Based on the present situation of talent training in marine cultural industry,the collaborative innovation mechanism of governments,enterprises,colleges,scientific institutions and users was used to construct the mode of talent training in marine cultural industry. It is needed to give full play to the active roles of governments,enterprises,colleges,scientific institutions and users in the training of marine cultural talents,develop training mode of innovative scientific and technological talents,speed up the construction of collaborative innovation ability of marine cultural talents,and improve the efficiency of talent training.

Based on the review of related concepts,the current situation and problems of talent training in marine cultural industry in China were analyzed,and talent training mechanisms of marine cultural industry based on collaborative innovation of governments,enterprises,colleges,scientific institutions and users were proposed to promote the transformation,upgrading and vigorous development of marine cultural industry,accelerate the spread of marine culture with Chinese characteristics,and build China into a maritime power.

Finally, corresponding countermeasures and suggestions were put forward.

This paper focuses on the coupling between talent training system of marine cultural industry and collaborative innovation of govern-ments, enterprises, colleges, scientific institutions and users. Firstly, the significance of talent training in marine cultural industry for the construction of China as a maritime power was analyzed. Secondly, the current situation of talent training in China＇s marine cultural industry and the existing problems were analyzed. Finally, how to integrate the collaborative innovation of governments, enterprises, colleges, scientific institutions and us-ers into the talent training system of marine cultural industry was explored to help talent training to break through the bottleneck and promote the vig-orous development of marine cultural industry.

Innovation Ability of Traditional Chinese Medicine Graduates Cultivated by Industry-University-Research Institute Cooperation Program:A Case Study of Guangxi University of Chinese Medicine

Industry-university-research institute cooperation has important strategic significance and practical value for cultivating the innovation ability of graduate students.Taking Guangxi University of Chinese Medicine as an example,this paper analyzed the current status of the joint cultivation of industry-university-research institute,and explored an effective way to cultivate top-notch innovative talents with innovative spirit,entrepreneurial awareness and innovative entrepreneurial ability,in order to maximally stimulate talents to create the vitality of traditional Chinese medicine.

A Study of Methods to Identify Industry-University-Research Institution Cooperation Partners based on Innovation Chain Theory

Purpose： This study aims at identifying potential industry-university-research collaboration（IURC） partners effectively and analyzes the conditions and dynamics in the IURC process based on innovation chain theory.Design/methodology/approach： The method utilizes multisource data, combining bibliometric and econometrics analyses to capture the core network of the existing collaboration networks and institution competitiveness in the innovation chain. Furthermore, a new identification method is constructed that takes into account the law of scientific research cooperation and economic factors.Findings： Empirical analysis of the genetic engineering vaccine field shows that through the distribution characteristics of creative technologies from different institutions, the analysis based on the innovation chain can identify the more complementary capacities among organizations.Research limitations： In this study, the overall approach is shaped by the theoretical concept of an innovation chain, a linear innovation model with specific types or stages of innovation activities in each phase of the chain, and may, thus, overlook important feedback mechanisms in the innovation process.Practical implications： Industry-university-research institution collaborations are extremely important in promoting the dissemination of innovative knowledge, enhancing the quality of innovation products, and facilitating the transformation of scientific achievements.Originality/value： Compared to previous studies, this study emulates the real conditions of IURC. Thus, the rule of technological innovation can be better revealed, the potential partners of IURC can be identified more readily, and the conclusion has more value.

论文以京津冀大气污染协同治理的成本构成为基础,分析阐述了由于跨区域协同治理的法律法规不完善,有关三地信息共享、利益补偿、监督管理等相关制度、机制不健全,加大了京津冀协同治理的交易成本,使协同治理的效率降低.为此,应加快完善京津冀协同治理的制度与机制创新,重点加强京津冀区域内生态补偿和排污权交易等经济激励机制建设,以实现京津冀协同治理的长效目标.

加强辽宁省、市农业科研机构科技协同创新的实践与思考

航空产业是国之重器,必须坚持自主创新,推进高端装备和核心技术自主可控,航空科技创新是实现航空产业高质量发展的重要内容。建立航空科技协同创新演化博弈模型,对协同创新主体策略选择及影响因素进行分析,通过数值仿真模拟创新主体意愿变化和稳定策略形成的动态演化过程。研究表明,不同背景下航空科技协同创新主体策略演化呈现不同规律,优稳定策略的形成受协同各方交互作用和相关因素差异化影响。以创新主体策略演化至优稳定策略为导向提出建议:提高政府调控行为与协同创新过程配适度;优化协同创新运行机制;结合航空企业自身创新情况形成差异化融资方案。

