Government agencies and private companies are increasingly required to ensure that there is adequate protect...Weather-related geo-hazards are a major concern for both natural slopes and man-made slopes and embankments. Government agencies and private companies are increasingly required to ensure that there is adequate protection of sloping sur- faces in order that interaction with the climate does not produce instability. Superior theoretical formulations and computer tools are now available to address engineering design issues related to the near ground surface soil-atmospheric interactions. An ex- ample is given in this paper that illustrates the consequences of not paying adequate attention to the hazards of slope stability prior to the construction of a highway in South America. On the other hand, examples are given from Hong Kong and China's Mainland where significant benefits are derived from putting in place a hazard slope stability management system. Some results from a hazard management slope stability study related to the railway system in Canada are also reported. The study took advantage of recent research on unsaturated soil behaviour and applied this information to real-time modelling of climatic conditions. The quantification of the water balance at the ground surface, and subsequent infiltration, is used as the primary tool for hazard level assessment. The suggested hazard model can be applied at either specific high risk locations or in a more general, broad-based manner over large areas. A more thorough understanding of unsaturated soil behaviour as it applies to near ground surface soils, along with the numerical computational power of the computer has made it possible for new approaches to be used in slope hazard management engineering.展开更多

The deformation and failure are mainly caused by poor design which normally has not well combined with the geological conditions and unplanned construction. Therefore, effective design and construction management should be conducted for ensuring a successful construction without damage and risk. In light of the reality of high slope construction along highway in the Huangshan area, this paper proposes a technical procedure for dynamic design and construction management of high slopes along highway in the mountainous area. The proposed construction management scheme is divided into three phases, i.e., 1) design phase, 2) preparation phase of excavation, and 3) construction phase. During the design phase, experiences and lessons learnt from the design and construction of other high slopes along highway in the same region are summarized. The number of slopes and slope height should be optimized from the aspects of route selection and route form. During the preparation phase of excavation, "Excavation Permit Management System" should be adopted, and construction scheme should be made by the construction unit, then the scientific research and design unit determine whether it guarantees slope stability and makes optimization measures. During the construction phase, the scientific research unit would make proposal of optimization design, and apply the achievements of scientific research into practice through common efforts of various units based on the understanding of excavation and investigation. The management system mentioned above is adopted to conduct dynamic design and construction management for more than 90 slopes along the Huangshan - Taling - Taolin Expressway, and successful results of application have been achieved.展开更多
Arboricultural research focusing on transport land use was lacking in Hong Kong.Some highway slopes were registered in the Systematic Identification of Maintenance Responsibility of Slopes in the Territory(SIMAR),abbr...Arboricultural research focusing on transport land use was lacking in Hong Kong.Some highway slopes were registered in the Systematic Identification of Maintenance Responsibility of Slopes in the Territory(SIMAR),abbreviated as SIMAR slopes.We aimed to analyze patterns in the structure and species composition of the tree stock along a highway in Hong Kong and examined how a slope registration system could help explain the characteristics of urban forests.The 53 slopes and 52 verges along San Tin Highway,Hong Kong were randomly selected.The trees on each slope and verge were collectively sampled as a tree stand.Six variables,namely tree abundance,species richness,maximum tree height,Shannon-Wiener diversity,Simpson's dominance,and Pielou's evenness were measured for each stand.In addition,a limited visual tree risk assessment was performed.The 7,209 trees in 23 species were recorded.Species richness was low,ranging from one to eight species per stand.SIMAR and non-SIMAR slopes were compared.SIMAR slopes had significantly higher species richness,diversity,evenness but lower dominance,with mean difference of 1.41 species,0.17,0.17 and-0.28respectively.SIMAR slopes were associated with lower tree risk rating.When training regression models,boosting as an ensemble method arbitrarily raised the explanatory power and the predictive accuracy of some models.Slope height,length,angle and area could be significant predictors of the biodiversity-related variables.Future research can sample more habitat characteristics related to the structure and species composition of slopes and verges which were important components of urban forestry.展开更多

The lack of familiarity of project management standards is one of the common risks in the construction industry in Egypt. The main aim of this paper is to identify the most significant risk factors affecting highway construction project in Egypt to decrease the likelihood and impact of those risks. The research method starts with extensive literature review to provide a prime risk factors list which was also augmented to expertise to reach final risk factor list which contains all risks that may be faced during highway construction. Subsequently, a set of 12 risk groups consisting of 73 risks was selected and a questionnaire survey was conducted to determine the likelihood and consequences of the identified risks. Later, a software application was developed using MATLAB to facilitate risk evaluation of highways projects. Results indicated that the risk factors arise from owner side is one of the most common risk factors in the construction industry in Egypt as the owner in the majority of construction project in Egypt is the governmental sector, however, the overall project risk of highway construction projects in Egypt is considered as at a medium level.展开更多

