Regarding the Regulatory Sandbox Route and Mechanism for Governance of Artificial Intelligence

The main challenge in AI governance today is striking a balance between controlling AI dangers and fostering AI innovation.Regulators in a number of nations have progressively extended the regulatory sandbox,which was first implemented in the banking sector,to AI governance in an effort to reduce the conflict between regulation and innovation.The AI regulatory sandbox is a new and feasible route for AI governance in China that not only helps to manage the risks of technology application but also prevents inhibiting AI innovation.It keeps inventors'trial-and-error tolerance space inside the regulatory purview while offering a controlled setting for the development and testing of novel AI that hasn't yet been put on the market.By providing full-cycle governance of AI with the principles of agility and inclusive prudence,the regulatory sandbox offers an alternative to the conventional top-down hard regulation,expost regulation,and tight regulation.However,the current system also has inherent limitations and practical obstacles that need to be overcome by a more rational and effective approach.To achieve its positive impact on AI governance,the AI regulatory sandbox system should build and improve the access and exit mechanism,the coordination mechanism between the sandbox and personal information protection,and the mechanisms of exemption,disclosure,and communication.

Strategic Research on Implementation Mechanism of Student Participation in University Decision-Making Under Governance

Student participation in university decision-making, a part of university governance, is still defective in the construction of its implementation mechanism. In terms of the problems of unclear subject, unclear scale, unordered participation and the single participation method in student participation in decision-making implementation process, this paper designs the relevant model and brings up the countermeasure, thus providing student participation of decision-making implementation mechanism construction with effective theoretical basis.

Neural mechanism of proposer's decision-making in the ultimatum and dictator games

Previous studies have demonstrated that reactions to unfair offers in the ultimatum game are correlated with negative emotion. However, little is known about the difference in neural activity between a proposer＇s decision-making in the ultimatum game compared with the dictator game. The present functional magnetic resonance imaging study revealed that proposing fair offers in the dictator game elicited greater activation in the right supramarginal gyrus, right medial frontal gyrus and left anterior cingulate cortex compared with proposing fair offers in the ultimatum game in 23 Chinese undergraduate and graduate students from Beijing Normal University in China. However, greater activation was found in the right superior temporal gyrus and left cingulate gyrus for the reverse contrast. ＂The results indicate that proposing fair offers in the dictator game is more strongly associated with cognitive control and conflicting information processing compared with proposing fair offers in the ultimatum game.

Based on the review of related concepts,the current situation and problems of talent training in marine cultural industry in China were analyzed,and talent training mechanisms of marine cultural industry based on collaborative innovation of governments,enterprises,colleges,scientific institutions and users were proposed to promote the transformation,upgrading and vigorous development of marine cultural industry,accelerate the spread of marine culture with Chinese characteristics,and build China into a maritime power.

The modulation recognition based on decision-making mechanism and neural network integrated classifier

A neural network integrated classifier(NNIC) designed with a new modulation recognition algorithm based on the decision-making tree is proposed in this paper.Firstly,instantaneous parameters are extracted in the time domain by the coordinated rotation digital computer(CORDIC) algorithm based on the extended convergence domain and feature parameters of frequency spectrum and power spectrum are extracted by the time-frequency analysis method.All pattern identification parameters are calculated under the I/Q orthogonal two-channel structure,and constructed into the feature vector set.Next,the classifier is designed according to the modulation pattern and recognition performance of the feature parameter set,the optimum threshold is selected for each feature parameter based on the decision-making mechanism in a single classifier,multi-source information fusion and modulation recognition are realized based on feature parameter judge process in the NNIC.Simulation results show NNIC is competent for all modulation recognitions,8 kinds of digital modulated signals are effectively identified,which shows the recognition rate and anti-interference capability at low SNR are improved greatly,the overall recognition rate can reach 100%when SNR is12dB.

Government Role in Fostering Emerging Technological Industries:A New Perspective for Industrial Policy Research

Mainstream industrial policy research cannot fully explain how government interventions have helped China’s mobile communications industry catch up with and overtake those of advanced nations.China’s mobile communications industry made breakthroughs in 3G,caught up with advanced nations in 4G,and gained a leadership position in 5G due to the implementation and improvement of a strategy of industrial competition that accommodates mainstream standards and prioritizes the mid-band spectrum based on the integrated“technology,standard and industry”deployment system and swift decision-making.The introduction of a perspective of a strategy of industrial competition may supplement industrial policy research in the following ways:First,when the concerted actions of numerous innovators are important for industrial competition performance,an effective strategy of industrial competition can be devised and overall coordinated by the government provided that is compatible with the catch-up development of emerging technological industries.Second,an industrial policy becomes effective when it is complementary with the strategic factors for long-term industrial performance such as the strategy of industrial competition and avoids serious disruptions to market-based mechanisms.

PoEC: A Cross-Blockchain Consensus Mechanism for Governing Blockchain by Blockchain

The research on the governing blockchain by blockchain supervision system is an important development trend of blockchain technology.In this system there is a supervisory blockchain managing and governing the supervised blockchain based on blockchain technology,results in a uniquely cross-blockchain demand to consensus mechanism for solving the trust problem between supervisory blockchain and supervised blockchain.To solve this problem,this paper proposes a cross-blockchain consensus mechanism based on smart contract and a set of smart contracts endorse the crossblockchain consensus.New consensus mechanism called Proof-of-EndorseContracts(PoEC)consensus,which firstly transfers the consensus reached in supervisory blockchain to supervised blockchain by supervisory nodes,then packages the supervisory block in supervisory blockchain and transmits it to the smart contract deployed in the supervised blockchain,finally miners in supervised blockchain will execute and package the new block according to the status of the smart contract.The core part of the consensus mechanism is Endorse Contracts which designed and implemented by us and verified the effectiveness through experiments.PoEC consensus mechanism and Endorse Contracts support the supervised blockchain to join the governing blockchain by blockchain system without changing the original consensus mechanism,which has the advantages of low cost,high scalability and being able to crossblockchain.This paper proves that our method can provide a feasible crossblockchain governance scheme for the field of blockchain governance.

