With the development of the digital city,data and data analysis have become more and more important.The database is the foundation of data analysis.In this paper,the software system of the urban land planning database...With the development of the digital city,data and data analysis have become more and more important.The database is the foundation of data analysis.In this paper,the software system of the urban land planning database of Shanghai in China is developed based on MySQL.The conceptual model of the urban land planning database is proposed,and the entities,attributes and connections of this model are discussed.Then the E-R conceptual model is transformed into a logical structure,which is supported by the relational databasemanagement system(DBMS).Based on the conceptual and logical structures,by using Spring Boot as the back-end framework and using MySQL and Java API as the development tools,a platformwith datamanagement,information sharing,map assistance and other functions is established.The functionalmodules in this platformare designed.The results of J Meter test show that the DBMS can add,store and retrieve information data stably,and it has the advantages of fast response and low error rate.The software system of the urban land planning database developed in this paper can improve the efficiency of storing and managing land data,eliminating redundant data and sharing data.展开更多

Coastal zones are dynamic,rich environments,now densely populated,and increasingly challenged by human and climatechange pressures.Effective long-term integrated coastal zone planning is needed to ensure sustainable e...Coastal zones are dynamic,rich environments,now densely populated,and increasingly challenged by human and climatechange pressures.Effective long-term integrated coastal zone planning is needed to ensure sustainable environmental protection and economic development.In this study,we reviewed the history of coastal zone planning since its birth in the 1950s based on the literature retrieved from the Web of Science(Core Collection)from 2000–2023,then summarized the tools and spatial allocation methods commonly used in the planning process,and finally proposed potential solutions to the challenges faced.The results show that after decades of development,coastal zone planning has changed from a decentralized activity to a targeted and integrated one,with an increasing emphasis on the ecosystem approach and the use of multiple planning tools.Spatial analysis techniques and environmental modelling software have become increasingly popular.Linear programming and overlay analysis are common approaches when performing spatial optimization,but land-sea interactions and planning in the marine parts still lack in-depth analysis and practical experience.We are also aware that the challenges posed by the integration of administrative hierarchies,scoping and conservation objectives,stakeholder participation,consideration of social dimensions,and climate change are pervasive throughout the planning process.There is an urgent need to develop more flexible and accurate spatial modelling tools,as well as more efficient participatory methods,and to focus on the holistic nature of the land-sea system to create more resilient and sustainable coastal zones.展开更多

A household data collection and analysis was carried out in 283 random h...Rapid and uncontrolled urbanization as well as urban land management are major constraints to land planning in the Democratic Republic of Congo. A household data collection and analysis was carried out in 283 random households in the Nkafu municipality, eastern DR Congo, to assess the local community’s perception of rapid urbanization and its impact on land policy and management of the built landscape. Data of socio-demographics characteristics, rapid urbanization, and environment management data were collected and analyzed using XLStat version 2019. In addition, the study area location map, land use and cover change maps were generated using ArcMap 10.8. Results indicate that landowners are dominant and, build simple houses with unsustainable building materials (i.e. wooden plank) obtained locally. In addition, land management is not appreciated by local communities, due to anarchic construction due to lack of financial resources generating thus an increasing amount of urban waste, which is poorly managed. The study suggests, urban roads renew, building in conformity with urban planning and building regulations, potable water supply and health services availability to improve the study area. Geographic Information Systems (GIS) use, would provide spatial information on land planning in the study area.展开更多

The systems that enable storage of large amounts of spatial data and must be made availabl...In a world where there is constant data generation and processing, the need for an integrated system cannot be overemphasized. The systems that enable storage of large amounts of spatial data and must be made available to multiple users in real time. Studies have shown that standalone desktop spatial systems are often rigid and inflexible to support multiple data processing or demands from multiple users. The integrated spatial management system was designed to address the above highlighted challenges by bringing enhanced possibilities of utilization of spatial data though improving accessibility, visualization, and processing spatial information. The present work employed a mixed approach of qualitative and quantitative techniques to obtain the desired result. Qualitative data collection tools were used to collect field data required to design the prototype. The research sought to establish whether the integrated systems are in use by the targeted institutions, the findings highlighted that 71.4% have no integrated spatial data systems while 28.6% have partial-integrated systems. An overview of the architecture of integrated spatial systems consists of a well distributed database linked to multiple tools and platforms to query both the spatial and non-spatial data. The WEB-GIS and Mobile GIS interfaces were developed to allow multiple users to access information through the web in real time and data collection, respectively.展开更多

