A Mechanism for Digital Finance to Drive Green and Low-Carbon Development

Given the global focus on green and low-carbon development and the increasing prominence of digital finance,it is particularly important to explore how to leverage digital finance to achieve these environmental goals.This study,through mechanism analysis,deeply examines how China’s digital finance promotes green and low-carbon development and elucidates the positive interaction between digital finance and the green industry.The study found that digital finance,through more flexible and efficient financial functions,alters the cost structure of carbon emissions,and reduces the risks and costs of green investments,thereby creating a cooperative green mechanism benefiting all parties,and guiding social groups toward a green and low-carbon transformation.Additionally,the rapid development of digital finance has strengthened the implementation of environmental protection policies,effectively promoted the expansion of the environmental protection industry,and established the green ethos as a mainstream concept in financial development.This study aims to provide reference perspectives and suggestions,assist policymakers in promoting the green and lowcarbon development of digital finance,and offer insights into the integrated development of digital finance and the green environmental protection industry.

Green and Low-carbon Development Strategy for Large Energy Enterprises

Green and low-carbon development is the critical countermeasure to cope with climate change and to promote energy production and consumption revolution.China National Offshore Oil Corporation(“CNOOC”)has thoroughly implemented the requirements of the country’s ecological civilisation construction,highlighting the mission and responsibility of large central energy enterprises.Combined with the characteristics of its industry,CNOOC put forward a green low-carbon development strategy.CNOOC has put into practice the concept and practice of green and lowcarbon development by optimising the design of management systems,innovating energy conservation and emission reduction management and practice,promoting the construction of a green manufacturing system,and strengthening the supply of low-carbon clean energy.The main path and direction of the follow-up of the sustainable development are clearly defined.These practices provide a useful reference for promoting the transformation of China’s economic development mode to being more green and low-carbon,constructing an ecological civilization and development that is sustainable.

Measurement and Strategy Research on the Green Development Level for the New Energy Vehicle Industry in Chongqing City

This article takes 2016-2022 as the inspection period to construct an evaluation index system for the green development level of the new energy vehicle industry.The entropy method and comprehensive index are used to measure the green development level of the new energy vehicle industry in Chongqing,and compared with neighboring provinces such as Yunnan,Guizhou,and Sichuan.Policy recommendations are proposed to promote the development of the new energy vehicle industry in Chongqing City.

Green Finance Promotes High-Quality Development of Regional Economy

With the rapid development of the social economy,the role of green finance in promoting the high-quality development of regional economies is increasing day by day.The advancement of green finance not only aids in fostering the green transformation and upgrading of regional economies but also helps mitigate the risks of environmental damage stemming from traditional economic activities.In this new era,it is imperative to embrace the concept of green finance development and innovate green finance practices to further drive high-quality regional economic development.This paper will analyze the significance of green finance in regional economic development,assess the current state of green finance development,and propose optimization strategies for green finance to facilitate high-quality economic development.

Differentiated Paths of Regional Green Development Driven by Industrial Enterprise Innovation

A fundamental shift in the regional development pattern is crucial to achieving a comprehensive green transformation in China.Currently,innovation-driven green development is a significant strategic option for regional development.As the main body of innovation and the basic unit of regional composition,enterprises have a profound impact on the development of regional economy,society,ecology,and other aspects.However,considering China’s vast territory and significant regional differences in natural environment and industrial structure,it’s necessary to further explore the specific impact paths of regional green development driven by enterprise innovation.Therefore,taking industrial enterprises as an example,based on the panel data of 30 provinces in China from 2016 to 2020,this study verifies the impact of industrial enterprise innovation on the regional green development level by constructing a parallel multiple mediating effect model and dividing the economy into eastern,central,and western regions to discuss the specific impact paths.The results show that industrial enterprise innovation has a significant positive effect on regional green development level,via different influencing paths in each region:(1)The eastern region improves the regional green development level by narrowing the urban-rural income gap;(2)The central region improves the regional green development level by reducing resource dependence;and(3)The western region raises the regional green development level by improving the rationalization of industrial structure.

Carbon Peaking,Carbon Neutrality and Green and Low-Carbon Development of China's Economy

The successively proposed carbon peaking and carbon neutrality have not only set new goals for the green and low-carbon development of China's economy,but also demonstrated China's further determination and sense of responsibility for a greater contribution to address global climate change.Considering the importance of carbon peaking and carbon neutrality in the course of achieving the Second Centenary Goal(1949-2049),it is necessary for China to make scientific planning for the roadmap of carbon emission reduction,carbon peaking and carbon neutrality to ensure building a great modern socialist country under carbon constraints.More specifically,the optimization and realignment of energy structure,industrial structure,production and consumption structure,the rational planning of afforestation,and the vigorous development of global carbon emissions trading will be the core strategies for boosting green and low-carbon development of China's economy.

