyze empirically the correlation between the global terrorist attacks and the countries wellbeing indicators. Five indicators show a strong relationship with the number of terrorist attacks in the case of the four most attacked countries in the post-2001 context. The authors consider that their findings can support the design of new strategies for preventing terrorist activities taking into account certain socio-economic and political drivers. The authors conclude that as such drivers are socio-complex, so it is necessary to adopt the complex adaptive system (CAS) approach to provide a new way of thinking about terrorism.展开更多

To overcome these challenges,sovereign states begin to get involved in cyberspace and seek international cooperation,so as to promote the evolution of the international rule of law in cyberspace. Currently,the cyberspace is filled with contradictions and conflicts. The cyber hegemonic states monopolize basic resources for cyberspaces,and their liberalism of double standards is the best tool to maintain their centralized and dominant situations. Moreover,the differences on governance problems between different camps leads to the significant institutional supply shortage. 文摘The Western liberal view of global governance can no longer effectively address the challenges facing the world today or respond to the demands of developing countries in the fields of human rights and development.Meanwhile,the United Nations human rights and development agenda also has its limitations.Against such a backdrop,China's path of human rights development has avoided the trap of human rights confrontation and the clash of civilizations.It has set an example of complementarity and positive interaction between human rights and development by unifying collective human rights with individual human rights and integrating the universality and particularity of human rights.Xi Jinping,general secretary of the Communist Party of China(CPC)Central Committee,delivered a speech at the 37th group study session of the Political Bureau of the CPC Central Committee on China's Path of Human Rights Development.This elevated China's human rights development to a new historical height.Practice has proved that China's concept and path of human rights in the new era have not only effectively promoted the development of its human rights cause,but also contributed Chinese wisdom to the global cause of human rights and development with a larger concept of human rights.Under the framework of the concept of building a community with a shared future for mankind,the Belt and Road Initiative,and the Global Development Initiative,China has contributed to enhancing the discourse power of developing countries in human rights and building a fairer,more just,more reasonable and more inclusive system for global human rights governance.
文摘On December 4,2023,the China Society for Human Rights Studies hosted a seminar in Beijing commemorating the 75^(th) Anniversary of the Universal Declaration of Human Rights.Participants discussed topics such as the significance of the Universal Declaration of Human Rights,China’s theories and practices in respecting and safeguarding human rights,the three global initiatives and global human rights governance,human rights protection in the digital age,and telling Chinese stories of human rights in the new era.The discussions led to a broad consensus and achieved positive results.

文摘At present,the world is undergoing accelerating changes unseen in a century.With the United States regarding China as a strategic competitor,China-EU relations have become the core of national and global governance.For this reason,we use the basic theory and tools of Philosophy of Property System to clarify the EU’s characterization of China and accordingly propose the method of judgment and the principle of response.From this,we can get three basic cognitions of“systematic rivalry”,namely mutual exclusion of common cognition(Model A),mutual exclusion and cooperation of personality cognition(Model B),and cooperation of historical cognition(Model C).In order to steadily grasp the nature of“systematic rival”and make it operable,three basic cognitive models(AB,AC,BC,ABC,etc.)are combined,and a comprehensive judgment(ABC+model)is made to adapt to the supranational sovereignty characteristics of the EU.It is believed that the nature of“systematic rivalry”in the“trinity”refers to the main aspects of competition between China and Europe.Therefore,there are three principles for the Philosophy of Property System of“systematic rival”:first,maintain the situation of competition and cooperation;second,there is no fixed mode of competition and cooperation;and third,temporary confrontation and complementarity will lead to new competition and cooperation.

文摘On 1 June 2017, the US President Donald Trump officially announced the withdrawal from the Paris Agreement, thus the study on the reasons of withdrawal, the potential impacts, and coping strategies has become a focus among policy circles and of the international community. Based on the self-developed US Policy Assessment Model, this paper systematically evaluates the three potential "major deficits" in terms of mitigation, climate finance, and global climate governance, as a result of the US withdrawal from the Paris Agreement and puts forward policy suggestions for coping with such transformations accordingly. The study shows that the United States 'withdrawal from the Paris Agreement will affect the existence and implementation of successive climate policies and result in an additional 8.8-13.4% increase in the global emissions reduction deficit. The United States' withdrawal will also deteriorate the existing climate finance mechanism. The Green Climate Fund (GCF)'s funding gap will increase by USS2 billion, while the gap of long-term climate finance will increase by about USS5 billion a year. Either the China-EU or the "BASIC plus" mechanism could fill the governance deficit caused by the United States and the lack of political momentum may continue for a while in the future.

