Eco-economic research and construction of harmonious society in China:a survey of the 7^(th)Biennial Conference of Chinese Ecological Economics Society,2006

The 7th Biennial Conference of Chinese Ecological Economics Society (CEES) was held from 5th to 7th, Nov.2006 in Qingdao University. The paper summarizes the major viewpoint presented at the conference: eco-economicresearch and construction of a harmonious society in China. The conference put forward that it is an objectivity andinevitability for human being to enter the harmonious society, that eco-economics is one of the theoretical bases for theconstruction of the harmonious society, and that the research of eco-economics in China should reflect new contentsdeveloped in the process of modernization in China and make proper contributions to the construction of the harmonioussociety.

J.B. is one of the most popular writers of the last hundred years and many of his stories have a prophetic quality. His books are full of descriptions of abundant life. Many critics still treasure his great literary works and salute the memory of the remarkable man who wrote them. An Inspector Calls is a play written by English dramatist J. B. Priestley, which is considered to be one of Priestley's best known works for the stage and one of the classics of mid-20th century English theatre. In the play, Priestley advocates to restore the wholeness of the community and construct a harmonious society fit for people to live in. This article will analyze why he advocates it and what are the possible ways to achieve it in the eco-feminism view.

Research on Issues concerning Social Security for Migrant Workers in Harmonious Society

This article analyzes the status quo of social security for migrant workers in China,and points out that there are deep system and concept reasons for the lack of labor rights and interests security,social security,equality and the right to development,political participation channels for the current migrant workers. This article then expounds the adverse effects of lack of social security for migrant workers on building a harmonious society: the lack of social security for migrant workers poses an enormous hidden trouble to the social stability,restricting the urbanization process in China,and hampering China's agricultural development. To improve social security for migrant workers and promote the harmonious development of society,it is necessary to adhere to " people-oriented" outlook of development,give full play to migrant workers' social creativity; implement the development strategy of comparative advantage,enhance material basis of social security for migrant workers; break the trade barriers between urban and rural areas,build unified urban-rural labor market; based on the actual situation of various regions, use hierarchical classification method to progressively improve the social security mechanism for migrant workers.

Research on the Construction of Ecological Civilization Model under the Regional Harmonious Development Background

In this paper, we conduct research on the construction of the ecological civilization model under the regional harmonious development background. Our country has achieved by the planned economy to basic socialist market economy important historic transformation, regional management system after several changes, the government organization adjustment for many times, in both market and government forces to promote the regional cooperation mechanism is increasingly rich, mutual assistance and support mechanism gradually complete, a variety of the mechanisms as we pattern is emerging. The current regional harmonious development must be based on general regional interests coordination, strive to build a regional comparative advantage into full play, regional gap control in a reasonable scope, area equal basic public services, strengthen market integration, effective utilization of the resources and ecological environment protection and improve the dynamic combination of fi ve goals. Under this basis, we propose the new perspectives on the issues that are meaningful.

Moral property rights and harmonious society

To build the harmonious society needs the effect of morality. There are various kinds of moral values. Mora values can be divided into proper ones and improper ones according to whether the social benefit is bigger than the socia cost of the moral behavior. The former is helpful to the optimal allocation of resources and improve the formation of the harmonious society; while the latter is harmful to the optimal allocation of resource and bad to the formation of the harmonious society. The proper and scientist moral values include: sustainable development view on ecology, fair, jus and win win view on morality, credibility, right view on rich and poor, right view on consumption and so on. To build the proper and scientific moral value, the more important way is building proper moral property rights institution by recognizing properly and constructing moral property rights besides legislation, setting up moral surroundings, valuing moral penetration, strengthening moral education etc.

Harmony between man and nature:the base for the harmonious society

The harmony between man and nature is the base for the harmonious society. It is determined by the eco-ruleand eco-economic rule. Human being should not violate the eco-rule. However, human being can make eco-systemsupply suit economic growth and its speed through systematical innovation and restriction of human economic activityand choice. Through technological innovation, efficiency satisfaction of unit resource can be increased; structure andfunction of eco-system can be perfected; supply capability of eco-system can be improved. To build the harmonioussociety, human should consider the reasonable distribution of limited resources from two sides. The first one is that theutilization of two functions of resource supply and pollution purification to nature should not exceed its special supplycapability formed under its special structure and function states, i.e. harmony between man and nature. The second sideis human being should think over the reasonable and effective distribution of limited resources in economic society, i.e.harmony between human beings and society. The reasonable economic activity of human being is the key to the harmo-nious development of man and nature.

Assessment and Countermeasures of Ecological Civilization Construction in Changsha,Zhuzhou and Xiangtan

[Objective] The aim was to assess the ecological civilization construction in urban agglomeration composed of Changsha,Zhuzhou and Xiangtan synthetically.[Method] By means of analytic hierarchy process,the assessment system of ecological civilization in Changsha,Zhuzhou and Xiangtan was established firstly,and then the ecological civilization construction in Changsha,Zhuzhou and Xiangtan was evaluated comprehensively,and the existing problems and causes of ecological civilization construction were analyzed,finally the corresponding suggestions and countermeasures were put forward.[Result] For natural subsystem and social subsystem,the comprehensive scores of Changsha,Zhuzhou and Xiangtan were 0.143 and 0.214,and Changsha had the highest scores (0.150 and 0.221),and next came Xiangtan (0.142 and 0.219),while the scores were the lowest in Zhuzhou (0.136 and 0.213).From economic subsystem,the comprehensive score of urban agglomeration composed of Changsha,Zhuzhou and Xiangtan was 0.216,and the maximum score appeared in Changsha (0.247),Zhuzhou the second (0.201),while Xiangtan owned the lowest score (0.197).In cultural subsystem,the comprehensive score of urban agglomeration was only 0.078 which was the lowest score among four subsystems,and it was related to its low weight.In addition,the scores of Changsha and Xiangtan took the first place (0.079),while it was lower in Zhuzhou (0.077).[Conclusion] The ecological civilization construction in Changsha,Zhuzhou and Xiangtan persisted at a higher level and developed well on the whole.

EXPLORING ON-LINE SOCIETAL RISK PERCEPTION FOR HARMONIOUS SOCIETY MEASUREMENT

The nearly 30-year economic growth miracle brings the consequent tremendous poor-rich gap leading strong drives for social transformation in current China. Chinese top leaders have realized to increase the peoples＇ income, improve quality of life and construct a ＂harmonious society＂ as key missions especially in recent 10 years. How to measure a harmonious society is one important topic as different measures may lead to different development policies. This paper outlines over 10 indices relevant to measure a harmonious society. Some are global indicators, while some are contributed by domestic researchers and arouse debates. Most of those indicators require conducting surveys on social attitudes under micro levels, which is always time consuming with problem of data quality. As Internet technology advances provide ways to record and disseminate fresh community ideas and thoughts conveniently, detecting topics or emotions from on-line public opinions is becoming a trend or one supplement way to overcome those data acquisition problems. This paper discusses one approach to on-line societal risk perception using hot search words and BBS posts. Such a trial aims to provide another way to societal risk perception different from those in traditional socio psychology studies. Challenges are also indicated.
