Multi-Criteria Group Decision-Making Method Based on an Improved Single-Valued Neutrosophic Hamacher Weighted Average Operator and Grey Relational Analysis

This paper proposes a multi-criteria decision-making (MCGDM) method based on the improved single-valued neutrosophic Hamacher weighted averaging (ISNHWA) operator and grey relational analysis (GRA) to overcome the limitations of present methods based on aggregation operators. First, the limitations of several existing single-valued neutrosophic weighted averaging aggregation operators (i.e. , the single-valued neutrosophic weighted averaging, single-valued neutrosophic weighted algebraic averaging, single-valued neutrosophic weighted Einstein averaging, single-valued neutrosophic Frank weighted averaging, and single-valued neutrosophic Hamacher weighted averaging operators), which can produce some indeterminate terms in the aggregation process, are discussed. Second, an ISNHWA operator was developed to overcome the limitations of existing operators. Third, the properties of the proposed operator, including idempotency, boundedness, monotonicity, and commutativity, were analyzed. Application examples confirmed that the ISNHWA operator and the proposed MCGDM method are rational and effective. The proposed improved ISNHWA operator and MCGDM method can overcome the indeterminate results in some special cases in existing single-valued neutrosophic weighted averaging aggregation operators and MCGDM methods. 展开更多

Expected values, score function, and accuracy function of intuitionitsic trapezoidal fuzzy numbers are defined. Based on these, a kind of intuitionistic trapezoidal fuzzy multi-criteria decision making method is proposed. By using these aggregation operators, criteria values are aggregated and integrated intuitionistic trapezoidal fuzzy numbers of alternatives are attained. By comparing score function and accuracy function values of integrated fuzzy numbers, a ranking of the whole alternative set can be attained. Furthermore, the grey interval relative degree and deviation degree is defined, and both the optimistic algorithm of the grey interval relational degree and the algorithm of deviation degree minimization for solving this new model are also given. It also gives the optimization method of weights in the grey target. We get the optimum coordinated vector utilizing the combination assigning method, based on the local optimization of various schemes. So it can shift the weights of interval number into real number form and sequence it according to the weighted off-target distance. Generally, it means selecting the optimal weapon system among many alternatives, which is a multiple- attribute decision making (MADM) problem. This paper proposes a new mathematical model based on the response surface method (RSM) and the grey relational analysis (GRA). RSM is used to obtain the experimental points and analyze the factors that have a significant impact on the selection results. GRA is used to an- alyze the trend relationship between alternatives and reference series. And then an RSM model is obtained, which can be used to calculate all alternatives and obtain ranking results. A real world application is introduced to illustrate the utilization of the model for the weapon selection problem. The results show that this model can be used to help decision-makers to make a quick comparison of alternatives and select a proper weapon system from multiple alternatives, which is an effective and adaptable method for solving the weapon system selection problem. 展开更多

In this method, all linguistic values are transformed into two-tuple, and an aggregative decision-making matrix is obtained by using interval operation. The group aggregative values of each criterion on alternatives are computed by using a WC-OWA operator, the aggregative values on alternatives are worked out, and transformed into two-tuple. However, the conventional VIKOR techniques used to integrate group judgments and the information loss arising from defuzzification are problematic and distort final outcomes. An improved integration method, which is optimization-based, is proposed. And it can handle fuzzy criteria values and weights. The precondition for accurately defuzzifying triangular fuzzy num- bers is identified. Several effective defuzzification procedures are proposed to improve the extant VIKOR, and a comprehensive evaluation framework is offered to aid multi-criteria group decision making. Despite the seemingly exponential growth of mobile and wireless communication,this same technology aims to offer uninterrupted access to different wireless systems like Radio Communication,Bluetooth,and Wi-Fi to achieve better network connection which in turn gives the best quality of service(QoS).Many analysts have established many handover decision systems(HDS)to enable assured continuous mobility between various radio access technologies.Unbrokenmobility is one of themost significant problems considered in wireless communication networks.Each application needs a distinct QoS,so the network choice may shift appropriately.To achieve this objective and to choose the finest networks,it is important to select a best decision making algorithm that chooses the most effective network for every application that the user requires,dependent on QoS measures.Therefore,the main goal of the proposed system is to provide an enhanced vertical handover(VHO)decision making programby using aMulti-CriteriaFuzzy-Based algorithm to choose the best network.Enhanced Multi-Criteria algorithms and a Fuzzy-Based algorithm is implemented successfully for optimal network selection and also to minimize the probability of false handover.Furthermore,a double packet buffer is utilized to decrease the packet loss by 1.5%and to reduce the number of handovers up to 50%compared to the existing systems.In addition,the network setup has an optimized mobilitymanagement system to supervise the movement of the mobile nodes. 展开更多