Part on Green and Low-Carbon Development of China's Environmental Code System Response and Institution Implementation in Sustainable Development

The sustainable development integrity,national development goals,and legislative status quo have determined that the"Green and Low-Carbon Development Part"must be designed and incorporated into the China's Environmental Code(Code).The theoretical evolution in the action field,system composition,value function,and operation mechanism of the Environmental Law,as well as the practice development of the Environmental Protection Law legislation,enforcement,and judicial practices have laid a solid theoretical and practical foundation for the incorporation of green and lowcarbon development into the Code.The institutional layout of green and low-carbon development should respect and highlight its own traits.Furthermore,it is important to stress communication and coordination with other parts of the Code,follow the laws of energy development and utilization,and satisfy the inherent requirements of raw material reduction,reuse,and recycle.The layout method should abide by the general principle of"general first,specific second;domestic first,international second;defined first,undefined second"with"decomposition goals of carbon peaking and carbon neutrality"as an exception.The layout effect of the"flexibility first,rigidity second"is pursued.The chapters of General Provisions,Cleaner Production Green Circulation,Green Consumption,Support and Supervision,and International Cooperation,and Climate Change Response,are specifically designed.Efforts are made to improve new systems,such as strategies and standards for green and low-carbon development,green logistics,energy performance contracting,green finance,carbon emissions trading,and energy early warning.

Influencing Factors and Improvement Suggestions for Agricultural Green Development Performance:Empirical Insights from China

Agricultural green development is an essential direction for global sustainable agriculture.The academic literature,however,needs to place greater emphasis on studying the factors influencing agricultural green development performance and how such performance can be improved.A theoretical framework for agricultural green development performance was constructed in this paper using the Super-SBM model,which considers undesirable outputs,to measure the agricultural green development performance of 330 cities at or above the prefecture level in China(excluding Tibet Autonomous Region,Hong Kong,Macao and Taiwan of China)from 2007 to2018.Furthermore,the influencing mechanism of agricultural green development performance was then analyzed using a spatial econometric model.The results show that:1)from 2007 to 2018,China’s agricultural green development performance experienced three stages of evolution:‘rise,decline and rise’.2)The regions with high performance agricultural green development are mainly distributed in eastern China,northeastern China,and southern Qinghai Province.3)The agricultural economic level,industrialization process,and labor quality play significant roles in promoting local agricultural green development performance,while such performance is obviously inhibited by the openness level and the government’s environmental regulations.Local agricultural green development performance is significant inhibited by the agricultural economic level and accelerated industrialization process in neighboring cities,while significantly promoted by the agricultural industrial structure in neighboring cities.Some suggestions for improving agricultural green development performance are proposed based on these research results,which can provide scientific references for promoting sustainable agriculture.

Evaluation of Green Development Efficiency in Chongqing Municipality Based on Super-SBM and Malmquist Models

The green development of Chongqing municipality is crucial in establishing a major ecological shield in the upper reaches of the Yangtze River.By developing a Super-SBM model and using the Malmquist index to analyze and calculate the green development efficiency and its influencing factors in Chongqing from 2011 to 2021,this study reveals an accelerating trend in the overall green development efficiency in Chongqing.The significant enhancement of green development efficiency in Chongqing is primarily attributed to changes in returns to scale.Pure technical efficiency and technological advancements have a considerable potential impact on improving green development efficiency in Chongqing.Furthermore,there are discernible disparities in green development efficiency among districts and counties in Chongqing,with different factors influencing these variations.Chongqing is suggested to promote clean and efficient energy utilization,bolster the application and commercialization of scientific and technological advancements,consistently advance ecological restoration and management,and elevate the quality of green development to a higher level.

Regional green finance development and local green innovation:Evidence from a quasi-natural experiment of green bond issuance in China

Based on provincial panel data in China from 2008 to 2019, this research takes the issuance of China's green bond as a quasi-natural experiment to explore whether China's regional green finance development promotes local green innovation by using the multi-period DID model. The results show that the regional green financial development can promote local green innovation, and the rapid growth of the green bond market driven by policy does improve environmental sound technology innovation. The promotion of regional green finance development to local green innovation is related to the funds allocation of green credit,but not to the issuance scale of green bonds, according to further analysis, because China's development pattern can lead to a lack of endogenous market power and low credit resource allocation efficiency. In addition, the issuance of green bonds can effectively promote the allocation of green credit funds, thus enhancing the local green innovation level, but it can't reduce local carbon emissions through promoting green innovation. Therefore, the government should strengthen the green finance implementation assessment mechanism, taking into account the heterogeneity of regions and enterprises, complete the green finance monitoring and disclosure system, and increase the rate of green technology conversion.

