It is necessary to test the effect of these efforts with quantitative method. To be exact, whether and how China's low-carbon technology innovation responds to climate change should be tested. Based on the2004-2015 panel data of 30 provinces in China, we use the method of ESDA analyzing the spatial correlation of China's low-carbon innovation technology. Furthermore, we use the spatial Durbin model empirically analyzing the spatial spillover effects. The results obtained are as follows: first, supply and demand of Chinese low-carbon innovation has some deviation in the spatial distribution. The low-carbon technology innovation as the supply factor shows the characteristics of expanding from the east to the west. Innovation in eastern China has always been the most active, but innovative activities in the middle and western China are gradually decreased. However, carbon emissions have the characteristics of moving westward, implying the change of technology demand different from technology supply. Second, China's low-carbon innovation actively responds to the trend of climate change, indicating China's technological efforts have paid off. However, the spatial spillover effects are not significant, showing that the efforts in each region of China still work for himself. Third, environmental regulation and market pull are important factors for low-carbon technology innovation. Among them, both supporting policy and inhibitory policy have significant impact on the local low-carbon technology innovation, but no significant spatial spillover effects. It shows that environmental policies in different regions are competitive and lack of demonstration effects. Economic growth and export as market pull have higher level of effect on low-carbon technology innovation for both local and adjacent areas. Some policy implications are proposed based on these results finally.展开更多

However, deforestation is one of the major factors responsible for climatic change events like recurrent natural calamities and degradation of natural resources. Thus, a pilot project was taken in the forest area by Bangladesh Agricultural University to minimize carbon emission through introduction of low emission agricultural practices (vermi-compost and botanical pesticide) in crop production and to increase women’s participation in social forestry program. It also introduced improved cooker in the study area for reducing amount of fire wood for cooking. Video mediated extension approach was used to teach the people of the forest community regarding the consequences of climate change on their livelihoods. Findings showed that, project beneficiaries are now impressively aware on consequences of climate change issues. Around 75% of them are now using own made vermi-compost and botanical pesticide in agricultural production mixed with social forestry, while 42% of them are using improved cooker which has significantly reduced amount of fire wood for cooking. This is ultimately contributing in minimizing the rate of deforestation. However, the project initiatives have created alternate income opportunities of the forest community people through safe and organic cultivation of vegetables and fruits in the leased land. On the other hand, this social forestry programme will directly contribute in reducing consequences of climate change in the long run.展开更多

This science is summarized in the statements of the major scientific societies. These statements, have motivated, governments, the media, and much of the public to commit to abandoning fossil, i.e. going to “net zero” at some time in the not-so-distant future, perhaps by 2050, 26 years from now. The claims of these scientific societies clearly have a profound impact on the government, the media and the public, and therefore the scientific basis for these claims needs to be frequently and rigorously reexamined by the societies, and scrutinized by the public. This paper illustrates some serious concerns regarding the claims of these societies. It is not difficult to question these claims by comparing them with actual data from well-established organizations such as NOAA and NASA. Furthermore, the claims seem to go against such well-established scientific laws as the Stefan Boltzman radiation law, and le Chatelier’s principle. If the statements of the societies overstate the danger, or are even incorrect, they may be motivating the United States, the western world, or even the whole world to make an enormously expensive and unnecessary transition to an energy infrastructure that is more expensive, less reliable, and more environmentally damaging than the one we have today. Resolution 45/94 of the United Nations (UN) General Assembly also stresses and acknowledges that: “all individuals are entitled to live in an environment adequate for their health and wellbeing” (United Nations Digital Library System, 1991). Environmental and climate justice, which: “emerged in the context of the local environmental struggles of directly oppressed groups”, is a global movement dedicated to ensuring equal protection of people’s human rights (i.e., water, health, life, etc.) in the face of the climate crisis. Moreover, health, environment and human rights are part of the 2030 agenda (in particular, SDG 1, SDG 5, SDG 6, SDG 7, SDG 13, SDG 16, SDG 17). Individually, both environmental and climate justice are rooted in an intersectional outlook, by which they highlight the common threads between communities and the people’s inclusion, irrespective of race, class, or gender, in the pursuit of justice. On the other hand, they recognise and acknowledge the role and consequences of climate change in economic, social, and political dimensions;thus, drawing emphasis on the rights of people under the emerging inequities. In the case of Palestine, the Palestinian community is increasingly becoming vulnerable to these effects and the resulting inequalities of climate change. This vulnerability stems from: 1) The right to life;clean WASH;equitable work opportunities;access to resources;and free movement;are all examples of human rights that the Israeli colonial regime infringes upon;2) Infrastructure is essential for climate adaptation: 61% of the West Bank is ultimately barred from building infrastructure (B’Tselem, 2019) and Gaza Strip has major gaps in infrastructure due to intentional destruction by Israel;3) Palestinian deprivation of the sovereign right to natural resources by Israel;4) Apartheid system in water accessibility: Israeli water usage per person is over three times higher than that of Palestinians (their usage is under the WHO recommended minimum per day) (B’Tselem, 2023);and 5) Violent settler attacks. In 2022 alone, the Applied Research Institute-Jerusalem (ARIJ) recorded 1527 settler attacks that targeted land, properties, livestock, agriculture and even Palestinian civilians. The ongoing neglect of these concerns and the persistent colonization of Palestine by Israel unequivocally and unwaveringly affect the human rights of Palestinians. The power dynamics at play especially hamper the Palestinian ability to exercise and fulfill their inalienable human rights and to tackle the obstacles to justice in their environment.展开更多

