The Influence of Network Public Opinion on the Public Management of Chinese Government

In the rapid development of science and technology,the Internet has been widely used in the daily life and work of people,which has greatly changed the way people live and work.At this stage,people regard the Internet as the main way to obtain news information,and they have supervised the news contents[1].Based on this,the article expounds the relevant content of network public opinion,analyzes the role of network public opinion in the public management of Chinese government,and studies the influence of public opinion on the public management of Chinese government.

Study on the Guarantee Mechanism for the Construction of Government Public Culture Service System

The design and study on the construction of government public culture service system have been commenced since 2010 in China, aiming at exploring the construction models of government public culture service system in central China, east China, west China, and urban and rural areas, and researching effective measures. As a result, the study of the guarantee mechanism for the construction of government public culture service system can be promoted. In this paper, the main contents of the construction of government public culture service system, the construction significance, and the construction＇s guarantee mechanism are studied and discussed emphatically.

The Transformation of Government Economic Functions in Public Economic Management

Public economics is a science of studying government economic behaviors, and an interdiscipline of politics and economics. As China is at the primary stage of socialism and the development of various domestic causes is still in a period of exploration, it is very important for the reform of the socialist modernization to strengthen domestic administrative management. Society is the subject of national reform and development in the long run, and thus maintaining the stability of domestic social order is not only the prerequisite for the long-term survival and development of China, but also the key requirement of ensuring people to live and work in peace and contentment. This thesis, first of all, introduces the management concept of public economy and the necessity of government＇s involvement in supervising economy. And on the basis of these, the thesis put forward the direction of transforming government economic functions and several precautions that should be noticed in government economic behaviors.

Government Management Innovation in the Age of Big Data

Both opportunities and challenges are currently faced by government management innovation in the age of ＂big data＂. Traditionally, relative studies view the management of governments as the effective means to improve governmental services, without really understanding the structural influence of big data and network technology on governmental mode of thinking. Against such backdrop, this paper tries to conduct critical analysis based upon traditional outcomes in this regard, trying to make full use of the function of big data technology. With these efforts, this paper contributes to the building of an interaction theory that could promote transparency of information and customization and segmentation of the policies. By constructing a mode in which management could be carried out based on the law of big data, by building an information management system in which balance could be achieved between responsibility and freedom, by promoting the rebalancing among public power, online civil society and civil rights, the innovation of governmental management would be achieved.

Conflict： Efficient State or State Under the Rule of Law？-- The Hungarian Case of the Victory of the Efficient State over the State Under the Rule of Law

This study is seeking an answer as to whether the efficient state and the state under the rule of law are indeed irreconcilable, as well as to whether these two categories are by nature to be seen as contrary concepts. The basic issue is whether efficiency is to be handled as an ＂extralegal＂ category, or whether legal regulation, in accordance with public administration traditions in Europe, can in itself meet the requirement of efficiency. Also the study presents the formation of the issue of conflict between the effective state and the state under the rule of law in Hungary after the election held in 2010 in the practice of economic policy and legislation of the Orban government. We are trying to answer the question of the tendency of power concentration to really menace the principles of a traditionally-formed state under the rule of law, as well as whether the economic policy of the government can be implemented effectively in a strongly centralized political and state administrative system.

Events and the Governance of the Territory:The Festival“La Notte della Taranta”in Apulia,Italy

Events are an important attraction for tourist destinations (Getz, 2008). Even in well-known destinations for their sea, events can attract different types of tourists and can help counteract seasonality (Ritchie & Beliveau, 1974). In Apulia (Italy), this happens thanks to the “La Notte della Taranta” Festival, which was born in 1998 and is currently the largest European music event dedicated to traditional music, able to attract over 230,000 viewers from around the world every summer in the Salento region. Analyzing the Festival “La Notte della Taranta” from an economic and legal point of view has been the main purpose of our research.

某三级甲等公立医院廉政文化建设的现状调查与思考

目的了解医务工作者对医院廉政文化的认知与需求,为加强医院廉政文化建设提供参考依据。方法自制“医院廉政文化建设调研”问卷,以某三级甲等公立医院医务工作者为调查对象开展问卷调查,采用描述性分析反映医院廉政文化建设的现状以及医务工作者对医院廉政文化建设的态度。结果不同岗位、工作年限、职称的医院职工对廉政文化建设均高度认同;医院廉政文化建设对医院职工在强化廉政观念、增进监督意识、认同廉政共建、丰富精神生活等方面有较大帮助。结论医务人员对廉政文化有较高的认知,对医院廉政文化建设有较好的体验感。建议医院廉政文化建设在“形神兼备”“借势发力”双要素上赋能,凝聚自上而下和由院及家的双合力,建成体系监督和专项监督双网络,从而发挥对医院高质量发展的正向作用。

Construction engineering management culture shift: Is the lowest tender offer dead?

The procurement of public construction projects must walk a fine line between the corruption of state officials and collusion of contractors. The method of awarding projects to the lowest responsible tenderer was originally implemented to guard against corruption of state officials. However, an investigation of the construction industry in the Canadian province of Quebec showed that lowest-tender-offer procurement gave rise to collusion of companies tendering for the contracts. Alternatively, bestvalue procurement has been used for decades, but here problems arise owing to the necessity of subjective judging of measures other than price to compare bids, giving rise to time-and money-consuming protests. The paper proposes a compelling argument that the construction engineering management(CEM) culture should refocus its efforts on enhancing project cost certainty rather than merely searching for means to design a project in a manner that produces the lowest initial cost, and awards the construction to the lowest tender offer that focuses on cost savings during the project development and delivery process. The difference in the two approaches is subtle but extremely important. To make the transition, the engineering management tools must be advanced to the next level.This means that all project control tools for managing cost,schedule, and technical scope must be transformed from working in the deterministic mode to the stochastic mode,thus making the probability of completing the projectwithin or below its official budget the primary decision criterion. To do so, CEMs must accept that there is a benefit in paying more for an alternative that increases cost certainty for the entire project. The authors of this paper hope that it will provide the grist for a more general dialog across all industry sectors where engineering management is practiced.
