In particular there is now a strong demand for information about the environment to be linked to information about the impacts of human activities so that the unsustainable aspects of economic development can be anticipated and controlled. The scope of environmental assessment has enlarged to provide information that will help a wide range of stakeholders, including business and publics to make decisions, choosing between alternatives on the basis of sound environmental information set in a social and economic context. In order to evaluate and integrate travel time reliability and capacity reliability of a road network subjected to ice and snowfall conditions,the conceptions of travel time reliability and capacity reliability were d...In order to evaluate and integrate travel time reliability and capacity reliability of a road network subjected to ice and snowfall conditions,the conceptions of travel time reliability and capacity reliability were defined under special conditions.The link travel time model(ice and snowfall based-bureau public road,ISB-BPR) and the path choice decision model(elastic demand user equilibrium,EDUE) were proposed.The integrated reliability was defined and the model was set up.Monte Carlo simulation was used to calculate the model and a numerical example was provided to demonstrate the application of the model and efficiency of the solution algorithm.The results show that the intensity of ice and snowfall,the traffic demand and supply,and the requirements for level of service(LOS) have great influence on the reliability of a road network.For example,the reliability drops from 65% to 5% when the traffic demand increases by 30%.The comprehensive performance index may be used for network planning,design and maintenance.展开更多

These measures are uncertain in their effects, in competition with other interests, multifaceted, and inherently complex. Capacity building is a key issue for the implementation of climate adaptation measures in urban planning processes, which aim to achieve Climate-Proof Cities (CPC). For successful capacity building, it is important to define the relevant stakeholders and tailor the adaptation strategies first to (the position of) these stakeholders and next to the specific urban conditions and issues. In addition, scientific insights and tools can be of assistance, and the use of climate maps can help to create a common language. Such common understanding of climate problems can lead to “goal entwinement” between actors, which can support the implementation of climate adaptation strategies in urban planning. Awareness, recognition and urgency are the most important components of this common understanding, which may differ for each stage in every urban planning process. In order to overcome the pragmatism that rules in day-to-day urban planning processes, multi-level arrangements between different tiers of government must be employed to improve the penetration of climate adaptation measures. The output of a land use model can serve as a major input to a transportation model; conversely, transportation model output can provide a critical input to a land use model. The connection between the two models can be achieved by an accessibility measure. This paper presents an iterative approach to solving a regression-based land use model and a transportation model with combined trip distribution- assignment. A case study using data from a small urban area is presented to illustrate the application of the proposed modeling framework. Tests show that the procedures can converge, and the modeling framework can be a valuable tool for planners and decision-makers in evaluating land use policies and transportation investment strategies.展开更多
As an important sustainable development goal,the creation of low-carbon cities(LCCs)has become crucial to creating livable cities and environmental sustainability.Thus,we aimed to understand the factors that support t...As an important sustainable development goal,the creation of low-carbon cities(LCCs)has become crucial to creating livable cities and environmental sustainability.Thus,we aimed to understand the factors that support the transition of traditional cities to LCCs,by analyzing and synthesizing how to promote practical LCC across 15 pilot municipalities in four regions of Thailand,covering four strategies:City of Trees,City of Waste Minimization,City of Energy Efficiency,and City of Sustainable Consumption.Literature research,in-depth interviews,and observations were employed for data collection,while the 5W(who,says what,in which channel,to whom,and with what effect)and SMCR(sender,message,channel,and receiver)models were used to create a communication analysis framework.Results revealed that the effective activities of municipalities should increase tree planting and implement more serious regulations for the conservation of existing trees.Making compost and establishing waste recycling banks are recommended for rural municipalities,while optimization of garbage and wastewater management systems and facilities should be highlighted in urban municipalities.Moreover,recycling,low-carbon agriculture,second-hand shops/markets,green markets,and homegrown vegetables should be encouraged for sustainable consumption.Working with local municipalities,credible leaders and representatives were the key senders.Additionally,message design should compare the pros and cons of behaviors,connect with local health and tourism,and promote dialogue in easy-to-understand and thought-provoking language.Receivers that drive LCC should have an excellent understanding of LCC practice and its benefits,be public-minded,and have a desire to live in a good environment.展开更多
The air quality directive (2008/50/EC (of the European Parliament and of the Council of 21 May 2008)) requires European Member States to design appropriate AQPs (air quality plans) for zones and agglomerations w...The air quality directive (2008/50/EC (of the European Parliament and of the Council of 21 May 2008)) requires European Member States to design appropriate AQPs (air quality plans) for zones and agglomerations where the air quality does not comply with the limit values and to assess possible emission reduction measures to decrease concentration levels. The Portuguese agglomeration of Porto Litoral is one of the several European Union urban areas that had to develop and implement AQPs to reduce particulate matter (PM10). The AQPs were initially designed based on a scenario approach and using an air quality model, which was applied over the study region for the reference situation with the current PM10 emissions, and for a reduction scenario with PM10 emissions re-estimated considering the implementation of abatement measures. Aiming to cost-efficiently optimize Porto Litoral PM10 abatement measures, the assessment procedure was repeated using an optimization approach based on the RIAT + (regional integrated assessment tool +). Porto Litoral urban area's technical and non-technical measures were characterized (including associated costs) and, through the application of the air quality model to 20 emissions abatement scenarios, S-R (source-receptor) relationships were created. This paper comparatively describes the air quality plans designed to improve PM10 levels in the Porto Litoral agglomeration based on both the scenario analysis and the optimization approach.展开更多

The result of this study give knowledge that displacement always happened when the quality of building and environment is increase, the location of multi-storey housing is near city center and commercial area. Low income society voluntary displaced their units to middle or high income society, because they are not affordable for paying operational and maintenance costs.
