Study on Issues Concerning Regional Intergovernmental Cooperative Governance in Guangxi Beibu Gulf Economic Zone

Guangxi Beibu Gulf Economic Zone has taken the initiative to explore how to promote public administration of interregional local governments and achieved some success in recent years. However, there are still many problems as follows: the cooperation never goes deep;the cooperative governance is devoid of necessary system guarantee and information exchange and share platform. We analyse the status quo of cooperation in regional intergovernmental public administration as follows: it integrates the hierarchy power of government; it sponsors the forum for strengthening public administration and deepening cooperation in Beibu Gulf Economic Zone; it accelerates regional transportation system building; it sets up public administration institution; it quickens the pace of innovation of management and system in Beibu Gulf Economic Zone. Finally we put forward the path to construction of regional government cooperative governance so as to promote sustainable regional development as follows: construct the composite regional administrative cooperative governance model; construct the regional administrative network organization governance model; construct regional administrative special-project-based intergovernmental cooperative governance model; construct long-term flexible regional administrative cooperative mechanism.

The Fulfillment of Government Responsibilities in the Collaborative Governance of Rural Water Pollution

Rural environmental pollution is becoming more and more serious, which has become an important problem to be solved urgently in our country under the background of the new era. Protecting the ecological environment is one of the important functions of the government, and protecting the rural water environment is the unshirkable responsibility of the local governments. As the main body of rural water pollution control, how to define and fulfill the local governments’ responsibilities is of great significance to the advancement of the overall governance work. This paper starts from the local governments, which are the important main body of rural environmental governance. By comparing the similarities and differences between the performance of government responsibilities under the traditional governance model and the collaborative governance model, clarifies the governance responsibilities of the local governments. And further explores the effective measures for the government to play the main role, fulfill the main responsibilities, and participate in the collaborative governance of rural water pollution.

Influence mechanism of government subsidy on the green transformation of coal company in China

The optimization of government subsidies to enhance the efficiency of coal companies’green transformation constitutes a critical component in the pursuit of global sustainability.We investigate the influence mechanism of government subsidies on the green transformation using data from the listed coal companies in China from 2007 to 2022.According to our findings and hypothesis testing,previous government subsidies did not have a significant direct impact on coal companies’green transformation.Nevertheless,government subsidies can help coal companies transition to greener practices by promoting innovative green initiatives.Furthermore,we confirmed an indirect route:that government subsidies enable the adoption of low-carbon initiatives,which in turn could facilitate the transition of coal companies towards green practices.In addition,we discovered that the coal company’s digitization will improve this indirect route.Thus,we propose increasing the effectiveness of government subsidies in facilitating coal companies’transition to green practices by focusing on technological advancements and enhancing company digitalization.

Central environmental protection inspection and carbon emission reduction: A tripartite evolutionary game model from the perspective of carbon neutrality

Since the carbon neutrality target was proposed,many countries have been facing severe challenges to carbon emission reduction sustainably.This study is conducted using a tripartite evolutionary game model to explore the impact of the central environmental protection inspection(CEPI)on driving carbon emission reduction,and to study what factors influence the strategic choices of each party and how they interact with each other.The research results suggest that local governments and manufacturing enterprises would choose strategies that are beneficial to carbon reduction when CEPI increases.When the initial willingness of all parties increases 20%,50%—80%,the time spent for the whole system to achieve stability decreases from 100%,60%—30%.The evolutionary result of“thorough inspection,regulation implementation,low-carbon management”is the best strategy for the tripartite evolutionary game.Moreover,the smaller the cost and the larger the benefit,the greater the likelihood of the three-party game stability strategy appears.This study has important guiding significance for other developing countries to promote carbon emission reduction by environmental policy.

Inter-agency government information sharing under data-driven blockchain framework

The inter-agency government information sharing(IAGIS)plays an important role in improving service and efficiency of government agencies.Currently,there is still no effective and secure way for data-driven IAGIS to fulfill dynamic demands of information sharing between government agencies.Motivated by blockchain and data mining,a data-driven framework is proposed for IAGIS in this paper.Firstly,the blockchain is used as the core to design the whole framework for monitoring and preventing leakage and abuse of government information,in order to guarantee information security.Secondly,a four-layer architecture is designed for implementing the proposed framework.Thirdly,the classical data mining algorithms PageRank and Apriori are applied to dynamically design smart contracts for information sharing,for the purposed of flexibly adjusting the information sharing strategies according to the practical demands of government agencies for public management and public service.Finally,a case study is presented to illustrate the operation of the proposed framework.

