Research on the Internal Talent Training Path and Performance Evaluation Mechanism of New R&D Institutions in Zhejiang Province

New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.

Evolution Characteristics of Government-Industry-University Cooperative Innovation Network of Electronic Information Industry in Liaoning Province, China

It is important to optimize the cooperative innovation network for the improvement of economic competence and innovative power. Based on the patent information services platform, we obtain invention patent data for the electronic information industry in Liaoning from 1985 to 2015. This paper analyzes the cooperative innovation network structure, its spatiotemporal evolution and the triple helix relationship of government-industry-university(GIU) by using the social network analysis method and the triple helix theory as well as UCINet, ArcGIS and NetDraw. The empirical results show that: 1) the number of the subjects of the electronic information industry GIU cooperative innovation network in Liaoning demonstrates a gradual increase from 1985 to 2015, with the same trend in concentration. In terms of its subject and its centrality, the universities have a higher position, and the industries have a lower position,while the status of the government is still unclear. 2) The cooperative innovation network presents a core-periphery structure, and the polarization effect of innovation subjects tends to be obvious. There is certain distance-decay regularity in the cooperative innovation network, and a strong geographical proximity to cooperative innovation. 3) The compactness shows a downward trend as a whole. In terms of the extent of participation, the industries are better than the government but worse than the universities. This means that the cooperative innovation network of GIU in the electronic information industry in Liaoning is in the initial stage of formation.

Development Path for Rural Tourism of Henan Province from the Perspective of Innovation

According to innovation theory and research on innovation of rural tourism development,innovation theory is of great guiding significance for rural tourism development of Henan Province. At present,rural tourism development in Henan Province has made outstanding achievements,but there are still problems: innovation concept of rural tourism is not scientific; product lacks consolidation,industrial chain is not perfect,and public service level of tourism is relatively low. In order to realize optimization and upgrade of rural tourism in Henan Province,it is recommended to make innovation of development path and take development paths such as innovation of development concept,product innovation,industrial structure innovation of rural tourism,and public service innovation for rural tourism.

Research on the model of regional green innovation system in China:A case study of Shandong province

Taking Shandong province,one of China’s first batch of circular economy pilot provinces,as an example,this paper summarizes some types of regional green innovation system models through the cases study and retrospective reasoning and retrospective approaches.The models mentioned above include(1)the innovation system model of green animal husbandry in coastal small towns,(2)the green innovation system model in intravenous industry park,(3)the green innovation system model in coastal hi-tech industrial development zone based on the development of eco-industrial and low-carbon industries,(4)the green innovation system model in coastal economic&technological development area based on the development of ecological arterial industry and the ecological intravenous industry through the waste recycle inside and outside the area,(5)the green innovation system model of coastal harbor economic and technological development area based on constructing tiny-medium-macro circulation,(6)the green innovation system of reformed coastal economic and technological development zone turning to the recycling marine industry innovation,and(7)the green innovation system model of high-tech industry development zone tending to recycling innovation of biological industry.This paper aims to analyze the characteristics of these models,the formation mechanism,and further to discuss their implications for greening the same type of regional innovation systems.

Innovation, Competitiveness and Prosperity： A Factor Analysis of Innovation Indicators in Spain

Competitiveness is a wide concept applied to many fields, especially in economics. The study of tourism competitiveness has been focused on different factors that can enhance the prosperity of a destination. One of these factors is innovation. Innovation makes destination＇s enterprises more advanced and efficient, therefore more productive. Innovation is an enhancer of competitiveness and a generator of prosperity because innovation in every aspect （technology, knowledge, organization, and processes） will provide a better quality of life for the inhabitants of the destination. The incidence of innovation on these concepts is validated by a structural equation model. We measure innovation by a range of indicators and through a factor analysis; we get the most relevant indicators of innovation for the model developed in Spain.

The spatial econometric analysis of the impact of internet on provincial innovation in China

Researches in the impact of the information technology on R&D activities have been noticed since this century to provide a foundation for the relationship between information technology and R&D activities.Using methods of spatial econometrics,this paper examines the impact of Internet on innovation and its spatial spillovers between Chinese provinces over 2001-2007.This paper find that Internet plays an important role in innovative activities,and spatial spillovers of the provinces to its neighbors are positive but weak when spatial effect of endogenous spatial lag variable is taken into consideration.

