Land transfer is the necessity in terms of promoting agricultural scale operation and improving production efficiency; proving opportunities for narrowing urban and rural gap; realizing rural surplus labor transfer and facilitating urbanization. Major problems in the existing rural land transfer are analyzed:unclear laws and regulations and rural land transfer lacks relevant legal protection;rural social security system is imperfect and can not solve farmers' worries after land transfer; farmers and local governments are restricted by traditional ideas and it is hard to carry out the land transfer policies; rural system construction is relatively backward and the rural land transfer market is immature. However, ...This paper contains research on strategic decision-making in a local government. In a profit-oriented organization, the option that maximizes profits tends involve reaching an agreement between stakeholders. However, there is tendency for stakeholders to differ in their beliefs as to what is desirable particularly in a non-profit organization. In a local government, it is especially difficult for the interests of a stakeholder group to be completely in agreement. This research considers the use of the analytical hierarchy process (Saaty, 1971) as a solution for one of the difficulties of decision-making in a local government. This research is a case study to explore the strategy of a local Japanese healthcare management organization. The conclusion was drawn to decide which strategic option should be taken by using the analytical hierarchy process. Also, it was found what to work on a countermeasure that prevents the negative effects that are generated by selecting the strategic option.展开更多
This paper analyzes twenty school districts in the state of Pennsylvania and applies ratio analysis to understand the potential effect of GASB number 68 on the financial statements of these entities.The financial stat...This paper analyzes twenty school districts in the state of Pennsylvania and applies ratio analysis to understand the potential effect of GASB number 68 on the financial statements of these entities.The financial statements were picked on a random basis from the Electronic Municipal Market Access[1]database.EMMA is a research and data retrieval system of the Municipal Securities Rulemaking Board(MSRB).The MSRB provides resources to trade municipal bonds and access to the financial statements of entities selling these securities.The paper was developed as a result of the requirement by GASB to“recognize their long-term obligation for pension benefits as a liability for the first time,and to more comprehensively and comparably measure the annual costs of pension benefits”[2].The public schools in Pennsylvania incorporated GASB number 68 for the fiscal year ended June 30,2015 and restated the financial statements for the fiscal year ended June 30,2014.The effects of these restatements created a situation where most of these districts now show a negative fund balance caused by an increase of liabilities of over one hundred percent.Many of the decision makers are uncertain of the long-term changes that this recognition will have on the operations of the school district.Bond ratings have suffered because of the volatility and uncertainty causing negative effects on the balance sheet,increased current recognition of pension expenses,and a possible interest rate increase.All of these effects are illustrated in this paper.This is at a time where many people are questioning the performance of many of the school districts.展开更多
Different types of pandemics that have appeared from time to time have changed many aspects of daily life.Some governments encourage their citizens to use certain applications to help control the spread of disease and...Different types of pandemics that have appeared from time to time have changed many aspects of daily life.Some governments encourage their citizens to use certain applications to help control the spread of disease and to deliver other services during lockdown.The Saudi government has launched several mobile apps to control the pandemic and have made these apps available through Google Play and the app store.A huge number of reviews are written daily by users to express their opinions,which include significant information to improve these applications.The manual processing and extracting of information from users’reviews is an extremely difficult and time-consuming task.Therefore,the use of intelligent methods is necessary to analyse users’reviews and extract issues that can help in improving these apps.This research aims to support the efforts made by the Saudi government for its citizens and residents by analysing the opinions of people in Saudi Arabia that can be found as reviews on Google Play and the app store using sentiment analysis and machine learning methods.To the best of our knowledge,this is the first study to explore users’opinions about governmental apps in Saudi Arabia.The findings of this analysis will help government officers make the right decisions to improve the quality of the provided services and help application developers improve these applications by fixing potential issues that cannot be identified during application testing phases.A new dataset used for this research includes 8000 user reviews gathered from social media,Google Play and the app store.Different methods are applied to the dataset,and the results show that the k nearest neighbourhood(KNN)method generates the highest accuracy compared to other implemented methods.展开更多

