Coupling coordinated development among digital economy,regional innovation,and talent employment:A case study in the Hangzhou Metropolitan Circle,China

Coordinative development across various systems,particularly the economic,social,cultural,and human resources subsystems,is a key aspect of urban sustainability and has a direct impact on the quality of urbanization.The Hangzhou Metropolitan Circle,comprising Hangzhou City,Huzhou City,Jiaxing City,and Shaoxing City,was the first metropolitan circle approved by the National Development and Reform Commission(NDRC)as a demonstration of economic transformation in China.To evaluate the coupling coordination degree of the four cities and analyze the coordinative development in three systems(including digital economy,regional innovation,and talent employment),we collected panel data during 2015–2022 from these four cities.The development level of the three systems was evaluated by the standard deviation method and comprehensive development index.The results are as follows:(1)the level of coupling coordinated development of the three systems in the Hangzhou Metropolitan Circle was relatively low;(2)the coupling coordination degree of the four cities in the Hangzhou Metropolitan Circle showed significant regional differences,among which Hangzhou City was in the leading position,and Huzhou,Jiaxing,and Shaoxing cities made steady but slow progress in the coupling development of the three systems;and(3)the development of digital economy and talent employment needs to be strengthened.This study contributes to the coordinative development of Hangzhou Metropolitan Circle by innovatively focusing on the coupling coordination relationship among digital economy,regional innovation,and talent employment,which also meets the industrial layout of Hangzhou Metropolitan Circle.In this way,the optimal allocation and sustainable development of digital economy,regional innovation,and talent employment in the Hangzhou Metropolitan Circle can be achieved.

Coordination Mechanism and Empirical Research on Marine Science Technology Innovation and Marine Eco-civilization:A Case Study of Coastal Areas of China

Marine science technology innovation provides power and guarantees for marine eco-civilization construction,which provides direction and material support for marine science technology innovation.Therefore,the coordinated development of the two is of great significance to the marine economy sustainable development in China’s coastal areas.On the basis of clarifying the connotations of marine science technology innovation and marine eco-civilization in China’s coastal areas from 2006 to 2019,the mechanism for their coordinated development was analysed.A comprehensive indicator system based on the connotation of the two was constructed,and the coordinated development relationship was empirically tested using the coupled coordination model and the panel vector autoregressive(PVAR)model.The results show that:1)the level of China’s coastal marine science technology innovation continues to improve,gradually forming the core of the development of marine science technology innovation in the north,east and south of Shandong,Shanghai and Guangdong;the level of marine eco-civilization development fluctuating upward trend,showing obvious spatial differentiation characteristics.2)The degree of coordination of marine science technology innovation and marine eco-civilization is growing over time.There is no causal relationship between marine science technology innovation and marine eco-civilization in the northern marine economic circle,but there is a two-way causal relationship between the two in the eastern and southern marine economic circles.3)Marine eco-civilization shows a significant positive and continuous impact on marine science technology innovation,and marine science technology innovation shows a long-term,continuous,fluctuating,and lagging impact on marine eco-civilization.The overall role of marine eco-civilization on marine science technology innovation is dominant,and there are significant differences in the impact effects of the two major marine economic circles.

A Study of Methods to Identify Industry-University-Research Institution Cooperation Partners based on Innovation Chain Theory

Purpose： This study aims at identifying potential industry-university-research collaboration（IURC） partners effectively and analyzes the conditions and dynamics in the IURC process based on innovation chain theory.Design/methodology/approach： The method utilizes multisource data, combining bibliometric and econometrics analyses to capture the core network of the existing collaboration networks and institution competitiveness in the innovation chain. Furthermore, a new identification method is constructed that takes into account the law of scientific research cooperation and economic factors.Findings： Empirical analysis of the genetic engineering vaccine field shows that through the distribution characteristics of creative technologies from different institutions, the analysis based on the innovation chain can identify the more complementary capacities among organizations.Research limitations： In this study, the overall approach is shaped by the theoretical concept of an innovation chain, a linear innovation model with specific types or stages of innovation activities in each phase of the chain, and may, thus, overlook important feedback mechanisms in the innovation process.Practical implications： Industry-university-research institution collaborations are extremely important in promoting the dissemination of innovative knowledge, enhancing the quality of innovation products, and facilitating the transformation of scientific achievements.Originality/value： Compared to previous studies, this study emulates the real conditions of IURC. Thus, the rule of technological innovation can be better revealed, the potential partners of IURC can be identified more readily, and the conclusion has more value.

