Research on the Path of Improving the Efficiency of Urban Community Governance from the Perspective of Collaborative Governance:A Case Study of Daqing City,China

Under the background of“co-construction,co-governance,and sharing,”the role of the grassroots level is becoming increasingly important.In the past,the governance body was single with blocked information,and the inefficient governance mode required gradual transformation.In order to achieve collaborative governance and break through the obstacles in grassroots governance,the key lies in how to play the role of the community,coordinate the relationship between citizens and the community,and allow the community to better play the role of grassroots governance.Under the guidance of the concept of collaborative governance and combined with relevant data,this paper discusses the problems and current situation of community governance in Daqing City,China,explores the path to improve the efficiency of urban community governance,and puts forward relevant constructive suggestions to better realize the role of community in grassroots governance.

Reinforcing of Citizen’s Trust in E-Government: The Cameroon’s Case

The embracing of ICTs and related technologies has enhanced different approaches for governments worldwide to deliver services to their citizens in a smart way. However, the usage of e-government services by common citizens is recognized as one of the major setbacks of e-government development in both developed and developing countries. Moreover, government agencies in these countries are facing great challenges in keeping the citizens motivated enough to continue to use e-government services. This research aims to investigate the factors that influence citizens’ trust towards continue use of e-government services in Cameroon. The proposed research model consisted of three main constructs including technological, governmental, risk factors as well as six demographic characteristics (age, gender, educational level, income, internet experience and cultural perception). A five-point Likert scale questionnaire was designed to collect data physically and electronically, 352 valid questionnaires were retrieved. Simple and Multiple regression analysis methods were applied to build an adequate model based on the verification of hypotheses proposed. Based on results obtained, four demographic characteristics (age, education, occupation and income) have influence on citizens’ trust in e-government meanwhile gender and cultural affiliation have no influence. Furthermore, technological factors and governmental factors positively influence trust level in e-government, whereas risk factors have a negative influence on trust level. Deducing from the results, a list of recommendations is proposed to the government of Cameroon in order to reinforce citizens’ trust in e-government services.

Enhancing transboundary natural tourism resources governance:unveiling the spatial pattern and its influencing factors

Tourism resources that span provincial boundaries in China play a pivotal role in regional development,yet effective governance poses persistent challenges.This study addresses this issue by constructing a comprehensive database of transboundary natural tourism resources(TNTR)through amalgamation of diverse data sources.Utilizing the Getis-Ord Gi^(*),kernel density estimation,and geographical detectors,we scrutinize the spatial patterns of TNTR,focusing on both named and unnamed entities,while exploring the influencing factors.Our findings reveal 7883 identified TNTR in China,with mountain tourism resources emerging as the predominant type.Among provinces,Hunan boasts the highest count,while Shanghai exhibits the lowest.Southern China demonstrates a pronounced clustering trend in TNTR distribution,with the spatial arrangement of biological landscapes appearing more random compared to geological and water landscapes.Western China,characterized by intricate terrain,exhibits fewer TNTR,concurrently unveiling a significant presence of unnamed natural tourism resources.Crucially,administrative segmentation influences TNTR development,generating disparities in regional goals,developmental stages and intensities,and management approaches.In response to these variations,we advocate for strengthening the naming of the unnamed transboundary tourism resources,constructing a geographic database of TNTR for government and establishing a collaborative management mechanism based on TNTR database.Our research contributes to elucidating the intricate landscape of TNTR,offering insights for tailored governance strategies in the realm of cross-provincial tourism resource management.

Research on Risk Identification and Industrial Governance of Digital Education Products Based on Data Annotation Technology

The social transformation brought aboutby digital technology is deeply impacting various industries.Digital education products, with core technologiessuch as 5G, AI, IoT (Internet of Things),etc., are continuously penetrating areas such as teaching,management, and evaluation. Apps, miniprograms,and emerging large-scale models are providingexcellent knowledge performance and flexiblecross-media output. However, they also exposerisks such as content discrimination and algorithmcommercialization. This paper conducts anevidence-based analysis of digital education productrisks from four dimensions: “digital resourcesinformationdissemination-algorithm design-cognitiveassessment”. It breaks through corresponding identificationtechnologies and, relying on the diverse characteristicsof governance systems, explores governancestrategies for digital education products from the threedomains of “regulators-developers-users”.

