Review and prospect of comprehensive straw utilization and government policy in China

The comprehensive use and efficient management of straw are significant for agriculture's green and low carbon transformation.This paper uses literature research and comparative analysis to systematically review the literature on comprehensive straw utilization and governance policy research in China over the past five years.The current literature has explored two major directions:regional and industrial policies and the main actors involved in the comprehensive use of straw.The research is complementary and fruitful concerning both micro and macro perspectives;however,the extant literature suffers from a lack of attention to straw intermediaries and enterprises and a lack of research across time.Therefore,this paper provides an outlook for future research.In the future,scholars should pay more attention to straw intermediaries and enterprises,conduct continuous observations of multiple regions over time to obtain panel data,and further test the heterogeneity of factors to obtain more scientific and valid results.

Evaluation of the Impact of Government Policy on the Overuse of Groundwater in the Minqin Basin in China

The existing literature simply concludes that the irrational behaviors of local people and natural factors are the major reasons for overuse of groundwater. Using the OLS and ARIMA (BJ) Statistical Methods and Trend Analyses, this article finds that government policy, as measured by four proxy variables, is a very important factor that strongly influences the overuse of groundwater at the collective level. This means the government is a very important actor in the game of groundwater usage. Although these findings cannot clearly separate government effects from local effects, using a Trend Analysis, they reveal that these significant effects are strictly consistent with variations in government policy. Moreover, they show that government policy effective at the county level strongly impacts the overuse of ground-water by influencing the behavior of the local people and that policy at the operative level impacts four policy domains: population, cultivated land, water assignments and peasant income.

Government subsidies, dual-credit policy, and enterprise performance: Empirical evidence from Chinese listed new energy vehicle companies

The development of the new energy vehicle industry has become a key force driving the goals of carbon peak and carbon neutralization.To better guide future strategies,this study investigates the dual impact of subsidy and dual-integral policies on the performance of new energy vehicle enterprises.This study first theorizes the influential mechanism according to the institutional-based approach and technical innovation theory,and then collects data from listed companies in the new energy vehicle industry from 2016 to 2020.The hypotheses are examined using a two-way fixed-effects model.The findings show that:(1)subsidy policies are can still improve enterprise performance,but not through green technology innovation;(2)the dual-credit policy can improve enterprise performance through green technology innovation;and(3)under current policy conditions,with subsidies declining annually,the interaction effects between the subsidy and dual-integral policies will also decrease.Thus,this study suggests that non-monetary industrial policy,represented by the dual credit policy is a more effective alternative to government subsidies.

RECURSIVE UTILITY,PRODUCTIVE GOVERNMENT EXPENDITURE AND OPTIMAL FISCAL POLICY

This paper employs a stochastic endogenous growth model extended to the case of a recursive utility function which can disentangle intertemporal substitution from risk aversion to analyze productive government expenditure and optimal fiscal policy, particularly stresses the importance of factor income. First, the explicit solutions of the central planner＇s stochastic optimization problem are derived, the growth maximizing and welfare-maximizing government expenditure policies are obtained and their standing in conflict or coincidence depends upon intertemporal substitution. Second, the explicit solutions of the representative individual＇s stochastic optimization problem which permits to tax on capital income and labor income separately are derived ,and it is found that the effect of risk on growth crucially depends on the degree of risk aversion,the intertemporal elasticity of substitution and the capital income share. Finally, a flexible optimal tax policy which can be internally adjusted to a certain extent is derived, and it is found that the distribution of factor income plays an important role in designing the optimal tax policy.

Research on the Policy Orientation of Government in Agricultural Industrialization Development

Governmental functions in agricultural industrialization management are analyzed, mainly including supplying public products, providing property right security, managing and protecting resources and environment as well as stabilizing the agro-product market. The policy orientation promoted by the government in agricultural industrialization management is pointed out: formulating a series of macro-management planning to guide and regulate agricultural industrialization operation; fully playing the comprehensive coordinating role of "economic manager"; making and carrying out relevant laws and regulations to normalize the implementation of agricultural industrialization management. To implement the industrial management of agriculture and promote the construction of new countryside, governments at all levels should eliminate the institutional barriers, transform governmental functions gradually and prioritize planning, regulation, service and supervision, changing from merely management to playing the role of market mechanism. Meanwhile, economic, legal and administrative means should be properly adopted to advance the industrial management and the healthy improvement of modern agriculture.

This article is a general review of the evolvement of HIV/AIDS-related public policies in China since 1980’s. It tracks the important laws, regulations and other governmental documents in regard to HIV/AIDS prevention mainly at central level.

