The analysis carried out in the course of the work contributes towards understanding the validity of an evolutionary-type development model for which the regional innovation policies for the growth of high-tech firms should dynamically change in relation to the various cluster stages. Scientific and technological innovation policies play a critical role in the innovative development of high-technology industrial parks.However,it remains unclear how scientific and technological innovation policies i...Scientific and technological innovation policies play a critical role in the innovative development of high-technology industrial parks.However,it remains unclear how scientific and technological innovation policies impact the innovation efficiency of hightechnology industrial parks and what the impact pathways are.An in-depth investigation of this topic can give an insight into the inherent relation between the scientific and technological innovation policies and technological innovation.By conducting a theoretical analysis,this study empirically analyzed the impact of scientific and technological innovation policies on the innovation efficiency of high-technology industrial parks.The main research methods applied in this study were linear regression and qualitative comparative analysis(QCA).The results showed that the policy targets drove innovation efficiency in a relatively minor way.Among all policy tools,the demand-based policy tools had the most significant influence on innovation efficiency.The supply-based and environment-based policy tools had notable positive impacts during the lag periods of policies.The policy mix pathways for scientific and technological innovation policies that impact innovation efficiency come in four forms,namely,the targets-directed,demand-driven,supplydominated environment optimization,and environment-dominated comprehensive pathways.Therefore,this study put forward proposals on classifying and refining the scientific and technological innovation policies and optimizing the policy mix-driven models.展开更多

Usual recommendations concerning the principles of effective economic policy that were given by international experts, closely connected with the "Washington consensus" approach, for the transitive countries, especi...Usual recommendations concerning the principles of effective economic policy that were given by international experts, closely connected with the "Washington consensus" approach, for the transitive countries, especially to Ukraine, do not contain requirements of the active innovation technological policy, stressing importance the measures which provide efficiency of the existing production structure. This article discusses and criticizes such attitude as the strategic methodological platform. The theoretical backgrounds of the presented analysis lay in the Schumpeterian innovation theory of economic development and the Neo-Schumpeterian approaches concerning decisive value of structural and technological change for economic growth. It gives arguments for standpoint that a follow-up economic development can be successful if a country will be able to have expansion of new modem sectors and more innovative structure of production, as investments in the process of innovation must guarantee a permanent structural reform of the national economy on a new technological basis. One of the main means of realization should be the diversification of the organizational forms of the national economy, ensuring the cooperation of small, medium and large companies within the innovation "science-technology-production" cycle. Conclusion that in transitive countries and in Ukraine the contemporary innovation policy should provide effective mechanisms of investing into large-scale structural changes for the benefit of the sectors of the fifth and sixth technological paradigm.展开更多
Evaluating the functional boundary of different types of innovation policy instruments and their mixes on innovation performance of enterprises is an important but unresolved key issue.This paper,based on the systemat...Evaluating the functional boundary of different types of innovation policy instruments and their mixes on innovation performance of enterprises is an important but unresolved key issue.This paper,based on the systematically carding the quantization of 155 innovation policies issued by Shenzhen governmental departments from 2011 to 2019,analyzed the characteristics from different types of innovation instruments and their mixes.The results show that Shenzhen governmental has constantly enriched innovation policy instruments for encouraging enterprise innovation,but there are structural unbalances in the issued innovation policy manifested as follows:firstly supply-side policy and environmental-side policy were promulgated more than demand-side policy;secondly the specific instruments employed by Shenzhen governmental were also uneven in different type of innovation policy,like supply-side policy focused on the instruments of government procurement and R&D outsourcing,demand-side policy employed human resource training,innovation infrastructure and fiscal support most,and environmental-side policy main used target planning,intellectual property protection and financial support.This study expands and understanding empirical implementation of different reginal innovation policy instruments,and has implication for Shenzhen governmental in improving the applicability ability of policies in the enterprises innovation.展开更多