These measures are uncertain in their effects, in competition with other interests, multifaceted, and inherently complex. Capacity building is a key issue for the implementation of climate adaptation measures in urban planning processes, which aim to achieve Climate-Proof Cities (CPC). For successful capacity building, it is important to define the relevant stakeholders and tailor the adaptation strategies first to (the position of) these stakeholders and next to the specific urban conditions and issues. In addition, scientific insights and tools can be of assistance, and the use of climate maps can help to create a common language. Such common understanding of climate problems can lead to “goal entwinement” between actors, which can support the implementation of climate adaptation strategies in urban planning. Awareness, recognition and urgency are the most important components of this common understanding, which may differ for each stage in every urban planning process. In order to overcome the pragmatism that rules in day-to-day urban planning processes, multi-level arrangements between different tiers of government must be employed to improve the penetration of climate adaptation measures. The aim of the paper is to propose the method, which can be helpful in planning procedure of waste management system in European cities or regions, which comprise with following steps: identification of produced volume and municipal solid waste characteristics in the region for providing grounds to design a technological system, identification of other financial, economic, legal, social aspects for creation of waste management scenarios, definition of the criteria allowing evaluate designed waste management scenarios based on plan requirements, make an the multi-criteria analysis for choosing the best scenario in the region. Such analyses were conducted to evaluate the proposed different waste management systems in city of Cracow in 2000, 2004 and 2007. The output of a land use model can serve as a major input to a transportation model; conversely, transportation model output can provide a critical input to a land use model. The connection between the two models can be achieved by an accessibility measure. This paper presents an iterative approach to solving a regression-based land use model and a transportation model with combined trip distribution- assignment. A case study using data from a small urban area is presented to illustrate the application of the proposed modeling framework. Tests show that the procedures can converge, and the modeling framework can be a valuable tool for planners and decision-makers in evaluating land use policies and transportation investment strategies.展开更多

Urban agriculture has been increasingly popular as a form of modern agriculture in urban settings. It includes community gardens, fruit orchards, home gardens, veggie patches, public open spaces, reserves, urban fores...Urban agriculture has been increasingly popular as a form of modern agriculture in urban settings. It includes community gardens, fruit orchards, home gardens, veggie patches, public open spaces, reserves, urban forest, and recreational landscaping. However, irrigation using urban water supply has been identified as a major constraints for the development of urban agriculture. This study presents a sustainable water management trial at Butler, a northern sub-urban development in Perth, Western Australia, for urban irrigation. The trial system consists of a number of water saving features including untreated fit-for-purpose groundwater supplied via a third pipe network, drip irrigation, local weather station, soil moisture sensors connected with a local weather station, night time irrigation, soil enhancement with conditioning and mulching, and use of native plants and vegetation. The trial outcome was compared against controlled areas in terms of irrigation efficiency and sustainable water management for urban agriculture. The study demonstrated that a fit-for-purpose irrigation along with water sensitive land management could be a sustainable alternative for urban agriculture that would achieve a significant water saving and irrigation efficiency at urban settings. However, quality of untreated groundwater can be an issue while utilizing it for irrigation, but the research has shown that it can be managed with innovative irrigation techniques. This indicates that the fit-for-purpose irrigation system with water sensitive land management practices would be highly supportive in sustainable development of urban agriculture, vegetation and recreational landscaping.展开更多

For long-term mitigation measures to be implemented successfully, the DRMPr should be integrated and aligned within the existing structure and processes of the Council. However, few frameworks exist that allow for a comparative examination of existing policy instruments, as opposed to specific initiatives, which assess governance performance aimed at addressing issues arising in the coastal zone. This paper describes the process and findings for evaluating the feasibility of a modified Coastal Sustainability Standard (CoSS) framework that seeks to measure the effectiveness of individual planning instruments within overlapping spatial boundaries in the landward and marine areas in the southeast region of Cuba. Through workshops conducted in Santiago de Cuba and Guamá municipalities with key representatives involved in coastal management and planning, the utility of the framework was assessed using the main instruments of territorial planning in Cuba, namely integrated river basin management, territorial planning in coastal municipalities and marine and coastal management. While, the findings suggest that the modified CoSS framework can be used to assess the effectiveness of these planning instruments in the region, and workshop participants also suggested improvements to better match its use to the characteristics of the study region.展开更多

