Public-private partnerships(PPPs) have reshaped the institutional structure of global governance.They have advanced collaboration on core issues such as health, clean energy, the rights of women and children, and acce...Public-private partnerships(PPPs) have reshaped the institutional structure of global governance.They have advanced collaboration on core issues such as health, clean energy, the rights of women and children, and access to infrastructure, among others. But which actors create and finance public-private partnerships in global governance to advance such objectives? What are the implications of the agency behind such collaboration for influencing the global agenda on sustainable development? While some scholars and advocacy groups see the growing role of private actors as a powershift away from public institutions, others argue that such arrangements tend to be complementary to public mandates and indeed may provide a new means for international institutions to pursue such mandates. The article probes this debate by analyzing the type of actors that finance global health partnerships, an area in which the influence of hybrid initiatives is particularly prominent. It reveals that public financing remains a core and necessary condition for the emergence and functioning of PPPs. The growing share of private financing,nonetheless, has important implications for shaping partnerships agendas and steering global health and sustainability governance. Traditionally, relative studies view the management of governments as the effective means to improve governmental services, without really understanding the structural influence of big data and network technology on governmental mode of thinking. Against such backdrop, this paper tries to conduct critical analysis based upon traditional outcomes in this regard, trying to make full use of the function of big data technology. With these efforts, this paper contributes to the building of an interaction theory that could promote transparency of information and customization and segmentation of the policies. By constructing a mode in which management could be carried out based on the law of big data, by building an information management system in which balance could be achieved between responsibility and freedom, by promoting the rebalancing among public power, online civil society and civil rights, the innovation of governmental management would be achieved.展开更多

To the Qing dynasty, the Portuguese still stubbornly refused to obey the law of China and often escaped from Chinese criminal law using briberies. In the case about Huiqian CHEN and the processing in the end of 1743, the fact that the Portuguese often escaped from the law of China was changed, and the principle of the Chinese judicial officials about processing the murders about Chinese killed by foreigners was explicitly defined. In this principle, Chinese significant compromises and concessions to the Portuguese were also included, but the criminal jurisdiction was ultimately controlled by the Government of the Qing Dynasty. Thus, the foreign-related criminal procedures conforming to foreign conditions were revised by the government of the Qing Dynasty according to the actual circumstances of Macao. However, the foreign-related criminal procedures revised by the government of the Qing Dynasty were not honestly observed by the Portuguese. After several major cases occurred in Macao, security rules and regulations were further issued by the government of the Qing Dynasty, in which the judicial control power of the government of the Qing Dynasty in Macao was unequivocally stated.展开更多