Relationship between the Ecological Livability and the Green Development of Agriculture

Ecological livability is one of the important tasks and objectives of the rural revitalization strategy proposed at the 19 th National Congress of the CPC.The most precious wealth of the countryside is the excellent ecological environment,and China must unswervingly follow the route of green agricultural development.Based on current research on the relationship between ecological livable and agricultural green development,comprehensive policy documents,journal literature and related reports,this paper explored the background and connotation of ecological livable,the current situation of agricultural green development and existing problems,and profoundly analyzed ecological livable and the internal connection between agricultural green development,aiming to provide theoretical reference and scientific reference for the final realization of ecological livable goal.

Development of New Green Feed for Large Water Surface Ecological Fishery

In view of the fact that cages and bait are not allowed in large water surface aquiculture,1-2 kinds of new green feeds"plankton+microecologics"were developed to solve the problems of yield reduction,slow growth and difficulty in fishing of aquatic organisms caused by extensive mode.The new green feed is ecological,environmentally friendly and residue-free,which not only supplements nutrition but also meets the requirements of environmental protection.

Exploring Green Development From the Perspective of Sociology:Logical Basis,Constraints,and Optimization Paths

With the advancement of ecological conservation in China,the concept of green development has gained extensive acceptance and recognition.Exploring green development from the perspectives of environmental protection and sociology holds great theoretical value and practical significance in studying the issues related to green development.Firstly,this paper examines green development in light of the objective needs of the economic and social transformation in the international community and China,and deconstructed its underlying social logic.Secondly,it further investigates the social factors that restrict green development,encompassing social structures,social concepts,social systems,and social behaviors.Finally,within the framework of the“green”discipline system in environmental sociology,this paper proposes specific measures such as restructuring social systems and transforming production modes,lifestyles,and consumption patterns to promote green development.

Research on the Development of Green Hotels in the Context of Low Carbon Tourism

With the continuous implementation of national measures related to carbon neutrality strategy,the concept of a low-carbon economy has been deeply rooted in people’s hearts.Low-carbon tourism has gradually become an inevitable trend,and the tourism industry is also undergoing orderly transformation and upgrading.To promote the sustainable development of the tourism industry,the tourism and hotel industry should also shift towards a low-carbon and green model.Hotel activities can easily bring related environmental issues,such as energy consumption,garbage generation,ecological pollution,etc.Therefore,building a green hotel will bring huge social and economic benefits to the low-carbon tourism industry.This article will address the above issues and take a low-carbon economy as the starting point,proposing sustainable development strategies and suggestions for green hotels from both the internal and external environment of the hotel,creating a low-carbon management atmosphere,and promoting the low-carbon operation of the green hotel industry.

Establishing a Carbon-Neutrality Oriented Economic System through Green, Low-carbon, and Circular Development

Carbon neutrality requires a profound socio-economic revolution.Since the 21;century,China has been promoting social&economic transformation,and put forward a series of strategic directions for development transformation.As China enters the new era of socialism,building a green,low-carbon and circular economic system has become an important direction for future economic development and transformation.This paper analyzes the relationship between the green,low-carbon and circular economic system and carbon neutrality,and points out that green development,low-carbon development and circular development will greatly reduce carbon emissions of economic development and help realize the carbon goal through co-benefit effect,structural adjustment and resource recycling.Finally,the paper puts forward some suggestions for promoting the transformation of the economic system to green,low-carbon and circular development.

Discussion on Green Development of Fenlong for Yield Increase, Quality Enhancing, Water Retaining and Multiple Use of Natural Resources

Fenlong green ecological agriculture technology （Fenlong technology）, a new smash ridging farming method developed by Guangxi Academy of Agdcultural Sciences, has been elected as the recommended cultivation technique by the Ministry of Agriculture of China. It replaces the traditional plowshare with spiral drill, and its tilth depth is twice deeper than that by tractor tilthing. It also extends soil nutrient, moisture, oxygen and microorganism, the so-called ＂Four pools＂. Soil nutrient, oxygen, microorganism, light and rainfall use ratio is increased by 10%-100%, creating a platform for natural increase of more than 10% of crop yield. Its application to over 20 kinds of crops in 21 provinces has proved that the yield increases 10-30% with quality enhancing 5% and double water retaining capacity but no more input. When the application area of Fenlong could reach 67 million hm2, the amount of fertilizer can be reduced by 40-50 billion kg, saving 120-150 billion Yuan. In this paper, we put forward the strategy of ＂4＋1＂ （arable, saline-alkali soil, grasslands, Sponge City ＋ rivers） green development in China, and deepened the Fenlong cultivated tilled layer from 16.5 cm to 35 cm for 67 million hm2 arable land, ridged 13.3 million hm2 of saline-alkali soil for 35 cm, and also 35 cm for 67 million hm2 degraded steppe, which could have the following 3 effects： first, the 147 million hm2 of land with Fenlong cultivation could increase loosing soil to 315.491 billion m3, in＊ creasing by 159.26% for 120 million hm2 of arable land with the average tilled layer of 16.5 cm, which has loosing soil of only 198.1 billion m3, that is, the space of the land increases 1.6 times. Second, every hectare of plowland could store up to 450 m3/hm2 of natural rainfall, and the unused 60 m3 of saline-alkali soil and grasslands could store water of 102 billion m3, showing an increase of over 88.89% for the current plowland storage of 54 billion m3 at now, that is, double the natural rainfall storage capacity. Third, the two multiple increase of natural resources application can bring trillions of resource activation, environmental cleaning, food security, citizens, health, economic, ecological and social benefits, and makes the Chinese nation move forward in green development. Its application in ＂big scientific research＂ and ＂One Belt And One Road＂ will contribute Chinese strength to the world.