This approach addresses the escalating costs and complexities of research and development by streamlining the path from concept to clinical trials and, ultimately, to market. The article delves into the intricacies of implementing a fast-to-clinic/market strategy, underlining the empowering role of strategic decision-making in preclinical and commercial stages. The plan advocates for a phase-appropriate approach, where the development decision is tailored to each phase of the product’s lifecycle. This ensures that resources are allocated efficiently, risks are managed effectively, and the product can move through the development pipeline accelerated without compromising quality or regulatory compliance. The article also discusses the role of CDMOs in facilitating rapid product development and the essential factors biotech companies must consider when selecting a partner for outsourcing. These factors include the CDMO’s expertise in navigating regulatory landscapes, technological capabilities, and ability to scale processes efficiently. Moreover, the article stresses the importance of agility and flexibility in the fast-to-clinic/market approach. Biotech companies are encouraged to adopt adaptable strategies that respond to the fast-evolving regulatory and market landscapes.展开更多

文摘This paper investigates the impact of provincial innovation-driven efficiency on the expansion of regional Outward Foreign Direct Investment(OFDI)flows within the context of China’s economy during the period 2011 to 2020 by measuring the innovation-driven efficiency and business environment index using the DEA-Malmquist index and the combined CRITIC weighting method from the new perspective of business environment improvement. The findings reveal that:(a)There is an inverted U-shaped relationship between provincial innovation-driven efficiency and regional OFDI flows. This increase in innovation-driven efficiency can promote OFDI expansion of the region by improving its business environment.(b)The improvement of the business environments plays a significant intermediary and synergistic role in OFDI expansion driven by improved innovation efficiency.(c)The study of regional heterogeneity suggests that the central region enjoys the longest window period in terms of innovation-driven OFDI expansion, followed by the eastern region while the western region has the shortest window period. The improvement of the business environment in the western region is more effective in driving regional OFDI expansion. This conclusion remained true after the robustness test.In conclusion, this paper offers a few policy recommendations that can help Chinese capital of various kinds go global more effectively.

文摘This study compared the differences in the wave climate in the South China Sea and North Indian Ocean under these two datasets:ERA-40 wave reanalysis and Mei’s hindcast wave data.In the numerical calculation of regional ocean waves, the wave climate characteristics exhibited significant bias if the influence of external swells(swells from afar)was not fully considered, which may provide an incorrect basis for global climate change analysis.1)The trends of the significant wave height(SWH)obtained from the two datasets showed significant differences, such as those of the Bay of Bengal and the Java Sea in June-July-August.For the past 45 years,SWH from ERA-40(SWH-ERA)exhibited a significant annual increase in low-latitude waters of the North Indian Ocean(0.2-0.6 cm yr^(-1))and South China Sea(0.2-0.8 cm yr^(-1)).2)In the Bay of Bengal, the SWH-ERA in each month was generally 0.5 m higher than the SWH from Mei’s hindcast wave data(SWH-Mei)and can reach 1.0 m higher in some months.3)In the Bay of Bengal,SWH-ERA and SWH-Mei increased significantly at annual rates of 0.13 and 0.27 cm yr^(-1),respectively.This increasing trend was mainly reflected after 1978.SWH-ERA showed a trough in 1975(1.33 m)and a crest in 1992(1.83 m),which were not reflected in SWH-Mei.

