Establishing a mechanism for international cooperation for Fukushima nuclear-contaminated water monitoring

The Japanese government’s unilateral decision to discharge the nuclear-contaminated water from the Fukushima nuclear power plant into the ocean has caused immense nuclear safety risks.Monitoring the unclear contaminated water is a starting point to combat these risks and seek remedies for the rights and interests of all concerned parties.The establishment of a mechanism for international cooperation in this respect is necessary to handle the risks of the Fukushima nuclear-contaminated water and to lay the foundation of a framework for tackling any future disposal of nuclear-contaminated water following Japan’s example.At present,the international legal systems in the spheres of nuclear safety and security,marine environmental protection,and other areas,as well as the questioning of the monitoring reports of the International Atomic Energy Agency(IAEA)by the relevant parties,the monitoring practices of historical nuclear accidents,and numerous radioactivity monitoring mechanisms have provided the institutional and practical basis for constructing such a mechanism.The mechanism can be promoted by the IAEA through its existing mechanisms or be jointly initiated by China,the Russian Federation,the Republic of Korea,the Democratic People’s Republic of Korea,and the Pacific Island countries,among other stakeholders.Specifically,this mechanism should consist of three levels:first,the framework of the basic legal system,including the cooperative principles of national sovereignty,interest-relatedness,and procedural fairness,and the signing of the Framework Convention on the Monitoring of Fukushima’s nuclear-contaminated water and its Optional Protocol;second,the organizational structure and its responsibilities,which may include the Conference of Parties as the decision-making body,the Secretariat as the central coordinating body,and the monitoring committees in various fields as specific implementing agencies;and third,specific administrative arrangements,which involve the standardization of monitoring,the management system of monitoring networks and stations,the rules for monitoring procedures,and the rules for the utilization of the monitoring data,etc.With the urgent need for the scientific and fair monitoring of Fukushima’s nuclear-contaminated water,China,as a stakeholder country,can promote the establishment of such a mechanism for monitoring nuclear-contaminated water through the following paths:①It is necessary to clarify the factors affecting the construction of an international cooperation mechanism for monitoring nuclear-contaminated water so as to ascertain the standpoints of the stakeholders,claims of their interests,contents of their cooperation,and the relevant international relations.②On the basis of existing practices,China should consider improving the monitoring mechanism to cope with the risks of the discharge of Fukushima’s nuclear-contaminated water by formulating targeted policies and systems,setting up specialized monitoring institutions,and establishing a systematic monitoring network system.③This is an effective way for China to actively promote the participation of stakeholders in the construction of an international cooperation mechanism for monitoring nuclear-contaminated water in Fukushima by further innovating the dissemination mechanism to address the risk of Fukushima’s nuclear-contaminated water discharging into the sea and facilitating the identification of issues for international cooperation in monitoring Fukushima’s nuclear-contaminated water based on the concept of a community with a shared future for mankind.

Innovative Exploration and Research on International Exchange and Cooperation Mechanisms under the Background of Hainan Free Trade Port

In order to explore and foster innovation in international exchange and cooperation,this study focuses on the background of the construction of the Hainan Free Trade Port.It delves into the current development status,characteristic demands,and potential challenges of its international exchange and cooperation mechanisms.Through a comprehensive analysis of relevant cases,survey questionnaires,and literature,this study aims to provide feasible innovative models and recommendations to promote the sustained development of the Hainan Free Trade Port in the field of international exchange and cooperation,injecting new vitality into China’s economic globalization.This exploration contributes to a deeper understanding of the development of free trade ports and provides insights and references for other countries and regions.

Impact of seepage flow on sediment resuspension by internal solitary waves:parameterization and mechanism

Sediment incipient motion is the first step in sediment resuspension.Previous studies ignored the effect of seepage flow on the mobility of sediment particles and simplified the seabed surface as a rigid boundary.A flume experiment was designed to innovatively divide the seabed into two parts to control the dynamic response of the seabed and control the seepage conditions.In the experiment,the seabed sediments and the amplitude of internal solitary waves(ISWs)were changed to compare and analyze the impact of seepage flow on the sediment resuspension by shoaling ISWs.Moreover,parametric research and verification were carried out.Results indicate that seepage flow can greatly influence fine sand,promote sediment resuspension,and increase the amount of suspension by two times on average.However,seepage flow had a little effect on the suspension of clayey silt and sandy silt.Besides,seepage force was added to the traditional gravity,drag force,and uplift force,and the parameterization of threshold starting shear stress of coarse-grained sediments was developed.The results of this parameterization were verified,and seepage force was critical to parameterization.The threshold starting shear stress was reduced by 54.6%after increasing the seepage force.The physical mechanism of this process corresponded to the vertical reciprocating transient seepage in and out the seabed interface caused by the wave-induced transient excess pore water pressure.This quantitative study on seepage flow for shear stress of coarse-grained sediments induced by ISWs is critical to geohazard assessment.

Research Methodology and Analysis of Innovative Pedagogical Models in Mechanical Engineering Courses for International Students at the School of Mechanical Engineering and Automation, Beihang University

Taking the engineering courses“Introduction to Mechanical Engineering”and“Machining Process”taught by the author at Beihang University’s International School as examples,this article systematically analyzed the current status and background of international student education,focused on research strategies for interdisciplinary education and industry-education integration innovation models from the perspectives of technical demands,student needs,and societal requirements.This article aims to cultivate highly qualified international students who come to China for their studies,help them better adapt to China’s social employment environment,and enhance their capabilities for career development in China.This article proposes a comprehensive set of innovative teaching models for mechanical engineering courses for international students at Beihang University,which encompasses eight key aspects,including talent development programs,curriculum outline reforms,optimization of classroom teaching content,respect for individual student characteristics,the establishment of practical teaching components,the use of open-ended assignments to stimulate enthusiasm for learning,the cultivation of international students’interest in China,their belief in developing friendships with China,and their goals of staying in China,and the incorporation of external experts to facilitate industry-education integration.