Does Industry-University-Research Cooperation Matter? An Analysis of Its Coupling Effect on Regional Innovation and Economic Development

The dislocation between regional innovation and economic development directly influences the economic effect of regional innovation. However, no in-depth researches have been made on how to solve this problem. Using data from Henan Province, China,employing geographical detector technology, this paper focuses on testing whether the industry-university-research cooperation can contribute to coordinating the relation between regional innovation and economic development. It is shown that: 1) the industry-universityresearch cooperation in Henan Province is increasing gradually, and the network presents a core-edge structure, and the coupling degree between regional innovation and economic development is spatially unbalanced, which is similar to the spatial distribution of the intensity of industry-university-research cooperation;2) as an important approach to effectively connect scientific researches with market demands, the industry-university-research cooperation can help form an interactive, interconnected, coupled and coordinated virtuous relation between regional innovation and economic development. Compared with the cooperation between organizations of the same type and the separate innovation of organizations, the improvement of the industry-university-research cooperation level can better coordinate the relation between regional innovation and economic development;3) the cooperative innovation model between enterprises and universities can better promote the coupling between regional innovation and economic development, compared with many industryuniversity-research cooperation models. For underdeveloped areas lacking local knowledge base, industry-university-research cooperation should be considered as a long-term development strategy, especially using the knowledge sources of external universities and scientific research institutions to enhance innovation capability and achieve economic growth.

Coordinating rural-urban education and institution innovation

In order to implement the spirit of the Sixteenth National People＇s Congress to accelerate development of rural education, deepen reform of rural education, guarantee a well-off society, and harmonize rural and urban development, coordinating ruralurban education is the key to China＇s development. At present, the rural-urban coordinating education is influenced by many factors, including rural-urban income difference, rural-urban educational resources difference, rural-urban background difference, and rural- urban institutional difference. In order to realize the coordinating development of rural-urban education, we need innovation in ＂Hukou＂ institution, land institution, financial institution and rural education institution. Institution innovation would be the guarantee to the coordinating rural-urban education.

An Evaluation of the Coupling Coordination of Technological Innovation System in China’s Marine Biopharmaceutical Industry

The marine biopharmaceutical industry(MBI)has been considered as an important part of the blue economy.The high-quality development of this industry depends on the high-level coordinated development of technological innovation system(TIS).In the present study,the coupling mechanism of industrial innovation input subsystem and innovation output subsystem was analyzed for the first time.On this basis,the development level and coupling coordination level of TIS in China’s MBI during 2008-2018 were empirically evaluated with the capacity coupling coordination model.Then,the obstacle factors were diagnosed and recognized with the obstacle model.The results showed that the innovation input index fluctuated at a low level in China’s MBI.The innovation output index has basically maintained a growth trend,whereas the quality of development was not high.Although the coupling coordination level of TIS showed a positive change as mild disordered→primary coordinated→well-coordinated,the development type of innovation system has changed from the lagging output of innovation into the lagging input of innovation.Insufficient input of innovation factors remained the main obstacle to the improvement of coordination level.Based on the above analysis,suggestions were put forward from the perspectives of policy and fund guarantees to improve the coupling coordination level in China’s MBI.

Industry-university-research institute cooperation has important strategic significance and practical value for cultivating the innovation ability of graduate students.Taking Guangxi University of Chinese Medicine as an example,this paper analyzed the current status of the joint cultivation of industry-university-research institute,and explored an effective way to cultivate top-notch innovative talents with innovative spirit,entrepreneurial awareness and innovative entrepreneurial ability,in order to maximally stimulate talents to create the vitality of traditional Chinese medicine.

Research on Coordinating relations between Industrial agglomeration and Regional Technology Innovation Ability in Yangtze River Economic Belt

Based on principal component analysis, coordinated development model and location entropy, this paper analyzes the coordinated development of regional scientific and technological innovation ability and industrial agglomeration level and the spatial differences in Yangtze River economic zone. Firstly, the regional science and technology innovation ability is divided into two parts： innovation input and innovation transformation result. The accumulation of knowledge outside the region is introduced as a variable influencing the correlation effect, and the index system of regional innovation capability is constructed. According to the degree of coordination between the regional technological innovation ability and the level of industrial agglomeration, the Yangtze River economic belt provinces and municipalities are divided into moderate disorder class, serious disorder class, extreme disorder class, middle and lower reaches of the Yangtze River region interregional knowledge accumulation weak.

In May 2011, the Prison Management Bureau of Sichuan Province in Southwest China held a conference in its capital city Chengdu to discuss the management of severely sick prisoners. Coordinating Management on Major Diseases of Sick Prisoners in Sichuan （Trial） was issued then, marking the start of an overall deployment.

Mechanism and Countermeasures for Action of Scientific and Technological Innovation on Integration of Industrialization and Urbanization

In the current process of deepening reform in China,industrial structure upgrading,economic structural transformation and new urbanization are important tasks to promote social and economic development,and technological innovation has gradually become the primary driving force for industrial upgrading,economic transformation and the realization of new urbanization.The article analyzed the action mechanism of scientific and technological innovation on the integration of industrialization and urbanization through qualitative and quantitative methods,found out the prominent problems faced by Henan through the empirical analysis of relevant data of Henan Province,and then proposed the integrated development path driven by scientific and technological innovation.