This study analyses the role played by organizational ambidexterity and open innovation in innovation outputs,considering business units with different levels of technological intensity(medium-high and high tech,and m...This study analyses the role played by organizational ambidexterity and open innovation in innovation outputs,considering business units with different levels of technological intensity(medium-high and high tech,and medium-low and low tech)for countries with different inno-vation profiles.The countries considered in this paper are i)Estonia and Slovenia as innovation followers;i)Slovakia,Hungary,Spain,Czech Republic,Italy,Portugal,Norway,and Croatia as moderate innovators;and ii)Bulgaria,Lithuania and Romania as modest innovators.In the empirical approach,the research hypotheses arise from the literature review and are tested using secondary data collected from the Community Innovation Survey(CIS)201o.The conceptual model is tested using the logistic regression method,which indicates suitable accuracy and reliability for empirical testing purposes.The evidence reveals that for innovation followers,ambidexterity has a greater influence on the practice of eco-innovation,marketing innovation,and product innovation.For moderate innovators,ambidexterity has a greater influence on the practice of product innovation,process innovation,and eco-innovation.Concerning modest in-novators,ambidexterity has a greater influence on the practice of product innovation,process innovation,and eco-innovation.With regard to open innovation,for innovation followers,this has a negative influence on product innovation in medium-high and high-tech companies.For moderate innovators,open innovation has a greater influence in process,organizational,and eco-innovation.In the case of modest innovators,open innovation is more significant for innovation outputs in product,organizational,and marketing innovation.Size is not always positively related to innovation outputs.展开更多

The characteristics of the new normal of macro policy are as follows: 1) a supply-side approach in response to growth slowdown; 2) understanding economic heterogeneity and growth disequilibrium and paying attention to structural regulation; 3) highlighting strategic planning and broadening the horizon of macro policy; 4) re-establishing a benchmark of macro policy and re-initiating local competition; 5) balancing the interests of various stakeholders and understanding the political economy of macro policy; 6) respecting the spillover effects of major countries and implementing responsible macro policies; 7) respecting "market determinism" and recognizing the limitations of macro policy; and 8) propelling institutional developments and creating a basic framework of macro policy. This paper concludes that the new normal of macro policy is not simply a passive adjustment to the new normal of economy but represents an initiative of proactive response that steers the economy towards a more advanced form. In particular, the following issues should be clarified in current macro policy: some of the characteristics will be corrected or phased out, some that coincide with the new normal will be abreast with the times, and some require that a new trail be explored through innovation of macro policy. The selection and coordinated application of government innovation policies are crucial for guiding the direction of enterprise innovation and unleashing their innovation potential.However,due to the lengthy,voluminou...The selection and coordinated application of government innovation policies are crucial for guiding the direction of enterprise innovation and unleashing their innovation potential.However,due to the lengthy,voluminous,complex,and unstructured nature of regional innovation policy texts,traditional policy classification methods often overlook the reality that these texts cover multiple policy topics,leading to lack of objectivity.In contrast,topic mining technology can handle large-scale textual data,overcoming challenges such as the abundance of policy content and difficulty in classification.Although topic models can partition numerous policy texts into topics,they cannot analyze the interplay among policy topics and the impact of policy topic coordination on enterprise innovation in detail.Therefore,we propose a big data analysis scheme for policy coordination paths based on the latent Dirichlet allocation(LDA)model and the fuzzyset qualitative comparative analysis(fsQCA)method by combining topic models with qualitative comparative analysis.The LDA model was employed to derive the topic distribution of each document and the word distribution of each topic and enable automatic classi-fication through algorithms,providing reliable and objective textual classification results.Subsequently,the fsQCA method was used to analyze the coordination paths and dynamic characteristics.Finally,experimental analysis was conducted using innovation policy text data from 31 provincial-level administrative regions in China from 2012 to 2021 as research samples.The results suggest that the proposed method effectively partitions innovation policy topics and analyzes the policy configuration,driving enterprise innovation in different regions.展开更多
Countries worldwide are actively pushing their innovation frontiers into the profound globalized innovation networks.China is entering into a new phase that experiences the profound transformation of the innovation sy...Countries worldwide are actively pushing their innovation frontiers into the profound globalized innovation networks.China is entering into a new phase that experiences the profound transformation of the innovation systems and supporting policies,together with facing the accelerated technological innovation and emerging de-globalization trends.Improving the institution of innovation-driven development,as well as the quality and efficiency of innovation,are beneficial for China to integrate into the global innovation network and move towards the technological frontiers.This study analyzes the phases of the ongoing industrial innovation in China from the techno-economic perspective and proposes a multiplefactor framework to explore indigenous technological innovations.We suggest that the factors impacting technological upgrading and innovation capability are technological gaps,complexities of industrial ecology,the density of capital,and market need complexities under open competition conditions.These factors are necessary but not sufficient conditions for the success of cultivating the capability of technological innovations.The government must fulfill its roles adequately and effectively and pay more attention to the limits and focus of innovation policies.We propose that China’s innovation policies need to be flexible towards the changing world’s opportunities and challenges.China needs to boost its strengths towards an initiative and exploring role in the global innovation scene.Solid fundamental research and applications urgently need to support the layout of the upgrading of technological capabilities that bundled by greater openness and inclusiveness.Meanwhile,policies need to be transformed to guarantee equal benefits and greater tolerance to deliver an innovation-friendly system.展开更多

