Telecommunications and Energy Infrastructure Sharing: Technical and Socio-Economic Impact Analysis in a Multi-Operator Environment in Burundi

The sharing of telecommunications infrastructure and power supply equipment is currently an applicable and very common model for grouping signal transmission and reception equipment and their power supply on the same site to ensure coverage of fixed, mobile, Internet and radio and television broadcasting networks. This study consists of producing an inventory of telecommunications and energy infrastructure sharing, focusing on the one hand on analyzing the impacts of active and passive sharing of telecommunications infrastructure from a technical point of view, particularly in terms of legal framework, deployment, coverage and exposure to electromagnetic radiation, and on the other hand on identifying the effects of infrastructure sharing from a socio-economic point of view in a multi-operator mobile telephony environment, by indicating the economic value of the revenue generated as a result of infrastructure sharing. Finally, the results will contribute to identify strategies for ensuring maximum deployment and coverage of the country, and for developing the information and communication technologies (ICT) sector in order to contribute to the digital transformation by digitising services using mobile telephony and the Internet in Burundi.

Research on Enterprise Operation Mechanism Innovation Under Economic Transformation

With the rapid development of the market economy, complex changes have occurred in the market environment, and the competition among enterprises has become extremely fierce. The transformation of the structure of the market economy has prompted enterprises to seek for new developments and innovations. Under the background of the new economy, enterprises must begin from the perspective of internal management and internal strategic development to ensure quality enterprise operation mechanism innovation. This would help direct enterprise operation and development as well as demonstrate the value of enterprise internal management. In this way, enterprises will be able to array their overall competitiveness. Simulation platform of economical operation and dispatch for power plant based on float-coded genetic algorithm

This paper discusses a float-coded genetic algorithm and its application to the optimization of the power plant operation concerning the simulation problem of economical operation for power plant systems. The method proposed realizes the load optimization between generating units of power plants and their loads, solves the problem of influence of a unit plant pause spoilage and load variance on the optimal plant combination and load, and finally establishes a simulation platform for the power plant economical operation.

An Evolutionary Economic Geography Perspective on Types of Operation Development in West Lake, China

The types of operation play a key role in facilitating tourism consumption and economic development in a tourism destination. By adopting evolutionary economic geography theory, the paper analyzes the types of operation in West Lake Scenic Area from 1978 to 2013. First, an evolution process consisting of four stages is underpinned, and they are: the new establishment stage, the preliminary development stage, the speedup development stage, and the stabilized maturity stage. Specifically, the distinct characteristics associated with operation types are compared and evaluated at different stages throughout the process. The evolution trees are introduced to scrutinize types of operation development. The results of evolution trees demonstrate the substantial increase in both numbers and types. Second, by applying GIS spatial analysis, the paper also analyzes the spatial evolution characteristics on the types of operation, and the results unveil the co-existence of centripetal and centrifugal forces: the processes of spatial agglomeration and spatial dispersion. More specifically, we recognize the spatial process includes the emergence of node and concentration(1978–1995), the sparse distribution and intensity reduction(1996–2002), the patchy distribution and spatial agglomeration intensification(2003–2008), the dispersed distribution and core area agglomeration(2009–2013). Lastly, path dependence on resource endowment, government and market innovation, knowledge learning and spillover can reasonably explain the types of operation evolution. In conclusion, the evolutionary economic geography theories provide new theoretical and empirical perspectives for tourism policy analysis. At the same time, our comprehensive evidences impart more comprehensive insights and offer useful managerial and policy implications.

GA and PSO culled hybrid technique for economic dispatch problem with prohibited operating zones

This paper presents an efficient and reliable genetic algorithm (GA) based particle swarm optimization (PSO) tech- nique (hybrid GAPSO) for solving the economic dispatch (ED) problem in power systems. The non-linear characteristics of the generators, such as prohibited operating zones, ramp rate limits and non-smooth cost functions of the practical generator operation are considered. The proposed hybrid algorithm is demonstrated for three different systems and the performance is compared with the GA and PSO in terms of solution quality and computation efficiency. Comparison of results proved that the proposed algo- rithm can obtain higher quality solutions efficiently in ED problems. A comprehensive software package is developed using MATLAB.

