Government-oriented Land Circulation from the Perspective of Social Governance

This paper firstly summed up institutional change of land circulation after the foundation of new China,analyzed main characteristics and internal drawbacks of government-oriented land circulation,discussed the governance cost of local government-oriented land circulation,and evaluated the governance performance on the basis of the transaction cost theory. Results show that local government-oriented land circulation is a resource allocation mode for maximizing benefits of an organization,and its microscopic functions and values are mainly encouragement and restriction,while its macroscopic functions are comprehensive administration of results of state policies. Finally,it put forward policy suggestions for improving local government-oriented land circulation: cultivating diversified rural land circulation modes and regulating acts of local officials; stressing that building harmonious land circulation mechanism is the responsibility of central government; setting up recognition mechanism of the public to local government.

Study on Construction of Service-oriented Government at Grass-roots Level and Development of Farmers' Professional Cooperatives

Features of farmers' professional cooperatives in China are introduced.The establishment of these organizations is spontaneous.Their operation shows self-government.And their targets are highly pertinent.Then,I analyze the existing problems in farmers' professional cooperatives and vacancy of government functions.These cooperatives are single in content,narrow in service field,not scientific in management mode,and low in efficiency.In addition,government policy support is not put in place for these cooperatives.In view of these situations,firstly,it is proposed to speed up construction of service-oriented government at grass-roots level and promote development of farmers' professional cooperatives.Secondly,it is suggested to set up awareness of service-oriented government and enhance guidance and service for farmers' professional cooperatives.Thirdly,we should increase financial support and guide these organizations to achieve a benign development.Fourthly,we should strengthen propaganda to raise popularity and influence power of these organizations.Fifthly,it is recommended to make clear the guidance and leading functions of regional supply and marketing cooperatives to raise service efficiency.Finally,we should establish scientific evaluation and incentive system to push forward healthy development of farmers' professional cooperatives.

南美洲Oriente盆地斜坡带W区块构造-岩性复合油藏成藏模式及有利区预测

通过岩心观察、地震解释、储层反演、原油地化分析、油源对比、油气运移示踪分析等对南美洲Oriente盆地斜坡带W区块典型构造-岩性复合油藏的成藏规律进行了分析,并指出了下一步的有利勘探方向。研究结果表明:①Oriente盆地斜坡带W区块构造-岩性复合油藏整体为西倾和西南倾单斜构造,局部发育鼻隆,油藏目的层为白垩系Napo组M1ss段,砂体呈北西—南东向,储层厚度大、物性好。②研究区河口湾砂坝控制有利储层分布,W区块平稳的西倾和西南倾单斜鼻隆构造背景与NW—SE走向的泥岩条带配合控制圈闭形成,有效油气运移通道的空间展布控制成藏。③构造-岩性油藏为三阶段成藏模式,早期常规原油充注,中期原油遭受降解,晚期常规原油混合降稠。④W区块南部地区2个泥岩条带的西南部位是W区块构造-岩性复合圈闭的有利发育区。

Research on the Policy Orientation of Government in Agricultural Industrialization Development

Governmental functions in agricultural industrialization management are analyzed, mainly including supplying public products, providing property right security, managing and protecting resources and environment as well as stabilizing the agro-product market. The policy orientation promoted by the government in agricultural industrialization management is pointed out: formulating a series of macro-management planning to guide and regulate agricultural industrialization operation; fully playing the comprehensive coordinating role of "economic manager"; making and carrying out relevant laws and regulations to normalize the implementation of agricultural industrialization management. To implement the industrial management of agriculture and promote the construction of new countryside, governments at all levels should eliminate the institutional barriers, transform governmental functions gradually and prioritize planning, regulation, service and supervision, changing from merely management to playing the role of market mechanism. Meanwhile, economic, legal and administrative means should be properly adopted to advance the industrial management and the healthy improvement of modern agriculture.