The environmental impact of maritime transport has now become a relevant issue in sustainable policy formulation and has attracted increasing interest from academia.For the sustainable development of maritime transport,International Maritime Organization stipulates that the sulfur content of ship emissions will reach 0.5 from 2020.With the approaching of the stipulated implementation date,shipowners need to adopt scientific methods to make decision on low sulfur fuel.In this study,we applied a prospect theory based hesitant fuzzy multi-criteria decision-making model to obtain the optimal decision of low Sulphur marine fuel.For this purpose,the hesitant fuzzy decision matrix is established to collect expert opinions,the maximizing deviation method is adopted to determine criteria weights.According to calculate the Euclidean distance from the reference points,we obtain the comprehensive prospect values of alternatives.Lastly,a case study is carried out to illustrate the significance and effectiveness of the proposed methodology.The innovation of this study is that it is the first-time adopting prospect theory and hesitate fuzzy sets to multi-criteria decision making for low Sulphur marine fuel,which provides an effective decision model for shipping companies under Low Sulphur regulations,and can also be extended to other industries. 展开更多

Appropriate quantification and identification of the groundwater distribution in a hydrological basin may provide necessary information for effective management,planning and development of groundwater resources.Groundwater potential assessment and delineation in a highly heterogeneous environment with limited Spatiotemporal data derived from Gelana watershed of Abaya Chamo lake basin is performed,using integrated multi-criteria decision analysis(MCDA),water and energy transfer between soil and plant and atmosphere under quasi-steady state(WetSpass)models.The outputs of the WetSpass model reveal a favorable structure of water balance in the basin studied,mainly using surface runoff.The simulated total flow and groundwater recharge are validated using river measurements and estimated baseflow at two gauging stations located in the study area,which yields a good agreement.The WetSpass model effectively integrates a water balance assessment in a geographical information system(GIS)environment.The WetSpass model is shown to be computationally reputable for such a remote complex setting as the African rift,with a correlation coefficient of 0.99 and 0.99 for total flow and baseflow at a significant level of p-value<0.05,respectively.The simulated annual water budget reveals that 77.22%of annual precipitation loses through evapotranspiration,of which 16.54%is lost via surface runoff while 6.24%is recharged to the groundwater.The calibrated groundwater recharge from the WetSpass model is then considered when determining the controlling factors of groundwater occurrence and formation,together with other multi-thematic layers such as lithology,geomorphology,lineament density and drainage density.The selected five thematic layers through MCDA are incorporated by employing the analytical hierarchy process(AHP)method to identify the relative dominance in groundwater potential zoning.The weighted factors in the AHP are procedurally aggregated,based on weighted linear combinations to provide the groundwater potential index.Based on the potential indexes,the area then is demarcated into low,moderate,and high groundwater potential zones(GWPZ).The identified GWPZs are finally examined using the existing groundwater inventory data(static water level and springs)in the region.About 70.7%of groundwater inventory points are coinciding with the delineated GWPZs.The weighting comparison shows that lithology,geomorphology,and groundwater recharge appear to be the dominant factors influence on the resources potential.The assessment of groundwater potential index values identify 45.88%as high,39.38%moderate,and 14.73%as low groundwater potential zones.WetSpass model analysis is more preferable in the area like Gelana watershed when the topography is rugged,inaccessible and having limited gauging stations. 展开更多