Do companies influenced by smart cities pay more attention to green governance?Mechanism and optimal spatial correlation

Smart cities are a way for China to construct an innovative and environmentally conscious nation.The paper examines the impact of smart cities on corporate green governance and provides a theoretical foundation for formulating and executing smart city policy in China.Based on panel data from Chinese A-share listed companies in Shanghai and Shenzhen from 2008 to 2020,this study constructs a multiperiod double-difference model to examine the influence of smart cities on corporate green governance.Additionally,it uses a spatial double-difference model to investigate the spatial spillover effect of smart cities on neighboring areas.The findings indicate that smart cities effectively enhance corporate green governance.Analyzing the influencing mechanisms reveals that resource allocation efficiency,technological innovation,management environmental awareness,and regional environmental enforcement efforts act as mediators.Furthermore,the study reveals that the impact of smart cities on promoting corporate green governance is more pronounced in regions with lower levels of marketization and resource-based cities.Moreover,the research explores the spatial spillover effects of smart cities,with an effective radius of approximately 350 km.The optimal spatial correlation zone for green governance of businesses in neighboring areas in relation to smart cities is within a range of 250-350 km.This is manifested by the significant promotion of green governance in neighboring area businesses facilitated by smart cities.

Research on the Collaborative Governance of Social Responsibility in Online Audiovisual Enterprises

This paper aims to analyze the present conditions of the social responsibility ecosystem in online audiovisual enterprises in the digital age. It focuses on the governance of social responsibility in these enterprises and conducts an in-depth analysis of the problems and influencing factors related to the social responsibility aberrations of online audiovisual enterprises. Drawing upon social responsibility theory and collaborative governance theory, this research constructs a social responsibility guidance and governance system guided by the public, supported by the voluntary fulfillment of responsibilities by online audiovisual enterprises, and based on the collaborative participation of diverse stakeholders. It explores and optimizes the implementation pathways of this system, providing theoretical support and practical guidance for promoting the sustainable development of online audiovisual enterprises. Furthermore, it aims to contribute to the creation of a harmonious Internet ecosystem.

English Translation of Chinese Natural Ecological Discourse:A Corpus-based Case Study on Xi Jinping:The Governance of China

Amid the increasingly severe global natural eco-environment,it is necessary to build a natural ecological civilization by constructing an ecological civilization discourse.Against this background,this study compiles a corpus of natural ecological discourse in the English translation of Xi Jinping:The Governance of China(short for Xi).By using Wordsmith and AntConc,this study explores the linguistic features of the ecological discourse in English translation of Xi in the following dimensions,including high-frequency words,keywords,word collocations,concordance lines.This study aims to analyze the concepts and attitudes towards natural ecology,so as to provide certain valuable insights for the construction of China’s discourse on natural ecological civilization.The study found that the natural ecology discourse involving in the English translation of Xi turned out to be ecologically beneficial.

Environmental,Social,Governance(ESG)Influence on Company Value Registered IDXESGL 2020-2022

Global warming has increased people’s awareness of environmental protection and social responsibility,which is also reflected in the way they invest,with environmental,social and corporate governance aspects starting to receive more attention.The purpose of this study is to investigate how environmental,social,and governance(ESG)performance,as measured by ESG risk assessment,affects corporate value.The population of this study consists of his 90 companies registered in his IDXESGL using a sampling method based on purposive sampling,and the total sample includes his 60 companies.The data analysis method used is a simple linear regression test.The findings of this study show that ESG risk assessment influences corporate value.

Designing and Implementing an Advanced Big Data Governance Platform

Contemporary mainstream big data governance platforms are built atop the big data ecosystem components,offering a one-stop development and analysis governance platform for the collection,transmission,storage,cleansing,transformation,querying and analysis,data development,publishing,and subscription,sharing and exchange,management,and services of massive data.These platforms serve various role members who have internal and external data needs.However,in the era of big data,the rapid update and iteration of big data technologies,the diversification of data businesses,and the exponential growth of data present more challenges and uncertainties to the construction of big data governance platforms.This paper discusses how to effectively build a data governance platform under the big data system from the perspectives of functional architecture,logical architecture,data architecture,and functional design.

