This paper analyzes the main difficulties of SOEs’ reform in Jiangsu Province, and attributes them to the entrance of non - state - owned enterprises. Specifically, it includes the following reasons: (1)it is the inevitable results of the Chinese step - by - step reform, and the difficulties of SOEs’ are covered by the properity of non - SOEs. The factors market has become the most difficulties of the SOEs’ reform today. (2) it will not be useful if the economic reform only focuses the individual SOE. For China, the following problems must be solved as soon as possible: (1 ) the incentive mechanism; (2) the election mechanism on the top management; (3 ) the fair competitive environment, otherwise, the SOEs will not have competitive abililty in the international market after the entrance of WTO.展开更多

The Wailing Wall (Kuqiang) was written in 1968 in the atmosphere of the Six Days War in Israel, the atrocities during the first years of the Cultural Revolution in the mainland of China, and war in Vietnam, Wailing Wall is a poetic symbol of sadness and suffering mostly of the innocent people. For the author of the story it is reminiscent of the biblical Psalm 137 depicting the moods of the Hebrews in the Babylonian Captivity after 586 B.C. and the situation of her compatriots who were forced to leave their old homes in the Mainland before Oct. 1, 1949. Zhang Xiaofeng is a Christian author regarding love as the cornerstone of inter-human relations. She believes in love of God for all human beings and in the universal love. As governance theory is becoming the dominant political theory in response to the change, the values backing the discourse and texts consistent with them have helped revise the theory of government in mainstream politics and were agreed upon by global politicians, scholars, officials and entrepreneurs. When we comprehend governance theory based on the practice of public administration in China, it strikes us how theoretically and practically important governance theory is for rebuilding the intellectual system of China' s democratic politics, searching for an institutional platform for good governance, transforming the public policy-making model and getting rid of the practice in public administration in the process of market-oriented development that is inefficient, or even falls in many ways.展开更多

In order to do so, the main characteristics of this type of risk wer...This article analyzed climate change risks from the perspective of con- temporary environmental risks and how they have been internalized by policy. In order to do so, the main characteristics of this type of risk were analyzed based on the contributions from social theory authors on contemporary environmental risks. Next, the implications of these characteristics for the production of policy responses to climate change risks were discussed. The two main types of policy responses to climate change in the literature were presented: mitigation and adaptation. Finally, their interaction, differences and possibilities for synergy were analyzed. Under- standing climate change as a contemporary environmental risk, the way it was presented in this article, implies a radical change in the development bases of society, since greenhouse gases emissions from human activities contribute to the aggravation of global warming. Climate change challenges the traditional ways of governing in many ways, since climate change policy should involve the ques- tioning of the current processes of development. Profound changes in ways of thinking and established political action are needed.展开更多
