Eco-environmental Impact Assessment of the Change of Regional Industrial Structure and Regulative Measures

Acting as an important driving force for the change of the regional land use,the change of industrial structure also has some influences on the ecological environment.The assessment and mechanism analysis of these influences will be beneficial to the sustainable development of regional economy and the im- provement of relationships between man and earth.Taking Chuzhou City in Anhui Province as an example,on the basis of a qualitative analysis of the influence of the development of differ- ent industry on the regional ecological environment,this paper builds the influence factor of industrial structure on natural envi- ronment and the influence index of industrial structure on natural environment,makes a quantitative assessment of the change of the industrial structure and its comprehensive influences on the eco- logical environment in the Chuzhou City from 1974 to 1995. Studies show that,during the analysed period,Chuzhou City's industrial structure has changed markedly,having undergone two transformations.The influence of industrial structure on natural environment from 1974 to 1995 increased as a whole,while from 1996 to 2004,the influence of industrial structure on natural en- vironment decreased year-on-year.These changes indicate that the regional change of industrial structure results in better ecological effects.Finally,we propose appropriate regulatory measures ac- cording to our research results.

Spatial effect of environmental regulation measures on industrial structure upgrading from the empirical analysis of Beijing-Tianjin-Hebei region and its surrounding areas

This paper investigates the spatial effect of environmental regulation measures on the upgrading of industrial structure in the integrated development strategy of Beijing-Tianjin-Hebei region and its surrounding areas.In order to reflect the effect of the environmental regulation and different regulation measures more truly,this paper constructs indices of the environmental regulation measures through the results of policy texts quantification.On the basis of the previous research,this paper divides environmental regulation into the following types:personnel and administrative measures of command and control;market-oriented fiscal,taxation,financial and other economic measures;guidance measures.Spatial panel regression results show that administrative measures of command control and market-oriented fiscal measures have a significant role in promoting regional industrial structure upgrading,but not conducive to the advancement of the industrial structure of adjacent areas.Their roles in promoting and inhibition are counteracted,which causes the total effect of industrial structure upgrading of Beijing-Tianjin-Hebei and the surrounding areas are not significant.Personnel measures,financial measures,other economic measures and guidance measures do not have the short-term effect and spatial effect on the upgrading of industrial structure.

Strategic Measures for Implementing 300 Demonstration Projects to Lead the Construction of Modern Agricultural Industrial Clusters with Output of 100 Billion Yuan

To carefully implement the rural revitalization strategy,further promote the structural reform of the agricultural supply front,implement the "155 Development Strategy",speed up the cultivation of the modern agricultural industrial clusters with output of 100 billion yuan,and constantly consolidate the industrial foundation of the " Second City in Chengdu-Chongqing Line",the Municipal Party Committee and the Municipal Government of Nanchong City decided to implement the " 300 Demonstration Projects" of modern agriculture. It firmly grasps the " bull nose"( key part) of the project,energetically implements the construction of 100 modern circular agricultural demonstration parks,100 agricultural leading enterprises with output value of 100 billion yuan,and 100 agricultural new business model demonstration projects( hereinafter referred to as 300 Demonstration Projects),to realize the goal of the output value of the modern agriculture industrial clusters of Nanchong City exceeds 100 billion yuan in 2020.

NEW MODEL OF THEODOLITE INDUSTRIAL MEASURING SYSTEM

Comparing with the coordinates measuring machine (CMM),the theodolite industrial measuring system (TIMS) can be easily moved and it can measure large sized industrial targets contactlessly.But up to now the precision of the TIMS has been considered so low that the TIMS isnt applied to some precise measurements.The error in self locating TIMS is a main factor which affects the precision of the TIMS.A new model of the TIMS is given out in this paper,and it can eliminate the error in self locating the TIMS.The new model is not only investigated and analyzed theoretically but also verified by the real measured data.

New Industrialization: Characteristics, System Development and Implementation Pathway

New industrialization in China, different from its past economic development pattern or patterns in developed nations, is the country’s theoretical innovation based on the positive and negative experiences of industrialization at home and worldwide. New industrialization has various novel characteristics, including new sources of efficiency, new factors of production, new organizational forms, and new constraints. In addition, it has certain particularities arising from modernization with Chinese characteristics. This article summarizes the characteristics of new industrialization from the perspectives of people-centered approach, quality-first concept, independent innovation, green low-carbon economics, digital-real integration, and open circulation. There are four systems for promoting new industrialization: A self-sustained scientific and technological system, a high-end advanced manufacturing system, a green low-carbon circular system, and a division of labor system with domestic and international circulation. The Chinese new industrialization proposes the pathway and policy measures considering the new global situation and the requirements of new goals of strengthening organization and leadership, reducing factor cost, accelerating independent technological innovation, smoothing domestic and international circulation, and optimizing competition environment.

Recent Developments of Image Based Measurement Methods for Application to Transonic Flows in Industrial Wind Tunnels

The experimental investigation of unsteady complex flow fields in wind tunnels requires advanced measurement techniques. The most important of such image based measurement techniques are those for the measurement of planar flow velocity fields, planar pressure distribution, model location and deformation, model temperature and quantitative high speed flow visualization. The applications as carried out by DLR range from low speed flows to transonic flows, from high lift configurations to propellers and rotors, from wake vortex investigations in catapult facilities and water towing tanks to investigations of vortex break down phenomena on delta wings. The capability to use image based measurement techniques in transonic flows requires dedicated technical developments and experienced scientists due to the special environment of a transonic wind tunnel. In this paper an overview of the state-of-the art of the application of image based measurement techniques in transonic flows as performed by DLR＇s Institute of Aerodynamics and Flow Technology will be given.

