The Leading Role of Governments in Promoting Chinese Agricultural Clean Production

On the basis of summarizing agricultural clean production,the theoretical basis of the leading role displayed by the government in promoting agricultural clean production is expounded.The characteristics of agricultural products,such as the hidden environment quality of agricultural production,spillover of profits and the benefits,make governments to display the leading role in promoting agricultural clean production at the primary stage in particular.The restrictive factors in promoting Chinese agricultural clean production are put forward,which include idea restriction,technology restriction,talent restriction,economic restriction and policy restriction.Countermeasures which should be adopted by governments on promoting Chinese agricultural clean production are put forward.Firstly,the laws and regulations for promoting agricultural clean production should be established and perfected gradually;secondly,the evaluation system for agricultural clean production should be established;thirdly,the promotion on agricultural clean production should be intensified;fourthly,the practical technologies and applications of agricultural clean production should be guided;fifthly,the industrialized operation of ecological agriculture should be vigorously promoted.

Economic Responsibility Audit Transformation and Development of Township Party and Government Leading Cadres - Problems and Countermeasures

With the implementation of a series of policies to support rural development,such as the national rural revitalization strategy and poverty alleviation,the economic responsibility audit of township party and government leading cadres has been given new responsibilities and missions.However,some grass-roots audit institutions are faced with practical difficulties such as the solidification of audit thinking,slow progress of audit informatization construction,and large gap of grass-roots audit resources.The only way to overcome the difficulties is to explore the transfonnation of the economic responsibility audit and countermeasures of the township party and government leading cadres by tracing the source and adapting measxires according to the difficulties.

PHOTOREALISTIC COMPUTER GRAPHICS FORENSICS BASED ON LEADING DIGIT LAW

As the advent and growing popularity of image rendering software,photorealistic computer graphics are becoming more and more perceptually indistinguishable from photographic images.If the faked images are abused,it may lead to potential social,legal or private consequences.To this end,it is very necessary and also challenging to find effective methods to differentiate between them.In this paper,a novel leading digit law,also called Benford's law,based method to identify computer graphics is proposed.More specifically,statistics of the most significant digits are extracted from image's Discrete Cosine Transform(DCT) coefficients and magnitudes of image's gradient,and then the Support Vector Machine(SVM) based classifiers are built.Results of experiments on the image datasets indicate that the proposed method is comparable to prior works.Besides,it possesses low dimensional features and low computational complexity.

Evolution and Governance of the Structure of Marine Economic Networks in China’s Coastal Areas: Based on Sea-related A-share Listed Companies

Data on discrete,isolated attributes of the marine economy are often used in traditional marine economic research.However,as the focus of urban research shifts from internal static attributes to external dynamic linkages,the importance of marine economic net-work research is beginning to emerge.The construction of the marine economic network in China’s coastal areas is necessary to change the flow of land and sea resources and optimize regional marine economic development.Employing data from headquarters and branches of sea-related A-share listed enterprises to construct the marine economic network in China,we use social network analysis(SNA)to discuss the characteristics of its evolution as of 2010,2015,and 2020 and its governance.The following results were obtained.1)In terms of topological characteristics,the scale of the marine economic network in China’s coastal areas has accelerated and expan-ded,and the connections have become increasingly close;thus,this development has complex network characteristics.2)In terms of spatial structure,the intensity of the connection fluctuates and does not form stable development support;the group structure gradually becomes clear,but the overall pattern is fragmented;there are spatial differences in marine economic agglomeration radiation;the radi-ation effect of the eastern marine economic circle is obvious;and the polarization effect of northern and southern marine economic circles is significant.On this basis,we construct a framework for the governance of a marine economic network with the market,the government,and industry as the three governing bodies.By clarifying the driving factors and building objectives of marine economic network construction,this study aims to foster the high-quality development of China’s marine economy.

