Research on the Status Quo and Countermeasures of Human Resource Management Outsourcing in China’s Pharmaceutical Enterprises

Objective To explore the current situation of human resource management outsourcing in China’s pharmaceutical enterprises,and to put forward some suggestions for enterprises and the government.Methods The current situation of human resource management outsourcing in China’s pharmaceutical enterprises was analyzed through the method of literature research.Results and Conclusion At present,the status of human resource management outsourcing in China’s pharmaceutical companies is that the level of human resource outsourcing companies is not high,and there are no relevant industry norms and laws.The information asymmetry between pharmaceutical enterprises and outsourcing companies results in adverse selection and moral hazard.Besides,the different culture of pharmaceutical enterprises and outsourcing companies leads to inefficient communication between enterprises and employee.To solve these problems,the government should promote and improve industry norms and laws to regulate the market.In addition,enterprises should clarify the motivation for outsourcing and make good decision on the outsourcing content.Meanwhile,enterprises should strengthen communication with employees to eliminate employees’concerns.

Research on the New Model of Student Education Management in Vocational Colleges

Vocational colleges are an important type of higher education in China.Higher vocational education aims to adapt to social needs and designs students’knowledge,ability,quality structure,and training plans based on the cultivation of technical application skills.Emphasizing both theoretical teaching and practical training,graduates have the skills to work directly.At this stage,vocational education in China is in an important period of transformation and development.In order to better adapt to the rapid development of society,many vocational colleges have carried out management system reforms in student education management,with the aim of cultivating more high-quality and skilled talents that meet the needs of social development,and providing higher quality vocational education services for the country and society.In the process of physical education reform,due to regional and other factors,many reform models cannot adapt to the current situation of student education management in vocational colleges in the new era.Therefore,it is necessary to continuously explore new models suitable for vocational colleges.Based on the background of the physical education reform in vocational colleges,this article uses methods such as literature research and visits to analyze the current situation of education management in vocational colleges,the problems and possible reasons that exist in student education management in vocational colleges.This article discusses the possible new models of student education management in vocational colleges from the perspectives of repeated management methods,management concepts,management mechanisms,and evaluation systems,and elaborates on their new paths.Efforts are made to improve the management mode of student education in vocational colleges,innovate the management mechanism of vocational colleges,and actively explore the improvement of the management mode of student education in vocational colleges.

The use of UAVs for landslide disaster risk research and disaster risk management: a literature review

On a global scale,from 2005 to 2019,there were 275 high-magnitude,low-frequency disasters that involved 14,172 fatalities and four million affected people.Similar patterns have taken place during longer periods of time in recent decades.This paper aims to analyse the contribution of the international landslide research community to disaster risk reduction and disaster risk management in reference to the use of Unmanned Aerial Vehicles(UAVs)in a literature review.The first section notes the relevance of disaster risk research contributions for the implementation of initiatives and strategies concerning disaster risk management.The second section highlights background information and current applications of drones in the field of hazards and risk.The methodology,which included a systematic peer review of journals in the ISI Web of Science and SCOPUS,was presented in the third section,where the results include analyses of the considered data.This study concludes that most current scholarly efforts remain rooted in hazards and post-disaster evaluation and response.Future landslide disaster risk research should be transdisciplinary in order to strengthen participation of the various relevant stakeholders in contributing to integrated disaster risk management at local,subnational,national,regional and global levels.

SESAR:The Past,Present,and Future of European Air Traffic Management Research

The Single European Sky Air Traffic management(ATM)Research(SESAR)project is the technological pillar of the European Commission’s Single European Sky Initiative to modernize ATM.Here,we describe the process of establishing SESAR and the main parts of the project:the research and development(R&D)part,which is led by the SESAR Joint Undertaking;the deployment part,which is managed by the SESAR Deployment Manager;and the European ATM Master Plan,which collects and lays out both the R&D and deployment needs.The latest European ATM Master Plan was adopted just prior to the current pandemic.The huge loss in air traffic due to the pandemic,and the speed of the recovery of the aviation industry will require reprioritization,but the main elements that have been established-particularly those in support of the environment-remain valid.

