A Centennial Journey of Putting People First——“The Communist Party of China and the Progress on Human Rights in China” International Conference Summary

The International Conference on"The Communist Party of China and the Progress on Human Rights in China"was held on April 8,2021.It was sponsored by the China Society for Human Rights Studies and the Publicity Department of the CPC Jilin Provincial Committee and organized by Jilin University Human Rights Center,Jilin University School of Law,and Jilin University Center for Jurisprudence Research.At the conference,representatives from more than 20 countries discussed in depth the achievements,experience,and theories of the Communist Party of China in leading the Chinese people to strive for a better life and promoting the protection of human rights from dimensions of history and reality.The conference fully demonstrated the historical role and significance of the CPC’s path,thoughts,theories,and practices concerning human rights.

A Study of Xi Jinping Thought on Governing the Country Based on the Unity of “Party Spirit-People’s Nature”

The unity of “party spirit-people’s nature” is the basic proposition of Xi Jinping’s governance.Deng Xiaoping summarized the experience and lessons in the early days of reform and opening up,and put forward the basic line of the “leadership and unity” of the party in the early stage of socialism around “one center,two basic points”;Xi Jinping’s so-called “unification”,which is based on the the basic line of Deng Xiaoping’s initial stage of building a socialist country that is “rich,strong,democratic,civilized,harmonious and beautiful”,has further established the importance of “people as the center” and “party’s leadership”.Therefore,the “people-centered” and “the party’s overall leadership” are unified and become the basic idea of General Secretary Xi Jinping’s governance of the country.Xi Jinping has put forward the unity of “party spirit-people’s nature”,the “consistency” between governing the country and politics,and the “integration” between the people’s interests and the party’s leadership,thus forming “persistence”,“comprehensive”,“confidence”,“maintenance” and other assertions.

Research on the Role of Democratic Parties in Colleges and Universities in Building Morality and Cultivating People: Taking the General Branch of the Democratic League of Huizhou College as an Example

This article takes the general branch of the Huizhou College of the Democratic League of Huizhou College in recent years as an example. Through literature review, field research, case analysis, and other research methods, it summarized how the Democratic League of Huizhou College made good use of various activity carriers in ideological and political education. It combined discipline construction, scientific research platforms, school-government-enterprise, and other cooperation platforms. From educational methods to subject transformation and integration, and from daily teaching to social practice, it promoted the role of college teachers in the alliance to play the role of cultivating people in the era of college education reform. The aim was to put forward that in educating others, they should first educate themselves, teachers had two-way morality in terms of teacher ethics and professionalism, effectively integrated ideological and political courses into professional teaching and practice, and realized waiting for flowers to bloom in the “context”1 teaching environment like the cultivation effect of salt in water.

A descriptive-comparative study of medications used by older people prior to and following admission to a continuing care facility

Medications are beneficial for curing or managing acute and chronic illnesses. Medications typically have positive outcomes, although older people are prone to drug-related problems. Community-dwelling seniors are at particularly high risk of polypharmacy, as they tend to receive many prescriptions over time and from different care providers. Continuing-care facility admission presents an excellent opportunity for a comprehensive medication review. A research study was conducted to describe and compare medications taken by community-dwelling seniors prior to and following admission to a continuing-care facility. This pilot project involved data being gathered from the charts of deceased residents, as required by a University Health Research Ethics Board, who had been cared for at one large local continuing-care facility. The facility administrators also approved this study, in part to evaluate their policy to conduct a medication review for all new residents within six weeks of entry. This study revealed a slight but statistically significant reduction in the number of medications following this review. Other issues such as medication interactions and required dosage changes were addressed by this medication review. Although this study was confined to one continuing-care facility and a small number of residents, the findings suggest medication reviews would be beneficial upon admission to all continuing-care facilities, and annually perhaps through other means for older persons living in the community.

Human Rights in China:Exploration and Development of Whole-process People’s Democracy

Whole-process people’s democracy represents a new exploration of socialism with Chinese characteristics for a new era as well as a novel and important method for protecting the human rights of the Chinese people.It is conducive to solving a multitude of problems hindering the protection of civil rights and political rights.The greatest highlight of whole-process people’s democracy is that the people are the masters of their own country and exercise the power to govern the state through“extensive participation and consultation.”China’s experience and approaches in advancing whole-process people’s democracy provide a reference for other countries.

A Smart Multi-Sensor Approach to Monitoring Weak People in Indoor Environments

This paper deals with a novel system to assist weak people while exploring indoor environments. The proposed architecture is aimed to monitor the position and inertial behavior of users as well as environmental status (e.g. temperature, humidity, gases leakage, or smoke). The system is based on a Wireless Sensor Network and smart paradigms which extract relevant information from data collected through the multi-sensor architecture. The data collected are then processed to build awareness of User-Environment Interaction and User-Environment Contextualization. This knowledge is used to build information that is useful to the user for safe and efficient exploitation of the environment and to the supervisor for a suitable assessment and management of hazard situations. The paper mainly focuses on the multi-sensor system architecture and smart paradigms used to implement the User-Environment Contextualization feature.