工业用地市场化配置改革的制度变迁逻辑——基于“主体互动-制度共演”框架的分析

工业用地配置是当前要素市场化改革的重要内容。历经40余年的长期改革,市场在其中发挥的作用仍需要进一步加强,如何理解工业用地市场化配置改革的内在逻辑。通过纳入多类行为主体和关联制度,论文构建了“主体互动-制度共演”的理论框架,围绕改革开放以来工业用地市场化配置的改革历程和逻辑展开制度分析。研究发现,中央政府、地方政府和工业企业围绕工业用地配置制度充分互动,分别以制度供给、制度创新和制度需求的形式,在工业用地市场化配置的初步探索、发展调整和深化改革阶段主导了制度演变方向。土地产权、财政管理和政绩考核等关联制度安排也在工业用地配置制度演化过程中发挥了重要作用。研究认为,未来工业用地配置会以市场主体向上传递制度需求的互动形式深化改革,故应建立制度需求的有效反馈机制,服务企业发展和产业转型,重点优化土地利用计划管理和用途管制制度,加快培育土地二级市场和城乡统一的建设用地市场体系。

Transparent and anti-fogging AlPO_(4)-5 films constructed by oblique oriented nano-flake crystals

In the present work,transparent and anti-fogging AlPO_(4)-5 films were prepared on glass substrates using a novel developed process.The process entails a simple in-situ sol–gel followed by vapor phase transport.The in-situ sol–gel process was implemented by coating the precursor sols for the synthesis of AlPO4-5 on the glass substrates successively using the spin-coating method.The films and powders scribed from the films were characterized by X-Ray diffraction(XRD),Fourier transform infrared spectroscopy(FT-IR),scanning electron microscope(SEM),atomic force microscope(AFM),X-ray photoelectron spectroscopy and transmission electron microscope(TEM).The unique films were composed of oblique oriented nanoflake AlPO_(4)-5 crystals with the thickness of about 20 nm.The formation of nano-flake crystals can be ascribed to the high concentration of the precursors,resulting in the formation of a supersaturation system.The obtained films showed high antifogging performance due to the superhydrophilicity with a water contact angle of lower than 1.0°.The silicone oil contact angle was also low about 8.2°.In addition,heteroatom-substituted AlPO_(4)-5 films showing different colors can be obtained easily by simply adding transition metal ions in the phosphate acid solution during the preparation that can extend the application of the method for different coating demand.

Peasant Household Oriented Land Circulation from the Perspective of State Governance

Based on the state governance background of peasant household oriented land circulation,I analyzed characteristics of peasant household oriented land circulation.The characteristics mainly include uncertain definition of rural land circulation,significant off-media feature of land circulation,long-term land circulation contract,farmers' preference of peasant household oriented land circulation,and progressive path of land circulation.The essential feature is the progressive mode of land circulation.Under the existing property right,it realizes the perfect combination of modern production factors and traditional agricultural,and the combination of traditional family safeguarding function and modern social mutual growth spirit.Thus,it shows relative independence and manifests the idea of common prosperity.The opportunity cost of peasant household oriented land circulation is minimal,institutional cost will increase circulation risk,and what's more,the cost for state governance of peasant household oriented land circulation is minimal.It comes to conclusion that building proper and harmonious land circulation mechanism is responsibility of central government and favorable for healthy development of peasant household oriented land circulation.

On the Government Function Orientation in China's Agricultural Management Reform

Since the reform and opening up,China's market-oriented agricultural management reform has achieved remarkable results,but the reform has not yet been put in place,and there are some flaws in some areas of reform.To deepen the reform of government's agricultural management reform under the new situation,it is necessary to further define the boundary between government and market on the basis of following the general rules of world's agricultural development and considering China's special situation of agriculture,nail down the scope of government functions,pinpoint the key areas of reform,and actively promote the rapid development of China's characteristic modern agriculture.