THE MANAGEMENT AND RESEARCH OF GEOGRAPHICAL NAMES USING GEOGRAPHICAL INFORMATION SYSTEM

Based on the combination of Geographical information system(GIS)with the research ofToponymy,some foundational problems of the Geographical Name Information System(GINS)are discussed in this paper.The present situation of Toponymical research is anal-ysed and the necessity of introducing the GIS tools to the research of Toponymy is demon-strated.The conceptual model of the GNIS and the structure of Geographical name Database(GND)are discussed.The basic functions of the GNIS software for management and re-search of geographical name are suggested.Some issues are stated such as the applicationand potential of the combination of GIS with CAD in the management and research of To-ponymy,the combination of GNIS with other spatial information system and sharing the in-formation with each other,the research and development of GNIS, etc.

Transdisciplinary research for supporting the integration of ecosystem services into land and water management in the Tarim River Basin,Xinjiang,China

There is a growing need for both science and practice domains to collaboratively and systematically seek knowledge-based strategies for sustainable development. In recent years, transdisciplinary research has emerged as a new approach that enables joint problem solving among scientists and stakeholders in various fields. In this paper, we aim to introduce transdisciplinary research for supporting the integration of the concept of eco- system services into land and water management in the Tarim River Basin, Xinjiang, Northwest China. While a large number of ecosystem service studies have helped to raise the awareness for the value of nature in China, a number of challenges remain, including an improved understanding of the relationships between ecosystem structure, functions and services, and the interaction of the various ecosystem services. A meaningful valuation of ecosystem services also requires the consideration of their strong spatial heterogeneity. In addition, ways to introduce the con- cept of ecosystem services into decision-making in China need to be explored. Thus, successful integration of the concept of ecosystem services into actual land and water management requires a broad knowledge base that only a number of scientific disciplines and stakeholders can provide jointly, via a transdisciplinary research process. We regard transdisciplinary research as a recursive process to support adaptive management that includes joint knowledge generation and integration among scientists and stakeholders. System, target, and transformation knowledge are generated and integrated during the process of （1） problem （re）definition, （2） problem analysis and strategy development, and （3） evaluation of the impact of the derived strategy. Methods to support transdisciplinary research comprise participatory modelling （actor-based modelling and Bayesian Networks modelling） and partici- patory scenario development. Actor-based modelling is a semi-quantitative method that is based on the analysis of problem perspectives of individual stakeholders as depicted in perception graphs. With Bayesian Networks, com- plex problem fields are modelled probabilistically in a simplified manner, using both quantitative data and qualitative expert judgments. These participatory methods serve to integrate diverse scientific and stakeholder knowledge and to support the generation of actually implementable management strategies for sustainable development. For the purpose of integrating ecosystem services in land and water management in the Tarim River Basin through trans- disciplinary research, collaboration among scientists and institutional stakeholders from different sectors including water, agriculture, forestry, and nature conservation is required. The challenge is to adapt methods of transdisci- plinary research to socio-cultural conditions in China, particularly regarding ways of communication and deci- sion-making.

A Study on the Agricultural Scientific Research Management in the New Situation

This paper expounds the connotation and characteristics of agricultural scientific research management as well as management ability requirements of management personnel. This paper puts forward the recommendations for improving agricultural scientific research management from the view of management personnel.

Indigenous People’s Contribution to the Mitigation of Climate Variation, Their Perception, and Organizing Strategy for Sustainable Community Based Forest Resources Management in <i>Caraballo</i>Mountain, Philippines

The focus of the study is to measure the level of awareness of Indigenous People on Climate Variation. It inquired into their observations and organizing strategy to cope with the early impacts of climate change on their socio-economic and cultural beliefs. The organization’s adaptation and mitigation practices to protect the environment are also discussed using as basis of analysis the multi-stakeholders framework of forest protection. The study documented and recognized the Indigenous Peoples contributions to the preservation and protection of forest resources in Caraballo mountain and a shift in paradigm to Indigenous People’s centered forest resources management is recommended.

Reconciling Local and Global Agendas in Sustainable Development: Participatory Research with Indigenous Andean Communities

