In 2010, China entered the advanced stage of industrialization, which coincided with the country's entry into a new stage of economic growth. However, this transition is associated with major risks, including adapting to decelerating economic growth. While recognizing the move toward a service-based economy, China must seek to prevent the risk of "manufacturing hollowing out. "' It must also avoid the "technology upgrade trap" while taking advantage of increasingly sophisticated industrial structures. Efforts must also be made to: (1) promote the integration of lT tools and meet risks arising from the New Industrial Revolution; (2) resolve liability risks arising from capacity reduction; and (3) expedite the transition to a functional industrial policy and prevent the failure of a functional industrial policy. In climbing up the global value chain, China must confront the competitive pressures from advanced and emerging economies on both high- and low-end processes of the global value chain. 展开更多

According to our analysis of variations in Chinas' industrial growth rate. industrial demand, industrial structure, regional structure and the performance of industrial firms, China 's' industrial economv is moving towards' a "new normal" of slower growth and structural improvement. This process coincides with the late stage of China's industrialization, which international experience suggests is often frauht with twists and challenges. Among these challenges, great attention must be paid to overcapacity industrial restructuring and upgrades, and the "reindustrialization" of developed countries. As China enters the late stage of its industrialization, particularly during the 13th Five-Year Plan period from 2016 to 2020, the promotion of industrial development is of strategic significance for China to successfully complete industrialization and its economy to adapt to the "new normal ". In the face of these new challenges regarding industrial development, policymakers must strive to increase the dynamism of growth for industrial economy. In this new era, the momentum of industrial growth derives from the integration of the supply impetus of industrialization and the pull of demand caused by urbanization, while, the comprehensive deepening of refom provides the key source of momentum. 展开更多

At present,water pollutant emission trading plays an increasingly important role in pollution control in many foreign countries,and its pilot studies and demonstration have also been started in China.In order to solve the problem of initial allocation of emission permits:premise and basis of emission trading in a river basin,basic principles on initial allocation of actual emission permits in China are put forward.And it is thought that local development stage of industry should be taken into full account for initial allocation model of emission permits.There are five different allocation models in different development stages of industry,including models like distribution according to needs,improved same-rate reduction,performance,integration and environmental capacity,etc.The initial allocation of emission permits in various basins should choose a suitable model in accordance with their respective development stages.It is suggested in this article that integrated allocation model should be a main choice for current development stage of industry in China. 展开更多