Does Industry-University-Research Cooperation Matter? An Analysis of Its Coupling Effect on Regional Innovation and Economic Development

The dislocation between regional innovation and economic development directly influences the economic effect of regional innovation. However, no in-depth researches have been made on how to solve this problem. Using data from Henan Province, China,employing geographical detector technology, this paper focuses on testing whether the industry-university-research cooperation can contribute to coordinating the relation between regional innovation and economic development. It is shown that: 1) the industry-universityresearch cooperation in Henan Province is increasing gradually, and the network presents a core-edge structure, and the coupling degree between regional innovation and economic development is spatially unbalanced, which is similar to the spatial distribution of the intensity of industry-university-research cooperation;2) as an important approach to effectively connect scientific researches with market demands, the industry-university-research cooperation can help form an interactive, interconnected, coupled and coordinated virtuous relation between regional innovation and economic development. Compared with the cooperation between organizations of the same type and the separate innovation of organizations, the improvement of the industry-university-research cooperation level can better coordinate the relation between regional innovation and economic development;3) the cooperative innovation model between enterprises and universities can better promote the coupling between regional innovation and economic development, compared with many industryuniversity-research cooperation models. For underdeveloped areas lacking local knowledge base, industry-university-research cooperation should be considered as a long-term development strategy, especially using the knowledge sources of external universities and scientific research institutions to enhance innovation capability and achieve economic growth.

新质生产力是生产力在信息化、智能化社会中,随着科技创新的提质增速和高端产业的勃兴融合呈现的高级形态,主要包含“高素质”劳动者、“新介质”劳动资料和“新料质”劳动对象三大要素。生产力的发展是实现中国式现代化的根本前提,作为先进的生产力,新质生产力同中国式现代化全体人民共同富裕的目标指向、协调发展的根本要求、和平发展的实现路径具有高度适配性,是推进中国式现代化的新动能。为使新质生产力真正增益于中国式现代化,要以新质生产力服务高质量发展,为中国式现代化奠定坚实的物质基础;要推进原始创新、集成创新、开放创新,以科技创新涵养新质生产力;要壮大战略性新兴产业、积极培育未来产业,推动新质生产力茁壮成长;要塑造劳动者的科学思维、增强劳动者的创新能力、培育劳动者的协作精神,确保新质生产力竞相迸发与充分涌流。

基于生产托管服务的农业科技成果转化新模式探析——以安徽颍州农业社会化服务科技创新基地为例

加速农业科技创新成果转化是推进现代农业发展的主要动力,对推动乡村产业振兴具有重要现实意义。系统阐述了目前安徽省农业科技成果转化的主要模式,并综合分析了成果转化过程中存在的成果属性、转化动力、转化机制及农技推广模式等方面的问题。结合新阶段对科技创新和成果转化联动发展以及农业生产托管高质量发展的要求,提出了基于农业社会化服务的农业科技成果转化模式的理论框架,并以安徽颍州农业社会化服务科技创新基地为例,分析了农业生产托管服务在推进科技创新和促进成果高效转化方面的正向作用,阐述了农业科研院所、农技推广系统、托管组织等主体在科技创新与成果转化中的联动协作机制。提出了一条可行的农业科技成果转化新模式——基于生产托管的农业科技成果转化模式,以期为推动农业科技创新成果转化、助力农业新技术推广到位、助推乡村振兴提供参考依据。

数字经济、创新活跃度与共同富裕

发展数字经济、提升创新活跃度对于实现共同富裕目标至关重要。文章选取2011—2020年中国31个省份的面板数据实证检验数字经济、创新活跃度及共同富裕之间的内在关联,并考察数字人才供给在数字经济影响共同富裕过程中的调节效应。结果表明:数字经济对共同富裕具有显著的促进作用,这一结论在经过内生性与稳健性检验后依然成立;创新活跃度在数字经济推动共同富裕过程中存在中介效应,即数字经济有助于提升创新活跃度进而推动共同富裕;此外,数字人才供给在数字经济对共同富裕的影响中可发挥正向调节作用。

共同富裕愿景下增进农村低收入人口福利的政策创新——基于三次分配分析框架

面向全体人民共同富裕的伟大愿景目标,迫切需要对标共同富裕、研判福利差距,并进行制度性的回应。三次分配制度是改善农村低收入人口福利差距、促进农村低收入人口持续增收、实现全体人民共同富裕的有效手段。中国农村和农民在不断分化转型,三次分配的契合性也不尽相同。脱贫攻坚期间,中国基于三次分配的不同着力点围绕农村低收入群体展开了一系列政策实践,但是存在初次分配效率不高、再分配水平低、第三次分配尚未找到切入点、不同层次分配间协同性不足等问题。未来政策调整应当以加大农业就业准入门槛、提高农村低收入群体的劳动报酬、扩大农村非农就业机会作为初次分配的着力点;以强化农村低收入人口的转移支付力度、提高基本公共服务和社会保障均等化的深度与广度、完善农业支持与资源保护政策等作为再分配的着力点;以丰富第三次分配的实现形式、强化第三次分配与初次分配、再分配间的协同配合作为第三次分配的创新着力点。