This paper discusses participatory research in the Andes and presents a case study in Cotacachi, Ecuador, where sustainability scientists and indigenous people seek common ground in their respective but drastically different research and social agendas. Participatory research based on Andean experiences pre-dated and inspired much of the later international movement in agriculture, health, and conservation. Andean communities have a long history in demanding that outsiders address the needs of the community as a condition for carrying out scientific or applied activities. What an Andean community, however, sees as relevant may or may not be within the rubric of ‘participatory research’ as it is practiced throughout much of the world. In fact, overzealous participatory researchers are just as bothersome as their predecessors bearing long questionnaires. More important to Andean people is an equitable relationship with researchers and developers in which exchanges of value are made. A distinction between ‘enriching’ and ‘extractive’ research is drawn. In the case of the SANREM project in Cotacachi, Ecuador, scientists carried out enriching research activities of interest to local people as a wayto generate social capital for conducting basic research which does not have an obvious, immediate local benefit. The requested research did not have a conventional participatory methodology but provided valuable products (educational opportunity, germplasm, community visualization tools, and information) to the indigenous community in exchange for time and resources to conduct research on more basic natural resource questions. We argue that in the Andean context the key to reconciling the needs of scientists and of local needs is seeking new forms of equitable collaboration which reach beyond the present and now somewhat tired discourse of ‘participation’.

Legal Research on Rural Land Management Right Financing under the Background of Rural Revitalization Strategy

Financing difficulties have always been one of the bottlenecks restricting the development of"three rural".The core to solve the difficulties is to seek financing collaterals that in line with the law and with the value able to be effectively evaluated.Besides,the law confirmation of the mortgage financing's form for Rural Land ManagementRight(RLMR)is the primary prerequisite for rural land financing.With the continuous advancement of rural revitalization strategy,the rural land reform with the main content of"three powers separation"has paid more attention to the functions of RLMR financing.Due to the lack of supply of existing laws,there are still certain legal risks in the financing of RLMR.Based on rural revitalization strategy,this paper made an in-depth analysis of the causes of financing risk of RLMR.Furthermore,we put forward some possible paths to legalize this right.

Preliminary Study on Management of Agricultural Scientific Research Projects in the New Situation

Project management of agricultural scientific research institutions is an important section of agricultural scientific research plan management. It is of great significance for sustainable development of scientific research work of scientific research institutions. According to a series of opinions and notices about scientific and technological system reform issued by the state,and combining current situations of management of scientific research projects in scientific research institutions,this paper made a preliminary study on management of agricultural scientific research projects in the new trend. Finally,on the basis of the current situations of management of agricultural scientific research projects,it came up with pertinent recommendations,including strengthening communication and cooperation and actively declaring projects,strengthening preliminary planning of projects and establishing project information database,reinforcing project process management,ensuring on-time and high quality completion of projects,and strengthening learning and improving quality of management personnel.

Indigenous Knowledge Used in Breeding and Management of Capra hircus Populations in Kajiado and Makueni Counties, Kenya

The aim of this project was to study indigenous breeding practices used in management of Capra hircus (Galla and Small East African goats) populations in Kajiado County in Rift valley province and Makueni County in Eastern province. Data were obtained through a field survey using questionnaires (Appendix I) and personal observations between 1st September, 2013 and 2nd December, 2013. This study covered key characteristics of goats production and areas of goat breeding, such as general farm details, number of goats, main activities of the farmers, farming types, breeds, flock structure, feeding, housing, catastrophes, selection, mating systems, breeding systems, average age at parturition, breeding problems, and the importance of goats. Results showed that the average number of goats in Kajiado was 100.65 ± std 49.88 while in Makueni it was 12.28 ± std 6.46. The main activity of the people interviewed was farming as 58 people (96.67%) in Kajiado and 42 people (61.60%) chose farming as their main activity because this was their main source of livelihood. Flocks were dominated by breeding females at a mean of 39.06 ± std 16.75 in Kajiado and a mean of 5.62 ± std 3.50 in Makueni because females were kept to reproduce to increase the size of the flock and the males were kept majorly for cash and only one or two were left to reproduce with the females. Drought was the major catastrophe as it killed an average number of goats of 6.33 ± std 4.36. Pneumonia and diarrhoea were the major diseases according to 28 farmers (46.66%) in Kajiado and 31 farmers (51.66%) in Makueni. Ticks and fleas were the major parasites according to 42 farmers (70%) in Kajiado and 4 farmers (63.34%) in Makueni. Treatment was mostly done by the farmers individually as 54 farmers (90%) in Kajiado and 46 farmers (76.67%) in Makueni treated the animals by themselves. This was so because it was either not easy to get a veterinarian or expensive for them to hire veterinarian doctors. Some farmers used traditional medicine like mavuavui;Steganotaenia araliacea was used to treat pneumonia. Farmers also devised feeding methods during drought as 48 farmers (80.00%) in Kajiado and 23 farmers (38.33%) in Makueni cut leaves from up trees to feed the goats. When doing selection of breed, 58 farmers (96.67%) and 57 farmers (95%) considered large body size and drought resistance respectively in Kajiado. The farmers in Makueni considered age and drought resistance at equal chances of 59 farmers (98.33%). The main mating system was naturally uncontrolled as 113 farmers (95.17%) of the overall 120 farmers interviewed in Kajiado and Makueni chose this as the main mating method. The major breeding system was pure breeding at 85 farmers (70.83%). The average age at parturition of the goats was 1.435 ± 0.125 years in Kajiado and 1.44 ± 0.121 years in Makueni. Abortion was the major breeding problem because it was caused by environmental stressors like drought and diseases as 54 farmers (93.92%) in Kajiado and 55 farmers (95.66%) claimed that it was a problem. Goats were majorly kept for cash (100%) and meat (100%) in Kajiado and for cash (100%) and dowry (100%) in Makueni. In conclusion, the study showed that crossbreeding was encouraged by mating that occurred at the markets, water points, free ranging feeding method, pastoralism due to drought, selection methods and translocation of female goats from Makueni County to be mated with the males in Kajiado County. Environmental problems like drought and diseases caused several deaths and reduced the level of existing gene pool of the goats.

