Government Management Innovation in the Age of Big Data

Both opportunities and challenges are currently faced by government management innovation in the age of ＂big data＂. Traditionally, relative studies view the management of governments as the effective means to improve governmental services, without really understanding the structural influence of big data and network technology on governmental mode of thinking. Against such backdrop, this paper tries to conduct critical analysis based upon traditional outcomes in this regard, trying to make full use of the function of big data technology. With these efforts, this paper contributes to the building of an interaction theory that could promote transparency of information and customization and segmentation of the policies. By constructing a mode in which management could be carried out based on the law of big data, by building an information management system in which balance could be achieved between responsibility and freedom, by promoting the rebalancing among public power, online civil society and civil rights, the innovation of governmental management would be achieved.

Research on Government Emergency Management Strategy Based on Public Health Incidents

It is the government's basic responsibility to ensure public health safety.However,due to the influence of the environment and human beings,some public health incidents are still inevitable,endangering public health and undermining social stability.However,any public health incident is traceable,and there will be a process from latent period to outbreak.Therefore,the government needs to grasp the key points of health incidents,strengthen emergency management,and ensure social stability and public safety.

The Transformation of government economy management function on a sustainable development of the environment

The ever-changing and developing ecological environment determines the functions of government to be followed by changes in economic management. The pursuit of short-term economic growth, ignoring the social promotion, will lead to excessive consume the earth＇ s resources and deteriorate environment, which pose a serious threat for the overall development of the human. Reality shows that the traditional development model faced with severe challenges. Thus, to solve environmental problems and achieve sustainable human development has become starting point and destination for the world＇ s governments to consider all issues. Government, as the actors on the path of sustainable development, is imperative to change the government＇ s economic management functions to genuinely achieve economic, social and environmental comprehensive, coordinated and sustainable development. Implementation the strategy of sustainable development requires the Chinese government at least to adopt the ideology of overall and coordinated development in the head, follow the objective law and transfer the functions of government management of the economy on the basis of sustainable development.

Research to Improve the Effectiveness of the Government＇s Economic Management of Performance Management

Government Performance Management is a new government management pattern. It plays an important role in the development of the local government and an important part of the government human resource management. Since China began to implement its government performance management, it has obtained some initial results. But it is still in the exploratory and improvement stage. Because a lot of problems arise in the actual operation process, so theoretical research and practice experience need to be further improved. Therefore, analyzing the local government perfornaance management problems and exploring strategies to improve the performance management are currently the objective requirements of the socialist market economy construction and governance reform in China and will have great significance.

Implications of Declining Ground Water and Water Quality in the US Southeastern Coastal Plain Ecoregion and Areawide Environmental Impact Statement Required for Mining in the Greater Okefenokee Swamp Basin—Part 1

Karst aquifers occur worldwide and exhibit groundwater flow responses that differ considerably from aquifers lacking fractures, bedding planes, and other karst conduits where significant and rapid groundwater flow can occur. The regional, karst Floridan aquifer system underlies the United States (US) Southeastern Coastal Plain Physiographic Region and exhibits hydrologic interconnections with overlying surficial aquifers and throughout other zones of the aquifer system, as is characteristic of other karst aquifer systems. Anthropogenic groundwater declines in this regional karst aquifer system have been documented in published literature for decades, but the impacts of those declines in this coastal plain region and the embedded ecosystems that provide essential and critical habitat for native, endemic, and federally endangered and threatened species have not been considered previously. Those anthropogenic groundwater declines reduce surfacewater levels and flows due to the capture of both groundwater and overland flow of surfacewater, resulting in induced recharge through semi-confining zones and interbasin flow through fractures and other karst conduits. This case study identifies examples from the Greater Okefenokee Swamp Basin study area and comparison areas of how those declines result in loss of historic base flow to surface waters and other capture of surface waters, ultimately increasing saltwater intrusion. Those results alter and degrade the physical, chemical, and biological integrity of the nation’s waters, in violation of the US Clean Water Act (CWA) of 1972. Historic groundwater declines from mining and other anthropogenic groundwater withdrawals from this regional karst aquifer system already threaten the survival and recovery of federally endangered and threatened species, as well as existing and proposed critical habitat for those species within this regional extent, in violation of the Endangered Species Act (ESA) of 1973. This case study and its companion publication (Part 2) appear to be the first to provide scientific support for this regional karst aquifer system as the unifying factor in habitat responses to irreversible groundwater impacts on aquatic and marine ecosystems. These adverse impacts strongly suggest that the extent of the regional Floridan aquifer system should be designated as the Southeastern Coastal Plain Ecoregion for the purpose of managing natural resources. Mining activities continue to expand in our study area, which is the Greater Okefenokee Swamp Basin. Despite that fact, no comprehensive Areawide Environmental Impact Statement (AEIS), similar to the AEIS required for phosphate mining within the Central Florida Phosphate District (CFPD) approximately a decade ago has been conducted for any of the numerous mining projects that are occurring and are proposed within the Greater Okefenokee Swamp Basin. This case study also provides examples of why a comprehensive AEIS is essential to consider all of the adverse direct, indirect, and cumulative impacts of those mining activities to the CWA, the ESA, and the irreversible losses to local economies, because federal agencies responsible for considering those adverse impacts rely on public comments to identify those adverse impacts. The mining activities authorized throughout the regional Floridan aquifer system under Category 44 Nationwide Permits (NWP) result in the same type of adverse impacts as the mining activities evaluated under Individual Permits in that region. Therefore, those Category 44 NWP mining activities also should be required to obtain Individual Permits and be evaluated under an AEIS in the Greater Okefenokee Swamp Basin. This case study also describes how Florida’s assumption of the CWA Section 404 regulatory authority in 2020 severs four sub-basins within the Greater Okefenokee Swamp Basin study area at the state line between Florida and Georgia.