文摘The South China Sea is a hotspot for regional climate research.Over the past 40 years, considerable improvement has been made in the development and utilization of the islands in the South China Sea,leading to a substantial change in the land-use of the islands. However, research on the impact of human development on the local climate of these islands is lacking. This study analyzed the characteristics of local climate changes on the islands in the South China Sea based on data from the Yongxing Island Observation Station and ERA5 re-analysis.Furthermore,the influence of urbanization on the local climate of the South China Sea islands was explored in this study. The findings revealed that the 10-year average temperature in Yongxing Island increased by approximately 1.11℃from 1961 to 2020,and the contribution of island development and urbanization to the local warming rate over 60 years was approximately 36.2%.The linear increasing trend of the annual hot days from 1961–2020 was approximately 14.84 days per decade. The diurnal temperature range exhibited an increasing trend of 0.05℃per decade, whereas the number of cold days decreased by 1.06days per decade. The rapid increase in construction on Yongxing Island from 2005 to 2021 led to a decrease in observed surface wind speed by 0.32 m s^(-1)per decade.Consequently, the number of days with strong winds decreased, whereas the number of days with weak winds increased.Additionally, relative humidity exhibited a rapid decline from 2001 to 2016 and then rebounded. The study also found substantial differences between the ERA5 re-analysis and observation data, particularly in wind speed and relative humidity, indicating that the use of re-analysis data for climate resource assessment and climate change evaluation on island areas may not be feasible.
文摘To have a clean, safe, and functional environment is not only essential for the purpose of preservation, but also imperative for safeguarding the most fundamental of human rights. The power dynamics at play especially hamper the Palestinian ability to exercise and fulfill their inalienable human rights and to tackle the obstacles to justice in their environment.
文摘The exploration of the way"mass entrepreneurship and innovation"(MEI)education influences students'aspirations to become entrepreneurs has grown into an important area of analysis in studies related to higher education. This research intends to examine the consequences of MEI education on students'tendency towards entrepreneurship, and to put forward methods for augmenting the teaching of innovation and entrepreneurship in private higher educational establishments. To achieve this objective, questionnaires and semi-structured interviews were employed in the study, which involved a total of 197 students and five education experts. The statistical analysis of the questionnaire data revealed that MEI education was positively related to students'entrepreneurial intentions, and that both entrepreneurial experience and family entrepreneurial background played moderating roles in this relationship. The interview findings indicated that private universities could enhance educational reforms by designing talent training programs, developing diversified curricula, and developing more professional entrepreneurial platforms to encourage students'entrepreneurial intentions. This study offers fresh insights for improving and perfecting the mechanism of innovation and entrepreneurship education in private universities.

文摘Artificial intelligence(AI)models have significantly impacted various areas of the atmospheric sciences, reshaping our approach to climate-related challenges.Amid this AI-driven transformation, the foundational role of physics in climate science has occasionally been overlooked. Our perspective suggests that the future of climate modeling involves a synergistic partnership between AI and physics, rather than an“either/or”scenario.Scrutinizing controversies around current physical inconsistencies in large AI models,we stress the critical need for detailed dynamic diagnostics and physical constraints.Furthermore,we provide illustrative examples to guide future assessments and constraints for AI models.Regarding AI integration with numerical models,we argue that offline AI parameterization schemes may fall short of achieving global optimality, emphasizing the importance of constructing online schemes.Additionally,we highlight the significance of fostering a community culture and propose the OCR(Open,Comparable,Reproducible)principles.Through a better community culture and a deep integration of physics and AI,we contend that developing a learnable climate model, balancing AI and physics,is an achievable goal.

文摘Firms are embedded in complex networks, where diverse ideas combine and generate new ideas.Shareholders of firms are of-ten seen as critical external resources that have significant influence on firm innovation. The current literature tends to focus on the rela-tionship between firms and their shareholders, while paying less attention to the connections between firms with the same shareholders. This article identifies two types of network spillover effects,intra-city network effect and inter-city network effect,by visualizing the co-ownership networks in China’s electric vehicle(EV)industry. We find that firms with the same shareholders, which are defined as co-owned EV firms, are more innovative than non-co-owned ones.Furthermore, there are two dominant types of firm co-ownership ties formed by corporate and financial institution shareholders. While corporate shareholders help exploiting local tacit knowledge, financial institutions are more active in bridging inter-city connections. The conclusion is confirmed at both firm and city levels. This paper theor-izes the firm co-ownership network as a new form of institutional proximity and tested the result empirically. For policy consideration,we have emphasized the importance of building formal or informal inter-firm network, and the government should further enhance the knowledge flow channel by institutional construction.

文摘Globally,2023 was the warmest observed year on record since at least 1850 and, according to proxy evidence, possibly of the past 100000 years. As in recent years, the record warmth has again been accompanied with yet more extreme weather and climate events throughout the world. Here,we provide an overview of those of 2023,with details and key background causes to help build upon our understanding of the roles of internal climate variability and anthropogenic climate change. We also highlight emerging features associated with some of these extreme events.Hot extremes are occurring earlier in the year, and increasingly simultaneously in differing parts of the world(e.g.,the concurrent hot extremes in the Northern Hemisphere in July 2023).Intense cyclones are exacerbating precipitation extremes(e.g.,the North China flooding in July and the Libya flooding in September).Droughts in some regions(e.g.,California and the Horn of Africa)have transitioned into flood conditions.Climate extremes also show increasing interactions with ecosystems via wildfires(e.g.,those in Hawaii in August and in Canada from spring to autumn 2023)and sandstorms(e.g.,those in Mongolia in April 2023).Finally,we also consider the challenges to research that these emerging characteristics present for the strategy and practice of adaptation.

文摘In the emerging world of biotech innovation, the fast-to-clinic/market strategy has emerged as a critical “mantra” for biotech, investors, and CDMOs. Biotech companies are encouraged to adopt adaptable strategies that respond to the fast-evolving regulatory and market landscapes.