Understanding of Traditional Knowledge and Indigenous Institutions on Sustainable Land Management in Kilimanjaro Region, Tanzania

The paper is based on a study whose objective is to provide an understanding of the extent to which traditional knowledge and indigenous institutions for natural resource governance remain relevant to solving current land degradation issues and how they are integrated in formal policy process in Kilimanjaro Region. Data collection for this study combined qualitative and quantitative methods. A total of 221 individuals from households were interviewed using a structured questionnaire;41 in-depth interviews and 24 focus group discussions were held. Findings indicate that the community acknowledges that there is traditional knowledge and indigenous institutions regarding sustainable land management. However, awareness of the traditional knowledge and practices varied between districts. Rural-based districts were found to be more aware and therefore practiced more of traditional knowledge than urban based districts. Variations in landscape features such as proneness to drought, landslides and soil erosion have also attracted variable responses among the communities regarding traditional knowledge and indigenous practices of sustainable land management. In addition, men were found to have more keen interest in conserving the land than women as well as involvement in other traditional practices of sustainable land management. This is due to the fact that, customarily, it is men who inherit and own land. This, among other factors, could have limited the integration of traditional knowledge and indigenous institutions in village by-laws and overall policy process. The paper concludes by recommending that traditional knowledge and indigenous institutions for sustainable land management should be promoted among the younger generations so as to capture their interest, and ensure that successful practices are effectively integrated into the national policies and strategies.

Farmers’ Perception and Indigenous Knowledge for Natural Resources Management, Abo-Wonsho Woreda, Southern Ethiopia

In this study, the roles of indigenous knowledge and farmers’ perception of natural resources management were analyzed. A total of seventy households were selected by simple random sampling with replacement method for collection of data. Formal interviews were conducted to the 5% plus of households in the study area in addition to the focus group discussions and qualitative field observations. It was expressed by 98.6% of the total respondents that “Sera” which is the traditional practice has being used to manage natural resources in the study area. In the “Sera” systems, individuals are excluded a punishment from any kind of social interaction in a response to their unlawful action in the community natural resources. It was indicated by 84.3% of respondents that deforestation and related problems are the major challenges including grazing and shortage of farm size for the management of the culturally protected forest in the study area. The majority of the respondents (77.1%) believed that soil fertility decline in the study area. Development of effective participatory forest management and encouragement and supporting the traditional method of natural resources management is required to ensure the preservation and protection of these areas essential to ecosystem service provision, provide high biodiversity value and cultural heritage, and maintain the sustainability of culturally protected forest.

A Preliminary Study on Patent Application and Management of Agricultural Scientific Research Institutions

At present,there is a contradiction between the rapid growth of the number of patents declared and authorized by agricultural scientific research institutions and the decline of the efficiency of invention patents year by year,and the low conversion rate of patents.This paper discusses the patent application quantity,authorization quantity and patent efficiency of the Tropical Crops Genetic Resources Institute,Chinese Academy of Tropical Agricultural Sciences,analyzes the present situation of its work and the main problems existing in patent management,and puts forward the relevant suggestions.

A Study on the Funding Management of Agricultural Scientific Research Project in the New Situation