Most published studies on R...Responsible research and innovation (RRI) represents a new evotvtng approach to governing research and innovation that takes into account potential impacts on the environment and society. Most published studies on RRI focus on the social benefits of research and innovation through examining RRI's definitions and approaches for its implementation. In contrast, the present study addresses the influence of RRI on economic growth, and discusses the situations in which RRI will benefit economies. Our study finds that for its implementation to be successful RRI needs to meet certain conditions, and that its implementation is not always beneficial to economic growth. To achieve a better result from RRI as part of an innovation policy, each country should balance the push and pull power of RRI to make sure that it becomes a building block rather than a stumbling block for innovation, economic growth and social welfare. To assure that RRI can be successfully implemented, China needs to strengthen and improve the participation mechanisms for stakeholders in major scientific and technological innovative activities.展开更多

文摘With the establishment of the Hainan Free Trade Zone(FTZ),the internationalization of English education has become a key element of the region’s educational reform efforts.As globalization intensifies,fostering an internationalized English education system is crucial for improving the competitiveness and global positioning of the Hainan FTZ.This study explores the multiple pathways and strategies for promoting the internationalization of English education in the Hainan FTZ,focusing on aspects such as policy support,curriculum reform,teacher training,international collaboration,and the effective allocation of educational resources.By examining the current state of English education in the region,identifying key challenges,and drawing insights from successful domestic and international cases-particularly from free trade zones elsewhere-this paper offers actionable recommendations.These suggestions aim to enhance the region’s educational outcomes,thereby bolstering the Hainan FTZ’s broader objectives of economic growth and enhanced global connectivity.The proposed strategies also seek to elevate the international stature of the Hainan FTZ as a regional hub for talent development,international exchange,and soft power enhancement.

文摘This study analyses the role played by organizational ambidexterity and open innovation in innovation outputs,considering business units with different levels of technological intensity(medium-high and high tech,and medium-low and low tech)for countries with different inno-vation profiles.The countries considered in this paper are i)Estonia and Slovenia as innovation followers;i)Slovakia,Hungary,Spain,Czech Republic,Italy,Portugal,Norway,and Croatia as moderate innovators;and ii)Bulgaria,Lithuania and Romania as modest innovators.In the empirical approach,the research hypotheses arise from the literature review and are tested using secondary data collected from the Community Innovation Survey(CIS)201o.The conceptual model is tested using the logistic regression method,which indicates suitable accuracy and reliability for empirical testing purposes.The evidence reveals that for innovation followers,ambidexterity has a greater influence on the practice of eco-innovation,marketing innovation,and product innovation.For moderate innovators,ambidexterity has a greater influence on the practice of product innovation,process innovation,and eco-innovation.Concerning modest in-novators,ambidexterity has a greater influence on the practice of product innovation,process innovation,and eco-innovation.With regard to open innovation,for innovation followers,this has a negative influence on product innovation in medium-high and high-tech companies.For moderate innovators,open innovation has a greater influence in process,organizational,and eco-innovation.In the case of modest innovators,open innovation is more significant for innovation outputs in product,organizational,and marketing innovation.Size is not always positively related to innovation outputs.

