It has become an urgent task now for China′s rare earth industry to improve its competitiveness through adjusting the product structure and enhancing the technological application, to gain much healthier and more sustainable growth in the future. This paper aims to present a new development strategy based on the industry cluster theory to improve the competitiveness of China′s rare earth industry with a case study on the emerging rare earth industry cluster in Baotou. The paper first reviews the cluster theory and explains why it matters to industrial competitiveness briefly, and then proposes a general framework for implementing cluster policies and strategies in practice. Following that, a case to study the emerging rare earth industry cluster in Baotou was presented and a cluster initiative based on the general framework was developed. The objectives of the cluster initiative and the role of government on initiative organizing and cluster upgrading were discussed in detail. In the end, general implications drawn from the case of Baotou were summarized, which try to provide some insights for applying cluster-based strategies to the rare earth industry of China.展开更多

Under the policy background of cooperation and sharing, pluralistic coordination has become a new trend in regional economic development. The multi collaborative online service platform of industrial competitive intelligence is jointly constructed by all service subjects. The platform is guided and promoted by the government. Colleges and universities provide support for industrial competitive intelligence theory and professionals, scientific research institutes provide talent and advanced technology support, industry associations are responsible for dynamic monitoring of industrial development, and profit-making institutions are responsible for supplementing industrial competitive intelligence achievements. All service subjects integrate and explore existing intelligence resources and services through the unified online industrial competitive intelligence sharing platform, so as to realize benign cooperation, collaborative management, resource integration, user integration and service integration among subjects, so as to realize multiple collaborative services of industrial competitive intelligence.展开更多

For China, the import output is number one, and the export output is the forth. For this reason, the soybean industry of China got a huge lash, and the soybean farmers got a large loss, it influenced the building of new countryside construction in China. Both U.S.A's soybean output and trade amour are the number one in the world, this achievement should be contributed to U.S.A's advanced production ability and its favorable subsidy policies. Contrary to U.S.A's large subsidy and cheap loan, Brazil and Argentina raise their soybean output and trade amount by high production technology and "untying" policies, such as abolishing some unreasonable rules and tax. So if we want to develop Chinese soybean industry and make sure our soybean industry's safety, it's necessary for us to experience soybean industry development of other countries' and improve ours展开更多

The results show that in terms of industrial structure competitiveness,Beijing > Tianjin > Hebei; in terms of agricultural competitiveness,Tianjin > Beijing > Hebei; in terms of industrial competitiveness,Tianjin > Beijing > Hebei; in terms of service industry competitiveness,Tianjin > Beijing > Hebei; in terms of high-tech industry competitiveness,Beijing > Tianjin > Hebei. It is suggested that Beijing-Tianjin-Hebei should further optimize industrial structure, and develop modern service industry. In the Beijing-TianjinHebei joint development,Hebei should focus on the development of agriculture,Tianjin should focus on the development of industry, and Beijing should focus on the development of high-tech industry.展开更多

Using a multi-country and multi-industry dataset, the present paper shows that the macroeconomic situation of China's partners has a great influence on the probability of trade frictions arising with China. Moreover, the more powerful the industry is, the more likely it is to take trade remedy actions against China. The empirical results reveal that China has been hurt under the operating mechanism of the WTO, and the number of free trade agreements is negatively related to the initiation and approval of trade remedy actions. Basically, the determinants for countervailing and double remedy measures are identical, while they are different from determinants of antidumping measures. Accordingly, strengthening communication with trade partners will alleviate friction between China and its trade partners. Meanwhile, making use of foreign lobbies power, actively integrating into the international trading system and participating in regional trade agreements are effective ways for China to deal with the "new normal" of trade frictions.展开更多