我国高校地方研究院的历史演进、现实状况与发展路径研究

高校地方研究院作为高校与地方的合作桥梁、区域协同创新的重要载体,在输出高校科技成果,实现科技成果产业化,以及促进地方科技进步、地方企业技术创新方面起到了积极作用,并成为扩大高校声誉和影响力的重要途径。从历史来看,高校地方研究院经历了探索起步、初期发展、快速发展、深化发展等四个阶段。通过对C9高校建设的地方研究院进行统计分析,呈现当前我国主要高校地方研究院发展的基本图景。最后,全面分析高校地方研究院高质量发展面临的主要问题,并提出相应的对策建议。

异质性产学研协同创新对地区全要素生产率的非对称效应

运用信息熵测算我国30个省份产学研三边及产学、产研和学研双边协同创新水平,从全要素生产率水平及其增长率两方面检验各协同创新模式对地区全要素生产率的影响,并以技术进步和技术效率分析主要影响渠道。结果显示,研究期内,异质性产学研协同创新对地区全要素生产率的影响存在模式不对称和区域不对称。模式不对称体现在产学研三边协同创新对全要素生产率有递减的抑制作用、产学和学研双边协同创新对全要素生产率有递增的促进作用、产研协同创新的影响不显著;影响渠道上,产学研协同创新主要源于对技术进步的影响、产学协同创新既能推动技术进步又能改善技术效率、学研协同创新仅依赖于改善技术效率、产研协同创新对两条渠道的贡献均不显著;区域不对称表现在产学和学研两种协同创新的促进作用仅在中西部地区显著且依赖技术效率改善;将被解释变量滞后一期检验发现仅学研协同创新能通过推动技术进步为地区全要素生产率提升提供长久动力,该结论在中西部地区也成立。为此,各地应结合不同产学研协同创新模式对地区发展影响的差异,探索形成具有地方特色的产学研协同创新体系。

How technological proximity affect collaborative innovation?An empirical study of China’s Beijing-Tianjin-Hebei region

Based on joint-innovation patent data from 2000 to 2016 in the Beijing-Tianjin-Hebei region of China,the purpose of this paper is to analyze how technological proximity affects university-industry collaborative innovation in the Beijing-Tianjin-Hebei region.We adopt a 1:1 matching design to conduct an empirical study.The results show that the effect of technological proximity on the formation of collaborative innovation displays an inverted U-shape,and geographical proximity and institutional proximity play a positive role of forming a tie.Geographical proximity and institutional proximity as a coordination mechanism,have negatively influenced the relationship between technological proximity and the formation of university-industry collaborative innovation.Furthermore,university strength improves the possibility of collaborative innovation.These findings contributed to the understanding of the relationship between technological proximity and collaborative innovation.

高职院校思政课程与专业课程“课课链接”协同育人模式研究与实践——以“民族服饰创新设计”课程为例

广西高校科研院所助推产学研协同创新发展存在的问题与建议

目前,广西高校科研院所助推产学研协同创新发展中面临科研领域体制机制不健全、政策体系尚未健全、人才激励体系不健全、经费投入不足等问题,进而影响产业经济高质量发展。对此,建议:一是成立新型研发机构;二是支持科研院所建立分院;三是进一步重视科技人才;四是深化政策法规制度改革。

地方高等院校与区域协同创新发展研究——以美国波特兰州立大学和波特兰地区为例

高等院校与区域协同发展、互动双赢的关系日益受到重视。美国高等院校与区域协同创新发展的历史由来已久,其高等院校与区域协同创新发展的典型案例颇多。除著名研究型大学与大都市的互动案例外,波特兰州立大学和波特兰市是典型的州立高等学校与区域协同发展的案例,对于研究我国省属地方院校与区域、城市协同发展具有一定的借鉴意义。区域协同发展背景下的地方院校应结合区域和城市发展需求,找准定位,探索地方院校与区域协同发展的有效模式。

产业协同集聚、制度环境与工业绿色创新效率

绿色创新兼具绿色和创新双重属性,是破解资源环境约束,推进可持续发展的重要手段。基于2004—2020年我国内地30个省域面板数据,采用非径向方向距离函数模型测度工业绿色创新效率,并从空间视角探讨高技术制造业与生产性服务业协同集聚对工业绿色创新效率的影响效应。结果表明:①产业协同集聚对本地工业绿色创新效率的影响呈先升后降的倒U型非线性特征,现阶段具有显著促进效应,对地理邻近地区绿色创新效率具有不显著的负向空间溢出效应;②分样本回归结果表明,不论在东部地区还是中西部地区,当前产业协同集聚均显著促进工业绿色创新效率水平提升;③产业协同集聚通过人力资本流动和协同创新间接驱动工业绿色创新效率水平提升;④制度环境尤其是知识产权保护不仅能强化产业协同集聚对工业绿色创新效率的促进作用,还能有效抑制产业协同集聚负外部性的发生。