Low-carbon Agriculture Development Models in Southern Jiangsu Province

[Objective] To investigate the appropriate low-carbon agriculture model in Southern Jiangsu Province. [Method] Through the analysis of regional features in Southern Jiangsu and several matured low-carbon agriculture development models at present, the low-carbon agriculture development modes suitable for Southern Jiangsu were investigated, and corresponding supporting measures for the development of the models were put forward. [Result] Low-carbon agriculture is the environment- friendly agriculture which achieves low emissions, low pollution, high efficiency and high-yield through efficient recycling of energy and resources and continuous im- provements on ecological environment. With a variety of development models, the specific development model for practical use should be determined according to the local conditions, and supported by corresponding supporting measures, to achieve the rapid development of low-carbon agriculture. [Conclusion] This study laid the foundation for the development of low-carbon agriculture model in Southern Jiangsu.

Development path of Chinese low-carbon cities based on index evaluation

This work takes the 36 cities from China＇s low-carbon pilot project as the research object and uses the carbon emission per capita and GDP per capita to categorize the 36 cities into four types to reveal their low-carbon development status; these four types are leading cities, developing cities, latecomer cities, and exploring cities. On the basis of an index system that quantitatively describes low-carbon development, this research analyzes the characteristics, development trends, and low-carbon development pathways of the four types of cities. According to the present situation and objectives of national emissions and considering the differences in development stages, challenges, and opportunities for each type of the city, this research presents recommendations for the low-carbon roadmap and the medium- and long-term （by 2030） emission trend routes of different types of regions in China.

International experience of green development in Western China:an overall review of policy and practice

Green development emphasizes co-development between economic and environmental dimensions,and is a peoplecentered sustainable development approach.Western China demands green development,and international experience could provide necessary,unique and important help and support for Western China to achieve its green development goals.This paper has made a comprehensive overall review and analysis of international experience in green development policy and its implementation,in particular,OECD countries'(mostly Australia and Canada) experience have been analyzed following the major policy foci defined by the Task Force on Strategy and Policies on Environment and Development in Western China initiated by China Council for International Cooperation on Environment and Development(CCICED).Data and information were gathered from the field surveys and investigations,expert meetings,as well as literature review.The main sessions include policy framework and road map establishment,implementation and performance assessment,co-development between economic development and environmental protection,as well as green employment and poverty alleviation.The paper has addressed five policy considerations for the future promotion of green development in Western China.

Spatial-temporal Heterogeneity of Green Development Efficiency and Its Influencing Factors in Growing Metropolitan Area: A Case Study for the Xuzhou Metropolitan Area

This study analyzed the spatial-temporal heterogeneity of green development efficiency and its influencing factors in the growing Xuzhou Metropolitan Area for the period 2000–2015.The slacks-based measure(SBM)model,spatial autocorrelation,and the geographically weighted regression(GWR)model were used to conduct the analysis.The conclusions were as follows:first,the overall efficiency of green development of the Xuzhou Metropolitan Area decreased,the regional differences and spatial agglomeration shrunk and differences within the region were the main contributors to the regional differences of green development efficiency.Second,the counties with high-efficiency green development were distributed along the coast,and along the routes of the Beijing-Shanghai and the Eastern Longhai railways.A developing axis of the high-efficiency counties was the main feature of the spatial pattern for green development efficiency.Third,regarding spatial correlation and green development efficiency,the High-High type counties in the Xuzhou Metropolitan Area formed a centralized distribution corridor along the inter-provincial border areas of Henan and Jiangsu,whereas the Low-Low type counties were concentrated in the external,marginal parts of the metropolitan area.Fourth,the major factors(ranked in decreasing order of impact)influencing green development efficiency were innovation,government regulations,the economic development level,energy consumption,and industrial structure.These factors exerted their influence to varying extents;the influence of the same factor had different effects in different regions and obvious spatial differences were observed for the different regions.