文摘As one of the top ten environmental problems to be solved in the world,marine plastic waste and microplastic pollution seriously affect the health of marine ecosystems and the sustainable development of Marine economies.It is necessary to promote the establishment of a scientific and systematic Marine plastic waste and microplastic pollution control system and take strong measures to fundamentally curb and reverse the trend of marine pollution intensification in China.This paper first explains the practical significance of marine plastic waste and microplastic pollution control from three aspects:the sustainable development of the blue economy,the structural upgrading of the pan-plastic industry,and the improvement of public health awareness.Secondly,the particularity of marine plastic waste and microplastic pollution control system is summarized from three aspects of formation mechanism,migration path and damage performance.Then,it identifies domestic and international governance strategies and action plans from the perspectives of mechanism,subject,object,and measures,summarizes existing problems in the existing marine plastic waste and microplastic pollution control system,and gives directions for future improvement.Finally,some countermeasures and suggestions are put forward to accelerate the construction of China’s marine plastic waste and microplastic pollution control system,including the formation of a cross sectoral integrated land and sea control system,a full life cycle waste management process,a multi-participation model for marine ecological and environmental governance,and a global marine pollution prevention and control system.

文摘This paper develops a conceptual model to assess effect of outsourcing by integrating the theories of industrial upgrading and global value chain (GVC) governance. Contrary to the widely accepted perception that outsourcing is expected to generate positive spillover in particular, the findings indicate that outsourcing has different effects in different GVC governance modes. Excess outsourcing could structurally inhibit technology and management spillovers to subcontractors within the emerging economy context. Based on a case study of the Chinese textile and apparel (T & A) industry, it is found that the Chinese T & A industry has been trapped in the captive governance relationship with foreign buyers, and at the same time is capped below the function upgrading level. Consequences of the situation and implication are then discussed.

文摘China's idea of a community of a shared future for humanity(CSFH)has become the guiding principle and norm to be further embedded and integrated into the country's approach to environmental governance.Under the Paris Agreement and the UN Sustainable Development Goals,China strongly emphasizes the implementation of its national strategy to mitigate the global climate crisis,and construct international environmental institutions by advocating fair cooperation resulting in mutual gain.China's role as a responsible major country is expected to be more proactive in international process.In particular,the concept of CSFH exerts positive,far-reaching impacts on the greening of the Belt and Road Initiative and the construction of solid South-South relations.Based on the renewed perception,China shall undertake its responsibilities in the reform of the global environmental governance system by leading multilateralism to strengthen the capacity of relevant international institutions such as the UN.Driven by China's political will,this concept reflects China's more confident attitude toward global environmental governance.Most profoundly,mainstreaming the vision of CSFH will elevate China's role to a new level in the coming years in terms of norm creation in international environmental institutions.
文摘The United Nations Framework Convention on Climate Change(UNFCCC)has established a climate governance mechanism with intergovernmental negotiations among sovereign states as the core.After nearly 30 years,progress in combating climate change has remained very modest compared with the numerous challenges raised.The global climate governance has entered a new era,such that incorporating other factors into the governance process is timely.Therefore,the study emphasizes technological innovation and business actors in climate governance after the Paris Agreement.Technological innovation can provide effective solutions for combating climate change and has been a crucial driving force in climate governance's evolution.Business actors are significant because they are actual implementers of technological innovation and can apply different types of power and influence on climate governance processes at various levels.In summary,business actors,as well as technological innovation in line with governments and the UNFCCC governance frameworks,create a new potential for climate governance in the new era.

文摘Presently,the full implementation of the negotiations and collaborations under the Paris Agreement faces new key problems and severe challenges.These problems and challenges include the following:how to honor the principle of“common but differentiated responsibilities”to facilitate a comprehensive,balanced,and effective implementation of the key elements of the Paris Agreement,such as adaptation,mitigation,finance,technology,capacity building,and transparency;how to uphold and maintain the status of China and other emerging countries as developing countries in light of the requirements of the United Nations Framework Convention on Climate Change and the historical responsibilities of these countries;and how to assess the goal of limiting the global temperature increase to 1.5℃and what constitutes an equitable carbon mitigation pathway for different types of countries.Developed countries and developing countries have drastically diverging views on carbon border adjustment measures for trade with developing countries proposed by several developed countries such as the European Union.Developed countries have demonstrated obvious intentions and actions designed to weaken and neglect the principle of“common but differentiated responsibilities”,to impose mitigation pressure on developing countries,to shift the responsibilities for emissions onto others,and to pass on the costs of mitigation.The maneuvering among different types of countries and interest groups has become increasingly intense.In response,China must maintain its strategic focus,adhere to the goals and principles established by the Paris Agreement,stick to its strategic positioning as a developing country,solidify strategic support from the developing world,and safeguard the legitimate rights and interests of developing countries.China played a conducive role in facilitating the Paris Agreement and has become an active participant,contributor,and leader in global climate governance.China must continue to follow Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and its conception of ecological civilization and the concept of building a community of common destiny,to actively lead the cooperation process in the construction of a global climate governance system characterized by equity,justice,and win-win collaborations,and to promote compliance with the Paris Agreement.At the same time,China should accelerate the green,low-carbon,circular transformation of its economy;accelerate the coordinated governance of the economy,environment,and climate change;and formulate and implement a long-term low-carbon development strategy.By the middle of the 21st century,while achieving the goal of building a great modern socialist country,China can also achieve a deep decarbonization development path that is in line with the goal of limiting the global temperature increase to well below 2°C and pursuing efforts to limit the increase to 1.5℃.