Research on Policy Diffusion Path and Reproduction of River Chief System

The River Chief System (RCS) has evolved from local innovative practices to a national water governance strategy to address the current challenges in China’s water environmental management. In contrast to existing research that focuses on the strengths, weaknesses, and improvements of RCS, this study uses literature study to reveal the dynamic evolution of RCS through three phases, with RCS spreading from developed coastal areas to central and western inland regions. RCS’s diffusion path involves vertical diffusion between central and local levels and horizontal diffusion among local governments. Moreover, RCS has also achieved conceptual spillover, gradually expanding into other governance domains, such as the Lake Chief System, the Field Chief System, the Forestry Chief System, and the integration of multiple chief roles. However, it is essential to scrutinize the phenomenon of applying similar governance mechanisms to different areas, as it may result in challenges such as overburdening local governments, insufficient public participation, oversimplification of differences in natural resource endowments, and limited applicability. This study also provides suggestions on how to address these challenges. The study contributes theoretical insights and policy implications, providing a foundation for practical policy innovation.

How Government Policy Is Implemented in the Private University:A Case Study from China

This article is based on original research into institutional governance in private universities.It provides an in-depth qualitative study of how the private university in China has responded in practice to government policies.The analysis focuses on three dimensions:the roles of the university council,the president,and the university constitution.The study adopted two methods of data collection:31 separate semi-structured interviews with 21 informants as well as extensive documentary analysis.Findings revealed that while external policies provide an impetus for change for each university,how key actors in institutional governance understand these policies has a significant effect on how the policies are implemented.This can result in change that can be viewed as either symbolic alteration or as operational change.This study provides insights from an empirical investigation by way of a case study on private university governance in China,and also a referential perspective on the governance of private universities in general for policy makers,senior managers,and academics.

Canadian provincial, territorial, and federal government aging policies: A systematic review

In most countries, population aging is becoming more evident now that the first members of the large babyboom cohort have reached 65 years of age. As an accelerating increase in the number of older persons and the proportion of the public aged 65 and older will now occur, planning for population aging has become ever more crucially important. A systematic review of Canadian provincial, territorial, and federal government documents was undertaken to search for the existence of population aging policies, and to determine the aims and other content of the most current policy documents. Documents were identified in all but two jurisdictions of Canada (two northern territories). Document developers, and the aims and content of the 14 reviewed documents varied considerably. Some similarities were identified, however, including some common stated purposes for these documents - to address current issues and challenges facing older people and to plan ahead for a preferred future with population aging.

Public Agenda, Media Agenda and Policy Communication Process of Government Annual Reports:Based on the Survey in 19 Chinese Cities

Promoting direct policy communication between policy makers and the public is both an important function of government annual reports (GARs) and a key issue in democratic politics.According to this survey,conducted in 19 major cities in China,to promote the policy communication function of the GARs the government should make full use of changes in public policy communication habits and the convergence of public policy preferences in different groups while dealing with routine problems such as “public opinion deficits” and “being popular among the institutional staff but unnoticed the non-institutional staff.”

Construction of building energy conservation incentive policies under government regulation: Based on the subjects' behavior analysis

Building energy efficiency is a long-term strategy to achieve sustainable development, but the inconsistencies of main interests during the implementation lead to the need for government regulation in building energy conservation. Implementation of building energy efficiency of government regulation covers three aspects of construction and involves relevant participators, so the paper analyzes interests and roles of the related subjects in building energy saving, explore the motivations and its conversion mechanism of each player, and dissect the game relationship of associated earnings of developers' and consumers' behaviors selection under government control. Finally, the paper proposes basic requirements of building incentive policies for related subjects under government control to regulate the main behaviors of subjects in building energy efficient buildings and achieve energy efficiency goals and balance of all parties' benefits.

Alternative policy implementation: Theoretical explanation and case analysis of local government's action logic

Since the reform and opening up, the local government has played a key role in promoting the economic and social development of our country, and the effective implementation of the local government has become an important research topic. Therefore, based on the literature, the observation method of in-depth interviews, practice investigation and participation is adopted in this paper, which focuses on the implementation of special groups of social assistance policy. The theoretical framework of government' rational choice reveals the status of local government implementation policies and behavior behind the mechanism and organizational structure. The study found that:(1) the local government is easy to choose a quantifiable policy to implement;(2) there is a coexistence between the local government departments;(3) the local government selectively meets the needs of special personnel;(4) the local government's seeking political promotion and power leads to its behavior alienation.