Research and Experience Reference on China’s Implementation of Low Carbon Strategy

Economic development has brought about global greenhouse gas emissions, which in turn has brought about global climate change. This research paper aims to compare the strengths and weaknesses that China has demonstrated in the implementation of its low-carbon city strategy and to summarise the valuable experience that China can provide to the world in the implementation of its low-carbon city strategy. This essay analyses in depth the advantages that China has shown in the areas of renewable energy use and government mechanisms, as well as the shortcomings that it has shown in the areas of eco-efficiency industrial structure and capacity upgrading. Then, the paper summarises the successful experiences of the Chinese government in the establishment of renewable energy use and governmental mechanisms, such as the local government’s ability to coordinate multiple sectors (industrial sector, energy sector, etc.) and the implementation of responsibilities. In comparison, the paper also further discusses that China’s implementation of a low-carbon strategy in the future may have more eco-efficiency, industrial structure and capacity upgrading.

Exploration of the Impact Mechanism of Government Credibility Based on Variable Screening Method

Government credibility is an important asset of contemporary national governance, an important criterion for evaluating government legitimacy, and a key factor in measuring the effectiveness of government governance. In recent years, researchers’ research on government credibility has mostly focused on exploring theories and mechanisms, with little empirical research on this topic. This article intends to apply variable selection models in the field of social statistics to the issue of government credibility, in order to achieve empirical research on government credibility and explore its core influencing factors from a statistical perspective. Specifically, this article intends to use four regression-analysis-based methods and three random-forest-based methods to study the influencing factors of government credibility in various provinces in China, and compare the performance of these seven variable selection methods in different dimensions. The research results show that there are certain differences in simplicity, accuracy, and variable importance ranking among different variable selection methods, which present different importance in the study of government credibility issues. This study provides a methodological reference for variable selection models in the field of social science research, and also offers a multidimensional comparative perspective for analyzing the influencing factors of government credibility.

Modeling Solid Waste Minimization Performance at Source in Dar es Salaam City, Tanzania

Municipal solid waste generation is strongly linked to rising human population and expanding urban areas, with significant implications on urban metabolism as well as space and place values redefinition. Effective management performance of municipal solid waste management underscores the interdisciplinarity strategies. Such knowledge and skills are paramount to uncover the sources of waste generation as well as means of waste storage, collection, recycling, transportation, handling/treatment, disposal, and monitoring. This study was conducted in Dar es Salaam city. Driven by the curiosity model of the solid waste minimization performance at source, study data was collected using focus group discussion techniques to ward-level local government officers, which was triangulated with literature and documentary review. The main themes of the FGD were situational factors (SFA) and local government by-laws (LGBY). In the FGD session, sub-themes of SFA tricked to understand how MSW minimization is related to the presence and effect of services such as land use planning, availability of landfills, solid waste transfer stations, material recovery facilities, incinerators, solid waste collection bins, solid waste trucks, solid waste management budget and solid waste collection agents. Similarly, FGD on LGBY was extended by sub-themes such as contents of the by-law, community awareness of the by-law, and by-law enforcement mechanisms. While data preparation applied an analytical hierarchy process, data analysis applied an ordinary least square (OLS) regression model for sub-criteria that explain SFA and LGBY;and OLS standard residues as variables into geographically weighted regression with a resolution of 241 × 241 meter in ArcMap v10.5. Results showed that situational factors and local government by-laws have a strong relationship with the rate of minimizing solid waste dumping in water bodies (local R square = 0.94).

Analysis of Influencing Factors of Work Motivation of Government Employees Based on MaxDiff Model:Evidence from Jiangmen City

The purpose of this paper is to use the MaxDiff model to explore the factors influencing the work motivation of staff in certain government agencies in Jiangmen City,and to conduct relevant empirical analyses.The study aims to propose strategies for improving work motivation among these staff members.The results indicate that the most significant factors affecting the work motivation of staff in Jiangmen government agencies are salary and remuneration,additional welfare benefits,and the power to make decisions about their own work.In contrast,factors such as a sense of belonging to the work unit,recognition of their work,and job security are less important.Therefore,it is recommended that government agencies in Jiangmen City increase the salaries and benefits of their staff and provide them with more decision-making power.This approach will stimulate their desire to work,enhance their motivation,improve the efficiency of government agencies,and elevate the level of public service.Ultimately,these measures will support the construction of a harmonious,stable,and orderly society.