文摘The innovative city pilot policy(ICPP)is an essential manifestation of China’s construction of an innovative and green-driven development country.We incorporated urban green total factor productivity(GTFP)growth into the evaluation of ICPP.Based on the panel data of 223 cities in China from 2005 to 2020,we used the difference-in-differences model to empirically assess the influence and mechanism of the ICPP on urban GTFP growth.The main results show that(i)The ICPP has maintained an effectively fluctuating promotion on urban GTFP growth,mainly manifested in the urban green technological progress improvement.(ii)The ICPP has urban heterogeneity in promoting GTFP growth in pilot cities,mainly affecting key cities such as provincial capitals.(iii)The interaction between the agglomeration of producer services and the ICPP inhibits GTFP growth in pilot cities.

The boundary red line of urban growth, the red line of the number of basic farms and the ecology red line makes the local to conserve land. Land stock for village and town construction is a huge amount of potential resources. Redevelopment of land for village and town construction provides ensured land security for the smooth progress of urbanization. Combining village and town construction land use characteristics and making in-depth analysis of the difficulties in the redevelopment of village and town construction and its inner mechanism, policies and suggestions were proposed for the redevelopment of village and town construction land in terms of land property, land price, market allocation, planning, surveillance and so on, so as to provide valuable reference for the smooth redevelopment of village and town construction land, and the system design of villages and towns.
文摘The article states that the purpose of the agricultural industry of Russia is the creation of a market for innovation and investment to improve productivity and competitiveness in the context of growing economic, political, and natural climatic instability and volatility, both in Russia and abroad (membership in the WTO, industry globalization, etc.). Foreign economic and political sanctions have a growing negative impact. It is very important for the agriculture industry to be supported by the Russian state budget and to have administrative support, the institutional structure of the state, quantitative and qualitative indicators of national support: federal, regional, and municipal. Positive development of the regional and city aspect is also important.
文摘This paper summarizes the theoretical background and realistic considerations for the emergence of the new normal of macro policy. The characteristics of the new normal of macro policy are as follows: 1) a supply-side approach in response to growth slowdown; 2) understanding economic heterogeneity and growth disequilibrium and paying attention to structural regulation; 3) highlighting strategic planning and broadening the horizon of macro policy; 4) re-establishing a benchmark of macro policy and re-initiating local competition; 5) balancing the interests of various stakeholders and understanding the political economy of macro policy; 6) respecting the spillover effects of major countries and implementing responsible macro policies; 7) respecting "market determinism" and recognizing the limitations of macro policy; and 8) propelling institutional developments and creating a basic framework of macro policy. This paper concludes that the new normal of macro policy is not simply a passive adjustment to the new normal of economy but represents an initiative of proactive response that steers the economy towards a more advanced form. In particular, the following issues should be clarified in current macro policy: some of the characteristics will be corrected or phased out, some that coincide with the new normal will be abreast with the times, and some require that a new trail be explored through innovation of macro policy. These components will constitute the basic framework for China's macro policy to transition towards the new normal.