This paper explores approaches concerning complex forest planning challenges, such as restoration after large-scale disturbances and under climate change. It introduces a new framework that integrates qualitative scenario planning with quantitative multi-criteria decision analysis. This framework allows stakeholders without background in forestry to express their preferences as a set of scenarios that are further assessed for specific forest management goals and activities using multi-criteria models. The assessment of the modelled scenarios created a common understanding for the stakeholders and experts to compare trade-offs between several management options and needed policy choices. The framework was applied in the case study of forest restoration following insect disturbance in British Columbia, Canada. The framework enabled structured stakeholder groups’ interactions such as industry, business associations, local and regional governments, and non-governmental organizations to identify potential restoration options. Different community futures were envisioned by two scenarios: one resembling current conditions and standard practices, while another promoting diversification of the forestry sector. The results indicated that each of the scenarios leads to different consequences for the community measured by levels of economic benefits, total harvest volumes and harvest flows over time. The results also show that the developed framework linking scenarios and multi-criteria decision analyses proved crucial to broaden the discussion on relevant species mixes and management practices, and their implications for the community and policy development. 展开更多

Due to numerous pressures from high population growth and intensive hydropower development, the LMB has been facing significant challenges concerning its biodiversity and ecosystem. In 2017, Mekong River Commission (MRC), an intergovernmental organisation founded in 1995 among LMB countries, established the Council Study, which analysed the impacts of water development scenarios concerning the environmental, socioeconomic aspects of the LMB. This paper explores the nature of risks to the LMB water development and subsequently evaluates LMB’s water development scenarios described in the Council Study by using a multi-criteria decision analysis (MCDA) method. MCDA method has been widely applied in the field of water resource management in order to assist the decision-making process by systematically evaluating a certain number of alternatives against well-selected criteria through a preference rating scheme. By implementing a risk-based comprehensive assessment of the LMB transboundary water, this study provides insights into the impacts of the increasing risks to the ecosystem and human beings on the water development of the basin over time, which assists to change the awareness and the perspective toward humans’ risks and transboundary river ecosystem of decision-makers. This paper provides valuable recommendations for MRC to improve their policy concerning benefit-sharing scheme, water planning and risk mitigation strategies. 展开更多

Elective course selection has always been a serious and important decision making process for students in institutions. The aim of this study is to determine weights of factors affecting elective course selection from students' perspective. So as to solve the problem, Analytic Hierarchy Process (AHP) based model was used. Factors which affect the elective course selection from students' point of view include five main criteria and 13 sub-criteria which were indicated by students. An online questionnaire containing demographic questions, enabled each student to compare the relative priority of criteria with all of the other criteria. The responses were evaluated via Super Decisions software, and priorities were determined using the Analytic Hierarchy Process (AHP). According to the analysis of 40 experts (i.e., graduate students studying in engineering programs), course schedule and teaching staff related factors are the two most important factors affecting the elective course selection. A real- life situation which will help students who are indecisive and hesitates while selecting an elective course was observed. AHP contributes to develop an analytic and comprehensive framework decision making. The method should be considered by faculty member involved in decisions about curriculum update and offering new courses. 展开更多

One of the most affected areas worldwide is Mediterranean, due to the unique combination of its type of vegetation and demanding climatic conditions. This research is focused on the Region of Epirus in Greece, an area with significant natural vegetation and a range of geomorphological aspects. In order to estimate the Wildfire Risk Hazard, several factors have been used: geomorphological (slope, aspect, elevation, TWI, Hydrographic network), social (Settlements and landfils, roads, overhead lines and substations), environmental (land cover) and climatic (Fire Weather Index). Through a multi-criteria decision analysis (MCDA) and an analytic hierarchy process (AHP) in a GIS environment, the Wildfire Risk Hazard has been estimated not only for current conditions but also for future projections for the near future (2031-2060) and the far future (2071-2100). Based on two environmental health decision support case studies we address a set of key methodological choices, crucial in shaping the multi-criteria decision support and illuminate how they followed from transdisciplinary collaboration and negotiation: diversity tolerance, dealing with uncertainty and difference of opinion, weight of information and the epistemological divide between traditional closed and alternative open paradigms. The case studies exemplify the growing conviction amongst methodologists that, especially regarding complex issues, best methods do not exist as such: methods are chosen and tailored in practice and the quality to a large extent is dependent on the process in which methodological development is embedded. We hope to contribute to making explicit the importance of methodological decision making regarding environmental health complexity. 展开更多