Aspirations on the Bright Side of Humanity: It is Time to Translate Aspirations Into Actions With Establishing the Government of Earth

The thesis of this paper is that the digital noosphere of the World Wide Web and its users,the borderless move of virtually all resources of the planet,and the consequent globalization of most aspects of national politics,economy,and culture,along with the increasing difficulty of controlling the related high-tech military conflicts,human-made environmental crises,and the abnormal migrations of abused people now make it inevitable to leave behind the competitive international chaos rooted in humankind’s animal past and turn to the cooperative social spirit recommended by Aristotle,Lao Tzu,Jesus,Dante,H.G.Wells,Martin Luther King Jr.,John Lennon,Nicholas Hagger,and others to finally translate their aspirations into actions via establishing the Government of Earth for the decent and free.The paper presents a five-step,15-year,~$25B plan to start this process.That this plan has nothing to do with the Godless work of secret societies,the authoritarian urges of renewed fascism or the political absurdities of Marxism-Leninism it is relayed by the envisioned Intercontinental Education System of the outlined Government of Earth to teach every child on the planet-via a new community of digitally linked extraordinary teachers-for the beauty of lifelong learning,tolerance,duty,honor,free cooperation,and artful communication for divine missions.

Effective Utilization of Government-Provided CTI by Small Businesses within the Defense Industrial Base

There are two broad objectives of the research reported in this paper. First, we assess whether government-provided cyber threat intelligence (CTI) is helpful in preventing, or responding to, cyber-attacks among small businesses within the U.S. Defense Industrial Base (DIB). Second, we identify ways of improving the effectiveness of government-provided CTI to small businesses within the DIB. Based on a questionnaire-based survey, our findings suggest that government-provided CTI helps businesses within the DIB in preventing, or responding to, cyber-attacks providing a firm is familiar with the CTI. Unfortunately, a large percentage of small firms are not familiar with the government-provided CTI feeds and consequently are not utilizing the CTI. This latter situation is largely due to financial constraints confronting small businesses that prevent firms from having the wherewithal necessary to effectively utilize the government-provided CTI. However, we found a significant positive association between a firm’s familiarity with the government-provided CTI and whether a firm is being periodically reviewed by the Defense Counterintelligence and Security Agency (DCSA) or is compliant with the Cybersecurity Maturity Model Certification (CMMC) program. The findings from our study also show that the participating firms believe that external cyber threats are more likely to be the cause of a future cybersecurity breach than internal cybersecurity threats. Finally, our study found that the portion of the IT budget that small businesses within the DIB spend on cybersecurity-related activities is dependent on the perception that a firm would be the target of an external cyber-attack.

The Fulfillment of Government Responsibilities in the Collaborative Governance of Rural Water Pollution

Rural environmental pollution is becoming more and more serious, which has become an important problem to be solved urgently in our country under the background of the new era. Protecting the ecological environment is one of the important functions of the government, and protecting the rural water environment is the unshirkable responsibility of the local governments. As the main body of rural water pollution control, how to define and fulfill the local governments’ responsibilities is of great significance to the advancement of the overall governance work. This paper starts from the local governments, which are the important main body of rural environmental governance. By comparing the similarities and differences between the performance of government responsibilities under the traditional governance model and the collaborative governance model, clarifies the governance responsibilities of the local governments. And further explores the effective measures for the government to play the main role, fulfill the main responsibilities, and participate in the collaborative governance of rural water pollution.

Blockchain Governance: The Development and Application of a Framework for Waqf Institutions

The effectiveness of waqf administration is impeded by poor management of assets,opacity,and unstandardized reporting.Blockchain is expected to solve these issues due to its ability to record and trace every transaction,allowing administrators to discharge their accountability to waqf stakeholders.While there have been numerous proposals for waqf blockchain,there is no explicit framework for the governance of blockchain in waqf institutions.We propose a governance of blockchain framework for waqf institutions based on IT governance dimensions and blockchain governance dimensions from the literature.The framework comprises three dimensions(formation and context,actors,and means of governance/decision making)that subsume eight sub-dimensions across three layers and three stages.We then apply the framework on a blockchain-based waqf organization to examine its usefulness.The framework is among the first to be designed for waqf institutions.