The Role of Government in the Socialization of Old- age Service

In the different stages of the development of the old-age service, the responsibility and function of the government will be different. In the new period, the government should redefine its role in advancing the socialization of the old-age service. The level of socialization of old-age services is not high, the lack of vitality of the pension market, the imperfect system and other problems arise because the government is not clear. The government should deal with the relationship between the main body of the market and avoid the ＇double failure＇ of the government and the market. The government should play a guiding role in the policy, laws and regulations and other aspects of good service work for the social services of the elderly to provide a good development environment.

Photo-polymerization of liquid crystalline monomer in oriented liquid crystal phase

A new approach to synthesize liquid crystalline polymer with narrow polydispersity index（PDI） was developed.Photopolymerization of 4-cyanophenyl-4＇-（6-acryloyloxyhexyloxy）benzoate（RM23） in nematic liquid crystals with macroscopic orientation was studied.The effects of the monomer concentration on the molecular weight and PDI of the resulting polymers were studied through gel permeation chromatography（GPC） and polarized optical microscopy.The low PDI of 1.19 and 1.22 was obtained in the reverse and normal modes,respectively.The PDI and molecular weight increased with monomer concentration.

Orientation of Government's Role in Building the Technology System of Circular Agriculture

This article expounds the economic characteristics of circular agricultural technology.Since the circular agricultural technology has characteristics and externality of public goods,the government participation is necessary in building the technology system of circular agriculture,in order to avoid "free rider" behavior in the consumption of public goods and internalize externality.We analyze the orientation of government's role in building the technology system of circular agriculture:the government is the leader,designer,organizer and regulator in building the technology system of circular agriculture;the government orientates the four roles precisely in building the technology system of circular agriculture,to ensure that they do not cross the line,but be indispensable all the while.

数字化政务服务系统绩效评价的内在逻辑和发展趋势--以杭州市萧山区行政服务中心数智评价体系为例

通过比较政务服务系统的数字化变革历程和数字化政务服务系统绩效评价理论的演变,发现仅仅局限于对行政服务中心服务质量的评价并不能真实反映政务服务绩效的全貌,偏重宏观角度探讨行政服务中心管理体制、运行模式等问题,更无法消除整体性治理的障碍,停留在定性分析和缺乏数据支持的评价指标和评价方法适用性不佳、操作性欠缺。遵循政府改革的逻辑线索,在数字时代,对政务服务系统的绩效评价应实施全末端评价、全流程评价和全数据评价,杭州市萧山区行政服务中心数智评价体系为此提供了一个良好样本。对数字化政务服务系统的绩效评价,应紧扣数字治理的发展趋势,强化预测能力,突出经济性评价,融合服务和管理两个数字系统。

数字治理与城市高质量发展:推动机制与创新路径--基于数字治理理论的解释

数字治理是推进国家治理现代化的加速器,也是推动城市高质量发展的重要驱动力。基于数字治理理论,从数字治理的内涵和外延、城市高质量发展的维度出发,总结数字治理推动城市高质量发展的机制、瓶颈和创新路径。数字赋能推动了城市治理创新,进而引导城市治理体系向现代化迈进,助推城市高质量发展;而城市高质量发展对数字治理提出了更高要求,倒逼着政府等相关主体推进数字治理。当前,数字治理推动城市高质量发展面临的瓶颈包括数字化“软件”与“硬件”不完备、数字技术滥用与数据风险、“数字难民”和技术人才不足等。突破这些瓶颈制约,要求加快推进以协同为导向的“智慧城市”建设、以安全为导向的“韧性城市”建设、以需求为导向的“人本城市”建设。