Net Pension Liability Impact on School Districts after Incorporation of Governmental Accounting Standards Boards (GASB) Statement Number 68

This paper analyzes twenty school districts in the state of Pennsylvania and applies ratio analysis to understand the potential effect of GASB number 68 on the financial statements of these entities.The financial statements were picked on a random basis from the Electronic Municipal Market Access[1]database.EMMA is a research and data retrieval system of the Municipal Securities Rulemaking Board(MSRB).The MSRB provides resources to trade municipal bonds and access to the financial statements of entities selling these securities.The paper was developed as a result of the requirement by GASB to“recognize their long-term obligation for pension benefits as a liability for the first time,and to more comprehensively and comparably measure the annual costs of pension benefits”[2].The public schools in Pennsylvania incorporated GASB number 68 for the fiscal year ended June 30,2015 and restated the financial statements for the fiscal year ended June 30,2014.The effects of these restatements created a situation where most of these districts now show a negative fund balance caused by an increase of liabilities of over one hundred percent.Many of the decision makers are uncertain of the long-term changes that this recognition will have on the operations of the school district.Bond ratings have suffered because of the volatility and uncertainty causing negative effects on the balance sheet,increased current recognition of pension expenses,and a possible interest rate increase.All of these effects are illustrated in this paper.This is at a time where many people are questioning the performance of many of the school districts.

Impact of environmental governance PPP project on government performance from the perspective of value co-creation

Under the background of public-private cooperation in environmental governance,there are conflicts in the value of governance subjects based on differences in objectives and behavior heterogeneity.From the perspective of value co-creation theory,the questionnaire data and correlation structure measurement linked list are used to investigate the internal mechanism of value co-creation behavior affecting government performance.The results of the study show that value co-creation behavior has a significant positive impact on government performance,and partnership plays a mediating role in value co-creation behavior and government performance.The study reveals that whether value co-creation behavior can affect government performance depends on the partnership among the government,enterprises and the public,and the participants realize the interest demands to form value co-creation behavior,and innovate the realization path to improve government performance.This paper expands the research perspective of the influencing factors of value co-creation behavior,deepens the value cognition of multi-subject behavior,and provides a theoretical reference for environmental governance and improving government performance.

The governance framework for renewable energy and the building sector in China

Renewable energy and building in the People's Republic of China are (besides the transport sector) two of the most challenging areas when it comes to sustainable development yet among the strongest prospects of establishing synergies in total green house gas emission reduction.However any kind of development or advancement in those sectors can only take place within the political and legal governance framework of the People's Republic of China.Any such governance framework naturally does offer incentives and also poses challenges to local and national initiatives and sustainability as a sum of all industrious activities.Undoubtedly it is the Government's goal to develop a world-class renewable energy industry.Likewise building and construction may well serve as tools for promoting and mainstreaming sustainability and sustainable use of energy.However in China governance is understood strictly in a top down manner.It is time to empower the energy and building sectors and normal citizens alike to take the lead in preserving and creating a healthy living environment in the People's Republic of China.For sustainable housing and renewable energy integration,decisive strategic policy support from the central and local governments is essential.

Multilingual Sentiment Mining System to Prognosticate Governance

In the age of the internet,social media are connecting us all at the tip of our fingers.People are linkedthrough different social media.The social network,Twitter,allows people to tweet their thoughts on any particular event or a specific political body which provides us with a diverse range of political insights.This paper serves the purpose of text processing of a multilingual dataset including Urdu,English,and Roman Urdu.Explore machine learning solutions for sentiment analysis and train models,collect the data on government from Twitter,apply sentiment analysis,and provide a python library that classifies text sentiment.Training data contained tweets in three languages:English:200k,Urdu:200k and Roman Urdu:11k.Five different classification models are applied to determine sentiments,and eventually,the use of ensemble technique to move forward with the acquired results is explored.The Logistic Regression model performed best with an accuracy of 75%,followed by the Linear Support Vector classifier and Stochastic Gradient Descent model,both having 74%accuracy.Lastly,Multinomial Naïve Bayes and Complement Naïve Bayes models both achieved 73%accuracy.