It results serious negative influence on the local government and enterprises that the common cost overrun of projects, and the risk factors of it is different in the different countries, different stages and projects types. So in this paper, we generate an evaluation index system of highway construction projects cost overrun risk in Vietnam in the perspective of different project participants, and also evaluate the effects of these factors in method of regression analysis. The empirical results confirmed 7 main factors that have aggravated cost overrun risk in construction stages, e.g. survey and design scheme risk. Highway agencies have been using many of the elements of asset management with the support of various decision-making tools.To determine the most effective investment strategy with scarce resources,the integration,and...Highway agencies have been using many of the elements of asset management with the support of various decision-making tools.To determine the most effective investment strategy with scarce resources,the integration,and hence better utilization,of existing tools and practices across asset classes is generally lacking.This paper applies data envelopment analysis(DEA)to benchmark different highway investment scenarios using existing data or data readily available through existing models.Three asset types,pavements,bridges,and traffic signage,are investigated.Asset investment analysis results from the Highway Economic Requirements System State Version(HERS-ST)application,the PONTIS bridge management system software,and purpose-built traffic signage spreadsheet are obtained to capture the changes of performance measures under various budget scenarios and are further used as the inputs for the DEA process to benchmark investment scenarios for each individual asset.Subsequently,the performance measures and budget levels are assembled in the Asset Manager-NT software,whose results are input into DEA to benchmark cross-assets resource allocation scenarios.Planning for the management of highway network is addressed via case studies in a systematic manner that recognizes the tradeoffs among different funding periods and objectives such as preserving existing investments,safety,roughness and user costs.This study has established a preliminary implementable framework of highway asset management by linking DEA approach and current widely used decision-making tools for more efficient investments within and cross assets,and better understand of the tradeoffs,costs and consequences of various asset management decisions.展开更多

文摘Egypt construction projects are associated with different levels of risks. The lack of familiarity of project management standards is one of the common risks in the construction industry in Egypt. The main aim of this paper is to identify the most significant risk factors affecting highway construction project in Egypt to decrease the likelihood and impact of those risks. The research method starts with extensive literature review to provide a prime risk factors list which was also augmented to expertise to reach final risk factor list which contains all risks that may be faced during highway construction. Subsequently, a set of 12 risk groups consisting of 73 risks was selected and a questionnaire survey was conducted to determine the likelihood and consequences of the identified risks. Later, a software application was developed using MATLAB to facilitate risk evaluation of highways projects. Results indicated that the risk factors arise from owner side is one of the most common risk factors in the construction industry in Egypt as the owner in the majority of construction project in Egypt is the governmental sector, however, the overall project risk of highway construction projects in Egypt is considered as at a medium level.
文摘Recently, the highway construction projects increase rapidly in Vietnam and most of them are international contracting projects. It results serious negative influence on the local government and enterprises that the common cost overrun of projects, and the risk factors of it is different in the different countries, different stages and projects types. So in this paper, we generate an evaluation index system of highway construction projects cost overrun risk in Vietnam in the perspective of different project participants, and also evaluate the effects of these factors in method of regression analysis. The empirical results confirmed 7 main factors that have aggravated cost overrun risk in construction stages, e.g. survey and design scheme risk. In final, the corresponding suggestions are proposed to reduce the project cost overrun risk.

文摘Highway agencies have been using many of the elements of asset management with the support of various decision-making tools.To determine the most effective investment strategy with scarce resources,the integration,and hence better utilization,of existing tools and practices across asset classes is generally lacking.This paper applies data envelopment analysis(DEA)to benchmark different highway investment scenarios using existing data or data readily available through existing models.Three asset types,pavements,bridges,and traffic signage,are investigated.Asset investment analysis results from the Highway Economic Requirements System State Version(HERS-ST)application,the PONTIS bridge management system software,and purpose-built traffic signage spreadsheet are obtained to capture the changes of performance measures under various budget scenarios and are further used as the inputs for the DEA process to benchmark investment scenarios for each individual asset.Subsequently,the performance measures and budget levels are assembled in the Asset Manager-NT software,whose results are input into DEA to benchmark cross-assets resource allocation scenarios.Planning for the management of highway network is addressed via case studies in a systematic manner that recognizes the tradeoffs among different funding periods and objectives such as preserving existing investments,safety,roughness and user costs.This study has established a preliminary implementable framework of highway asset management by linking DEA approach and current widely used decision-making tools for more efficient investments within and cross assets,and better understand of the tradeoffs,costs and consequences of various asset management decisions.
