RECURSIVE UTILITY,PRODUCTIVE GOVERNMENT EXPENDITURE AND OPTIMAL FISCAL POLICY

This paper employs a stochastic endogenous growth model extended to the case of a recursive utility function which can disentangle intertemporal substitution from risk aversion to analyze productive government expenditure and optimal fiscal policy, particularly stresses the importance of factor income. First, the explicit solutions of the central planner＇s stochastic optimization problem are derived, the growth maximizing and welfare-maximizing government expenditure policies are obtained and their standing in conflict or coincidence depends upon intertemporal substitution. Second, the explicit solutions of the representative individual＇s stochastic optimization problem which permits to tax on capital income and labor income separately are derived ,and it is found that the effect of risk on growth crucially depends on the degree of risk aversion,the intertemporal elasticity of substitution and the capital income share. Finally, a flexible optimal tax policy which can be internally adjusted to a certain extent is derived, and it is found that the distribution of factor income plays an important role in designing the optimal tax policy.

The Relationship between Government Subsidies and Research & Development Investment of Chinese Agricultural Listed Companies

Based on the background of China's emerging and transitional market,government subsidies to enterprises are regarded as a " helping hand" of promoting economic structural adjustment. In this paper,using China's A-share agricultural listed companies from 2010 to 2015 as research samples,we discuss the influence of government subsidies on research and development( hereinafter referred to as R & D) investment,and the difference in the relationships between the two from the perspective of different nature of property rights. The results show that,on the whole,the increase in government subsidies does not promote the intensity of R & D investment of agricultural listed companies. And after distinguishing the nature of property rights,the results show that state-owned enterprises can get more government subsidies than private enterprises,and the increase in government subsidies boosts the increase in R & D investment in private enterprises,but there is a negative correlation between government subsidies and R & D investment of state-owned enterprises. This conclusion can broaden the research perspective of the influence factors of corporate R & D investment,and it is of practical significance to further clarify the role of government subsidies in R & D investment decisions of enterprises with different nature of property rights.

Local Government Behavior behind China's Excessive Investment under Decentralization——Theoretical and Empirical Analysis Based on Manufacturing Sector

This paper investigates the effect of local government intervention on capital deepening of manufacturing sector by using interprovincial panel data sets of 28 Chinese provinces,municipalities and autonomous regions between 1994 and 2011.Theoretical research indicates that as a transitional economy,China's local government intervention in corporate investment behaviors will cause excessive investment,thus bringing about a long-term and sustained tendency of capital deepening in manufacturing sector.Empirical test further discovers that in a certain range,the phenomenon of capital deepening in manufacturing sector is not an inevitable result endogenous to economic development and technology progress,and that investment behaviors of manufacturing sector are largely subject to the external institutional environment.Fiscal decentralization has indeed promoted capital deepening of manufacturing sector.Financial credit expansion and interventions in SOEs are major instruments for local governments to intervene in the capital deepening of manufacturing sector and such an influence is particularly significant for China's central,western and northeast regions.Therefore,clarifying government functions and improving local government performance review mechanism are of great significance to the healthy development of China's manufacturing sector.

Government Inspectors' Penalties and Charging Fee of Investment Banks--Empirical research based on data of Chinese public companies

This paper uses data of Chinese public companies from 2004-2015 to test the relationship between government inspectors'penalties and charging fee of investment bank.The test results show that after getting the penalties from government inspectors the charging fee of investment bank would decrease significantly.This negative impact of penalties on charging fee is more significant to the investment bank that has high reputation.This indicates that the penalties of government inspectors damage the reputation of investment banks.This research could help understand the effects of the government inspection on the reputation of investment banks.

Governance Quality,Public Expenditure Efficiency,and Economic Growth

In this paper,we first examine the impact of governance quality on public expenditure efficiency.Then,we try to determine the effect of these expenditures on economic growth.Our starting point is the idea that public expenditure efficiency of a government program is significantly affected by the country’s governance quality.In other words,changes in government expenditure and the returns they generate on a government program depend on governance quality.Our sample consists of 36 countries observed over the 1996 to 2020 period.This period is known by a significant transition of political regimes.Our research model links government expenditure with the returns generated in a country in a given sector.In this model,we introduce the governance variable to examine the impact of government expenditure on returns on a government program in terms of schooling rates and life expectancy.The results indicate that governance quality affects expenditure structure and that efficiency of this expenditure positively correlates with a better governance quality as measured by corruption control and government efficiency.We also found that efficient expenditure has a positive impact on economic growth.

The Pattern of Government Health Expenditure in China

For a while since the inception of economic system reform programs in 1980s,China's government investment in health was weakened.This resulted in healthcare provider's increasing reliance on user charges for their income,poorer access to healthcare for the vulnerable population groups,and increasing socioeconomic disparities in health and healthcare.To address these problems,China initiated a series of health sector reforms since late 1990s.Our comprehensive review study has found that indeed Chinese government spending on health has been increasing in recent years,especially since 2009,when the new Healthcare Reform Plan was announced.Still,China needs to both further strengthen government investment in health and address the structural imbalances in government health financing,in order to make the overall Chinese health system more equitable and more efficient.

The effects of local government investment on economic growth and employment: evidence from transitional China

Based on the panel data of 28 provinces in the year of 1987-2001, this paper examines the effects of the local government investment on economic growth and employment. The empirical result shows that the local government investment plays a signif icant positive role in economic growth and employment. However, while the proportion of local government investment to GDP had a remarkable rise after 1998, the elasticity of local government investment on economic growth declined, which shows that there is a big room for raising the eff iciency of local government investment. Moreover, the empirical examination shows that although local government investment had positive effect on employment, the elasticity had a decrease after 1994 when the tax-sharing system reform was put into practice. This shows that the positive role of local government investment on employment is also limited. This paper argues that the role of local governments as investors must be weakened, and local governments of different levels should lessen direct economic intervention and concentrate on public regulation.

