However, the question is how to ensure that these sources of funds are used most effectively in terms of limited resources. In this article, the author would like to emphasize the critical role of the state auditor which is not only in the transparency of information, in enhancing the trust of the citizens, but also in providing important and reliable information to the public sector agencies, units, investors, and people in the society. From that, it could help to serve the management and administration of revenues and expenditures of the state budget as well as reasonably and efficiently using financial resources and assets. In case of perfectly conducting those tasks, they will contribute the power to the economy, fight corruption as loss or waste, and detect and prevent violations of law; improve the efficient use of the budget, the money, and property of the state; and serve effectively for the operation of the National Assembly and People's Councils at all levels of the implementation and monitoring function to decide important issues of national and local governments. The work stems from a critical reflection on the premises of the capitalist market system. From Adam Smith to J. M. Keynes (included), economists have identified in traditional capitalist models (search for maximum profit, economic efficiency, free competition system) the best economic system, universally implementable, feasible and infallible in democratic capitalist contexts. In the history of economic ideas have always been clear gap between the "capitalist system" and the "collectivist system". The choice of a government had to fall back on one or on the other system. The first considered "good", the second considered "bad" for economic growth. Times since September 11, 2001, however, seem to have debunked the myth of capitalism as the only model of democratic growth: Asia and China have given the world a lesson in humility. China has shown that although not being a democratic country could developed a robust and highly competitive economic model that has weakened the pillars of the western capitalism. China through Confucianism and Taoism has been able to establish the new global economic laws: low labour costs, low prices, mass production of low quality with a mixed mercantilist philosophy which is unknown to the Western world: the silent, smooth, radical trade expansion. As in a game of dominoes, China has been able to drop the capitalism safeties and America had to bow its head and agree to no longer be the only great power in the international scenario. But the peculiarity of this work is not only to define the root causes of China's success in the West; also reflects the fact that an Italian economist (Enrico Barone), in 1908, predicted analytically and developed a theoretical system very similar to that of China nowadays, between capitalism and collectivism (a third way of the market). The main idea of the article is that far-right parties are flexible enough in their political rhetoric and instruments to gain electoral support. The rapid expansio...This paper examines the performance of non-state actors (NSA) in the provision of health services in the Federal Capital Territory (FCT) Abuja and the consequences for state capacity in Nigeria. The rapid expansion of non-state providers in health care delivery in Nigeria came up as a result of the neoliberal globalization. The initiation of structural adjustment program (SAP) program in Nigeria reduced state performance in social services provision in all sectors including Health care. The study revealed that state-owned health care centers, although cheaper, are not able to meet the expectations of most Nigerian citizens while the private health care providers on the other hand are expensive and beyond the reach of the average person. The paper concludes that NSA substitute state capacity. Against this background, the paper recommends that the federal government should put structures and policies in place to facilitate and enhance the equitable delivery of healthcare services in Nigeria to improve development outcomes for all Nigerian citizens.展开更多

The basic issue is whether efficiency is to be handled as an "extralegal" category, or whether legal regulation, in accordance with public administration traditions in Europe, can in itself meet the requirement of efficiency. Also the study presents the formation of the issue of conflict between the effective state and the state under the rule of law in Hungary after the election held in 2010 in the practice of economic policy and legislation of the Orban government. 文摘Digital transformation has emerged as a significant area of interest for scholars in global political science and public administration.The advancement of digital technologies is driving a comprehensive transformation across the economy,society,and governance,thereby profoundly affecting the state governance of China.The introduction of new technologies has altered traditional power dynamics,leading to centralization and empowerment-the power redistribution issue of the digital era,which is a fundamental concern in China's state governance.The effects of technological power,including empowerment and disempowerment of various entities,give rise to or reinforce four secondary issues:the problem of data silos and collaborative governance in internal government operations,the challenges related to technological deficits and platform regulation in market regulation,the issues of the digital divide and social justice in social governance,and concerns about privacy,transparency,and rights asymmetry.This paper integrates specific cases from China's digital transformation and digital government initiatives to examine these cuttingedge issues and to analyze the impact of digital government reforms implemented by local Chinese governments on traditional government theories.

文摘Based on data from China’s A-share listed companies from 2008 to 2017,this paper examines the influence of the contemporary values of Confucianism,namely benevolence,righteousness,propriety,wisdom,and fidelity on the effectiveness of internal control.It indicates a significant positive correlation between the contemporary values of Confucianism and the effectiveness of internal control.Furthermore,this positive influence is noticeable in family-owned businesses but is unobserved in foreign-invested enterprises in China.In addition,the contemporary values of Confucianism enhance internal control quality through two pathways:promotion incentives and corporate reputation.In regions with lower degrees of openness,lower levels of rule of law and slower marketization,or in companies facing operational crises,the contemporary values of Confucianism have a more pronounced effect on enhancing the effectiveness of internal control.The contemporary values of Confucianism have strengthened the ability of internal control to decrease agency costs and mitigate the negative influence of internal control on risk-taking.
文摘The diversified dispute resolution(DDR)in China is different from the alternative dispute resolution(ADR)in Western countries with respect to its fundamental cause and political,economic,social,and cultural backgrounds.To better understand the DDR,the academic community shall go beyond the superficial feature of"distributing the burden of litigation"of the ADR in Western countries and consider it as the basic institutional arrangement and regular governance practice of state governance.Furthermore,we can adjust and reorganize the DDR based on such understanding.Specificaly,after understanding the general features of dispute resolution forms,we should mobilize,aggregate,integrate,and use the dispute resolution resources in a society to improve and expand non-litigation dispute resolution forms and increase the overall supply of dispute resolution resources.Understanding the real features of disputes in China and its specific demands for dispute resolution.guide or regulate the choice of dispute resolution foms for the parties to a dispute through reasonable system design,so that the dispute resolution demands and dispute resolution forms can be matched.In particular,the Communist Party of China(CPC)and Chinese governments should play the leading and organizing role in the DDR,to comprehensively improve the effectiveness of the"Pluralistic-Unity-Style"dispute resolution.

文摘The neo-liberal view of global governance holds that sovereign state-dominated global governance will undermine the fairness of the international community,and the social legitimacy of nationalism is insufficient.However,some scholars pointed out that in the global governance mechanism advocated by neo-liberalism and cosmopolitanism,the state role is absent and the subjects and fields of governance are highly overlapping and inefficient,resulting in the dilemma that global governance is more fair than efficient.This article holds that the implementation of effective global governance can draw lessons from the experience of China’s socialist market economy and form a state-coordinated diversified governance program.Through the coordination of the state and considering both the fairness and efficiency in the process of global governance,the effective combination of the two can be achieved on the subject of global governance.
文摘Quality assurance(QA)has been introduced and developed into Vietnam for almost 15 years.The importation of such a concept from other countries with different cultures may result in resistance in some ways.This study explores QA arrangements at three institutions of higher education(HE)in Vietnam,a Confucian heritage country,as perceived by academic leaders,QA practitioners,and academics to respond to QA policies from the government.The methodological approach taken in this research is a multiple case study.A qualitative approach was used to explore QA practices at three institutions.Data collected from documentation and in-depth interviews were analyzed for patterns and themes.It was found that centralism and large power distance of a Confucian collectivist country such as Vietnam significantly influenced the government’s attempts to reform HE for quality improvement.Culturally appropriate measures from the bottom level with long-term strategies should be considered to assure and improve quality,including the shift to decentralization in HE.

For too long darkness kept a tight grip on mankind, now it is the time to put an end to this darkness and let humanity begin its true evolution through this new doctrine, the Doctrine of Human Personality.