Data of socio-demographics characteristics, rapid urbanization, and environment management data were collected and analyzed using XLStat version 2019. In addition, the study area location map, land use and cover change maps were generated using ArcMap 10.8. Results indicate that landowners are dominant and, build simple houses with unsustainable building materials (i.e. wooden plank) obtained locally. In addition, land management is not appreciated by local communities, due to anarchic construction due to lack of financial resources generating thus an increasing amount of urban waste, which is poorly managed. The study suggests, urban roads renew, building in conformity with urban planning and building regulations, potable water supply and health services availability to improve the study area. Geographic Information Systems (GIS) use, would provide spatial information on land planning in the study area.
文摘In a world where there is constant data generation and processing, the need for an integrated system cannot be overemphasized. The systems that enable storage of large amounts of spatial data and must be made available to multiple users in real time. Studies have shown that standalone desktop spatial systems are often rigid and inflexible to support multiple data processing or demands from multiple users. The integrated spatial management system was designed to address the above highlighted challenges by bringing enhanced possibilities of utilization of spatial data though improving accessibility, visualization, and processing spatial information. The present work employed a mixed approach of qualitative and quantitative techniques to obtain the desired result. Qualitative data collection tools were used to collect field data required to design the prototype. The research sought to establish whether the integrated systems are in use by the targeted institutions, the findings highlighted that 71.4% have no integrated spatial data systems while 28.6% have partial-integrated systems. An overview of the architecture of integrated spatial systems consists of a well distributed database linked to multiple tools and platforms to query both the spatial and non-spatial data. The WEB-GIS and Mobile GIS interfaces were developed to allow multiple users to access information through the web in real time and data collection, respectively.

