Leak Detection and Repair (LDAR) Standard Review for Self-Inspection and Management for VOC Emission in China’s Traditional Energy Chemical Industry

The emission of the traditional energy chemical industry accounts for 20% of the total manmade VOC emission in China, of which coal chemical and petrochemical plants are one of the most important VOC emission sources. VOC emission sources mainly include the leakage of oil refinery units and equipment, pipes and valves, respiration and leakage of various types of storage tanks, effusion of oils during loading and unloading, effusion of sewage treatment systems, all kinds of process tail gas, etc. In this paper, the current management status of VOC emission in China’s coal chemical industry and petrochemical industry are analyzed, which divides VOC management into intentional and fugitive emission. The Leak Detection and Repair (LDAR) management method and technology for equipment, pipes and valves implemented in the United States are studied to propose self-inspection management methods and measures for VOC emissions in the energy chemical industry, providing strategies and recommendations for energy conservation, emission reduction and cleaner production in the traditional energy chemical industry.

Environmental Technical Standards and the Green Transition of China’s Manufacturing Industry

Distinct from the existing literature conforming to the Porter hypothesis which emphasizes the technological innovation mechanism,this paper examines the mechanism of technological transformation through which environmental technical standards influence the manufacturing industry in reducing emissions and improving efficiency(i.e.green transition).Furthermore,drawing upon enterprise samples from the databases of Chinese Industrial Enterprises and Chinese Industrial Pollution Sources from Major Monitored Enterprises,it empirically validates the results of the theoretical analysis.Overall,our research reveals that environmental technical standards can propel manufacturing enterprises to reduce pollution and increase productivity by following an incremental path of technological transformation,thereby achieving a green transition.Moreover,environmental technical standards indirectly promote green technology innovation in the upstream equipment manufacturing enterprises.Heterogeneity analysis further shows that environmental technical standards have a stronger effect of green transition on those companies with higher pollution emission intensity,lower productivity,slower capital renewal and stronger financing capacity prior to implementing the environmental policies.

Situation of China's solar water heater industry,related national standards,testing and the Golden Sun certification program

China is the largest solar water heater producer and market in the world.Despite the fast growth and an installed capacity that accounts for the majority of the global gross,China's per capita solar hot water capacity is still very low,implying a huge margin of market potential;and the recognition of the industry in the global market is handicapped by the scattered scale of production and inconsistent product quality.To ensure continued growth of China's solar water heating(SWH) industry,Chinese Government has established a series of national SWH standards,three national testing centers,and a certification program to lay the foundation for the development of the Golden Sun product labeling system.China General Certification Center(CGC) developed the Golden Sun product certification and labeling system on a pass/fail basis evaluating with established criteria.The system was designed to help manufacturers acclimate to explicit consistent requirements and to identify and fix the deficiencies in the design and execution of the program itself.Timely revision and integration of the national standards are recommended to accommodate the test procedures and requirements to new technologies and the evolving SWH market.Strict implementation of the Golden Sun certification and labeling system are suggested to avail improving the quality control and forging internationally reputable brands of Chinese solar water heating products.