The results show that the endowment of land resources correlates negatively with the scale of farmland conversion, and the population, the tendency of exceeding capital investment and the competition of research and development input correlate positively with the scale of farmland conversion. According to these research results, corresponding policies and countermeasures are put forward: we should overhaul the system of performance evaluation of local governmental officials; we should normalize the local governmental competitive behavior.展开更多

Together with the 2003 Mass Housing Act, 14 legal regulations were enacted between 2002 and 2008 to expand the field of activity and increase the funds of TOKI (Governmental Mass Housing Administration) which was already established during ANAP (the Motherland Party) Government in 1980s. As a result of those regulations, TOKI, as the "latest goddess of the construction myth", became the only authorized organization in the field of housing and land production in AKP's cities. It acquired new duties from generating profit-oriented projects to protecting historical texture, and it was authorized to make and approve zoning plans for the lands and plots handed over to TOKI of the last government (the Justice and Welfare Party) created as an investor-entrepreneur-contractor-performer group. The optimization of government subsidies to enhance the efficiency of coal companies’green transformation constitutes a critical component in the pursuit of global sustainability.We investigate the influence mechanis...The optimization of government subsidies to enhance the efficiency of coal companies’green transformation constitutes a critical component in the pursuit of global sustainability.We investigate the influence mechanism of government subsidies on the green transformation using data from the listed coal companies in China from 2007 to 2022.According to our findings and hypothesis testing,previous government subsidies did not have a significant direct impact on coal companies’green transformation.Nevertheless,government subsidies can help coal companies transition to greener practices by promoting innovative green initiatives.Furthermore,we confirmed an indirect route:that government subsidies enable the adoption of low-carbon initiatives,which in turn could facilitate the transition of coal companies towards green practices.In addition,we discovered that the coal company’s digitization will improve this indirect route.Thus,we propose increasing the effectiveness of government subsidies in facilitating coal companies’transition to green practices by focusing on technological advancements and enhancing company digitalization.展开更多
The inter-agency government information sharing(IAGIS)plays an important role in improving service and efficiency of government agencies.Currently,there is still no effective and secure way for data-driven IAGIS to fu...The inter-agency government information sharing(IAGIS)plays an important role in improving service and efficiency of government agencies.Currently,there is still no effective and secure way for data-driven IAGIS to fulfill dynamic demands of information sharing between government agencies.Motivated by blockchain and data mining,a data-driven framework is proposed for IAGIS in this paper.Firstly,the blockchain is used as the core to design the whole framework for monitoring and preventing leakage and abuse of government information,in order to guarantee information security.Secondly,a four-layer architecture is designed for implementing the proposed framework.Thirdly,the classical data mining algorithms PageRank and Apriori are applied to dynamically design smart contracts for information sharing,for the purposed of flexibly adjusting the information sharing strategies according to the practical demands of government agencies for public management and public service.Finally,a case study is presented to illustrate the operation of the proposed framework.展开更多
Since the carbon neutrality target was proposed,many countries have been facing severe challenges to carbon emission reduction sustainably.This study is conducted using a tripartite evolutionary game model to explore ...Since the carbon neutrality target was proposed,many countries have been facing severe challenges to carbon emission reduction sustainably.This study is conducted using a tripartite evolutionary game model to explore the impact of the central environmental protection inspection(CEPI)on driving carbon emission reduction,and to study what factors influence the strategic choices of each party and how they interact with each other.The research results suggest that local governments and manufacturing enterprises would choose strategies that are beneficial to carbon reduction when CEPI increases.When the initial willingness of all parties increases 20%,50%—80%,the time spent for the whole system to achieve stability decreases from 100%,60%—30%.The evolutionary result of“thorough inspection,regulation implementation,low-carbon management”is the best strategy for the tripartite evolutionary game.Moreover,the smaller the cost and the larger the benefit,the greater the likelihood of the three-party game stability strategy appears.This study has important guiding significance for other developing countries to promote carbon emission reduction by environmental policy.展开更多

文摘The first Anti-Domestic Violence Law of the People's Republic of China came into effect on March 1, 2016, which filled the vacancy of anti-domestic violence law in the legal system of China. The anti-domestic violence law is aimed at preventing and avoiding domestic violence, protecting lawful rights and interests of family members, maintaining a peaceful, harmonious and civilized family relation and promoting family harmony and social stability. The process of implementing the anti-domestic violence law is not accomplished at one stroke;instead, it is a systematic engineering needing to be done with efforts from all directions. The government, as the strongest supporter of citizens, shall take corresponding responsibilities in the process of implementing the anti- domestic violence law, especially the governmental responsibility of relief measure in the process of implementing anti-domestic violence.