数字经济对共同富裕的影响研究——基于面板回归模型的实证分析

数字经济已成为我国经济增长的新动力,是实现共同富裕的关键力量。选取2011—2020年全国31个省份面板数据,采用主成分法和熵值法测算共同富裕水平,用面板回归模型分析数字经济对共同富裕的影响效应,进而运用中介效应模型探讨研发投入与技术创新作为中介变量的间接影响,最后进行异质性分析。研究发现:数字经济对共同富裕具有正向影响作用,数字经济对共同富裕的影响作用存在时间异质性和区域异质性,研发投入和技术创新是影响共同富裕水平的重要机制。基于此,提出建立健全数字经济监管机制、夯实数字基础建设、实施差异化的数字经济发展策略等建议。

共同富裕社会建设的理论思考与政策分析

“在高质量发展中促进共同富裕”,既是实现中国式现代化的主要任务,也是党的十八大以来关于建设共同富裕社会的重要理念,从政策规范和制度建设层面,将建立三次分配的机制、形成橄榄型的社会分配结构作为建设公平正义的社会体制、实现共同富裕的制度保障。围绕共同富裕开展改善民生的社会建设,对社会福利和社会政策理论研究提出了新的挑战。借鉴发展型社会政策的理论和政策思考来探讨共同富裕社会建设的理论基础和政策依据,防止“再分配”的“共富”观理解的“均贫富”式共同富裕偏向,用系统性社会发展促进共同富裕,应该成为建设共同富裕社会理论思考与政策探索的基本内容。

数字经济促进制造业升级研究

随着信息通信产业的繁荣发展,数字经济已经走入了公众视野,促进数字经济与实体经济交相融合已成为新时代的新方略。以河南省为例,从产业数字化、数字产业化的角度厘清了数字经济赋能制造业升级的作用机制,并借助河南省地级市面板数据探析数字经济的影响效应。研究结果表明,数字经济对制造业升级影响显著,尤其随着数字化程度提升,正向效应进一步增强;市场活力、技术创新的调节效应显著,在活力市场和创新环境下推动制造业升级更有效。这一结果在豫北、豫中和豫南地区影响相近,无明显差异。据此,应健全数字化创新支持政策,加强数字知识产权保护,降低数字企业市场准入标准,促进制造业更好地利用“数字红利”实现转型升级。

科技金融、经济高质量发展与共同富裕——基于门槛效应的实证分析

科技金融作为促进创新要素深度融合的一种新型经济范式,能够助推经济高质量发展与共同富裕的实现。在理论分析的基础上,运用熵值法计算我国2006—2021年的30个省区市的共同富裕指数与经济高质量发展水平,利用超效率DEA测算科技金融效率值,并采用固定效应和门槛效应模型检验科技金融与共同富裕间的关系,研究表明:科技金融与共同富裕间存在着“U”型关系,0.438为科技金融效率的拐点值;经济高质量发展在科技金融与共同富裕的关系中呈现双门槛效应,当经济高质量发展水平跨越第二门槛值0.155,科技金融对共同富裕的影响由负转正。从优化科技金融投入、加快科技金融产出、提供差异化政策、合理调整产业结构、健全保障机制方面为实现共同富裕提出建议。

东北三省高等教育助力共同富裕的实证研究

共同富裕是满足人民对美好生活向往的重要方面,高等教育的振兴是事关经济与社会发展的关键因素。本研究选取黑龙江、吉林、辽宁东北三省2012—2021年36个城市共10年的数据,基于“富裕”和“共同”两个维度构建共同富裕指数,通过构建SYS-GMM模型分析东北三省高等教育对实现共同富裕的影响效应。研究表明:振兴东北三省高等教育将会显著促进共同富裕的实现,在其他变量保持不变的前提下,东北三省高等教育发展水平每提升1个单位,共同富裕指数提升1.452个单位;东北三省高等教育发展不仅能促进收入提升,还能有效缩小收入差距;东北三省产业结构在高等教育助力实现共同富裕的过程中发挥显著的正向调节效应,即产业结构优化升级将有助于东北三省高等教育推动实现共同富裕。因此,东北三省要全力加强高等教育强省建设,制定实施东北三省高等教育一体化发展与融通战略;要提高东北三省农村地区高等教育招生录取比例,促进教育成果服务地方惠及大众;要以“四个面向”为指引,推进东北三省产业结构升级,加强科研成果转化,构筑产教协同机制。

农业农村数字经济对城乡共同富裕的影响研究——基于电子商务进农村综合示范县准自然实验的证据

以2010—2022年中国2843个县域面板数据作为样本,借助多时点双重差分模型与调节效应模型,实证检验农业农村数字经济对城乡共同富裕的直接效应与作用机制。结果显示,农业农村数字经济对城乡共同富裕产生正向推动作用,该结论经过多种形式稳健性检验与考虑内生性问题后依旧成立。中介效应结果表明,农业农村数字经济可通过提升区域创新能力与促进农村产业融合,间接赋能城乡共同富裕。调节效应结果表明,普惠金融可正向放大农业农村数字经济对城乡共同富裕的推动作用。异质性结果显示,相较于贫困县、粮食主产区,农业农村数字经济对非贫困县地区、非粮食主产区城乡共同富裕的推动作用较强。
