Potential and Suitability Evaluation of CO_2 Geological Storage in Major Sedimentary Basins of China,and the Demonstration Project in Ordos Basin

From 2010 to 2012, the China Geological Survey Center for Hydrogeology and Environmental Geology Survey （CHEGS） carried out the project ＂Potential evaluation and demonstration project of CO2 Geological Storage in China＂. During this project, we developed an evaluation index system and technical methods for the potential and suitability of CO2 geological storage based on China＇s geological conditions, and evaluated the potential and suitability of the primary basins for COz geological storage, in order to draw a series of regional scale maps （at a scale of 1：5000000） and develop an atlas of the main sedimentary basins in China. By using these tools, we delineated many potential targets for CO2 storage. We also built techniques and methods for site selection and the exploration and assessment of CO2 geological storage in deep saline aquifers. Furthermore, through cooperation with the China Shenhua Coal to Liquid and Chemical Co., Ltd., we successfully constructed the first coal-based demonstration project for CO2 geological storage in deep saline aquifers in the Yijinhuoluo Banner of Ordos in the Inner Mongolia Autonomous Region, which brought about the basic preliminary theories, techniques, and methods of geological CO2 storage in deep saline aquifers under China＇s geological conditions.

Demonstration and Radiation Extension mode of Agricultural Technology——A Case of the Science and Technology Project of High Yield in Hebei Province

Firstly,relying on the science and technology project of high yield in Hebei Province,connotation of agricultural technology demonstration and extension mode and the high yield grain project in Hebei Province is introduced.Extension mode of agricultural technology demonstration and radiation is constructed.Agricultural technology demonstration and radiation mode includes the radiation center,primary irradiation and secondary irradiation.Secondly,management system and operational mechanism of agricultural technology demonstration and radiation mode are discussed,mainly expressed in establishing leading group in each demonstration county(city),carrying out leader contract responsibility system,establishing expert advisor steering group and setting up core experts group for subject,establishing technical experts group for subject,setting up leading group in the radiation area,carrying out chief expert responsibility system and technician matrix responsibility system,establishing the operating mechanism of "open,flow,competition and collaboration" with "test area-expert two-way selection" as the core content.Finally,countermeasures to improve the agricultural technology demonstration and radiation mode is put forward,such as establishing the rural technology demonstration base,strengthening cooperation with enterprises,and adopting flexible technical training,so as to promote the spread of agricultural high-tech,to increase the contribution rate of agricultural technology,and to offer ideas for agricultural technology extension model at the new era.

Application Study of Climatic Feasibility Demonstration of Airport Project Site Selection

According to the Technical Guide for Climatic Feasibility Demonstration of Airport Project Site Selection,via statistical analysis on historical climate data of reference weather station,climatic background characteristics and meteorological disaster situation of preselected site,and characteristics of seasonal distribution,interannual variation and long-term trend of main meteorological elements and disasters were summarized.The difference of meteorological elements between preselected site and reference weather station and its cause were analyzed,and fine analysis of fog,low visibility event,wind,cloud and other meteorological elements or weather with high influence in preselected site was conducted.Climatic feasibility,advantages and disadvantages of meteorological conditions and possible meteorological risks in preselected site were evaluated.The research could provide decision-making basis for site selection of Lingling Airport and airport engineering design.Moreover,key technology route and research results were extracted,and technical analysis process of demonstration report was integrated,which could provide reference for climate feasibility demonstration on site selection of similar airports in China.

The world-famous Three Gorges Project (TGP) is the largest hydropower station in the world and the largest water resources and hydropower project constructed in China.The impoundment of Three Gorges Reservoir reached the design water level of 175 m for the first time on October 26,2010,which indicated that the project had met design requirements of various functionalities of flood control,power generation and navigation.To complete the project it took nearly 100 years for conception,demonstration,design and construction of the TGP.How was the conception of TGP proposed? What kind of role should it be? What were the different opinions? How was the project demonstrated? What was the conclusion of demonstration? Those are the issues that many people care and don't know about.To memorize the realization of the century dream of Chinese people and to record the history of development of TGP,the author presents a compendious introduction to the project.