Inevitability and Emergent Problems of Science &Technology Innovation Access to Integration

The causes and the problems of integration of scientific ＆ technical innovation （ISTI） and inevitability are proposed. The status of domestic scientific ＆ technical innovation is analysed. A series of emergent managerial problems caused by the system ISTI （SISTI） are pointed out. Because of Hall three dimensions structure＇s enlightenment, a three dimensional logical net diagram in which the system integration of innovation based on problem in real world but not on disciplinary logic is drawn. The intelligent group＇ s need span is greater under the conditions of relatively low material level than common groups who have lower degree of education. The SISTI is composed by multi-rule and intelligent multi-agent behavior. It is concluded that the logical relationships of integrated technology which based on the author＇s experience and observation must be considerded for a valid management of SISTI.

Research on the Linkage Effect and Coordinated Development Between Public Libraries Construction and Innovation Efficiency:Theoretical and Empirical Evidence from China

Based on the panel data of 29 provincial administrative regions in China from 2011 to 2022,this study uses the entropy weighting method and the global super-efficiency SBM model to evaluate and measure the public libraries construction level and innovation efficiency in China,uses the vector autoregression model,theαconvergence model and theβconvergence model to evaluate and test whether there is a positive linkage effect between public libraries construction and innovation efficiency,and uses the coupling coordination model to calculate and analyze the coupling coordination degree between public libraries construction and innovation efficiency.The results show that China’s public libraries construction and innovation efficiency are generally in a good development trend,but there is still a large gap from reaching a high level.There is a positive linkage effect between China’s public libraries construction and innovation efficiency,which can not only promote each other’s development,but also drive each other to achieve regional balanced development.The coupling coordination degree between China’s public libraries construction and innovation efficiency is showing a steady upward trend,but it is still on the verge of imbalance as a whole,and the eastern region is significantly better than the central region and western region.The results reveal the positive linkage effect between public libraries construction and innovation efficiency,which has enlightenment significance for building a strong country in culture and innovation.Based on this,this study puts forward suggestions on increasing investment in public libraries construction,optimizing the configuration structure of innovation factors,and strengthening the deep integration of public libraries construction and innovation activities,so as to give full play to the positive linkage effect between public libraries construction and innovation efficiency.

The Relationship between Water Resources Use Efficiency and Scientific and Technological Innovation Level: Case Study of Yangtze River Basin in China

The Yangtze River Basin’s water resource utilization efficiency(WUE)and scientific and technological innovation level(STI)are closely connected,and the comprehension of these relationships will help to improve WUE and promote local economic growth and conservation of water.This study uses 19 provinces and regions along the Yangtze River’s mainstream from 2009 to 2019 as its research objects and uses a Vector Auto Regression(VAR)model to quantitatively evaluate the spatiotemporal evolution of the coupling coordination degree(CCD)between the two subsystems of WUE and STI.The findings show that:(1)Both the WUE and STI in the Yangtze River Basin showed an upward trend during the study period,but the STI effectively lagged behind the WUE;(2)The CCD of the two subsystems generally showed an upward trend,and the CCD of each province was improved to varying degrees,but the majority of regions did not develop a high-quality coordination stage;(3)The CCD of the two systems displayed apparent positive spatial autocorrelation in the spatial correlation pattern,and there were only two types:high-high(H-H)urbanization areas and low-low(L-L)urbanization areas;(4)The STI showed no obvious response to the impact of the WUE,while the WUE responded greatly to the STI,and both of them were highly dependent on themselves.Optimizing their interaction mechanisms should be the primary focus of high-quality development in the basin of the Yangtze River in the future.These results give the government an empirical basis to enhance the WUE and promote regional sustainable development.

Study on Industry Coordination Mechanism of Chinese Characteristic Towns

With the proposal of ＂new-type urbanization＂, the characteristic town has also received more and more attention. At present, the construction of characteristic towns in our country is based on one particular characteristic industry and further extends to other industries around the industry. Industry is the root of life for the characteristic town. How to carry on the industry orientation and the choice is the top priority in the construction of the characteristic town. This paper focuses on the research on the industrial coordination mechanisms of characteristic townships and the existing problems in the industrial coordination mechanisms, and puts forward corresponding countermeasures and suggestions.

