The main challenge in AI governance today is striking a balance between controlling AI dangers and fostering AI innovation.Regulators in a number of nations have progressively extended the regulatory sandbox,which was...The main challenge in AI governance today is striking a balance between controlling AI dangers and fostering AI innovation.Regulators in a number of nations have progressively extended the regulatory sandbox,which was first implemented in the banking sector,to AI governance in an effort to reduce the conflict between regulation and innovation.The AI regulatory sandbox is a new and feasible route for AI governance in China that not only helps to manage the risks of technology application but also prevents inhibiting AI innovation.It keeps inventors'trial-and-error tolerance space inside the regulatory purview while offering a controlled setting for the development and testing of novel AI that hasn't yet been put on the market.By providing full-cycle governance of AI with the principles of agility and inclusive prudence,the regulatory sandbox offers an alternative to the conventional top-down hard regulation,expost regulation,and tight regulation.However,the current system also has inherent limitations and practical obstacles that need to be overcome by a more rational and effective approach.To achieve its positive impact on AI governance,the AI regulatory sandbox system should build and improve the access and exit mechanism,the coordination mechanism between the sandbox and personal information protection,and the mechanisms of exemption,disclosure,and communication.展开更多

The issue arises as to whether these improvements have ...Corporate governance mechanisms emerge to tackle agency problems in ensuring that shareholders' funds are not expropriated or wasted on unprofitable activities. The issue arises as to whether these improvements have been effective in reducing agency costs, and therefore enhancing firm value. The objectives of this paper is to examine the effects of governance mechanisms of dividend, types of ownership structure, and board governance on firm value. This paper utilises a panel data analysis of 403 firms listed on the Bursa Malaysia over a four-year period from years 2002 to 2005. A hierarchical regression analysis is used to test the hypotheses and the data is analysed using the generalized least square (GLS) estimation technique. Overall, the results highlight the importance of moderating role played by board governance variables with types of ownership structure to influence firm value. However, the benefits of better corporate governance through enhanced board governance are not the same across all firms since their incentives vary with respect to dividend and different types of ownership structure mechanisms.展开更多

The sample size of this study is 730 companies listed on Bursa Malaysia from 2003 to 2007. The findings reveal that corporate governance mechanisms influence the family and non-family controlled companies' performance. But not all corporate governance mechanisms are significant. The significant variables differ between family and non-family controlled companies. Thus, regulators need to be vigilant that family and non-family controlled companies practise differently and to set different code needed for each type of families.展开更多

This paper reviews the theoretical and empirical literature on five internal mechanisms of corporate governance, namely, dividend payouts, financial leverage, institutional shareholding, board duality, and board size. These mechanisms have received the greatest deal of attention in the literature. The paper makes an original contribution to the literature as it is the first of its type, to the best of our knowledge, to provide a comprehensive idea on these five internal mechanisms of corporate governance. This study will help in investigating the relationship between internal corporate governance mechanisms and firm performance with the main aim of extending the existing literature on firm performance by empirically investigating the contribution of these mechanisms in the smooth conduct of business operations. The empirical evidence amassed favors a smaller board size, non-existence of duality and favorable dividend mechanisms as effective internal governance mechanisms affecting firm performance. At the same time, there is no conclusive evidence on the relationship between leverage and institutional ownership as internal governance mechanisms influencing agency cost and firm performance.展开更多

Deliberative governance of environmental issues indicates that environmental governance has undergone a transformation from relying on government authority for solutions to reaching consensus among participants.This c...Deliberative governance of environmental issues indicates that environmental governance has undergone a transformation from relying on government authority for solutions to reaching consensus among participants.This can be regarded as an important strategy for the structural transformation of China’s environmental governance.In this paper,the practices of environmental deliberation in China are classified into four types by the attributes of environmental issues and the relationships of participants as:response-,autonomy-,consultation-,and supervision-based.On the basis of the government’s interests and motives to engage in environmental deliberations,we analyze its practice orientations from five perspectives:scope of issues,functions,participants,procedures,and methods.Then we point out that environmental deliberations have both public and instrumental governance motives,but the governance motive,which aims for governance effectiveness and social control,is more conspicuous.We further conclude that the value pursuit of deliberative democracy for public reasons is to some extent replaced by an instrumental deliberative motive that intends to address specific environmental issues,standardize public participation orderliness,safeguard social harmony and stability,strengthen organizational functions,provide consultation on environmental policies,and promote the implementation of those policies.展开更多

The research on the governing blockchain by blockchain supervision system is an important development trend of blockchain technology.In this system there is a supervisory blockchain managing and governing the supervis...The research on the governing blockchain by blockchain supervision system is an important development trend of blockchain technology.In this system there is a supervisory blockchain managing and governing the supervised blockchain based on blockchain technology,results in a uniquely cross-blockchain demand to consensus mechanism for solving the trust problem between supervisory blockchain and supervised blockchain.To solve this problem,this paper proposes a cross-blockchain consensus mechanism based on smart contract and a set of smart contracts endorse the crossblockchain consensus.New consensus mechanism called Proof-of-EndorseContracts(PoEC)consensus,which firstly transfers the consensus reached in supervisory blockchain to supervised blockchain by supervisory nodes,then packages the supervisory block in supervisory blockchain and transmits it to the smart contract deployed in the supervised blockchain,finally miners in supervised blockchain will execute and package the new block according to the status of the smart contract.The core part of the consensus mechanism is Endorse Contracts which designed and implemented by us and verified the effectiveness through experiments.PoEC consensus mechanism and Endorse Contracts support the supervised blockchain to join the governing blockchain by blockchain system without changing the original consensus mechanism,which has the advantages of low cost,high scalability and being able to crossblockchain.This paper proves that our method can provide a feasible crossblockchain governance scheme for the field of blockchain governance.展开更多