In this paper, we propose a multi-criteria machine-schedules decision making method that can be applied to a produc-tion environment involving several unrelated parallel machines and we will focus on three objectives: minimizing makespan, total flow time, and total number of tardy jobs. The decision making method consists of three phases. In the first phase, a mathematical model of a single machine scheduling problem, of which the objective is a weighted sum of the three objectives, is constructed. Such a model will be repeatedly solved by the CPLEX in the proposed Multi-Objective Simulated Annealing (MOSA) algorithm. In the second phase, the MOSA that integrates job clustering method, job group scheduling method, and job group – machine assignment method, is employed to obtain a set of non-dominated group schedules. During this phase, CPLEX software and the bipartite weighted matching algorithm are used repeatedly as parts of the MOSA algorithm. In the last phase, the technique of data envelopment analysis is applied to determine the most preferable schedule. A practical example is then presented in order to demonstrate the applicability of the proposed decision making method. 展开更多

The situation is constructed when the tests are considered as events and the spare test equipments are considered as strategies. The model of grey situation decision for the test equipment selection and deployment (TESD) is founded. Through analyzing each decision objectives, their relative weights are calculated via analytic hierarchy process (AHP). The grey situation effect matrix under each objective is computed so that the comprehensive effect measure matrix can be obtained when all of the objectives are traded off by their weights. Finally, the decision-maker can select the optimal situations by the value of the measures and such situations form the overall concept for TESD. The paper combines the AHP with grey situation decision to select and deploy the test equipments optimally. Our experimental results show that the proposed method is effective and efficient. 展开更多

The electrification of powertrains leads to an increasing diversification of powertrain configurations. Each single configuration has its specific advantages which appear depending on the usage profile. To find the usage based optimal powertrain in consideration of a variety of evaluation criteria, the powertrains have to be optimized for the usage profile and characteristics have to be extracted from the usage profile. The carbon dioxide emissions of the optimized powertrains and usage based criteria are used in a multi-criteria decision analysis to determine the optimal powertrain for a specific usage profile. The description of characteristic maps forms the objective function of a minimization problem. The determined carbon dioxide emissions are one criterion in a multi-criteria decision process. All considered criteria are at least partly objective so that subjective ratings are eliminated as far as possible. The result is an optimized powertrain for a desired usage under the consideration of objective criteria that are extracted from the usage profile. 展开更多

The development of renewable energy has become an important issue nowadays owing to the growing concerns about global warming and shortage of fossil fuels. The present study proposes an approach that integrates life cycle assessment (LCA), 3E (Energy-Economics-Environment) indicators and multi-criteria analysis (MCA) to evaluate environmental impacts and find the best choice or better choices among various renewable energy development plans. Several alternatives of wind turbines and photovoltaic (PV) systems are considered in the case study since they are found to be more feasible in Taiwan in a preliminary study. By using the proposed approach, the result indicates that the major environmental impacts arising from the development of wind turbines and PV systems in Taiwan are the generation of respiratory inorganics and minerals as well as the consumption of fossil fuels. Based on experts’ opinions, the outcome of multi-criteria analysis suggests that wind turbines have more advantages than PV systems in Taiwan. In particular, among the studied systems, a 2500-kW offshore wind turbine system has the greatest integrated performance, and a 4500-kW onshore wind turbine system comes in second. 展开更多