Evolutionary game analysis of shared parking market diffusion under government management

The imbalance between supply and demand in urban settings poses a significant barrier to the sustainable advancement of urban transportation.Shared parking serves as a viable solution to mitigate these challenges.Nevertheless,for its sustained growth,a regulatory mechanism enforced by the government is imperative.To promote shared parking market diffusion,we construct an evolutionary game model that incorporates the government,enterprises and parking demanders.It explores stabilization strategies for these stakeholders and identifies multiple equilibrium states under different parameter conditions.The results show that the rate and stability of these evolutionary strategies are constrained by the mutual benefits derived by the three parties.Furthermore,such stakeholders are reciprocally influenced by their willingness to engage in shared parking to varying degrees.Government subsidies serve as a determining factor for the strategic choices made by both enterprises and demanders,albeit at different evolutionary rates.Demanders who have a higher value of time tend to park on-street,thereby influencing enterprise strategies.To foster the long-term growth of the shared parking market,the government must enact appropriate subsidy policies,maintain consistent regulations and advocate for increased subsidies for parking demanders to reduce the effect of temporal heterogeneity on parking behavioural choices.

Selection and Optimization of Path Responding to Unexpected Environmental Incidents in China

By analyzing disposal status of unexpected environmental incidents by government,public and enterprise,and combining the characteristics of unexpected environmental incidents,specific measures of responding to unexpected environmental incidents are proposed from the aspects of perfecting guarantee system of emergency nomocracy,enhancing information disclosure,encouraging public participation,enhancing the construction of emergency response capability,and enhancing post-event management,to improve the ability of defending environmental risk.

The Rule of Law Approach to Government Governance in China

Chinese government governance involves the two dimensions of autonomy and cogovernance.The process of moving from government management to government governance is a synchronous process of moving from government by a legal system to a“rule of law”government.Such governance coincides with the rule of law in terms of fundamental guarantees,governance frameworks,intrinsic values,external forms,goal pursuits and construction paths and lays the foundation for the realization of government governance.The multi-subject structure,multiplicity of rules and regulations,interaction of processes,diversity of modes and complexity of disputes in this form of governance place new demands on the construction of the rule of law.In response to these needs,we should improve the government’s functional orientation and the disposition of its powers by means of statute law;expand the types of administrative bodies and improve the laws on administrative organizations;enrich the sources of law;use consensus rules to improve controlling rules;be guided by interactivity in improving the administrative procedure system;normalize diversified administrative behavior;and establish multiple dispute resolution mechanisms and strengthen right relief.This will highlight the rule of law path taken by government governance.In the course of the integration and interaction of such governance with the rule of law,we will need to coordinate our responses to its latent risks,such as governance pitfalls and the limitations of the rule of law.

The Impact of Policy on the Clustering of the Blockchain Industry Evidence from GMM Estimates

Although local governments in China are encouraging the development of blockchain technology,the regional clustering of the blockchain industry still shows obvious differentiation.We use blockchain industry-related data during the period 2012–2019 to calculate the blockchain industrial clustering of each province in China.We find that the clustering state of the blockchain industry is quite different from the state of other industries and the situation of economic development in the same region.In less-developed regions,the blockchain industry is more prominent,which may benefit from local government management.We conduct an empirical analysis on the relationship between blockchain industrial clustering and regional government management using the generalized method of moments(GMM)of a dynamic panel.The results show that government management has a positive promoting effect on local blockchain industrial clustering as a whole,among which the promotion from economy,technology,infrastructure and policy is more significant.