文摘COVID-19’s global spread has exposed the weakness of biosecurity systems,underlining shortcomings and increasing the difficulty of global governance.Given the dilemma inherent in biotechnology’s prospects and risks,the leadership of biotechnology and biosecurity capability has become a focal point of great power competition.Both the threat of bioterrorism and the risk of the misuse or abuse of biotechnology are urgent and complicated.Due to the lack of verification mechanisms and the dual-nature of biotechnology,biosecurity competition may result in an arms race or military conflict,but major powers can innovate cooperation mechanisms to provide public goods and manage risk.
文摘At present,the third wave of economic globalization is emerging.After the setbacks in Economic Globalization 1.0 and rejuvenation in Economic Globalization 2.0,China's economy is bound to occupy an important international position in the new chapter of Economic Globalization 3.0 and exert profound influence globally.The benefits of globalization cannot be realized without a number of realistic conditions,including the level of technology and infrastructure,geopolitical pattern and market power structure,international institutional arrangements(global governance structure),among others.Under Economic Globalization 3.0,the nature of international competition is good governance,rather than brutal force and hegemony.What matters for China is for it to become an innovative and vibrant country and demonstrate its economic vitality,competitiveness and creativity.Therefore,China's position under Economic Globalization 3.0 depends on its transition from a "world leader of high growth " into a future "world leader of good governance and vibrancy." In the new chapter of Economic Globalization 3.0,the interests of world economies become interwoven and interdependent.Despite unavoidable frictions and disputes,more inclusive and balanced development serves the interests of most countries in the world.For major countries with global interests,maintaining the new balance of power for economic globalization is consistent with their respective national interests.The shared interests of countries promise a more peaceful and interconnected world than ever before.
文摘Terrorism is a global phenomenon that over the last 44 years more than 140,000 terrorist events have been carried out. In the period from 1970-2001, the five countries with the largest number of terrorist attacks were Colombia, Peru, El Salvador, United Kingdom, and India. On the other hand, in the post-2001 context, the five countries with the largest number of terrorist attacks were Iraq, Pakistan, Afghanistan, India, and Thailand. One method for measuring in an aggregate way, how many people have suffered under terrorist attacks at national level is to analyze the correlation between some national wellbeing indicators and the number of terrorist attacks. The aim of this study is to analyze empirically the correlation between the global terrorist attacks and the countries wellbeing indicators. Five indicators show a strong relationship with the number of terrorist attacks in the case of the four most attacked countries in the post-2001 context. The authors consider that their findings can support the design of new strategies for preventing terrorist activities taking into account certain socio-economic and political drivers. The authors conclude that as such drivers are socio-complex, so it is necessary to adopt the complex adaptive system (CAS) approach to provide a new way of thinking about terrorism.

However, the existing global governance model and governance pattern have made it difficult to deal effectively with the above structural challenges and crises facing the development of human rights in the world. Therefore, it’s necessary to advance and modernize global governance. In order to realize these ends, the Chinese government presents the ideal of a Community with a Shared Future for Human Beings as the modernization of global governance and the Belt and Road Initiative as the proper project for this process of modernization. 文摘In recent years,problems such as cyber warfares,cyber espionages and cyber crimes have become global public nuisances and always challenge the authority of the sovereign states. Therefore,the governance of the derivative problems concerning the global cyberspace has become an issue of importance in the international law. To overcome these challenges,sovereign states begin to get involved in cyberspace and seek international cooperation,so as to promote the evolution of the international rule of law in cyberspace. Currently,the cyberspace is filled with contradictions and conflicts. The cyber hegemonic states monopolize basic resources for cyberspaces,and their liberalism of double standards is the best tool to maintain their centralized and dominant situations. Moreover,the differences on governance problems between different camps leads to the significant institutional supply shortage. Accordingly,as a responsible power,China should advocate the Chinese solution and wisdom so as to create the reform of global cyberspace governance system. Possible specific measures include clarifying the governance structure of sovereign state-orientation,adhering to the model of shared governance with multilateral approach and multi-party participation.
