How to Evaluate Human Capital?

Human capital (man's work, ... A company is usually founded by individuals striving to achieve their own or broader goals. Goal achievement related to a company's operations is called business or the business process. Human capital (man's work, employees) is an important element of the business process, however its value is not disclosed on the assets side of the classical balance sheet. In order to shown assets, human capital has to be evaluated. Evaluation can be made in monetary or non-monetary terms. Non-monetary models for evaluating human capital include organisational and behavioural variables. These variables are not expressed in monetary terms, however, based on changes in their quality, one can assume the increased or decreased value of human capital within the company. The value of non-monetary models should not be underestimated, however monetary models are of greater importance. In this article, the most significant non-monetary and monetary models of human capital evaluation are discussed. Among non-monetary models the Michigan, Flamholz, and Ogan models are discussed. Among monetary models the replacement costs model, the opportunity costs model, the discounted wages and salaries model, and originally created dynamic model are discussed. A descriptive approach is used to identify the basic characteristics of existing models for evaluating human capital. According to these findings a different approach is taken in developing an original model. Dynamic model can efficiently overcome most of the practical problems and can be used as an appropriate estimator of human capital value expressed in monetary terms. The research limitations are that the dynamic model has not been sufficiently verified in practice. The model could prove to be directly applicable in those enterprises that would like to define the value of their human capital. 展开更多

Then, this paper estimates China's future human capital demand and shortage based on economic and demographic forecast. Investments in human capital (employees) include investments in the direct assurance of working abilities, investments in health and well-being, and investments in loyalty to the company. These investments are crucial for the long-term existence and development of a company, but their value is not disclosed on the assets side of the classical balance sheet. The most important argument of the mentioned approach's promoters is that the economic benefits stemming from such investments are uncertain. However, investments in human capital are those with the highest long-term benefits for the company. Therefore, human capital is the only element of the business process that can add value. Other elements (equipment, materials, and services) just transfer their value to products and services. In this paper, the elements of investments in human capital and the methods used to evaluate these investments are addressed. In addition, uniquely shaped financial performance ratios related to investments in human capital are presented along with the system of integrated ratios. 展开更多

Patient Safety Culture Post Covid-19 Pandemic: In Perspective of Millennials Human Capital Issues

We aim to d... <strong>Background: </strong>Patient safety is the core task of any healthcare business. As medical harm caused by hospitalisation is still on the rise and patient safety culture is a struggle. We aim to determine the nature of patient safety culture in a private hospital and explore some unique human resource problems in Malaysia. <strong>Methods: </strong>In our case study, we use the Hospital Survey on Patient Safety Culture (HSOPSC) questionnaire to measure the 12 dimensions of patient safety culture. The survey received 281 respondents (76% response rate) from all the millennial frontline healthcare providers, including doctors, nurses and allied healthcare providers. The result of the survey was used as the basis to further explore the problems in this hospital. In-depth interviews, observation and document reviews were conducted in relation to human resource problems. This study used IBM SPSS 26 for Windows for statistical analysis and Atlas ti.8 for qualitative analysis of open comments. We used Interpretive Phenomenological Interpretation for analysis of data after triangulation. <strong>Results: </strong>The overall average positive response rate for the 12 patient safety culture dimensions of the HSOPSC survey was 64%. The result showed that the staff feels positively toward patient safety culture in this hospital. The dimension that received good performance is “Manager expectation”, “Management support for patient safety” and “Organisational learning”. The dimension with the poor performance was “Staffing”, “Frequency of error reporting”, “Teamwork across units”, and “Handoff and transitions”. The open comments indicated inadequate staffing and nursing retention issues. Interviews, observation and document reviews related to staffing reveal high turnover rates among millennial nurses, high overtime and on-call rates, chaotic units with procedures, doctors’ round, admission and discharges mainly in medical and surgical units causing distraction. Poor shared governance is the biggest challenges that need immediate attention post Covid-19 pandemic. <strong>Conclusions: </strong>The HSOPSC measurement gave valuable insights on patient safety culture in a private hospital in Malaysia. The overall perception of patient safety culture was satisfactory. The poor positive response rate for “Staffing” dimension and the open comments suggests a need for an urgent need for retention and human resource management strategies to prevent brain drain due to high turnover rates, especially among millennial nurses. The key factors causing dissatisfaction and brain drain among nurses are the lack of shared governance. 展开更多

In essence, an integrated educational model that should be more flexible, more adaptable, and more effective, serving the needs of society at large should be considered. Care should be taken to build frameworks and models that address both the productive needs of organisations, whilst at the same time, ensuring the engagement of individuals. These frameworks should entice the employee to participate in a self-development process that benifits the organisation. Corporates should address the aspirations of individuals and plan more rewarding careers for staff. Employees should have a clear path for development and growth. In China, combustion of fossil fuels and biomass has produced serious air pollution that does harm to human health. Based on dose-response relationships derived from epidemiological studies, the authors calculated the number of deaths and people with health problems which were thought to be attributable to China's air pollution in the year of 2000. In order to estimate the corresponding economic impacts from the national point of view, the general equilibrium approach was selected as an analysis tool for this study. A computable general equilibrium (CGE) model was constructed involving 39 sectors and 32 commodities. The human capital approach (HCA) was also used for comparison. The economic burden of disease for people estimated by HCA was equivalent to 1.26‰ (ranging from 0.44‰ to 1.84‰) of China's gross domestic product (GDP). China's GDP loss estimated by the general equilibrium approach reached 0.38‰ (ranging from 0.16‰ to 0.51‰). The difference between the two approaches and the implications of the results were discussed. 展开更多