Government subsidies, dual-credit policy, and enterprise performance: Empirical evidence from Chinese listed new energy vehicle companies

The development of the new energy vehicle industry has become a key force driving the goals of carbon peak and carbon neutralization.To better guide future strategies,this study investigates the dual impact of subsidy and dual-integral policies on the performance of new energy vehicle enterprises.This study first theorizes the influential mechanism according to the institutional-based approach and technical innovation theory,and then collects data from listed companies in the new energy vehicle industry from 2016 to 2020.The hypotheses are examined using a two-way fixed-effects model.The findings show that:(1)subsidy policies are can still improve enterprise performance,but not through green technology innovation;(2)the dual-credit policy can improve enterprise performance through green technology innovation;and(3)under current policy conditions,with subsidies declining annually,the interaction effects between the subsidy and dual-integral policies will also decrease.Thus,this study suggests that non-monetary industrial policy,represented by the dual credit policy is a more effective alternative to government subsidies.

A Systematic Review of Blockchain Technology for Government Information Sharing

Government information sharing(GIS)refers to that act of required or provided for duty government information,commercial information and public welfare information,and it is a basic issue of government services.However,the existing GIS has low transparency and is lack of flexibility between different departments.Aiming at such problems,this paper takes blockchain as a solusion,and systematically summarizes the development of digital GIS,the advantages and challenges of blockchain and its theoretical research and practical applications.Specifically,it reviews e-government interactive structure,big data and other solutions,analyses their imperfections,and puts forward blockchain-based solutions.The blockchain improves government service efficiency and data security,meanwhile it faces challenges in throughput and supervision.In order to meet these challenges,researchers propose solutions based on three data exchange scenarios:government-to-government,government-to-enterprise and government-toindividual.In addition to researches,blockchain-based GIS is put into use.The electronic licensing project of Nanjing(China)government is taken as an example to illustrate that blockchain has the ability to openly and securely verify,track,and exchange data,so as to improve management ability and public service level of government agencies.

A review of science–policy interface for water governance in the Caspian Sea

Science and policy have been interlinked for decades and perform essential nexus conditions in the governing aspects of environmental scenarios.This review paper examines the present challenges in the science–policy interface in terms of water governance in the Caspian Sea and identifies effective conditions that may be used in the current context to enhance the mechanism.The evaluation of the science–policy link in the water policy of the Caspian Sea reveals a gap between knowledge producer and governance system,impeding the translation of scientific information into action.Complicated and context-dependent solutions make it challenging to establish effective science–policy processes in the Caspian Sea water governance settings.Establishing a common governing authority,implementing water and resource management regulations,and protecting the natural environment through legal frameworks are crucial steps to address these concerns and ensure sustainable development.Collaboration among coastal states is essential in environmental,economic,and social aspects of regional development.However,the lack of a comprehensive approach,coherent activities,and effective utilization of national and regional power has hindered efforts to halt the environmental degradation of the Caspian Sea.Local governments need to recognize their responsibility to protect and utilize the Caspian Sea for present and future generations,considering both environmental and human security.The interlinkage of the Caspian Sea water governance with the Organization for Economic Co-operation and Development(OECD)water governance principles offers a framework for policymakers to assess gaps and make necessary amendments to existing mechanisms.Effective science–policy interaction,engagement of diverse stakeholders,institutionalizing agreements,and addressing collective action issues are critical for successful water governance.

Rural Development Transformation and Social Governance from the Perspective of Specialization:A Case Study of Ruiling Village in Guangzhou City,China

The reorganization of the global production network and the increased mobility of urban-rural elements have accelerated the differentiation of rural spaces,resulting in a trend towards specialization in rural areas.This paper focuses on the concept of specialization,and takes a renowned bonsai specialized village in Guangzhou City,China as a typical case to explore its transformation and development process,action logic and coupling mechanism with the social governance.The results show that:1)the development of rural specialization in Ruiling Village is shaped by several key actors,such as local governments,grassroots organizations,villagers,social organizations,policies,markets and infrastructure.The transfer of these key actors and the reconstruction of actor-networks in different stages have an important influence on the transformation and realization of rural development goals.2)Through subjects-driven,organization management and resource connection,social governance supports the specialization of rural industrial organization,operation,technology and mode.The governance structure shifts from decentralization to networking,refinement and integration.A coupling community of social governance and specialization is created by the social governance system of‘local government-grassroots organizationseconomic cooperatives-villagers’,which links industries,industrial chains and cooperatives.3)Social governance integrates into the value chain extension process of rural specialized development with a central,multi-level organizational structure.It promotes the construction of the whole value chain through organizational planning,resource integration and image shaping,thus realizing the value,branding and organization of the industry,as well as the integration of rural sustainable development and governance mechanism.Social governance has a profound impact on the development of rural specialization in terms of subject,structure and mode,and participates in the construction of the whole value chain of rural areas.This paper provides a new perspective for understanding the coupling effect of social governance in the rural development transformation,and promotes the rural sustainable development and governance.

