First, we assess whether government-provided cyber threat intelligence (CTI) is helpful in preventing, or responding to, cyber-attacks among small businesses within the U.S. Defense Industrial Base (DIB). Second, we identify ways of improving the effectiveness of government-provided CTI to small businesses within the DIB. Based on a questionnaire-based survey, our findings suggest that government-provided CTI helps businesses within the DIB in preventing, or responding to, cyber-attacks providing a firm is familiar with the CTI. Unfortunately, a large percentage of small firms are not familiar with the government-provided CTI feeds and consequently are not utilizing the CTI. This latter situation is largely due to financial constraints confronting small businesses that prevent firms from having the wherewithal necessary to effectively utilize the government-provided CTI. However, we found a significant positive association between a firm’s familiarity with the government-provided CTI and whether a firm is being periodically reviewed by the Defense Counterintelligence and Security Agency (DCSA) or is compliant with the Cybersecurity Maturity Model Certification (CMMC) program. The findings from our study also show that the participating firms believe that external cyber threats are more likely to be the cause of a future cybersecurity breach than internal cybersecurity threats. Finally, our study found that the portion of the IT budget that small businesses within the DIB spend on cybersecurity-related activities is dependent on the perception that a firm would be the target of an external cyber-attack.展开更多

Measuring the economic and social effects of the Northeast China Revitalization Strategy is critical to addressing regional sustainable development in China. To shed light on this issue, an integrated perspective was ...Measuring the economic and social effects of the Northeast China Revitalization Strategy is critical to addressing regional sustainable development in China. To shed light on this issue, an integrated perspective was adopted that is combined with the difference-in-differences method to measure the effects of the strategy on economic growth and social development in Northeast China. The findings suggest that the strategy has significantly improved regional economic growth and per-capita income by increasing its gross domestic product(GDP) and GDP per capita by 25.70% and 46.00%, respectively. However, the strategy has significantly worsened the regional employment in the secondary industry of the region. In addition, the strategy has not significantly improved regional infrastructural road, education investment or social security, and has had no significant effect on mitigating regional disparity. In addition, the policy effects are highly heterogeneous across cities based on city size and characteristics. Therefore, there is no simple answer regarding whether the Northeast China Revitalization Strategy has reached its original goals from an integrated perspective. The next phase of the strategy should emphasize improving research and development(R&D) and human capital investments based on urban heterogeneity to prevent conservative path-dependency and the lock-in of outdated technologies.展开更多

The results suggest: 1) the economic development and energy consumption are interdetermined, whose relationship is positive and long-term. The economic development is highly depending on the energy in Jilin Province. 2) Under the condition of other unchanged factors, the change of industrial energy efficiency contributes to the energy saving, while that of industrial structure increases the energy consumption. 3) The industrial structure change enhances the energy intensity, but the energy utility efficiency change lowers it. From the view of contribution to the energy consumption, the contribution of industrial structure was more than that of the energy utility efficiency in 2000-2011. 4) In 2000-2011, the comprehensive energy intensity change and hydroelectricity energy intensity change were related to all industrial structures' change, and the influencing factors about structure of oil energy intensity change were more than those of coal energy intensity change; from the impact degree, agricultural proportion decreased exerted an positive and greater effect on lowering the energy intensity of comprehensive energy and hydroelectricity, and industrial one did on coal and natural gas. Some conclusions can be drawn as follows: the major way to promote the coordinated development of the industrial economy and energy consumption is to optimize the industrial structure by increasing the proportion of the tertiary industry and low energy consumption industrial sectors and to enhance the energy utility efficiency.展开更多
The rapid progress of China's industrialization has been manifested in space as the formation and evolution of a series of industrial bases. Employing data from the years 1985, 2001 and 2010, this paper carries out d...The rapid progress of China's industrialization has been manifested in space as the formation and evolution of a series of industrial bases. Employing data from the years 1985, 2001 and 2010, this paper carries out differentiation, screening, and categorization of industrial bases in China. It then analyses the evolutional characteristics of these industrial bases and explores different paths of growth according to their scale or types, and summarizes the general pattern for their formation and evolution. The results of this study indicate that China's industrial bases as a whole have gone through three spatial stages since the founding of the PRC in 1949: decentralized development before reform and opening up in 1978, gradual concentration in eastern coastal regions during the early period of reform and opening up, and balanced and diversified development since the beginning of the 21 st century. By 2010, China had a total of 251 industrial bases and had thereby established the overall spatial map of its industrialization. As industrial bases expand in scale, their industrial structures develop from homogenization to diversification, and then again from diversification to competitive optimization. Leading industries in the vast majority of industrial bases constantly evolve along the track of light industries, basic materials industries, and advanced manufacturing industries. Meanwhile, the key factors in their evolution and development transition from traditional factors of production like resources and labor to new ones like capital and information, but there are significant differences in terms of influencing factors and growth paths between large, medium, and small bases. Small industrial bases primarily rely on natural resources to maintain development through a single leading industry, medium industrial bases gradually become more comprehensive in their industrial compositions, and large industrial bases evolve in the direction of a combination of basic materials industries and equipment manufacturing industries.展开更多