The Chinese economy has achieved remarkable development over the past 40 years of reform and opening-up.However,with the narrowing of potential for efficiency improvement from resources reallocation and changes in population age structure,the Chinese economy has moved from high-speed growth to high-quality development.In this setting,understanding factor endowment and comparative advantages of the economy from a perspective of human capital structure so as to enhance industrial structure adaptability by riding the trend is of significance for cultivating new driving force for economic development.This paper,following a theoretical paradigm of new structural economics,demonstrates how human capital structure matches industrial structure and the presence of optimal human capital structure using mathematical deduction.On this basis,national level panel data and instrumental variables are adopted for generalized method of moments,the results of which shows that there are varied impacts on economic growth in light of different human capital structure characteristics.The proportions of high-level human capital and medium-level human capital boost economic development,while that of low-level human capital has an inhibitory effect on economic growth.The policy implication of this study is that large economies should diversify efforts as per different human capital structure characteristics in terms of development need of tapping growth impetus from human capital structure improvement.It is of equal importance to raise the proportion of high and medium human capital in order to stimulate economic growth and to cut the proportion of low human capital that hinders economic development. 展开更多

This paper examines the relationships between natural resource dependence, public education investment, and human capital accumulation. It addresses why the “blessing” of abundant natural resources often turns into a “curse” in many countries and regions, focusing on the crowding-out effect of natural resources on human capital. According to our empirical analysis of provincial panel data from China, natural resource dependence is significantly and negatively correlated with human capital accumulation. The crowding-out effect of natural resources on human capital exists only in the central and western regions of China. Our introduction of an interaction term for natural resource dependence and public education investment underscores the possibility of investing in public education to reduce the crowding-out effect of natural resource dependence on human capital. The government should utilize the income of the natural resource sector to increase investment in education to enhance local human capital. 展开更多

This paper focused on the intergenerational transmission of poverty in rural China by estimating the intergenerational transmission of earnings and stated its mechanism from the perspective of human capital investment before children participated in the labor market.The data used in this study were longitude data collected in 2000 households of 100 villages among 25 counties across five provinces in 2005,2008,2012,2016,and 2019.Qualitative and quantitative methods were adopted.We found a significant intergenerational transmission of earnings in rural China,especially for the pairs of father–children and parents–children.The intergenerational earnings'elasticities were much less than those in urban areas,which indicated better social mobility in rural areas than that in urban China.The children with parents who could earn much were more likely to be invested before they participated in the labor market,gain a high education and have more skills.Three cases further showed that the mechanism of human capital investment in children breaking the intergenerational transmission of poverty and promoting social mobility. 展开更多

Literatures about the relationship between human capital investment and rural poverty are reviewed.According to the time-series data from 1990 to 2007,VAR model and variance decomposition research are used to study the relationship between household human capital investment and rural poverty.Result shows that there is long-run equilibrium relationship between household human capital investment and rural poverty.Educational investment and health investment have significant impacts on the alleviation of rural poverty;while migration investment does not have significant impact on the alleviation of rural poverty.Among the factors causing poverty fluctuations,educational investment has greater impacts on poverty fluctuations than health investment in the short run,but health investment has greater impacts on poverty fluctuations than educational investment in the long run.Based on this,related countermeasures are put forward,such as further increasing the investment in education and health,implementing the compulsory education and social security system,consolidating the rural cooperative medical care,improving the retirement pension system in rural areas,and perfecting the training and technical extension system for rural population under the poverty line. 展开更多

The deep research on private investment in urban and rural human capital in Guangxi is necessary for developing economy and narrowing urban-rural gap. Through the analysis on the historic statistics, it is found that there were disparities total quantity and investment structure of private investment in human capital of urban and rural residents. By using the ELES model, the marginal investment trend, investment demand, elastic income, own-price elasticity and mutual-price elasticity of private investment in human capital of urban and rural residents are analyzed. It is pointed out that income is the key factor that affects the private investment in human capital of urban and rural residents. In Guangxi, the private investment and marginal investment in human capital of urban and township residents are higher than that of rural residents;the own-price elasticity and mutual price elasticity of rural residents' private investment in human capital are all higher than that of urban residents'. 展开更多

Based on the relevant theory of human capital investment and the survey of the current situation of entrepreneurial ability of the new generation of migrant workers,through building the human capital investment linear regression model,this paper analyzed the different variables for human capital investment of the new generation of migrant workers from the quantitative perspective. It found that the educational level is the largest factor influencing their entrepreneurial ability. Human capital is an important aspect of energy consumption,exerting crucial effects on economic growth,technological progress,and economic restructuring.This paper presents an in-depth investigation of the effect of human capital on energy consumption using an extended version of the Stochastic Impacts by Regression on Population,Affluence,and Technology framework.The estimated results using a panel dataset covering China’s 30 provincial regions during the period 1997-2018 and applying fixed effects with instrumental variables and the generalized method of moments indicated that an increase in human capital significantly drove energy consumption.A 1%increase in human capital increased energy consumption by approximately 0.3%.A two-step channel analysis to test scale,technical,and structural effects revealed that the positive effect of human capital on energy consumption is based primarily on the scale effect.However,highly educated human capital alleviates the energy pressure of this effect.In contrast to the scale effect,both the technical and structural effects of human capital reduced energy consumption,and this reduction is primarily correlated with enterprises’utility-oriented technological progress.Finally,we present strategic energy control policy implications related to human capital. 展开更多