Strategic interaction among local governments, fiscal spending competition and regional economic growth

Using a spatial econometric model, this paper investigates strategic interaction among provincial governments regarding expenditures, the mechanism behind expenditures interaction and their effects on economic growth in China. Our conclusion is as follows: Significant strategic interaction exists among provincial governments regarding expenditures mainly owing to fiscal competition mechanism in China, and expenditures interaction has changed significantly since tax sharing system reform, which has had positive effects on regional economic growth. This conclusion has significant implications for the optimization of public functions, size and structure of local governments in China.

双重制度视角下政府补贴对企业研发投入影响悖论的新解与验证

本文利用中国A股上市公司2008—2020年的样本数据实证考察了政府补贴对企业研发投入的影响,并基于双重视角,即企业外部非正式制度层面的政治关联和内部正式制度层面的股权激励,探讨其对政府补贴与企业研发投入之间关系的调节作用。研究结果表明:(1)适度的政府补贴有助于促进企业研发投入,即政府补贴对研发投入会产生倒U型影响;(2)政治关联会负向调节政府补贴与研发投入之间的倒U型关系;(3)股权激励与政府补贴之间具有互补作用,不仅能抵消过度补贴可能带来的抑制效应,还能进一步增强补贴初期对企业研发投入的激励效应,将两者的倒U型关系转变为正向线性关系。此外,内生性问题分析结果表明上述结论具有稳健性。该研究结论有助于我国政府合理制定补贴政策,为企业科学使用政府补贴以促进研发活动提供有益启示。

董事高管责任保险对企业投资活动的影响——以招商轮船为例

近年来,我国上市公司董事高管责任保险的投保率出现明显上升趋势,学术界对董责险的作用形成三种观点:“管理层激励假说”“外部监督假说”“道德风险假说”,而董责险在中国资本市场上的作用具体支持哪一种假说尚无定论。由于董责险的风险转移作用和补偿机制,企业高管人员的风险厌恶程度可能会有所改变,由此会对企业的投资活动产生影响,但具体是积极作用还是消极作用,尚待进一步研究。以招商轮船为研究对象,选取其2007-2021年的数据样本,就董责险对企业投资活动的影响进行考察。研究结果发现:(1)购买董责险促进了企业对内投资支出增加,而对对内投资效率没有明显作用。(2)购买董责险短期内没有促进企业对外投资支出增加,但显著提高了对外投资效率。(3)相比于长航凤凰未购买董责险,招商轮船购买董责险有利于其投资活动效率的提高和投资收益的稳定。在案例分析的基础上,对董责险在中国资本市场上的发展提出相关建议。

政府生育保险有效支出对生育意愿的影响效应

我国正面临着进入低生育率社会的挑战,如何发挥政府作用以有效提高生育意愿是当前提升生育水平的重要议题。基于生育风险防范的视角,借助世代交叠模型从理论上分析政府生育保险有效支出对生育意愿的影响机制,进而对其影响效应进行实证检验。研究结果显示,政府生育保险有效支出的增加能够提高居民的生育意愿。位于生育保险高领取比例地区、低人口规模地区以及年龄在20~35岁范围内的居民受到的影响更为显著。鉴于此,应进一步提高政府生育保险有效支出水平,借助转移支付政策优化生育补贴机制,完善鼓励生育的配套措施,构建兼具综合性与动态化的政府生育支持体系,以提升居民生育意愿,应对生育风险,推动我国人口健康均衡发展。

数字金融的绿色效应:数字普惠金融与企业绿色技术创新

在新发展理念下,基于绿色导向与创新导向系统实现企业的绿色技术创新成为企业绿色转型与创新驱动发展的重要突破口。本文选取中国沪深A股上市公司数据,考察了数字普惠金融对企业绿色技术创新的具体影响效应及其机制。研究结果表明:数字普惠金融及其覆盖广度、使用深度和数字化程度均显著促进企业绿色技术创新,数字普惠金融主要通过提高企业创新投入、降低企业风险水平以及增强企业治理水平的三重机制促进企业绿色技术创新,数字普惠金融对企业绿色技术创新的促进效应在融资约束程度高与市场化程度低地区的企业中更为明显。因此,政府要深化金融供给侧结构性改革,推动数字普惠金融发展;企业要高度重视数字普惠金融的赋能效应,完善数字普惠金融助力企业绿色技术创新的协同机制,通过实施绿色技术创新战略实现企业绿色低碳转型升级。

优化地方政府投资基金运作的路径与思考

政府投资基金是落实宏观经济政策的重要手段、支持产业发展的有力方式、破解企业融资瓶颈的有效渠道。我国政府投资基金从初步探索、快速发展转向高质量发展。但在运营方面仍存在诸多不足,政策导向和盈利导向之间存在矛盾,市场化运作受决策程序、产业发展方向制约,资本逐利影响了产业政策落实,基金投资与市场主体争利问题突出等。本文分析了济宁市政府投资基金运作的困境压力,提出优化政府投资基金运作需要进一步明确支持方向、完善投后管理和赋能机制、强化基金投资运作过程管理等。济宁市政府投资基金优化运营,重点应加大基金注入,完善基金制度体系,围绕项目、突出平台、强化联动,提升基金投放质效。