Corporate governance mechanisms and firm valuation in Malaysian listed firms： A panel data analysis

Corporate governance mechanisms emerge to tackle agency problems in ensuring that shareholders＇ funds are not expropriated or wasted on unprofitable activities. The issue arises as to whether these improvements have been effective in reducing agency costs, and therefore enhancing firm value. The objectives of this paper is to examine the effects of governance mechanisms of dividend, types of ownership structure, and board governance on firm value. This paper utilises a panel data analysis of 403 firms listed on the Bursa Malaysia over a four-year period from years 2002 to 2005. A hierarchical regression analysis is used to test the hypotheses and the data is analysed using the generalized least square （GLS） estimation technique. Overall, the results highlight the importance of moderating role played by board governance variables with types of ownership structure to influence firm value. However, the benefits of better corporate governance through enhanced board governance are not the same across all firms since their incentives vary with respect to dividend and different types of ownership structure mechanisms.

Corporate governance mechanisms and performance： Analysis of Malaysian family and non-family controlled companies

Most study concentrating on family and non-family companies is conducted overseas with little research carried out in Malaysia. This study examined the impact of corporate governance mechanisms on family and non-family controlled companies＇ performance. The sample size of this study is 730 companies listed on Bursa Malaysia from 2003 to 2007. The findings reveal that corporate governance mechanisms influence the family and non-family controlled companies＇ performance. But not all corporate governance mechanisms are significant. The significant variables differ between family and non-family controlled companies. Thus, regulators need to be vigilant that family and non-family controlled companies practise differently and to set different code needed for each type of families.

Internal Mechanisms of Corporate Governance and Firm Performance： A Review of Theory and Empirical Evidence

Literature has revealed the existence of several external and internal disciplining mechanisms that are hypothesized as factors influencing corporate governance. This paper reviews the theoretical and empirical literature on five internal mechanisms of corporate governance, namely, dividend payouts, financial leverage, institutional shareholding, board duality, and board size. These mechanisms have received the greatest deal of attention in the literature. The paper makes an original contribution to the literature as it is the first of its type, to the best of our knowledge, to provide a comprehensive idea on these five internal mechanisms of corporate governance. This study will help in investigating the relationship between internal corporate governance mechanisms and firm performance with the main aim of extending the existing literature on firm performance by empirically investigating the contribution of these mechanisms in the smooth conduct of business operations. The empirical evidence amassed favors a smaller board size, non-existence of duality and favorable dividend mechanisms as effective internal governance mechanisms affecting firm performance. At the same time, there is no conclusive evidence on the relationship between leverage and institutional ownership as internal governance mechanisms influencing agency cost and firm performance.

Review on researches of earnings management and corporate governance mechanism

This research is based on previous theory research of corporate governance from the internal mechanisms, ownership structure and board structure, and researched how these three aspects affect earnings management.

Deliberative Governance as an Instrumental Mechanism: A Study of Different Types of Environmental Deliberations

Deliberative governance of environmental issues indicates that environmental governance has undergone a transformation from relying on government authority for solutions to reaching consensus among participants.This can be regarded as an important strategy for the structural transformation of China’s environmental governance.In this paper,the practices of environmental deliberation in China are classified into four types by the attributes of environmental issues and the relationships of participants as:response-,autonomy-,consultation-,and supervision-based.On the basis of the government’s interests and motives to engage in environmental deliberations,we analyze its practice orientations from five perspectives:scope of issues,functions,participants,procedures,and methods.Then we point out that environmental deliberations have both public and instrumental governance motives,but the governance motive,which aims for governance effectiveness and social control,is more conspicuous.We further conclude that the value pursuit of deliberative democracy for public reasons is to some extent replaced by an instrumental deliberative motive that intends to address specific environmental issues,standardize public participation orderliness,safeguard social harmony and stability,strengthen organizational functions,provide consultation on environmental policies,and promote the implementation of those policies.

The Study on Multinational Operation Risk-Defense System Based on Corporate Governance Mechanism

：With the unceasing globalization development of MNCs＇ business and connnuous intensify in international competition, the managers of MNCs find that the strategy decisions they are faced on are becoming more complicated, and they have deeply realized that the perception and defense of the international risk has the impact on their strategy decisions. The thesis, proceeding with analyzing and evaluating risk types in the course of enterprises developing in the international markets, based on the integration international risk perception model, utilizing relative theories and study thoughts of the corporate governance mechanisms, especially the relative studies on overseas enterprises＇ governance mechanisms, explores how to use the corporate governance mechanisms to build the defense system against international risks. The Impact of Government Supervision and Consumer Purchasing Behavior on Food Safety

This paper aims at the theoretical analysis to the impact of government supervision and consumer purchasing behavior on food quality security, so as to look for safety strategies and measures to strengthen and improve the level of food safety in China. Reputation mechanism is introduced and Bayesian approach is based on, in which government supervision as well as consumer purchasing behavior is taken as crucial factors to impact on the food quality security. As to the proposed quantitative indicators, government supervision includes exposure rate, fine and etc.;at the same time, consumer purchasing behavior includes consumer’s WTP for security food and consumer expectations to food safety. Taking China’s dairy industry as an example, it makes simulation by Netlog. The results show that consumer purchasing behavior alone has little effect on the dairy companies’ decision-making to be honest or counterfeiting enterprises. However, combination government supervision with purchasing behavior has great impact, and plays very good effects on food safety.