文摘This paper aims to synthesize previous user innovation policy proposals into an adapted system of innovation framework,on which a future holistic user innovation policy for the household sector can be based.We do this in three steps.First,we introduce the systems of innovation framework as a comprehensive basis for a holistic approach to innovation policy.Second,we identify and review policy proposals made by user innovation researchers and categorize them according to ten key activities in the systems of innovation framework.Third,from a system of innovation perspective,we synthesize the policy proposals identified into an adapted framework,including determinants specific to user innovation in the household sector.The synthesized proposals are intended to strengthen the systemic and multi-causal effects of policy on household sector user innovation in a country,region,or sector.Future policies for user innovation may,on this basis,be instrumental in avoiding mono-causality,or the concentration on only a few policy instruments in a proposed policy.
文摘The selection and coordinated application of government innovation policies are crucial for guiding the direction of enterprise innovation and unleashing their innovation potential.However,due to the lengthy,voluminous,complex,and unstructured nature of regional innovation policy texts,traditional policy classification methods often overlook the reality that these texts cover multiple policy topics,leading to lack of objectivity.In contrast,topic mining technology can handle large-scale textual data,overcoming challenges such as the abundance of policy content and difficulty in classification.Although topic models can partition numerous policy texts into topics,they cannot analyze the interplay among policy topics and the impact of policy topic coordination on enterprise innovation in detail.Therefore,we propose a big data analysis scheme for policy coordination paths based on the latent Dirichlet allocation(LDA)model and the fuzzyset qualitative comparative analysis(fsQCA)method by combining topic models with qualitative comparative analysis.The LDA model was employed to derive the topic distribution of each document and the word distribution of each topic and enable automatic classi-fication through algorithms,providing reliable and objective textual classification results.Subsequently,the fsQCA method was used to analyze the coordination paths and dynamic characteristics.Finally,experimental analysis was conducted using innovation policy text data from 31 provincial-level administrative regions in China from 2012 to 2021 as research samples.The results suggest that the proposed method effectively partitions innovation policy topics and analyzes the policy configuration,driving enterprise innovation in different regions.
文摘Countries worldwide are actively pushing their innovation frontiers into the profound globalized innovation networks.China is entering into a new phase that experiences the profound transformation of the innovation systems and supporting policies,together with facing the accelerated technological innovation and emerging de-globalization trends.Improving the institution of innovation-driven development,as well as the quality and efficiency of innovation,are beneficial for China to integrate into the global innovation network and move towards the technological frontiers.This study analyzes the phases of the ongoing industrial innovation in China from the techno-economic perspective and proposes a multiplefactor framework to explore indigenous technological innovations.We suggest that the factors impacting technological upgrading and innovation capability are technological gaps,complexities of industrial ecology,the density of capital,and market need complexities under open competition conditions.These factors are necessary but not sufficient conditions for the success of cultivating the capability of technological innovations.The government must fulfill its roles adequately and effectively and pay more attention to the limits and focus of innovation policies.We propose that China’s innovation policies need to be flexible towards the changing world’s opportunities and challenges.China needs to boost its strengths towards an initiative and exploring role in the global innovation scene.Solid fundamental research and applications urgently need to support the layout of the upgrading of technological capabilities that bundled by greater openness and inclusiveness.Meanwhile,policies need to be transformed to guarantee equal benefits and greater tolerance to deliver an innovation-friendly system.

文摘Responsible research and innovation (RRI) represents a new evotvtng approach to governing research and innovation that takes into account potential impacts on the environment and society. Most published studies on RRI focus on the social benefits of research and innovation through examining RRI's definitions and approaches for its implementation. In contrast, the present study addresses the influence of RRI on economic growth, and discusses the situations in which RRI will benefit economies. Our study finds that for its implementation to be successful RRI needs to meet certain conditions, and that its implementation is not always beneficial to economic growth. To achieve a better result from RRI as part of an innovation policy, each country should balance the push and pull power of RRI to make sure that it becomes a building block rather than a stumbling block for innovation, economic growth and social welfare. To assure that RRI can be successfully implemented, China needs to strengthen and improve the participation mechanisms for stakeholders in major scientific and technological innovative activities.
文摘Since 2014,PPP policy has been promoted rapidly in China.Based on the theory of policy innovation diffusion,this paper explores the formation mechanism of PPP spatial disequilibrium at the micro level using Chinese municipal-level panel data from 2014 to 2019.According to the research,the innovation diffusion of China’s PPP policy at the local-government level exhibits R-shaped non-progressive characteristics and is influenced by both internal and external factors.On the internal side,the debt pressure of local governments is an important determinant with an inverted U-shaped influence on PPP policy.On the external side,imitation and competition among neighboring local governments are the main external determinants.This spatial strategic interaction occurs not only in same-province regions with close proximity and similar economic development but also in different-province regions with close proximity.The above studies offer certain insights into optimizing the spatial distribution pattern of PPP and guarding against fiscal risks.