Solutions to Right Conflicts and Integrated Protection of Diverse Interests in Real EstateDevelopment and Operation

In the development and operation of real estate, real estate development enterprises as the principal subject would often establish contractual relationships with subjects of diverse interests including removed households, banks, construction project contractors, and buyers. At times, conflicts of interests might occur among these contractual subjects requesting civil and commercial claims of the same subject matter based on agreements or legal rights. As for the causes of these conflicts and their solutions, a majority of existing researches still stay at the superficial causes from the perspective of civil and commercial law, and the solution of determining the order of priority of compensation of related rights. Due to the lack of research into deep-seated reasons and solutions from the perspective of economic law, the current legislative and judicial approaches to this kind of problems tend to give more protection to the rights of one subject while lack sufficient attention to other subjects. This paper attempts to carry out analyses and research on the causes and solutions to this kind of conflicts from the perspective of economic law, to achieve integrated protection of diverse interests in real estate development and operation so as to better safeguard the order in real estate development and operation and facilitate the healthy and ordered development of the real estate industry.

Management Results and Financial Status of Rural Collective Economy under the Background of Rural Revitalization

Based on the analysis of financial statements,the performance and problems of rural collective economic organizations in their business activities were analyzed.It is believed that rural collective economy was developing continuously in a good way,with strong debt paying ability,but the operation ability and management efficiency need to be further improved.The operation was too conservative,and the asset utilization efficiency and profitability were weak.There were many unnecessary liabilities,and they developed mainly relying on their own accumulation.Therefore,it is proposed to crack the"talent dilemma"of rural collective economic operation and management,straighten out and clarify the relationship between rural collective economic organizations and villagers self-governing organizations,correctly handle the relationship between collective accumulation and member distribution,adhere to the financial input of blood replenishment and transfusion,and make liabilities reasonable according to the management development.

基于世界模型深度强化学习的含风电电力系统低碳经济调度

通过调度手段提高发电侧风电等可再生能源利用率,降低常规火电机组的碳排放是实现双碳目标的重要手段。针对含风电电力系统的低碳经济运行问题,提出一种基于世界模型深度强化学习的调度方法。首先,计及碳交易成本与发电成本构建了系统运行总成本最低的调度模型,采用基于世界模型的双延迟深度确定性策略梯度(twin delayed deep deterministic policy gradient,TD3)算法求解系统各机组最优出力策略。该算法通过“因果Transformer”神经网络的自注意力机制和多层堆叠结构学习世界模型以等效真实环境,进一步结合TD3算法在世界模型决策空间中开展大规模探索,提高决策稳定性。以改进IEEE30节点系统为例,通过所提算法求解得到各机组发电策略,实现了含风电电力系统的低碳经济调度目标,表明该方法能有效提升风电消纳,减少系统碳排放量,降低运行成本。

经济政策不确定性、经济金融化与企业影子银行

经济政策不确定性对企业影子银行的影响是否一成不变?考虑到2008年后快速发展的经济金融化,本文基于2000—2019年中国沪深A股上市非金融企业的财务数据对此进行实证检验。结果表明:第一,经济过度金融化形成前,经济政策不确定性上升会抑制企业影子银行;经济过度金融化形成后,经济政策不确定性会促进企业影子银行。这种阶段性差异形成的原因在于经济过度金融化造成了企业影子银行与实体经营活动之间关系的转变,并主要通过运营资产传导。第二,经济金融化程度具有正向调节作用,其强化了经济政策不确定性对企业影子银行的差异性影响。第三,经济过度金融化形成后,具备融资优势或处于经营弱势的企业更易从事影子银行活动,且两者对于企业影子银行的扩张效应具有叠加影响。本文对于从根本上解决影子银行风险问题有一定的政策启示。

养殖工船建设运营经济效益分析

养殖工船是新型深远海养殖设施,其游弋式特性可以充分利用我国广阔优质的海水资源,开展深远海集约化养殖生产。本文以某主养品种为东星斑和珍珠龙胆的10万吨级养殖工船为研究对象,对其建设投资、运营成本、收入与利润、投资现金流量与资金平衡、盈亏平衡与敏感性等进行了分析,结果表明,该船总投资收益率为17.3%,税后财务内部收益率为12.8%,税后投资回收期为9.2年,盈亏平衡点为44.0%,这说明了养殖工船盈利能力较强,经济风险可控。文章对提高养殖工船经济效益提出了相关的建议,以期为我国深远海工业化养殖模式创新提供参考。

考虑净负荷不确定性的配电网协同调度

如何实现可再生能源的最大化消纳同时保证配电网的安全经济运行成为亟须解决的问题。首先,将节点上的可再生能源出力和负荷聚合为净负荷并以区间描述其不确定性,同时将系统中调节能力在节点上的映射以端点可优化的区间描述,以调节能力区间和净负荷扰动区间的公共部分反映该节点净负荷扰动的可接纳域。然后,基于优先目标规划,构建了以最大化净负荷扰动可接纳域、最小化配电网运行总成本、最小化电压偏差为目标的考虑净负荷不确定性的3层优化模型,进而得到协同考虑新能源最大化消纳、运行成本合理、节点电压波动最小化的优化方案,保证了配电网运行的安全性、可靠性与经济性。最后,基于改进的IEEE 33节点配网算例,验证了该模型和方法的有效性。