The research and demonstration of some major geological problems of Three Gorges Project

The research process,main contents,methods and conclusions for some major engineering geological problems of the Three Gorges Project (TGP) are reviewed and introduced,including dam site selection,regional tectonic stability and seismic activity,stability of reservoir bank and reservoir-induced earthquake.Meanwhile,the above mentioned engineering geological problems are evaluated according to the preliminary test results since TGP operation and impoundment in 2003.

Strategic Measures for Implementing 300 Demonstration Projects to Lead the Construction of Modern Agricultural Industrial Clusters with Output of 100 Billion Yuan

To carefully implement the rural revitalization strategy,further promote the structural reform of the agricultural supply front,implement the "155 Development Strategy",speed up the cultivation of the modern agricultural industrial clusters with output of 100 billion yuan,and constantly consolidate the industrial foundation of the " Second City in Chengdu-Chongqing Line",the Municipal Party Committee and the Municipal Government of Nanchong City decided to implement the " 300 Demonstration Projects" of modern agriculture. It firmly grasps the " bull nose"( key part) of the project,energetically implements the construction of 100 modern circular agricultural demonstration parks,100 agricultural leading enterprises with output value of 100 billion yuan,and 100 agricultural new business model demonstration projects( hereinafter referred to as 300 Demonstration Projects),to realize the goal of the output value of the modern agriculture industrial clusters of Nanchong City exceeds 100 billion yuan in 2020.

Poverty alleviation through e-commerce:Village involvement and demonstration policies in rural China

The diffusion of e-commerce has played a significant role in recent rural economic development in China.E-commerce is also considered as an efficient channel to alleviate poverty in rural China.Voluminous studies have investigated the contribution of e-commerce to agricultural development,yet it is lacking empirical evidence as to the effects of e-commerce on rural poverty alleviation.Since the year of 2014,in order to develop rural e-commerce,Chinese government launched the National Rural E-commerce Comprehensive Demonstration Project.This gradual involvement policy offered a natural experiment for evaluation of e-commerce.Based on village-level survey data from rural China and Heckit method,our study finds that rural e-commerce has a significantly positive effect on rural income.Moreover,the effect is inverted U-shaped for the relative-poverty villages.The estimation of the propensity scores matching model confirms that the results are robust.The following policy recommendations are proposed:(1)policy support to rural e-commerce should prioritize the povertystricken villages.By doing so,the marginal income effects of e-commerce will be maximized.(2)Investment in internet infrastructure and establishment of human resources for e-commerce in rural areas will have spillover effects,increasing rural income through the"digital dividend".

Research and Demonstration of Direct Air-Cooling System for 600-MW Fossil-Fired Power Plants

Given the distribution feature of resources such as coal and water, the requirements for the development of Chinese power industry, and the fact of monopoly by foreign companies, it is very necessary and significant to independently research and develop air-cooling technologies. Through experimental research, simulative calculation, process and equipment development, field tests and a demonstration project, the design and operation technologies for air-cooling system are grasped and relevant key equipment is developed. The results of the demonstration project show that the technical indicators for the air-cooling system have met or exceeded the design requirements. Part of the research results have been incorporated into the relevant national design standards. The technologies developed have been applied to more than 23 sets of thermal power units of or above 600 MW in China.