Automated Disabled People Fall Detection Using Cuckoo Search with Mobile Networks

Falls are the most common concern among older adults or disabled peo-ple who use scooters and wheelchairs.The early detection of disabled persons’falls is required to increase the living rate of an individual or provide support to them whenever required.In recent times,the arrival of the Internet of Things(IoT),smartphones,Artificial Intelligence(AI),wearables and so on make it easy to design fall detection mechanisms for smart homecare.The current study devel-ops an Automated Disabled People Fall Detection using Cuckoo Search Optimi-zation with Mobile Networks(ADPFD-CSOMN)model.The proposed model’s major aim is to detect and distinguish fall events from non-fall events automati-cally.To attain this,the presented ADPFD-CSOMN technique incorporates the design of the MobileNet model for the feature extraction process.Next,the CSO-based hyperparameter tuning process is executed for the MobileNet model,which shows the paper’s novelty.Finally,the Radial Basis Function(RBF)clas-sification model recognises and classifies the instances as either fall or non-fall.In order to validate the betterment of the proposed ADPFD-CSOMN model,a com-prehensive experimental analysis was conducted.The results confirmed the enhanced fall classification outcomes of the ADPFD-CSOMN model over other approaches with an accuracy of 99.17%.

全过程人民民主与自我革命:超大型政党治理的双重路径

中国共产党是超大规模政党,大党有大的优势,也有自身独有难题。中国共产党在其一百多年的进程中不断探索自身治理的有效路径,形成了“人民监督、人人负责”的第一个答案和“自我革命”的第二个答案。进入新时代,全过程人民民主就是人民监督的最新形态,党的自我革命进一步丰富完善,由此形成了“内外兼修”的双重路径,开创了超大型政党治理的新形态、新成效。全过程人民民主是第一个答案在新时代的新发展,是超大型政党治理的外部路径。自我革命是中国共产党基于自身使命任务的行动自觉,是刀刃向内,是内部路径。全过程人民民主与党的自我革命具有目标指向的一致性,旨在解决跳出历史周期率的问题。“两个答案”内在统一,都源自党的初心使命,贯穿党的奋斗历史,统一于新时代全面从严治党伟大实践。全过程人民民主与自我革命体现了中国共产党与世界上其他类型政党的本质区别,从政党发展、政党现代化的角度看,是一种与时代同向而行的政党治理创新。

大党“破题之钥”:以全过程人民民主健全全面从严治党体系

如何跳出治乱兴衰历史周期率,破解大党独有难题,是中国共产党坚持探索的重要问题,也是关系民族复兴大业的关键所在。基于对大党独有难题理论意蕴的把握,可以发现,全过程人民民主和全面从严治党是在实践中形成的跳出历史周期率的“两个答案”:全面从严治党具有从严以尚贤、任贤而兴民、民主护安邦的思想基础,并蕴含在其全面性、严格性和治理性的内在特质之中;而全过程人民民主既为全面从严治党提供了实践标尺,同时其发展也需要以全面从严治党作为保障。未来应通过发展维护党的全面领导的有效体制机制,探索人民群众监督与党内监督有机结合的有效方式,拓宽全面从严治党“靠人民”的有效渠道,进一步以全过程人民民主健全全面从严治党体系,将中国共产党的执政优势转化为实现中华民族伟大复兴的强大动能。

中国新型政党制度推进全过程人民民主的程序、机制与路径——基于政治过程的分析视角

中国新型政党制度能够有力推进全过程人民民主的发展。它坚持人民至上的价值取向,按照民主集中制原则构建起中国政党政治的民主链条,将人民当家作主理念融入中国政党政治的运行过程之中,形成了不同于西方单一“选举民主”的政治逻辑。依据中国新型政党制度的功能定位和运行程序,可以把中国新型政党制度推进全过程人民民主的实践机制,划分为党的领导机制、政治协商机制、议政建言机制、合作共事机制和民主监督机制。基于政治过程的分析视角,明确中国新型政党制度推进全过程人民民主发展的路径,有助于坚定全过程人民民主的正确政治方向,不断提升民主协商的实效性、民主决策的科学性、民主管理的参与性和民主监督的柔韧性。

中国式现代化是中国共产党领导的以人民为主体和中心的现代化,是进一步彰显中国特色社会主义制度本质和优势的现代化,其关键在于制度现代化。中国式现代化赋予制度现代化以鲜明特质和突出优势:坚持人民至上,彰显党性与人民性的有机统一;坚持自信自立,彰显改革性与定型化的有机统一;坚持守正创新,彰显传承性与时代性的有机统一。中国式现代化的核心要素,对进一步深化体制改革和制度创新、不断推进制度现代化提出了更高要求。围绕中国式现代化核心要素,深入推进制度现代化要着力解决的关键问题是:进一步完善党的领导制度体系,确保党始终走在现代化前列;进一步完善全过程人民民主制度体系,确保人民当家作主;进一步完善政府治理制度体系,确保经济社会高质量发展;进一步完善社会治理制度体系,确保社会全面进步和人的全面发展。

以党内民主带动全过程人民民主的价值意蕴

新民主主义革命时期中国共产党对文艺主体的伦理重塑与建构

新民主主义革命时期,中国共产党全方位践行艺术服务人民的初心。理论层面,中国共产党重塑主体的社会身份和社会认知,通过“革命战士”“文艺工作者”两个文化符号的建构,一方面让文艺主体客体化,以适应彼时革命斗争环境之所需,另一方面让文艺知识分子获得新的社会身份,由个体伦理关系转化为集体伦理关系,从而对广大民众产生心理和社会认同。实践层面,中国共产党通过“集体创作”方式确立起文艺领域的“人民主体”原则,让普通民众的文艺主体性得到充分展现,这一新的文艺实践极大增强了文艺家的集体认同感与归属感。