International Freight Forwarding Services Network in the Yangtze River Delta, 2005–2015: Patterns and Mechanisms

This study examined the spatio-temporal trajectories of the international freight forwarding service(IFFS) in the Yangtze River Delta(YRD) and explored the driving mechanisms of the service. Based on a bipartite network projection from an IFFS firm-city data source, we mapped three IFFS networks in the YRD in 2005, 2010, and 2015. A range of statistical indicators were used to explore changes in the spatial patterns of the three networks. The underlying influence of marketization, globalization, decentralization, and integration was then explored. It was found that the connections between Shanghai and other nodal cities formed the backbones of these networks. The effects of a city's administrative level and provincial administrative borders were generally obvious. We found several specific spatial patterns associated with IFFS. For example, the four non-administrative centers of Ningbo, Suzhou, Lianyungang, and Nantong were the most connected cities and played the role of gateway cities. Furthermore, remarkable regional equalities were found regarding a city's IFFS network provision, with notable examples in the weakly connected areas of northern Jiangsu and southwestern Zhejiang. Finally, an analysis of the driving mechanisms demonstrated that IFFS network changes were highly sensitive to the influences of marketization and globalization, while regional integration played a lesser role in driving changes in IFFS networks.

The Relationship Between Anti-terrorism and Human Rights Protection: Perspective of International Politics

This article briefly outlines how anti-terrorism struggles became linked and their relationship thereafter with human rights issues in international political life.With equal relevance and value to human development,anti-terrorism efforts and human rights protection are themselves not mutually exclusive or contradictory.Their conflict in everyday life has sometimes resulted from the fact that they are both manipulated in the service of certain political ends.What’s more,there has never been p erfect human rights protection in the world so far,which often makes human rights problems an easy charge against almost every government.No anti-terrorist activities in either the US or Europe have been really constrained by the idea of human rights no matter how beautiful their rhetoric has been.Now both human rights and anti-terrorism have been made into a tool of diplomacy and international politics.With the war in Afghanistan over,the United States is enhancing its human rights diplomacy together with its anti-terrorism diplomacy.Truly efficient,comprehensive international cooperation on anti-terrorism is still far away.

A Parallel Indexing Cam Mechanism with Internal Placed Followers

A new type of parallel indexing cam mechanism is discovered.The composition of the cam profile is proposed and the formulas of the mechanism parameters are established by synthesis of its configuration and size.The equations for working pro- file and pressure angle of the cam are derived based on the inverse model and the derivative of pitch curve of cams.An example is given and demonstrates that it is available to design the new mechanism using the derived expressions.

Carotid-cavernous fistula following mechanical thrombectomy of the tortuous internal carotid artery:A case report

BACKGROUND A carotid-cavernous fistula(CCF)is an abnormal connection between the internal carotid artery(ICA)and the cavernous sinus.Although direct CCFs typically result from trauma or as an iatrogenic complication of neuroendovascular procedures,they can occur as surgery-related complications after mechanical thrombectomy(MT).With the widespread use of MT in patients with acute ischemic stroke complicated with large vessel occlusion,it is important to document CCF following MT and how to avoid them.In this study,we present a case of a patient who developed a CCF following MT and describe in detail the characteristics of ICA tortuosity in this case.CASE SUMMARY A 60-year-old woman experienced weakness in the left upper and lower limbs as well as difficulty speaking for 4 h.The neurological examination revealed left central facial paralysis and left hemiplegia,with a National Institutes of Health Stroke Scale score of 9.Head magnetic resonance imaging revealed an acute cerebral infarction in the right basal ganglia and radial crown.Magnetic resonance angiography demonstrated an occlusion of the right ICA and middle cerebral artery.Digital subtraction angiography demonstrated distal occlusion of the cervical segment of the right ICA.We performed suction combined with stent thrombectomy.Then,postoperative angiography was performed,which showed a right CCF.One month later,CCF embolization was performed,and the patient’s clinical symptoms have significantly improved 5 mo after the operation.CONCLUSION Although a CCF is a rare complication after MT,it should be considered.Understanding the tortuosity of the internal carotid-cavernous sinus may help predict the complexity of MT and avoid this complication.

Recommendations for Optimizing Internal Management Mechanism of Farmers' Specialized Cooperatives

Based on the survey of 38 farmers' specialized cooperatives in Hubei Province,this paper analyzed existing problems in internal management mechanism of cooperatives,including widespread problem of centralized control,imperfect supervision mechanism,lack of effective incentive mechanism,insufficient specialized personnel,and limited participation of cooperative members in management. It elaborated causes for these problems from the perspective of practice. Finally,it came up with recommendations for optimizing farmers' specialized cooperatives: building democratic decision making mechanism with coordination of cooperative members and able personnel,establishing supervision mechanism suitable for self demands,improving internal incentive mechanism,establishing talent introduction and cultivation mechanism in proper time,and strengthening internal member management of cooperatives.

Research on adsorption mechanism of wall climbing robots based on internally balanced theory

The internally balanced theory proposed by the Japanese researchers,solved the contradiction between adsorption ability and moving capability of the permanent magnetic adsorption mechanism.However,it still has some problems when applied to wall climbing robots.This paper analyzes and improves this theory,and the improved internally balanced theory satisfies the requirements of the adsorption mechanism significantly.Finally,a practical prototype is proposed based on this method,and both the analysis using ANSYS and the experiment results justify the design validity.