The use of a latent class in the specification of the model, allowed detecting two groups of firms according to their specific characteristics: the firm size, the leverage, the dividend yield, and the return on equity (ROE). The results of affectation equation show that the probability to be in the second group (the most efficient) is more important when the firm size, the dividend yield, and the ROE are high, while a high leverage level decreases the chance to be in the first group (the less efficient).展开更多

文摘The research on the governing blockchain by blockchain supervision system is an important development trend of blockchain technology.In this system there is a supervisory blockchain managing and governing the supervised blockchain based on blockchain technology,results in a uniquely cross-blockchain demand to consensus mechanism for solving the trust problem between supervisory blockchain and supervised blockchain.To solve this problem,this paper proposes a cross-blockchain consensus mechanism based on smart contract and a set of smart contracts endorse the crossblockchain consensus.New consensus mechanism called Proof-of-EndorseContracts(PoEC)consensus,which firstly transfers the consensus reached in supervisory blockchain to supervised blockchain by supervisory nodes,then packages the supervisory block in supervisory blockchain and transmits it to the smart contract deployed in the supervised blockchain,finally miners in supervised blockchain will execute and package the new block according to the status of the smart contract.The core part of the consensus mechanism is Endorse Contracts which designed and implemented by us and verified the effectiveness through experiments.PoEC consensus mechanism and Endorse Contracts support the supervised blockchain to join the governing blockchain by blockchain system without changing the original consensus mechanism,which has the advantages of low cost,high scalability and being able to crossblockchain.This paper proves that our method can provide a feasible crossblockchain governance scheme for the field of blockchain governance.

文摘Based on the literature review of Chinese heritage resources management,a governance framework was put forward from the perspective of social network in order to deal with the conflict between heritage tourism development and heritage resources protection.First,all stakeholders including administrate departments,related enterprises,local communities and tourists should become subjects of heritage resources governance.Second,governance structure was defined which would describe the roles that all stakeholders played in the governance of heritage resources.Third,several governance mechanism including motivation and restraint mechanism,interaction and coordination mechanism,sharing and integration mechanism should be established.The network governance would balance benefi ts of all the stakeholders,avoid the phenomena such as free ride and external diseconomy and ensure the sustainable development of heritage sites.
文摘In this paper, the authors study the association between firms' specific characteristics and performances for a sample of 320 American firms using a governance efficiency index, calculated by the stochastic frontier analysis. The use of a latent class in the specification of the model, allowed detecting two groups of firms according to their specific characteristics: the firm size, the leverage, the dividend yield, and the return on equity (ROE). The results of affectation equation show that the probability to be in the second group (the most efficient) is more important when the firm size, the dividend yield, and the ROE are high, while a high leverage level decreases the chance to be in the first group (the less efficient).

文摘The modernization of national governance needs to be supported with modern technical tools to conform relations of production to productive forces and enable positive and orderly interaction between the two.Blockchain,as an emerging technology in the age of information,features distributed architecture,greater transparency,improved traceability and enhanced security.Blockchain’s consensus mechanism can be introduced into community governance mechanisms,which,by virtue of its marketoriented operation nature,helps define the respective functions of the government and market in the modernization of national governance.The application of blockchain technology to the national governance system enables stakeholders to seek consensus and the largest possible common interests to improve the national governance system and better achieve the governance goal,reduce governance costs,improve governance performance and meet the development needs of the times.Through a proper top-down design,China can effectively integrate blockchain technology into its national governance system and thereby efficiently advance the modernization of its national governance system and capacity.Still,due attention should be paid to blockchain’s possible technical risks and impact during the reform and modernization of national governance.
文摘This paper analyzes the development of the U.S.and the global energy governance mechanism,and the development and characteristics of China’s participation in the global energy governance mechanism.China’s participation in global energy governance has undergone a process from edge to the center.In this process,China has gradually shifted from a passive follower of global energy governance rules to an active participant in governance and shaping rules.The paper also analyzes the causes of friction and conflict in China-U.S.energy security relations from the aspects of differences in energy security concepts,conflicts between conservative and rising powers,and the struggle between regulation and anti-regulation.The promotion of China’s G20,the Brazil,Russia,India,China,and South Africa(BRICS),the Shanghai Cooperation Organization(SCO),the Asian Investment Bank,the Silk Road Fund,and the United States’system conformity together constitute the basic situation of China-U.S.institutional competition in the field of energy finance.Finally,the paper point out that China and the United States explore institutional arrangements for energy and achieve mutual benefit and win-win results through benign interaction.

文摘Outsourcing elderly home-based service reduces risk, improves service quality and efficiency while there are risks mainly for demand-side risk and supply-side risk. In order to prevent these risks, risk-management framework should be constructed with risk preparedness, risk identification, risk analysis, risk assessment and risk disposal as a whole process. Finally, this paper puts forward some suggestions to strengthen the legal regulation, improve the supervision mechanism, strengthen the purchasing performance evaluation and improve the capability ofnonprofits to delivery the service and so on,