文摘Increased urbanisation,economic growth,and long-term climate variability have made both the UK and China more susceptible to urban and river flooding,putting people and property at increased risk.This paper presents a review of the current flooding challenges that are affecting the UK and China and the actions that each country is undertaking to tackle these problems.Particular emphases in this paper are laid on(1)learning from previous flooding events in the UK and China,and(2)which management methodologies are commonly used to reduce flood risk.The paper concludes with a strategic research plan suggested by the authors,together with proposed ways to overcome identified knowledge gaps in flood management.Recommendations briefly comprise the engagement of all stakeholders to ensure a proactive approach to land use planning,early warning systems,and water-sensitive urban design or redesign through more effective policy,multi-level flood models,and data driven models of water quantity and quality.
文摘The institutions of the Dutch (urban) planning system face four challenging characteristics of climate adaptation measures. These measures are uncertain in their effects, in competition with other interests, multifaceted, and inherently complex. Capacity building is a key issue for the implementation of climate adaptation measures in urban planning processes, which aim to achieve Climate-Proof Cities (CPC). For successful capacity building, it is important to define the relevant stakeholders and tailor the adaptation strategies first to (the position of) these stakeholders and next to the specific urban conditions and issues. In addition, scientific insights and tools can be of assistance, and the use of climate maps can help to create a common language. Such common understanding of climate problems can lead to “goal entwinement” between actors, which can support the implementation of climate adaptation strategies in urban planning. Awareness, recognition and urgency are the most important components of this common understanding, which may differ for each stage in every urban planning process. In order to overcome the pragmatism that rules in day-to-day urban planning processes, multi-level arrangements between different tiers of government must be employed to improve the penetration of climate adaptation measures. After all, it still remains a soft interest in a hard process.
文摘Planning of waste management system in urban area should take into consideration many legal, technological, financial, economic, technical, ecological, social and spatial aspects. The aim of the paper is to propose the method, which can be helpful in planning procedure of waste management system in European cities or regions, which comprise with following steps: identification of produced volume and municipal solid waste characteristics in the region for providing grounds to design a technological system, identification of other financial, economic, legal, social aspects for creation of waste management scenarios, definition of the criteria allowing evaluate designed waste management scenarios based on plan requirements, make an the multi-criteria analysis for choosing the best scenario in the region. Such analyses were conducted to evaluate the proposed different waste management systems in city of Cracow in 2000, 2004 and 2007. This comparison of theses systems shows that evaluating criteria were tightened as a result of toughening regulations of both Polish and the EU laws.
文摘In order to deal with global climate warming and practice the construction of national ecological civilization,a sponge city has become an important national plan for regional comprehensive management and development because it can systematically solve the issues of regional water resources,water security,water environment and water ecology,and provide a comprehensive plan of sustainable development for regional water control,storage and use.Sponge city construction has been carried out across the country.In this paper,taking Dalang Town as an example,and combining its local climate,geological geomorphology,hydrological conditions,current situation and future planning of urban space,management system and other characteristics,the connotation,construction strategy and objectives,index decomposition and other key contents of sponge city were discussed,and the methods of sponge city construction in the builtup area with high rainfall,abundant groundwater and high density were studied to provide reference for formulating solutions and schemes for Dalang Town and developing sponge city construction in the Pearl River Delta.
文摘There has been increasing interests in developing land use models for small urban areas for various planning applications such as air quality conformity analysis. The output of a land use model can serve as a major input to a transportation model; conversely, transportation model output can provide a critical input to a land use model. The connection between the two models can be achieved by an accessibility measure. This paper presents an iterative approach to solving a regression-based land use model and a transportation model with combined trip distribution- assignment. A case study using data from a small urban area is presented to illustrate the application of the proposed modeling framework. Tests show that the procedures can converge, and the modeling framework can be a valuable tool for planners and decision-makers in evaluating land use policies and transportation investment strategies.
文摘This study focused on the urban public landscape fragmentation in the process of rapid urbanization in China. By sorting out the management and control indicators and methods of urban planning management departments for residential land and comparing the actual practices and internal design principles of the mainstream developers in land development and construction based on this method, it is believed that the phenomenon of landscape space fragmentation from the city itself in the residential quarter in the city is caused by the mismatch between the design strategy of the developer and the overall demand of the urban space. Lack of government departments’ planning for the integration of urban public resources is the inducement. In view of these problems, several solutions were put forward.
文摘Urban agriculture has been increasingly popular as a form of modern agriculture in urban settings. It includes community gardens, fruit orchards, home gardens, veggie patches, public open spaces, reserves, urban forest, and recreational landscaping. However, irrigation using urban water supply has been identified as a major constraints for the development of urban agriculture. This study presents a sustainable water management trial at Butler, a northern sub-urban development in Perth, Western Australia, for urban irrigation. The trial system consists of a number of water saving features including untreated fit-for-purpose groundwater supplied via a third pipe network, drip irrigation, local weather station, soil moisture sensors connected with a local weather station, night time irrigation, soil enhancement with conditioning and mulching, and use of native plants and vegetation. The trial outcome was compared against controlled areas in terms of irrigation efficiency and sustainable water management for urban agriculture. The study demonstrated that a fit-for-purpose irrigation along with water sensitive land management could be a sustainable alternative for urban agriculture that would achieve a significant water saving and irrigation efficiency at urban settings. However, quality of untreated groundwater can be an issue while utilizing it for irrigation, but the research has shown that it can be managed with innovative irrigation techniques. This indicates that the fit-for-purpose irrigation system with water sensitive land management practices would be highly supportive in sustainable development of urban agriculture, vegetation and recreational landscaping.
文摘Development on dolomite poses a risk to people and their assets living on it. Although development in the Tlokwe City Council (TCC) broadly took cognisance of the presence of dolomite, some parts of the township had been developed on dolomite. Therefore, since the Council is accountable for safe development within its jurisdiction, a Dolomite Risk Management Programme (DRMPr) should be put in place according to prevailing legislation, standards and guidelines. For long-term mitigation measures to be implemented successfully, the DRMPr should be integrated and aligned within the existing structure and processes of the Council. This exercise is described, with some challenges identified and recommendations made, for consideration in the same or similar programmes in future.
文摘The importance of evaluating the success of policies developed to effectively manage coastal and marine resource use is well documented. However, few frameworks exist that allow for a comparative examination of existing policy instruments, as opposed to specific initiatives, which assess governance performance aimed at addressing issues arising in the coastal zone. This paper describes the process and findings for evaluating the feasibility of a modified Coastal Sustainability Standard (CoSS) framework that seeks to measure the effectiveness of individual planning instruments within overlapping spatial boundaries in the landward and marine areas in the southeast region of Cuba. Through workshops conducted in Santiago de Cuba and Guamá municipalities with key representatives involved in coastal management and planning, the utility of the framework was assessed using the main instruments of territorial planning in Cuba, namely integrated river basin management, territorial planning in coastal municipalities and marine and coastal management. While, the findings suggest that the modified CoSS framework can be used to assess the effectiveness of these planning instruments in the region, and workshop participants also suggested improvements to better match its use to the characteristics of the study region.
文摘Among the fast growing states in the USA,the States of Washington and Oregon have enacted legislative land use and transportation concurrency/balancing planning policies for orderly urban growth management since 1990 and 1991,respectively.Regional or urban travel demand forecasting models play an instrumental role in implementing the Washington GMA(Growth Management Act)and the Oregon TPR(Transportation Planning Rule).Both program-and project-level modeling approaches to urban land use/transportation system management are evaluated through the selected cities in Washington and Oregon.