Industrial Green Spatial Pattern Evolution of Yangtze River Economic Belt in China

We use the directional slacks-based measure of efficiency and inverse distance weighting method to analyze the spatial pattern evolution of the industrial green total factor productivity of 108 cities in the Yangtze River Economic Belt in 2003–2013.Results show that both the subprime mortgage crisis and ‘the new normal' had significant negative effects on productivity growth,leading to the different spatial patterns between 2003–2008 and 2009–2013.Before 2008,green poles had gathered around some capital cities and formed a tripartite pattern,which was a typical core-periphery pattern.Due to a combination of the polarization and the diffusion effects,capital cities became the growth poles and ‘core' regions,while surrounding areas became the ‘periphery'.This was mainly caused by the innate advantage of capital cities and ‘the rise of central China' strategy.After 2008,the tripartite pattern changed to a multi-poles pattern where green poles continuously and densely spread in the midstream and downstream areas.This is due to the regional difference in the leading effect of green poles.The leading effect of green poles in midstream and downstream areas has changed from polarization to diffusion,while the polarization effect still leads in the upstream area.

Industrial and Employment Structural Imbalance in Northeast China and Agricultural Enhancement

Balanced development between industrial and employment structures are important indicators of regional economic and social health. By introducing indicators such as industrial structure deviation, comparative labor productivity, international comparison of relative labor productivity as well as employment elasticity, the paper further probed into intricate causes for the imbalance between industrial and employment structures in this specific region from a new angle which based on the evolution process analyses of both industrial and employment structures in Liaoning, Jilin and Heilongjiang in Northeast China. The paper also suggested policy measures to strengthen agricultural developments and to facilitate the balance between industrial and employment structures.

Information Security Evaluation of Industrial Control Systems Using Probabilistic Linguistic MCDM Method

Industrial control systems(ICSs)are widely used in various fields,and the information security problems of ICSs are increasingly serious.The existing evaluation methods fail to describe the uncertain evaluation information and group evaluation information of experts.Thus,this paper introduces the probabilistic linguistic term sets(PLTSs)to model the evaluation information of experts.Meanwhile,we propose a probabilistic linguistic multi-criteria decision-making(PL-MCDM)method to solve the information security assessment problem of ICSs.Firstly,we propose a novel subscript equivalence distance measure of PLTSs to improve the existing methods.Secondly,we use the Best Worst Method(BWM)method and Criteria Importance Through Inter-criteria Correlation(CRITIC)method to obtain the subjective weights and objective weights,which are used to derive the combined weights.Thirdly,we use the subscript equivalence distance measure method and the combined weight method to improve the probabilistic linguistic Visekriterijumska Optimizacija I Kompromisno Resenje(PL-VIKOR)method.Finally,we apply the proposed method to solve the information security assessment problem of ICSs.When comparing with the existing methods such as the probabilistic linguistic Tomada deDecisão Iterativa Multicritério(PL-TODIM)method and probabilistic linguistic Technique for Order Preference by Similarity to Ideal Solution(PL-TOPSIS)method,the case example shows that the proposed method can provide more reasonable ranking results.By evaluating and ranking the information security level of different ICSs,managers can identify problems in time and guide their work better.

Present Situation and Development Measures of River Crab Industry in Nanjing City

River crab industry plays an important role in agriculture in Nanjing City,Jiangsu Province.In recent years,with the renewal of breeding mode,the breeding of improved varieties and the construction of brand,the river crab industry has made great progress.Taking the aquaculture enterprises and major breeding farmers in the main producing areas of river crab as the main research object,this paper makes a survey on the river crab industry in Nanjing.Based on fishery statistical data and comparison with advanced areas,this paper makes an in-depth analysis on the current situation,existing problems and development measures of Nanjing river crab industry,and it is recommended to make full use of external opportunities and give full play to its own advantages,in order to make Nanjing river crab industry develop healthily and rapidly.

Integrated development and industrial application of high sour natural gas purification technology

Aiming at acute characteristics of flammability,explosibility,causticity and leakiness of high sour natural gas,giving full consideration to local natural conditions in Sichuan Province and starting with purification process,the paper analyzed process configurations,energy utilization and conservation,safety and environment protection measures. The integrated technology and engineering scheme for high sour natural gas purification was established and successfully used in industrial application.

Decomposition of China＇s Industrial Environmental Total Factor Productivity Sources： Analysis Based on Factor Input and Pollution Treatment

Following slack-based inefficiency measurement method and Luenberger productivity index, this paper decomposes industrial environmental TFP index by input factors and output to estimate the sources of China＇s industrial environmental TFP. Results indicate that （1） China＇s industrial environmental TFP increased between 2001 and 2007 but declined in 2008 under the effect of global financial crisis; （2） input utilization productivity contributes 1/3 to industrial environmental TFP and pollution treatment productivity contributes about 2/3, which means that pollution treatment will effectively increase industrial environmental TFP; （3） capital utilization productivity contributes I/6 to input productivity and labor utilization productivity contributes about 5/6, which means that progress of labor production technologies is an effective means to increase industrial environmental TFP; （4） COD treatment productivity contributes roughly 2/3 to pollution treatment productivity, and S02 treatment productivity contributes about 1/3, which shows that priority on COD treatment will more effectively increase industrial environmental TFP.