Demonstration of the Nearly Zero Energy Building Concept

Nearly zero energy buildings (nZEB) will become an obligatory energy efficiency standard in Europe. Following to common guidelines in European legislation, the countries investigated technical and economic framework for the preparation of detailed national technical definition of nZEB. Slovenia accepted the nZEB criteria in early 2015. This paper describes the technical and economic background for identification of economically viable concepts of highly energy efficient apartment building. The highrise demonstration building Eco Silver House revealed that meeting nZEB standards was not an easy task, not so much for technical reasons, but mostly due to the processes, inadequate skills, not fully compliant regulation and insufficient possibilities for interaction between the building and energy networks. Analysis of cost effectiveness showed that the Eco Silver House fulfilled minimal requirements of cost-optimal for apartment building with Net Present Value of 272 EUR/m2 and Primary energy use of 79 kWh/ m2?a in line with the Slovenian national cost optimal study of minimum energy performance requirements from the year 2014. At the time, the requirement of 50% share of renewables in final energy use is not fulfilled, but will be easily reached when EU2020 energy efficiency targets set in the Slovenian Energy Act regarding the RES share in district heating systems and public power grid will be gradually implemented. The demonstration project FP7 EE-HIGHRISE confirms that in spite of the barriers, the nZEB minimum requirements defined on profound theoretical studies can be met in practice.

技术与制度协同演化与我国交通运输治理能力现代化——基于纵向案例研究

以国家高速公路联网不停车收费工程的演化变迁历程为纵向案例,基于技术与制度关系理论研究我国交通运输行业发展的底层逻辑和提升路径。研究发现:我国交通运输行业的深刻变革不是传统线性思维下技术或制度的单向决定论,而是在技术与制度的协同演化中推进我国交通运输治理能力现代化。即决策者能够基于已有的制度、组织、规则、经验及认知来建构技术发展的路径,而技术也使得制度的变迁成为可能,二者相互影响,互为选择。为进一步提升我国交通运输行业治理能力,既要发挥技术对组织调整和制度变革的潜力,又要强化制度对技术发展的选择、规范和引导作用,从而,在技术与制度的协同演化中加快交通强国建设步伐。

智慧冬奥2022天气预报示范计划的实施与评估

主要介绍了“智慧冬奥2022天气预报示范计划”(简称FDP)的运行与评估结果。此次FDP是在我国首次针对中纬度山区0~10 d冬季天气预报展开的示范计划,国内气象部门内外共22家单位、近40个数值模式或客观预报系统参与了该计划。FDP实现了实时运行所需的多种源数据和多源数据产品的高效传输分发、监控、实时处理、综合集成显示。首次开展了次百米级客观预报、人工智能释用订正预报等新型技术在冬奥复杂山地赛场的实时示范应用,为冬奥气象中心和3个赛区预报团队提供了丰富多样和稳定可靠的高精度客观产品,有力支撑了高标准的冬奥气象服务保障。针对参与FDP产品的系统性检验评估发现,与模式系统原始预报相比,释用后的专项站点预报对平均风、阵风、温度、相对湿度等要素的预报误差明显减小。但是对于冬季复杂山地的降水、能见度预报,客观预报技术还有待进一步改进,而且站点解释应用效果不明显。此次FDP对风、温度、降水、能见度、相对湿度的最优预报检验指标(最小误差值),总体体现了目前国内在中纬度山区冬季天气客观预报的大致水平和现实能力,对于认识复杂山地冬季天气预报存在困难、提升高精度天气预报水平等具有极为重要的价值。

基于项目式学习模式的公共体育服务绩效评价实证研究

以充分掌握公共体育实行效果,促进公共体育事业发展为目的,研究基于项目式学习模式的公共体育服务绩效评价实证方法。通过充分分析应用在公共体育过程中的项目式学习模式,构建项目式公共体育绩效评价指标体系,利用云理论模型输出公共体育服务绩效评价结果。以某省2013年至2021年公共体育基础数据为实证研究对象,研究结果表明:该省在2013年至2016年公共体育服务绩效的资源利用和效益指标呈现缓慢上升趋势,2017年后,该省的公共体育服务绩效的一级、二级和三级指标均呈现较大幅度上升趋势;当政府加大公共体育资金投入力度后,较大程度上促进了公共体育设施的安置和公共体育场所的建设,增加了大量的公共体育服务人员,带动更多的群众参与到公共体育运动中,提升公共体育服务绩效。