The Government Supporting Policy for Sustainable Development of Small and Medium Industrial Enterprises in Vietnam

In recent years,the issues of sustainable development in general and enterprise's sustainable development have always been given special attention by government management agency,including small and mediumsize industrial enterprises.The study conducted a survey of 316 industrial SMEs in three regions of the North,Central and South of Vietnam with the main survey subjects being managers in enterprises.The main purpose of the study is to assess the impact of the government support policies compared to other factors developed in the research model affecting the sustainable development of small and medium-sized industrial enterprises(SMEs)in Vietnam.In this research,the authors employed exploratory factor analysis to identify 4 factors affecting the sustainable development of SMEs.The research results show that the government support policies have an important role but not strongly influence human resource factors,financial factor and social responsibility(SR)policies of enterprises in their sustainable development for industrial SMEs in Vietnam.

为准确把握财政政策对雾霾治理的影响,在确立财政政策投入和雾霾治理产出两个维度的基础上,建立评价指标体系,选取安徽省2 0 0 5 年-2 0 1 4 年评价数据,建立T0 P S IS模型,进行实证评价.结果表明：总体上,安徽省财政政策对雾霾治理影响效应表现逐年削弱的变化特征.其次,分阶段来看,2 0 1 0年以前,安徽省财政政策对雾霾治理的影响出现“W ” 型变化特征,即“削弱-增强-削弱-增强” 的变化.2 0 1 1年-2 0 1 3年财政政策效果快速下降;2 0 1 4年以来,财政政策对雾霾治理的影响有增强的趋势.再次,财政资金使用不科学,技术创新不足一定程度上削弱了财政政策对雾霾治理的影响效应.为进一步增强财政政策对雾霾治理的积极影响,充分发挥财政职能,建议完善财政资金的专项转移支付制度,推进资源税制改革,完善相关财政专项补贴政策,推进财政政策绩效评价.

An Analysis of Government Behavior in China's Dairy Industry

The quality of agricultural products should be regulated and guided by the industrial association consisting of various links of agricultural production chain. The government has to purchase the regulatory services from agricultural associations. In the production of dairy products in China,the improper government intervention has been in violation of the socialist market economic law,resulting in damage to the node enterprises on the dairy production chain. Therefore,it is necessary to establish the agricultural associations to ensure the quality of agricultural products.

Government Data Openness and Coverage. How do They Affect Trust in European Countries?

Purpose: This paper aims to assess if the extent of openness and the coverage of data sets released by European governments have a significant impact on citizen trust in public institutions.Design/methodology/approach: Data for openness and coverage have been collected from the Open Data Inventory 2018(ODIN), by Open Data Watch;institutional trust is built up as a formative construct based on the European Social Survey(ESS), Round 9. The relations between the open government data features and trust have been tested on the basis of structural equation modelling(SEM).Findings: The paper reveals that as European governments improve data openness, disaggregation, and time coverage, people tend to trust them more. However, the size of the effect is still small and, comparatively, data coverage effect on citizens' confidence is more than twice than the impact of openness.Research limitations: This paper analyzes the causal effect of Open Government Data(OGD) features captured in a certain moment of time. In upcoming years, as OGD is implemented and a more consistent effect on people is expected, time series analysis will provide with a deeper insight.Practical implications: Public officers should continue working in the development of a technological framework that contributes to make OGD truly open. They should improve the added value of the increasing amount of open data currently available in order to boost internal and external innovations valuable both for public agencies and citizens.Originality/value: In a field of knowledge with little quantitative empirical evidence, this paper provides updated support for the positive effect of OGD strategies and it also points out areas of improvement in terms of the value that citizens can get from OGD coverage and openness.

The Positive Role of Governance in the Way Environmental Policies Impact Technological Innovation

Against the backdrop of the knowledge economy, global economy is goingthrough a major transformation. How to alleviate the pressure of resources and the environ-ment and to achieve the sustainable development of the economy has become a global agenda.China＇ s economy growth has been rapid for decades since the reform and opening up policy,but this has also been a great drain on China＇ s resources and the environment, which is an ur-gent problem to tackle. In recently years, the Chinese government has launched many environ-mental policies in the hope of encouraging technological innovation to guarantee the sustain-able development of the economy. However, research suggested that technological innovationis negatively correlated with environmental policies in most scenarios. In some cases, the num-ber of technological innovation decreases after policies take effect and increases after a whilelike a U - curve. In order to solve this problem, I decided to analyze the panel data from 80provinces in China between 2008 and 2014 and conclude that local governance can implementenvironmental regulations while having a positive impact on the technological innovation inenterprises. In the conclusion, suggestions are given to local governments on how to better en-force environmental policies.