数字经济发展对种植业碳排放效率的影响研究——基于中介和门槛效应的实证检验

农业源温室气体排放量(碳排放)仅次于工业,种植业作为农业的基础,其碳排放量在农业中占据较大比重,种植业碳减排对于“双碳”目标的实现具有重要意义。在“碳达峰、碳中和”的碳排放格局下,数字经济已成为推动种植业绿色低碳高质量发展的新引擎。本文在理论探讨基础上,结合2011—2021年中国31个省(自治区、直辖市,不包括中国香港地区、澳门地区和台湾地区)面板数据,综合利用固定效应回归模型、工具变量模型、中介效应模型、门槛效应模型,实证考察了数字经济发展与种植业碳排放效率之间的内在关系。研究发现,数字经济发展对种植业碳排放效率具有显著的正向影响,且存在农业生产功能与区域异质性;数字经济发展通过促进技术创新和规模经营来抑制种植业碳排放,且“技术创新效应”的贡献份额大于“规模经营效应”;数字经济发展对种植业碳排放效率的促进作用还受经济发展水平的影响,当经济发展水平低于阈值时,数字经济发展对种植业碳排放效率的影响并不显著,当经济发展水平超过阈值后,数字经济发展能够对种植业碳排放效率产生显著的提升效应。

基于最优经济运行区域的主动配电网日前日内协同调度方法

传统的日前-日内协同调度通常以与日前时序计划曲线偏差最小作为日内目标函数,当日内新能源出力预测值与日前相差较大时,储能装置(energy storage systems,ESS)等由于其时间耦合约束日内调整范围有限,导致经济性和灵活性较差。对此,提出了基于最优经济运行区域(optimal economic operation region,OEOR)的主动配电网(active distribution networks,ADN)日前-日内协同调度方法。在日前阶段,构建线性化ADN调度模型,基于拉丁超立方采样法生成的大量随机场景下调控设备优化曲线,以全时间段内设备出力上下界内所包含的随机场景优化结果数量最大为目标,考虑储能装置荷电状态的相邻时段约束和微型燃气轮机的爬/滑坡率,构建OEOR生成模型。最后,在日内阶段,调控设备在OEOR内滚动优化调整,当该时段优化值贴近OEOR边界时,考虑相邻时段出力约束,将OEOR扩展为最优经济极限运行区域(E-OEOR)。算例结果表明,所提方法相比于传统方法能够更有效地提升配电网经济性。

产加销一体化经营对农民专业合作社经济绩效的影响机制研究

基于2015-2020年全国30个省(区、市)的合作社数据,采用双向固定效应模型从生产规模和节约交易成本角度分析产加销一体化经营形式对农民专业合作社经济绩效的影响,并进一步对不同地区的合作社进行异质性分析。结果表明:产加销一体化经营通过提高农民专业合作社市场竞争优势从而促进农民专业合作社经济绩效提升;就区域异质性而言,东部和西部地区产加销一体化对合作社经济绩效提升具有促进作用,而中部地区产加销一体化经营对农民专业合作社经济绩效提升无显著的促进作用。因此,现阶段既要重视强化合作社的产加销一体化经营,也要适度扩大合作社产加销一体化服务的广度和深度;既要追求农民专业合作社经济绩效,也要提高社员收入。

2023年河北经济形势分析与2024年预测

2023年河北省经济运行持续恢复、回升向好,发展质效稳步提升。主要表现在:工业经济逐季逐月恢复向好,企业预期信心整体增强,“三驾马车”并进发力,消费市场高速增长,出口增长韧性超出预期,新动能布局持续加快,为2024年全省经济又好又快发展创造了良好条件。但也要看到,当前国内外经济形势复杂严峻,河北省经济发展仍受内需扩张动力不足、房地产周期变化等因素影响,为此,应从积极扩大有效投资、提升工业增长质效、释放消费增长潜力、培育外贸增长点等发力,为经济又好又快发展提供有力支撑。

基于医保结算清单的恶性肿瘤病案质量现状分析

目的通过提高病案质量、质控能力、规范医保结算清单的填写,保障医院经济效益。方法重新对既往恶性肿瘤病案进行质控,借助智能医保病案协作系统,对比修订错误后的病案入组情况和标杆费用的变化,分析不同错误导致的结果,并总结正确经验。结果错误的疾病诊断,会在医保结算时导致亏损或涉嫌欺诈,影响医疗机构经济运营。结论医保结算清单质量的提升不仅要提升病案书写质量、编码水平,还需要通过广泛学习去读懂政策内涵。