文摘The thesis of this paper is that the digital noosphere of the World Wide Web and its users,the borderless move of virtually all resources of the planet,and the consequent globalization of most aspects of national politics,economy,and culture,along with the increasing difficulty of controlling the related high-tech military conflicts,human-made environmental crises,and the abnormal migrations of abused people now make it inevitable to leave behind the competitive international chaos rooted in humankind’s animal past and turn to the cooperative social spirit recommended by Aristotle,Lao Tzu,Jesus,Dante,H.G.Wells,Martin Luther King Jr.,John Lennon,Nicholas Hagger,and others to finally translate their aspirations into actions via establishing the Government of Earth for the decent and free.The paper presents a five-step,15-year,~$25B plan to start this process.That this plan has nothing to do with the Godless work of secret societies,the authoritarian urges of renewed fascism or the political absurdities of Marxism-Leninism it is relayed by the envisioned Intercontinental Education System of the outlined Government of Earth to teach every child on the planet-via a new community of digitally linked extraordinary teachers-for the beauty of lifelong learning,tolerance,duty,honor,free cooperation,and artful communication for divine missions.

文摘The optimization of government subsidies to enhance the efficiency of coal companies’green transformation constitutes a critical component in the pursuit of global sustainability.We investigate the influence mechanism of government subsidies on the green transformation using data from the listed coal companies in China from 2007 to 2022.According to our findings and hypothesis testing,previous government subsidies did not have a significant direct impact on coal companies’green transformation.Nevertheless,government subsidies can help coal companies transition to greener practices by promoting innovative green initiatives.Furthermore,we confirmed an indirect route:that government subsidies enable the adoption of low-carbon initiatives,which in turn could facilitate the transition of coal companies towards green practices.In addition,we discovered that the coal company’s digitization will improve this indirect route.Thus,we propose increasing the effectiveness of government subsidies in facilitating coal companies’transition to green practices by focusing on technological advancements and enhancing company digitalization.

文摘The inter-agency government information sharing(IAGIS)plays an important role in improving service and efficiency of government agencies.Currently,there is still no effective and secure way for data-driven IAGIS to fulfill dynamic demands of information sharing between government agencies.Motivated by blockchain and data mining,a data-driven framework is proposed for IAGIS in this paper.Firstly,the blockchain is used as the core to design the whole framework for monitoring and preventing leakage and abuse of government information,in order to guarantee information security.Secondly,a four-layer architecture is designed for implementing the proposed framework.Thirdly,the classical data mining algorithms PageRank and Apriori are applied to dynamically design smart contracts for information sharing,for the purposed of flexibly adjusting the information sharing strategies according to the practical demands of government agencies for public management and public service.Finally,a case study is presented to illustrate the operation of the proposed framework.

文摘Since the carbon neutrality target was proposed,many countries have been facing severe challenges to carbon emission reduction sustainably.This study is conducted using a tripartite evolutionary game model to explore the impact of the central environmental protection inspection(CEPI)on driving carbon emission reduction,and to study what factors influence the strategic choices of each party and how they interact with each other.The research results suggest that local governments and manufacturing enterprises would choose strategies that are beneficial to carbon reduction when CEPI increases.When the initial willingness of all parties increases 20%,50%—80%,the time spent for the whole system to achieve stability decreases from 100%,60%—30%.The evolutionary result of“thorough inspection,regulation implementation,low-carbon management”is the best strategy for the tripartite evolutionary game.Moreover,the smaller the cost and the larger the benefit,the greater the likelihood of the three-party game stability strategy appears.This study has important guiding significance for other developing countries to promote carbon emission reduction by environmental policy.