The Impact of Government Supervision and Consumer Purchasing Behavior on Food Safety

This paper aims at the theoretical analysis to the impact of government supervision and consumer purchasing behavior on food quality security, so as to look for safety strategies and measures to strengthen and improve the level of food safety in China. Reputation mechanism is introduced and Bayesian approach is based on, in which government supervision as well as consumer purchasing behavior is taken as crucial factors to impact on the food quality security. As to the proposed quantitative indicators, government supervision includes exposure rate, fine and etc.;at the same time, consumer purchasing behavior includes consumer’s WTP for security food and consumer expectations to food safety. Taking China’s dairy industry as an example, it makes simulation by Netlog. The results show that consumer purchasing behavior alone has little effect on the dairy companies’ decision-making to be honest or counterfeiting enterprises. However, combination government supervision with purchasing behavior has great impact, and plays very good effects on food safety.

The transformation of China＇s economic and government functions

There is an urgent need for China's rural land transfer in order to develop modern agriculture,ensure food security,transfer rural population,and accelerate industrialization and urbanization.At present,there is still disordered transfer of rural land in China,making the interests of the transferors and transferees difficult to be effectively guaranteed;there is inefficient transfer,leading to decline in actual agricultural production level after transfer;there is jobless transfer,leading to difficult placement for rural surplus labor after transfer,seriously restricting rural land transfer.Therefore,the Chinese government's legal responsibility,economic responsibility and social responsibility in rural land transfer should be further strengthened.

Observations and modelling of the travel time delay and leading negative phase of the 16 September 2015 Illapel,Chile tsunami

The systematic discrepancies in both tsunami arrival time and leading negative phase(LNP)were identified for the recent transoceanic tsunami on 16 September 2015 in Illapel,Chile by examining the wave characteristics from the tsunami records at 21 Deep-ocean Assessment and Reporting of Tsunami(DART)sites and 29 coastal tide gauge stations.The results revealed systematic travel time delay of as much as 22 min(approximately 1.7%of the total travel time)relative to the simulated long waves from the 2015 Chilean tsunami.The delay discrepancy was found to increase with travel time.It was difficult to identify the LNP from the near-shore observation system due to the strong background noise,but the initial negative phase feature became more obvious as the tsunami propagated away from the source area in the deep ocean.We determined that the LNP for the Chilean tsunami had an average duration of 33 min,which was close to the dominant period of the tsunami source.Most of the amplitude ratios to the first elevation phase were approximately 40%,with the largest equivalent to the first positive phase amplitude.We performed numerical analyses by applying the corrected long wave model,which accounted for the effects of seawater density stratification due to compressibility,self-attraction and loading(SAL)of the earth,and wave dispersion compared with observed tsunami waveforms.We attempted to accurately calculate the arrival time and LNP,and to understand how much of a role the physical mechanism played in the discrepancies for the moderate transoceanic tsunami event.The mainly focus of the study is to quantitatively evaluate the contribution of each secondary physical effect to the systematic discrepancies using the corrected shallow water model.Taking all of these effects into consideration,our results demonstrated good agreement between the observed and simulated waveforms.We can conclude that the corrected shallow water model can reduce the tsunami propagation speed and reproduce the LNP,which is observed for tsunamis that have propagated over long distances frequently.The travel time delay between the observed and corrected simulated waveforms is reduced to<8 min and the amplitude discrepancy between them was also markedly diminished.The incorporated effects amounted to approximately 78%of the travel time delay correction,with seawater density stratification,SAL,and Boussinesq dispersion contributing approximately 39%,21%,and 18%,respectively.The simulated results showed that the elastic loading and Boussinesq dispersion not only affected travel time but also changed the simulated waveforms for this event.In contrast,the seawater stratification only reduced the tsunami speed,whereas the earth’s elasticity loading was responsible for LNP due to the depression of the seafloor surrounding additional tsunami loading at far-field stations.This study revealed that the traditional shallow water model has inherent defects in estimating tsunami arrival,and the leading negative phase of a tsunami is a typical recognizable feature of a moderately strong transoceanic tsunami.These results also support previous theory and can help to explain the observed discrepancies.