技术治理中的社会工作行政趋同转换--基于S市L机构的个案研究

国家赋予社会工作技术治理的重要使命,政府购买社会工作服务是专业力量参与社会技术治理较为普遍的形式。在政府购买禁毒社会化的服务中,社工机构原本期待通过中期的技术实践引导禁毒办的行政逻辑走向专业逻辑,从而实现高效的技术治理。但机构的实践取向实际上经历了以下三个阶段:政府购买阶段机构坚持部分专业自主性、项目开展阶段机构服务成效未达到预期、项目评估阶段机构整体行政趋同。行政逻辑最终吸纳了专业逻辑,机构实践目标趋向于行政管理。资源依赖和身份挑战是导致机构发生行政趋同转换的外部原因,而实务者技术不足是其内部根本原因。为解决上述问题,应从专业知识层面联结专业主义和实践智慧,为实务者建立完备的知识库存;实务者必须立足现实情境,迈向知识的内化、整合和实践的自主以完成技术实践,避免机构因技术不足发生行政趋同转化,更好地履行国家赋予的技术治理的专业使命。

当前乡村治理中群众工作式微及其有效治理——基于“事务面向-工作方法”的二重组合分析

乡村治理有效的基础,在于对乡村治理事务做出科学有效的分类。基于“事务面向”和“工作方法”的二重组合分析,当前乡村治理事务可分为四类:治理目标面向—群众工作方法类治理事务,治理目标面向—常规工作方法类治理事务,群众利益面向—常规工作方法类治理事务和群众利益面向—群众工作方法类治理事务。研究发现:当前乡村治理的基础问题在于面向群众利益的群众工作方法式微,导致基层工作与群众获得感并不匹配。群众工作日渐式微,与治理事务行政化、治理过程规定性和督考体制偏离群众诉求高度相关。如不及时做进一步调整,最终必将严重影响基层政权社会基础以及国家认同。充分保障基层治理主体性和基层干部自主治理空间,找回群众工作,是实现乡村有效治理的重要调整思路和纠偏路径。

从“技术-底线”到“整合-长效”:社区矫正风险防控的新趋向

长期以来,我国的社区矫正呈现出一种政府主导的“技术-底线”治理模式,其蕴含的“底线维稳”治理逻辑导致监管为重的困境,也带来了工具理性、简约主义、技术伦理、技术失灵等技术治理的隐忧。社会工作提供以服务为核心的服务型治理,通过情感驱动、循证矫正、多层次介入等,在一定程度上有利于转变以往社区矫正只注重监管的刚性治理理念与手段,形成对社区矫正风险防控中柔性治理的补足。为此,在社区矫正风险防控中,技术治理与服务型治理应互为补充,进而形成整合型治理。通过构建包容性治理关系、推动矫正队伍的专业化与综合性发展、形成综合性评估体系等,共同激发社区矫正对象正向改变,实现从“底线安全”向“治本长效”的转变,推进社会治理现代化。

Study on the Problem of Enterprise Sustainable Growth Based on the Creeds of Business Governance in Oriental Management

Academic and management circles have always been concerned about the problem of the enterprise sustainable growth. This paper attempts to discuss the issue from the perspective of creeds of business governance in oriental management. This paper first discusses the creeds of business governance＇s function in the enterprise＇s different growth stages. Then by analyzing the use of creeds in the development of Chinese traditional brand, Tong Ran Tang （TRT）, it is concluded that five enlightenments for Chinese enterprises sustainable development. That is, industriousness and thrift, the heart of benevolence and justice, paying attention to credibility, valuing laws and sustainable innovation.

Development of Chinese Cultural Governance since the Reform and Opening-up

Contemporary Chinese cultural governance is an important part of the national governance system and the modernization of national governance capacity. It must combine international experience and local method together and run through the whole process of cultural system reform. The good governance of culture is the goal pursued by Chinese cultural governance, which displays the management process of maximizing cultural public interest. In the new era, cultural governance reform has experienced governance subject centralized to pluralism, governance space from inside to outside, governance method from ruling by man to the rule of law, governance path from control-oriented government to service-oriented government. To further improve Chinese cultural governance in the new era, relationships between top-level design and grass-root innovation, cultural democracy and cultural concentration, national cultural interests, social cultural interests and cultural interests of the citizens, domestic cultural governance and global culture must be dialectically dealt with. In the government-market-social governance structure, mutual assistance of multiple missions and win-win of multiple subjects can be achieved, thus promoting harmony of multiple interests.
