Government Role in Fostering Emerging Technological Industries:A New Perspective for Industrial Policy Research

Mainstream industrial policy research cannot fully explain how government interventions have helped China’s mobile communications industry catch up with and overtake those of advanced nations.China’s mobile communications industry made breakthroughs in 3G,caught up with advanced nations in 4G,and gained a leadership position in 5G due to the implementation and improvement of a strategy of industrial competition that accommodates mainstream standards and prioritizes the mid-band spectrum based on the integrated“technology,standard and industry”deployment system and swift decision-making.The introduction of a perspective of a strategy of industrial competition may supplement industrial policy research in the following ways:First,when the concerted actions of numerous innovators are important for industrial competition performance,an effective strategy of industrial competition can be devised and overall coordinated by the government provided that is compatible with the catch-up development of emerging technological industries.Second,an industrial policy becomes effective when it is complementary with the strategic factors for long-term industrial performance such as the strategy of industrial competition and avoids serious disruptions to market-based mechanisms.

Determinates of the competitiveness of provincial forest health care industry in China

Due to the late start of China’s forest health industry,related research is lagging behind,which results in the inability to propose a corresponding path to enhance competitiveness.Based on this,the evaluation index system of provincial forest health industry competitiveness was constructed by using the Porter diamond model,and the Entropy-TOPSIS model is used to evaluate the competitiveness of China’s provincial forest health industry,and the key influencing factors of the forest health industry competitiveness are identified by using the grey correlation analysis method,and the specific promotion path was designed.The empirical results show that the grey correlation degree between related and supporting industries and the competitiveness score of the forest health industry is the highest,which confirms that it is the key influencing factor of the competitiveness of the forest health industry.Therefore,government departments should vigorously promote the integration of cultural tourism,medical care,pension and other related industries with the forest health care industry;enterprises should strengthen the construction of forest health infrastr ucture and supporting facilities to improve the level of forest health services.

Does Environmental Regulation Weaken Industrial Competitiveness?Inspirations from China’s Iron and Steel Sector

China＇s economic growth is heavily influenced by exports, while reconciling environmental regulation and economic growth requires handling the relationship between environmental regulation and industrial competitiveness well. The effects of environmental regulation on industrial competitiveness are largely subject to the institutional design of environmental regulation. Despite numerous studies on the relationship between environmental regulation and industrial competitiveness, a consensus has yet to be reached. Aside from differences in research methodology, these studies failed to give sufficient consideration to the impact of environmental regulation on industrial competitiveness. Such effects can be negative or positive depending on the design of environmental regulatory policy. This paper has investigated the relationship between environmental regulation and the competitiveness of China＇s iron and steel industry and discovered that tighter environmental regulation does not diminish the competitiveness of the iron and steel industry since the policy design of environmental regulation accommodates the tolerance of advanced production capacity and includes a reasonable cost sharing mechanism. This discovery is of important reference for China to develop rational policy design to balance the relationship between environmental regulation and industrial competitiveness.

Evaluation and Comparative Study of Industrial Competitiveness in the Beijing-Tianjin-Hebei Area

With the industrial competitiveness in the Beijing-Tianjin-Hebei area in 2013 as the object of study,this paper uses principal component analysis to evaluate and compare the industrial competitiveness in the Beijing-Tianjin-Hebei area,in order to provide reference for Beijing-Tianjin-Hebei joint development. The results show that in terms of industrial structure competitiveness,Beijing > Tianjin > Hebei; in terms of agricultural competitiveness,Tianjin > Beijing > Hebei; in terms of industrial competitiveness,Tianjin > Beijing > Hebei; in terms of service industry competitiveness,Tianjin > Beijing > Hebei; in terms of high-tech industry competitiveness,Beijing > Tianjin > Hebei. It is suggested that Beijing-Tianjin-Hebei should further optimize industrial structure,and develop modern service industry. In the Beijing-TianjinHebei joint development,Hebei should focus on the development of agriculture,Tianjin should focus on the development of industry,and Beijing should focus on the development of high-tech industry.

Research on the Impact of Industry Transfer to Regional Competitiveness

Through analysis it can be found industry transfer will have important influence on the national competitiveness, regional competitiveness and enterprise competitiveness. This paper introduces the situation and the comparative advantage of Chinese textile ＆ apparel industry. The negative impact of Corporate Social Responsibility on Chinese textile ＆ apparel＇s competitiveness is that it will alter corporation＇s pricing strategies and lack of green competitiveness. The positive impact is that it will uphold enterprise competitiveness and upgrade enterprise strategy resilience. Chinese textile and apparel should mix CSR strategy into enterprise production, management, employees＇ training as well as the marketing in order to improve its competitiveness.

Cluster Based Strategy to Improve Competitiveness of Rare Earth Industry in China——Taking Emerging Rare Earth Industry Cluster in Baotou As An Example

China′s rare earth industry has shown its strong competence, but notably this competence is mostly based on the comparative advantages in natural resources and production costs that will not provide a long-term momentum for the growth of the industrial competitiveness. It has become an urgent task now for China′s rare earth industry to improve its competitiveness through adjusting the product structure and enhancing the technological application, to gain much healthier and more sustainable growth in the future. This paper aims to present a new development strategy based on the industry cluster theory to improve the competitiveness of China′s rare earth industry with a case study on the emerging rare earth industry cluster in Baotou. The paper first reviews the cluster theory and explains why it matters to industrial competitiveness briefly, and then proposes a general framework for implementing cluster policies and strategies in practice. Following that, a case to study the emerging rare earth industry cluster in Baotou was presented and a cluster initiative based on the general framework was developed. The objectives of the cluster initiative and the role of government on initiative organizing and cluster upgrading were discussed in detail. In the end, general implications drawn from the case of Baotou were summarized, which try to provide some insights for applying cluster-based strategies to the rare earth industry of China.

Competitiveness of the Kelp Industry Cluster in Rongcheng City,Shandong Province

In order to study the development status of kelp industry in Rongcheng in recent years, the centralization degree of kelp industry clusters and the comparative advantage of kelp industry in Rongcheng, Xiapu and Jinpu from 2010 to 2020 were compared and analyzed by indicators such as location quotient index, industrial agglomeration index, coefficient of concentration, scale advantage index, efficiency advantage index, and comprehensive advantage index, and the deep-seated factors affecting the competitiveness of kelp industry in Rongcheng were analyzed.