Existence of hidden attractors in nonlinear hydro-turbine governing systems and its stability analysis

This work studies the stability and hidden dynamics of the nonlinear hydro-turbine governing system with an output limiting link,and propose a new six-dimensional system,which exhibits some hidden attractors.The parameter switching algorithm is used to numerically study the dynamic behaviors of the system.Moreover,it is investigated that for some parameters the system with a stable equilibrium point can generate strange hidden attractors.A self-excited attractor with the change of its parameters is also recognized.In addition,numerical simulations are carried out to analyze the dynamic behaviors of the proposed system by using the Lyapunov exponent spectra,Lyapunov dimensions,bifurcation diagrams,phase space orbits,and basins of attraction.Consequently,the findings in this work show that the basins of hidden attractors are tiny for which the standard computational procedure for localization is unavailable.These simulation results are conducive to better understanding of hidden chaotic attractors in higher-dimensional dynamical systems,and are also of great significance in revealing chaotic oscillations such as uncontrolled speed adjustment in the operation of hydropower station due to small changes of initial values.

Impact of forest governance and enforcement on deforestation and forest degradation at the district level:A study in West Bengal State,India

According to the United Nations Environmental Programme(UNEP),the world loses 1.0×106hm2forest land through deforestation annually.About 1.6×106people who depend on forests for livelihood are negatively affected by deforestation and forest degradation.The paper attempts to study the impact of forest governance,enforcement and socio-economic factors on deforestation and forest degradation at the local level in West Bengal State,India.The study was based on questionnaire survey data during 2020–2021 collected from three western districts(Purulia,Bankura,and Paschim Medinipur)where deforestation and poverty rates are higher than other districts in West Bengal State.The total number of selected villages was 29,and the total sample households were 693.A stratified random sampling technique was used to collect data,and a questionnaire was followed.Forest governance and enforcement indices were constructed using United Nation Development Programme(UNDP)methodology and a step-wise logistic regression model was used to identify the factors affecting deforestation and forest degradation.The result of this study showed that four factors(illegal logging,weak forest administration,encroachment,and poverty)are identified for the causes of deforestation and forest degradation.It is observed that six indices of forest governance(rule of law,transparency,accountability,participation,inclusiveness and equitability,and efficiency and effectiveness)are relatively high in Purulia District.Moreover,this study shows that Purulia and Bankura districts follow medium forest governance,while Paschim Medinipur District has poor forest governance.The enforcement index is found to be highest in Purulia District(0.717)and lowest for Paschim Medinipur District(0.257).Finally,weak forest governance,poor socio-economic conditions of the households,and weak enforcement lead to the deforestation and forest degradation in the study area.Therefore,governments should strengthen law enforcement and encourage sustainable forest certification schemes to combat illegal logging.

Government Role in Fostering Emerging Technological Industries:A New Perspective for Industrial Policy Research

Mainstream industrial policy research cannot fully explain how government interventions have helped China’s mobile communications industry catch up with and overtake those of advanced nations.China’s mobile communications industry made breakthroughs in 3G,caught up with advanced nations in 4G,and gained a leadership position in 5G due to the implementation and improvement of a strategy of industrial competition that accommodates mainstream standards and prioritizes the mid-band spectrum based on the integrated“technology,standard and industry”deployment system and swift decision-making.The introduction of a perspective of a strategy of industrial competition may supplement industrial policy research in the following ways:First,when the concerted actions of numerous innovators are important for industrial competition performance,an effective strategy of industrial competition can be devised and overall coordinated by the government provided that is compatible with the catch-up development of emerging technological industries.Second,an industrial policy becomes effective when it is complementary with the strategic factors for long-term industrial performance such as the strategy of industrial competition and avoids serious disruptions to market-based mechanisms.