数字经济与绿色创新耦合协调度研究——以长三角地区城市为例

数字经济与绿色创新协调发展有助于推动经济可持续发展。文章以2011—2021年长三角地区41个城市为研究对象,运用时空统计方法,分析数字经济与绿色创新耦合协调度的分布动态演进特征、区域差异以及障碍因子。结果表明:长三角地区数字经济与绿色创新耦合协调度呈现逐年上升态势,空间上呈现“上海市>浙江省>江苏省>安徽省”的分布格局;长三角地区耦合协调度相对稳定,等级转移均发生在相邻类型之间,空间背景对耦合协调度具有较大影响;长三角地区耦合协调度的总体差异呈现下降趋势,其主要来源为区域间差异;不同地区的障碍因子存在较大差异。据此,在推进区域协调发展、制定差异化发展路径等方面提出建议,为推动长三角地区数字经济与绿色创新协调共进提供决策参考。

以产业需求为导向的产教融合研究生培养模式探索与实践

为顺应社会经济高速发展对人才的迫切需求,促进人才培养供给侧和产业需求侧结构要素全方位融合,进一步优化产教融合人才培养模式,解决现阶段存在的校企合作不稳定、产学相对脱节、多主体协同机制不完善的问题,湖南大学控制科学与工程学科提出以产业需求为导向的“两翼支撑-三维协同-四链贯通”深度产教融合人才培养模式,以构建校内校外双实践平台为两翼支撑,完善学校、企业、政府三维协同机制,贯通产业链、教育链、实践链及人才链,将产教融合贯通产学研全过程,全面提升研究生的专业实践能力,在新时代高层次应用型工科人才的培养上取得显著的成效,实现研究生培养模式改革和产业迭代双统筹发展,可供国内外高校借鉴。

我国高等教育、人力资本与科技创新的耦合协调研究

在教育、科技、人才“三位一体”发展视域下,高等教育、人力资本与科技创新的耦合协调发展是实现中国式现代化的必由之路。在对三系统耦合机理进行探讨的基础上,本研究基于2010—2021年省级面板数据,利用熵权法和耦合协调度模型对三系统综合发展水平和耦合协调发展水平进行分析,并采用GM(1,1)预测模型对2022—2026年的耦合协调度进行了预测。研究发现,我国高等教育、人力资本与科技创新发展水平呈现增长趋势,整体水平较低,高等教育发展最快,但在三系统中处于较为落后的状态;全国三系统耦合协调度有所提升,截至2021年达到勉强协调状态,整体水平依旧偏低;各省份耦合协调度差异较大且持续存在,整体上呈现“东部>中部>东北>西部”的空间特征与梯度格局;2022—2026年耦合协调度有所增长,大致延续了2010—2021年的变化趋势,短期内难以实现跨越式发展,且地区差异依然存在。为此,我国需要发挥高等教育核心枢纽的支撑作用,依托新质人才培养促进“三位一体”融合发展;政府要在宏观战略上统筹“三大战略”,形成“三位一体”螺旋发展合力;各地区要明确内外差异与发展重点,因地制宜促进区域协调发展。

浙江省数字经济与绿色发展耦合协调关系测度及政策启示

绿色发展与数字经济的有机融合是实现区域高质量发展的重要途径。本文以浙江省11个地级市为典型案例区,构建了包含7个子系统、37个指标的绿色发展与数字经济评价指标体系,采用改进的耦合协调度模型对2014—2020年数字经济和绿色发展系统的耦合协调关系进行关系测度,以期为区域可持续发展决策提供参考。结果发现:(1)绿色发展系统与数字经济系统综合发展水平总体都呈现上升趋势,除了杭州外,其他城市均表现数字经济发展水平滞后于绿色发展水平。(2)杭州是浙江省的绿色发展和数字经济“领头羊”,并在2019年率先进入高级协调阶段,其余10个城市仍处于初级协调阶段。未来,需注重城市间的差异性发展和重点扶持数字基础设施的投入建设。

城市群型自创区创新共同体的建构基础与策略

创新共同体作为促进跨区域创新体系建设的有效途径,已成为城市群型自创区引领区域均衡发展和跨界协同创新的重要模式,其建构基础决定着自创区的创新路径选择与突破重点。结合城市群型自创区创新共同体的基本内涵与运行结构,设计涵盖自主创新力、协同配置力、效益贡献力和国际竞争力的“四力”评价体系,运用全局熵值法和耦合协调度模型测度我国8个城市群型自创区41个核心园区的“四力”耦合协调水平。结果表明:核心园区“四力”耦合协调水平整体呈结构稳定的偏态分布,板块间差异显著且趋势向好;自创区“四力”两极分化且优势各异。随后基于Dagum基尼系数揭示创新共同体建构基础的组内和组间差异,并对差异性溯源分析。组内差异显示:覆盖核心园区越多,协同创新难度越大;核心园区非均衡异化,差异性变动反差明显。组间差异显示:创新共同体建构基础表现出奋力争先、震荡纠缠、低速稳健、成长禁锢4种类型。基于此,从创新动力、协同配置、效益输出、国际竞争等方面提出创新共同体建构策略,以期为打造高质量紧密型创新生态圈提供参考。
